EMERGENCY OPERATIONS CENTER “EOC-DRW ABANCAY”

1. OVERVIEW

1.1. The following document describes the development of the


interior/exterior electrical installations for the Emergency
Operations Center – EOC-DRW ABANCAY.

1. OVERVIEW

1.1.The following document describes the development of the interior and


exterior electrical installations for the Emergency Operations Center –
EOC-DRW ABANCAY.

1.2.LOCATION The project site is located next to the Mariño River, in the city of
Abancay– Peru. Abancay is the capital of the Apurimac department, Peru. The city is
located at 13° 38′ 00.00′′ South Latitude and 72° 53′ 00.00′′ West Latitude at an
approximate elevation of 2377 meters above the sea level and has an approximate
population of 120.000 habitants. It has a dry and temperate weather most of the
year with temperatures about 4 and 20oC (39 to 68°F). Abancay is the agricultural
and industrial center of Apurimac’s department; there are also copper mines in the
area.

2. OBJETIVO

The objective of this project is to design medium and low voltage electrical
networks, connection to an existing overhead primary, grounding connection,
panelboard, lighting systems, general and dedicated outlets for specific uses,
stabilized outlets, voice and data telecommunication outlets; configuring in this way
a reliable, safe system for people, easy operation maintenance for the
"CONSTRUCTION OF WAREHOUSES IN THE CENTER OF REGIONAL
EMERGENCY OPERATIONS COER- APURIMAC", complying with the normative
and legal standards.

3. CONSIDERED STANDARD REFERENCES

The project has been developed according to the following standards:

4. PROJECT SCOPE

The project includes the design of Interior and exterior electrical installations for the
CONSTRUCTION OF THE “EMERGENCY OPERATIONS CENTER AND
DISASTER RELIEF WAREHOUSE EOC-DRW ABANCAY,” which is presented
next: 


• Independent supply networks, one for the General TG panelboards and the
other for the fire suppression panelboard TF-1. These networks are supplied
from the two-pole mounted transformer substation of 75KVA, 10-22.9KV/0.38-
023KV. This substation shall be exclusively used for the EOC-DRW Abancay.

• Transformer calculation for exclusive COER ABANCAY and connection to


existing overhead primary.
• Calculations of the Diesel Generator including Automatic Transfer Switches for
load associated to General Panelboard and fire system.
• Grounding Protection System Design.
• Lighning Protection System Design..
• Panelbooards
• Feeders and branch circuit calculations including drop voltage and ampacity
calculations.
• Interior installations which present: lighting, outlet boxes and the supply for the
different equipment’s required at the warehouse. 

• Interior and Exterior Lighting Design with DIALUX SOFTWARE SIMULATION.
• Voice and Data telecommunications System Design.
• Fire Detection System Design.

The project has been developed based on the architecture and respective
equipment drawings. 


5. PROJECT DESCRIPTION

The Project is composed of:

5.1. Electrical Feeders To General and Distribution Panelboards


Electrical feeders to TG Main Distribution Panelboard, ATS 1, ATS 2 and TD-1,
TD-2, TD-3, TD-4, TD-5 y TD-E Panelboards, shall be underground, embedded
and/or built in the wall and the conductors shall be NHX-80 types of wire. These
will be installed in concrete ducts and/or PVC-P pipes, covered in concrete as it
is indicated on the drawings.

5.2. Electrical Interior System

For the interior installations, it has been considered everything related to lighting
circuits, average outlet boxes and suppliers to different equipments considered
on the design drawings, including conductors, conduit system and luminaires.
5.3. Emergency Power System

This system has been designed having in consideration the load size of Maximum
Demand and special loads. The system is composed by a Diesel Generator and
an Automatic Transfer Switch (ATS ), which will be supplied in case of energy cut
by the mentioned 60KW/ 75 KVA. Diesel Generator.

This system will function 10 seconds after the average energy supplier system is
suspended and the 75 KVA. Diesel Generator is automatically activated, which
will supply energy to the entire system.

