RE: Consider for approval, the purchase of Team Resilient Wedge lnsert Valve
Installation equipment from TeamFurmanite at a cost of $188,800.00.
Authorizing the City Manager to execute all necessary documents upon
final approval by the City Attorney.

I. Background
• The Municipal Utilities Distribution Division is responsible for the maintenance
of the City's water pipeline system.
• Many of the valves that are used to shut down the water system are older
valves that are not working correctly. There are times when the length of a
water system shutdown has to be extended because the Distribution Di vision
crews cannot get the water valves to properly close.
• A method to provide a line closure in a water system is a line stop machine . A
line stop machine will install insertion valves or line stop fittings to stop the fiow
of water in a pipeline system. The installation of line stop system can insure
that the length of the water line shutdown will be done for a shorter distance.
• The Distribution Division has older Hydro-Stop line stop equipment that has
been used in the past to temporarily shut down a water system. There have
been problems with this machine in the past. Over the past few years,
improvements have been made in the line stop process.
II. Current Situation
• The Distribution Division solicited information and quotes for the purchase of a
TeamFurmanite InsertValve line stop equipment. The InsertValve equipment
will provide the following advantages in the line stop process:
1) The resilient wedge seats on the va lve body not on the pipe
a. When the wedge contacts the bottom of the va lve it does not put
pressure on the pipe causing pipe deflection and stress
b. The wedge operates without pressure balancing or equalization due to its
built-in wedge guides
c. The wedge does not need the cut or milled edge of the pipe to create a
seal. Hence the rubber on the wedge will not rub or wear off as it passes
in and out of the pipe.

III. Issues
• Impact or Ramifications: The purchase of a line stop machine could reduce the
length of waterline system that needs to be shut down during a water repa ir.

IV. Recommendation
Reco mmend for City Council to approve the purchase of Team Resilient Wedge
Insert Valve Installation equipment from TeamFurmanite at a cost of $188,800.00.

unique claims in these patents. Each of the patents will expire February 28, 2023.

your specifications. In addition TeamFurmanite is the sole source manufacture of InsertValve.

• All technical changes to work scope must be reported to TeamFurmanite management prio r

EXCAVATION FOR INSERT VALVE

4" - 8" Insert Valves for Working Pressures less than 150 psi
If a pipe joint is encountered during excavation, it is required to keep edge of Valve 18"
away from coupling or bell.

(Transite AjC), Thin-walled steel and some (PVC non pressure pipelines) require
thrust blocks to restrain valve before first closure of valve. Note: Drawing shows 18"
under pipe for bell & spigot type pipe. If this application requires a thrust block,
additional depth is required. (Typically 2' deep by 3' the approximate Laying length of
the valve) This area needs to be fWed with concrete and cure prior to dosing of the valve.
