CHAPTER I

INTRODUCTION

Management is a software that manages computer systems in an enterprise,

which may include any and all of the following functions, software distribution and

upgrading, user profile management, version control, backup and recovery, printer

spooling, job scheduling, virus protection and performance and capacity planning.

Depending on organizational philosophy, systems management may include network

management or come under it (Encyclopedia 2016).

Information systems are of significant importance in any type of organization,

generally, it is really impossible for any organization to operate without any sort of

information system. These information systems are developed by focusing the needs

and requirements of the particular organization which are unique for every other

organization.

A system is a collection of elements or components that are organized for a

common purpose. The word sometimes describes the organization or plan itself and

sometimes describes the parts in the system (Rouse, Margaret 2010). A system is a set

of detailed methods, procedures and routines created to carry out a specific activity,

perform a duty, or solve a problem.

System is a group of interacting or interrelated entities that form a unified

whole. A system is delineated by its spatial and temporal boundaries, surrounded and

influenced by its environment, described by its structure and purpose and expressed in

its functioning. Systems are the subjects of study of systems theory.

Information System is a significant tool in order to organized all the collected

data in a specific organization, and one of the best system that provides useful

information and user interaction at all levels. An information system is a collection of

activities, procedures, methods, technology and peoples that are organized to get the

valuable related data and information (Knight & Silk, 1990).

A management information system (MIS) is a computer system consisting of

hardware and software that serves as the backbone of an organization’s operations. An

MIS gathers data from multiple online systems, analyzes the information, and reports

data to aid in management decision-making.

This system uses all of the internal and external resources to provide data and

information to the end users which enable them to take timely decisions that are

effective from the directing, planning and controlling point of view. As a whole this is

an efficient system that can provide all of the required information to the management

at all levels at appropriate times. Management information system is basically an

affective combination of human and technology resources that results in data storage,

collection, and communication, data retrieval and usage. In managerial operations and

business planning, these MIS systems play a vital role in business success (Lucey,

1989).

The system is capable of converting the collected data from the routine user and

machine interactions in to the effective information which later on is used by the

decision makers to make efficient decisions. The specialized systems that are being

used for decision making for the management at all levels are generally known as

management information systems (Thierauf, 1984).

Statement of the Problem

A System for Basic Barangay Management Information System in Ligas I,

Bacoor, Cavite:

The Barangay officials are having a hard time in completing their service for

the resident of Ligas I, since they only rely on the records printed on the papers. In

processing all the significant information of the residents, they needed to conduct a

survey in order to fill, collect and print all the necessary data of the inhabitants. “How

to help the officials in gathering all the information of all of the resident in Barangay

Ligas I, Bacoor, Cavite?” (See Appendix Figure 1).

One of the barangay’s main problem is the maintaining the possession of the

data of the populaces in Ligas I. The officials are having a hard time searching for the

specific compilation of a resident. They still need to look for the folder of the resident,

check the folder if it has complete papers, and they need to type everything in the

computer in order for them to give the asked paper. ”How to make all the process of

searching and printing of papers more convenient?” (See Appendix Figure 2).

Some residents are leaving the place for good, and it makes it hard for the

officials to eliminate all the data of that specific resident since hey have to look at every

folder related to that family. There are also people transferring and living at the

barangay for good, and they had a hard time on printing all the information to keep it

in a specific folder. Other than eliminating the past resident and having new resident ,

they also had a hard time updating all the information of the current resident. ”How to

make the inputting, deleting and updating information easy for the officials?”(See

Appendix Figure 3).

Objective of the Study

The objective of the study was to develop a basic barangay management

information system.

Specifically the study aims to:

1. gather all the information needed to know the problems through the

interview;

2. analyzing all the necessary requirements that desired, in order to build

the anticipated system;

3. design and create the system that will resolve the problem in manual

gathering of the information, keeping the data all intact and in printing

all the papers asked by the residents and;

4. assess and test the system according to its functionality, reliability,

usability, security and effectiveness if it is operating accurately and

appropriate for the barangay information’s flow.

Significance of the Study

The Basic Barangay Management Information System in Barangay Ligas I,

Bacoor, Cavite will be advantageous to the following:

Barangay officials of Ligas I. It will help them to easily keep all the data that’s

necessary in order to tell if the residency of the person. It will also make their work

much more easier in updating, inserting and deleting the information, and it will be

more convenient and less work for the barangay officials.

Residents of Ligas I. It will help the resident to input and update all the

inadequate information of theirs in the system. It will also take a less hassle in getting

all the necessary papers in the barangay.

Educators. It will help the educators to come up with ne ideas that will improve

the future systems, and it will contribute a lot of learnings that they haven’t acquire in

their current knowledge.

Future Researchers. It help them to come up with new ideas regarding to the

said research, and other than that they might as well improve the current state of the

system in order for them to give the client more upgraded or advance version of the

system developed by the researchers.

Time and Place of the Study

The study was approved in November 2019 at Cavite State University-Imus

Campus situated at Land Transportation Office(LTO) Compound at Emilio Aguinaldo

High-way Imus, City and was finished by almost at the end of November 2019.

The researchers conducted a one-on-one interview to their client at Barangay

Hall in Barangay Ligas I, Bacoor, Cavite.

Scope and Limitations of the Study

Basic Barangay Management Information System in Barangay Ligas I, Bacoor,

Cavite. There are the admin and resident. The admin are the only one who can access

all the information and function on the system, which are the officials of the barangay.