5.4. Telecommunication System


Telecommunication system was designed , including Voice And Data Outlets,
Horizontal Cabling, Telecommunication rack, which will concentrate all the wiring,
in this rack will be installed Patch Panel, Patch Cord, horizontal Cable Managers.

5.5. Structured Cable Design

The wiring for the Telecommunications system will be carried by a wire mesh
cable tray and it is derived in EMT pipe to the work station and for the areas with
many work stations the wiring was designed with surface metal raceways.

A regulated power supply system shall be installed in a surface metal raceway to


every outlet and will be supplied from a UPS and/or a 10KVA stabilizer, provided
by the user. Communications horizontal cable shall be Category 6 for the data
and voice circuits. The following colors shall be used: blue for voice, orange for
data and green for spare.

5.5.1. Telecommunication Criteria Design


For the current project, it has been taken in consideration the following
basic and essential aspects with the purpose of making viable its
implementation. The structured cabling system shall present the
following characteristics:

• Adaptability
It shall allow the future technologies and their developments (e.g. video,
high speed data transmission, voice and multimedia applicative).

• Flexibility
It shall be the same distribution network for every communication
application in order to make it easier the possible displacement of the
system equipment. 

• Transparency

• The system shall meet every telephone, data and video standards. 


• The cabling system shall provide physical connections between every


working area of the different spaces of the WAREHOUSE and the
connection to the PSTN. 


• The cabling system shall be adapted to every current communication


requirements of a modern building. Even more important, it shall be built
with capacity of satisfying the new amplification necessities, as long as
they are appearing.

• The distribution of the communication exits (data, voice, audio, video and
other services) in the different levels of the building, control areas,
storage, for an efficient use of the institution resources. 


5.5.2. Regulated Power Supply Network

The regulated power supply network is supplied by an 10 KVA UPS with


isolation transformer, provided by the user. It is distributed through a TD-
UPS Panelboard. This system is connected to a grounding system 


5.6. Emergency Lighting System

An emergency lighting system has been considered and is related to the


evacuation routes indicated on the drawings, which are offices, stairs, hallways
and corridors. These luminaries will turn on when the energy supplier shuts
down and are supplied by an accumulator. These equipments are composed by
a battery charger, an accumulator, electronic transfer equipment and one
fluorescent lamp.

5.7. Lighting System Design

A 500 Lux lighting has been estimated for offices areas. The considered lighting
is normal type and fluorescent T-5 lamps of 14, 28 and 54 watts have been
selected with electronic devices. The considered lighting levels, according to the
norm EM.010 from the National Edifications following:

• Offices : 500 lux.


• Clasrroms : 500 Lux
• Holding Area : 200 lux
• Corridors : 100 lux
• Receptions : 300 lux
• Storage : 300 lux
• Archive room : 200 Lux.
• Common Areas : 100 Lux
• Restrooms. : 100 Lux
5.8. Electrical Feeders To Main Distribution Panel and Other Distribution
Panelboards

The energy supply will be three-phase type with a neutral line of 380/220 V., 60
Hz. and shall be supplied from a two-pole mounted transformer substation of
75KVA. Electrical feeder from the General Panelboard TG and the Fire
Suppression Panelboard TF-1, conductors will be NHX-80 and these will be
installed in concrete ducts and/or PVC-P pipes, covered in concrete as it is
indicated on the drawings.

5.9. Peak Demand Calculations

Peak Demand is 57,6 KW corresponding to the average use installations, such


as lighting, pumping and office equipment, heaters and computers.

6. TESTS

It is necessary to carry out tests to the electrical system, among which are
included Insulation of the conductors, Voltage level at full load, load balancing,
continuity, operation of the power plant and its transfers, measurement of the
earthing resistance. These tests must be carried out with qualified personnel
and the results must comply with the minimum requirements indicated in the
National Electricity Code.

