I am away from the office the rest of the week with my family for Thanksgiving holiday,

so I am unable to speak with you today. I can provide you with the following
information.

Many offenders who are granted release have served decades in prison after
committing violent offenses; most while in their youth and who are now considered
geriatric, (age 50 or older as defined by the Department of Corrections.)

The Parole Board’s Special Investigations Unit conducted a very lengthy and in-depth
investigation, which included input from the Haysom family. Victim input is taken very
seriously and is an important part of our consideration. We also have a Victim Services
Unit which keeps the victim’s family informed and assists with their needs.

The Parole Board’s NOT grant rate is approximately 90% annually, meaning about 90%
of the offenders who come before the Parole Board are denied parole.

This month we have also released to Immigration and Customs Enforcement (ICE) for
deportation another offender who is a Belgium citizen and whose crime, length of
incarceration and age at the time of the offense is similar to Jens Soering’s and
Elizabeth Haysom’s. He has been released to ICE under the same conditions as Jens
Soering and Elizabeth Haysom, which include that he is never to return to the United
States. Under his release conditions he will also be violated and returned to
Department of Corrections custody should he return to the U.S.

When making parole decisions, the Parole Board reviews the sentencing guidelines that
courts are required to consider under the Truth and Sentencing Law of today. Taking
into account good time credits they would receive for their exemplary conduct, both
Jens and Elizabeth have already served well in excess of an average sentence under
today's law for the crimes that they committed; and in fact, have served a sentence just
shy of the highest range of the Sentencing Guidelines. The sentencing guidelines
recommend an average sentence of 33 years and 3 months. They have served just shy
of 34 years.

Here are the supporting calculations for the Truth and Sentencing Law of today:
Sentencing Guidelines for 2 counts of first-degree murder under "other," with no
additional offenses and not legally restrained is a base score of 367 points, plus an
additional 32 points for the use of a weapon for a total of 399 points. This calls for the
following sentencing range: 24 years 11 months minimum sentence to 41 years 7
months maximum sentence. The midpoint sentence is 33 years 3 months. If they were
sentenced pursuant to Truth in Sentencing, they would have been credited for their
exemplary conduct and would have received a reduction in their sentence of 15% by
operation of today’s law. If sentenced to the mid-point of 33 years 3 months, they would
have served 28.26 years, if sentenced to high end of the guidelines they would serve
35.34 years after reducing the sentence-imposed accounting for good time. They have
served just shy of 34 years.
The Parole Board made an unfavorable recommendation to the Governor on Jens
Soering’s absolute pardon petition. The years-long exhaustive investigation for a
genuine search for the truth revealed that Jens Soering’s claims of innocence are
without merit. On Monday, November 25th the Governor denied Jens Soering’s request
for a pardon.

Sheriff Mike Brown and Major Ricky Gardner of the Bedford County Sheriff’s
Department and Wes Nance, Bedford County Commonwealth’s Attorney have at all
times demonstrated professionalism and we are grateful for their cooperation and
transparency during the lengthy pardon investigation.

We regret that the decision to release and permanently deport Jens Soering and
Elizabeth Haysom has been difficult for many in the Bedford Community. I want to
assure you that we are in direct contact with the Haysom family and remain in place to
support them. Fortunately, with the exception of Ms. Workman, who reported to the
Washington Post that she supports the release of both Seoring and Haysom, they have
been spared from the intensive local media coverage and they request that the media
NOT contact them.

Our hope is that the community of Bedford can start healing and put this horrible crime
behind them.

Below are the conditions of release for Elizabeth Haysom and Jens Soering:

Elizabeth Haysom #1122838

Special Conditions:

1. Release is authorized only to Elizabeth Haysom's immigration detainer and Elizabeth

Haysom must remain securely detained with the U.S. Immigration and Customs
Enforcement at all times (release is not authorized to Community Supervision if not
physically deported) until Elizabeth Haysom is no longer present in the United States of
America or its Territories. If for any reason Elizabeth Haysom is not deported, she shall
be immediately returned (or made available for pick-up) to the custody of the Virginia
Department of Corrections.

2. You are on Parole Supervision for life and as a condition of your parole you are
forever forbidden from remaining in or returning to the United States or any U.S
Territory. You shall be in violation of your parole conditions should you ever return to
United States for any reason and a Parole Board Warrant will be issued for your arrest.

3. You shall be in violation of your parole conditions should you fail to be deported for
any reason and shall be immediately returned to the custody of the Virginia Department
of Corrections.

4. You are required to be of uniform good behavior for the remainder of your life.

5. You are required to sign your release conditions prior to being released to your I.C.E.
Detainer.
(Please note that some of the Haysom family members are attempting to rebuild their
relationship with Elizabeth Haysom, so she does not have conditions that restrict her
contact with family members. This will be left to the discretion of the family.)

Special Conditions:

1. Release is authorized only to Jens Soering's immigration detainer and Jens Soering
must remain securely detained with the U.S. Immigration and Customs Enforcement at
all times (release is not authorized to Community Supervision if not physically deported)