The residents are the one who fill all the insufficient information in order to make the

data accurate and reliable.

Registration Module. It defines that the person who register will be recognize

as an admin that can operate the system in its full function. The admin I the only one

who can access all the function of the system. The admin can update all the information

inputted at the system. The admin can also update all the data that has been stored at

the data base. The admin can also delete all the information in the system and the admin

can also access the document to be print and give to the residents.

Content Module. It has different subject that are needed to show in the system.

This module has sub modules that include all the different information and function

that will be displayed in the system. The Information Management sub module is the

module that views al the materials inputted at the system. In this sub module, all the

information about the officials of the barangay are indicated. The other sub module is

Printing Information’s module. This sub module includes all the printing service of the

barangay hall.

Application Module. It only has one type of module. This module is only for

the admin. The admin can do anything, input new resident, delete those resident who

left the place and update all the inadequate information. The admin can also change all

the officials name when election come and the new elected official will be the next

admin of the system.

Definition of Terms

Information. It is associated with data, as data represents values attributed to

parameters, and information is data in context and with meaning attached

System. A system is defined by its spatial and chronological boundaries,

surrounded and influenced by its environment, described by its structure and purpose

and expressed in its functioning.

Management. Is the administration of an organization, whether it is a business,

a not-for-profit organization, or government body.

Information System. Is a system composed of people and computers that

processes or interprets information.

Information Management. Is a cycle of administrative activity. The

acquisition of information from one or more sources, the custodianship and the

distribution of that information to those who need it, and its ultimate disposition through

archiving or deletion.

CHAPTER 2

METHODOLOGY

This chapter clarifies all the requirements needed in order to make the system.

It explains generally the materials and method used to achieve the anticipated output.

This chapter also state the procedures and strategies that have been used to validate the

probability of the study. Also, it includes the explanation of software and hardware used

for developing the system.

Research Design

In developing the Basic Barangay Management Information System in

Barangay Ligas I, Bacoor, Cavite, he researches had implement different methods in

order to characterize all the problems that are needed to be solved and all the methods

that’s been used in order to develop the system. There are various diagrams that the

researchers used, in order for them to differentiate the different problems and solution

that thy consumed. By using the fishbone diagram, the researchers easily pinpointed

the problems that is needed to be solved and it also dissection the problems by

discussing the results that affected the main problem(See Appendix Figure 1, 2 and 3).

Other than that, the researchers used flow chart in order to know the movement or the

progress of the system. (See Appendix B. Flow Chart). The technique was used to plan

the step-by-step process on how the input and process can be change into the anticipated

output. More over the researchers used, visual basic 2012 for coding the system. Other

than that, the researchers use waterfall model to effortlessly adjust the functionality of

the software during the process of improvement. And also the technique was used to

plot the step-by-step process on how the input and process can be changed into the

desired output.

Waterfall Method. The researchers used the waterfall method for one thing, it

is an easy and much practical method for the study. Since waterfall method doesn’t

need to re-do everything from the start in order to develop the system. The waterfall

model highlights that a logical progression of steps be taken throughout the software

development life cycle , much like the cascading steps down an incremental waterfall.

Using a waterfall method does permit the system as a whole to preserve a more detailed

and design structure due to all the direct planning and documentation stages. The

waterfall model is a breakdown of project activities into direct chronological phases,

where each phase depends on the deliverables of the previous one and corresponds to a

specialization of tasks.

SUMMARY, CONCLUSION AND RECOMMENDATIONS

This chapter presents the general summary of the study conducted by the

researchers. It also includes the conclusion and the recommendation of the study for the

development and improvement of the system.

Summary

The study entitled The Basic Barangay Management Information System in

Barangay Ligas I, Bacoor, Cavite was created for the residents of the said barangay and

for the employees of the barangay.

The study focused on the development of the system that allows the employees

to access all the information more easily and also allows the resident to easily update

and delete all the information they have in the system. The employee can also have the

easier way to print all the documents that is needed to be printed and give them much

more time in transacting the small amount of money payed by the residents.

The study used waterfall method with the following phases: requirement phase,

planning phase, analysis phase, implementation phase and verification phase.

The software that has been used in developing the system was Visual Studio

2012 for the whole system design and function, Report for printing documents in the

system, Xampp for having the connection of all the data in the system, MySql for

storing all the inputted data in the system and Adobe Photoshop for the images that has

been used or inserted on the system design. Visual Basic.net was the language used in

order to developed the system.

Conclusion

The use of digital system has been proven to create a well-rounded and positive

working experience for the employees in a company or organization. Management

Information System provide a faster way of processing all the documents, and a lot

more convenient in storing all the data.

This research aimed to identify a more efficient solution in solving the problems

found in the current situation of the barangay. Based on the qualitative analysis of the

state, developing system will help the barangay to have a process that will less the work

of the employees and less hassle for the resident.

And by analyzing the difficulty of document process, the researchers determine,

that having a one click printing report will lead to a less trouble for the administering

all the documented papers, and assisting all the residents.

Therefore the researchers conclude that an easy one click system will

accommodate all the employees client, and it will give them a high possibility of having

a peaceful and convenient process.

Recommendation

The researchers recommend the system to be used by the other barangay hall,

in order for the organization to give a faster service to the clients.

The researcher also recommend the study to the future researchers. For the

future researchers, they can continue studying the topic and might have new ideas and

can develop a much upgraded version to help other organization.
