Pursuant to Republic Act. 7160 – Otherwise known as the Local Government Code of 1991 which provides that local
government should share with the national government the responsibility in the management and maintenance of
ecological balance within their territorial jurisdiction subject to national policies and other pertinent provisions of the
code.

In consideration of the forgoing premise, I take pleasure and privilege to invite you as one the stakeholders
in judicious utilization of our natural resources. Therefore, it is important for every individual to save and
protect our environment. The importance of public participation in the environmental decision-making and in