6.1. INSULATION TEST

About insulation Test

a) The insulation tests to execute will be:


-Between the active and grounding conductors.
-Between the entire active conductors.

b) About the minimum insulation resistance

The insulation resistance value, according to the National Code of Electricity-


Utilization (Table 24), between two electrical installation sections located
between two protection devices, disconnecting the entire electrical consuming
artifacts, shall be:

6.2. EARTH GROUND RESSITANCE TEST

For the project, a grounding system will be designed that will include a
grounding grid for the substation grounding, for the isolated ground system and
for the lightning system. These systems will be joined together. The value of the
ground resistance must not be greater than 25 Ohms, in case of values higher
than the established maximum, it will be necessary to apply artificial soil, to
decrease the value of the grounding resistance. The measurement must be
made in a time greater than two days after the rain has occurred.

6.3. LIGHTING LEVELS MEASUREMENTS

Lighting levels tests shall be executed with the use of a lux meter to verify the
proposed lighting levels in plans.
6.4. EMERGENCY LIGHTING OPERATIONAL TEST
Emergency lighting operation tests shall be executed simulating local power
outages. There shall be a one-hour duration battery system according to the
National Edifications Regulation (art. 41 norm. A.130).

6.5. SMOKE DETECTORS OPERATIONAL TESTS – FIRE SUPPRESSION


SYSTEM

The smoke and temperature detectors should be tested, simulating smoke


generation, with special aerosols for these tests, in order to verify the operation
of the sensors. In the case of temperature sensors, you must simulate the heat
until the sensor detects the maximum temperature allowed in the environment. In
addition, manual stations will be activated, verifying that the detectors are
activated.

6.6. DIESEL GENERATOR OPERATION TEST


The generator must be run in full load, verifying the output voltage of the
Generating Group, checking the respective regulation. Tests must be performed
with the automatic transfers verifying the response times of the same, these tests
are performed simulating faults to the Normal network.

6.7. UPS OPERATIONAL TESTS

Tests shall be executed for the operation of the UPS provided by the user after
doing the maintenance, which means:

• UPS parameters calibrations through software. 



• Equipments parameters and control board measurement.
• UPS autonomy time measurement
• Equipment tests with and without load. 


6.8. PUMPS OPERATIONAL TESTS


Operational tests shall be executed in order to verify the system start- up, in
particular with the fire suppression system pumps. The test shall verify the
automatic start-up of the pumps when the fire suppression system is pushed.
These tests shall comply with the NFPA standards which are related to this issue.

6.9. DATA NETWORK OPERATIONAL TESTS (CERTIFICATION TESTS) 


Operational tests for the data network shall be executed through a


CERTIFICATION which qualifies the installation quality.
The network
certification is performed in order to verify the compliance with the international
operational standards, assuring the correct installation, operation and
performance in maximum working conditions. 

The mentioned standards are the following:
• The origin of the structured cabling standard and the common used reference
is the ANSI/EIA/TIA 568 (there are three regulation committees of electric and
telecommunications of USA). This standard was established in 1991 and has
the standard title for communication cabling in commercial buildings. There are
other standards from the same entity to regulate measurements, optical fiber,
canalizations, administration, grounding points, etc. The standard was
internationally supported by the ISO/IEC 11801 (International standards and
electronic commission entity) in 1993.
• 
568A Commercial Building Telecommunications Cabling. For commercial
buildings.
• 569 Commercial Building Standards for Telecommunications Pathways and
Spaces. Specifies the standards for the conduits and necessary spaces for the
installation of the telecommunications standardized systems.
• 570 Residential and Light Commercial Telecommunications Wiring Standard.
Specifies the standards for the installation of the telecommunications systems
in housing and low density commerce.
• 
606 The Administration Standard for the Telecommunications Infrastructure of
Commercial Building. Regulates methods for the administration of
telecommunications systems.

Telecommunications. Regulates specifications of the grounding systems for

The calculations of current, voltage drop, panelboards schedule are shown in this
numeral and the designs of the Ground System, Lightning and interior and exterior
lighting, with their respective simulation are delivered as annexes.

4. PEAK DEMAND CALCULATION

Detailed information of the loads of each panelboard is included in the panelboard


schedule that are delivered in the file CUADRO DE CARGAS Y MAXIMA DEMANDA
COER ABANCAY.XLS. The calculations have been developed according to the
disposed by the Section 050 from the National Code of Electricity-Utilization.
