Project Overview
The east west metro is a rail mass transit project in Kolkata which is being implemented by
Kolkata metro rail corporation limited (KMRCL), a special purpose vehicle constituted for the
purpose of project implementation. The east west corridor consists of approx. 14.58 km from
Howrah maidan to saltlake sector V, comprising of elevated and underground sections. There
are 18 stations on this corridor along with one depot at grade with maintenance workshop
close to central Park station. The East-West corridor will operate with trains driven by train
operators and using continuous automatic train control system consisting of automatic train
protection. The OCC including the Depot control centre (DCC) is located at Central Park station
and the back up control centre will be located at Howrah station

Transportation
Transport or Transportation is the movement of humans, animals and goods from one location
to another. Modes of transport include air, land(rail or road), water, cable, pipeline and space.
Transport is important because it enables trade between people, which is essential for the
development of civilizations.
Rapid transit or mass rapid transit, also known as heavy rail, metro, MRT, subway, U-Bahn or
underground, is a type of high-capacity public transport generally found in urban areas.
Electric Traction
The system which uses electrical power for traction system i.e. for railways, trams, trolleys, etc.
is called Electric Traction. Electric Traction means a locomotion in which the driving force is
obtained from electric motors

Third Rail System
A third rail is a method of providing electric power to a railway train, through a continuous rigid
conductor placed alongside or between the rails of a railway track. It is used typically in a mass
transit or rapid transit system, which has alignments in its owncorridors, fully or almost fully
segregated from the outside environment. In most cases, third rail systems supply direct
current electricity. The third-rail system of electrification is unrelated to the third rail used in
dual-gauge railways. The third rail system shall be of 750 V DC, top contact type, in which
vehicle-mounted current collection shoes press downwards onto the top of the conductor rail.
The trains have metal contact blocks called "shoes" which make contact with the conductor rail.
The traction current is returned to the generating station through the running rails. The
conductor rail is usually made of high conductivity steel, and the Running rails have to be
electrically connected using wire bonds or other devices, to
Minimize resistance in the electric circuit.
The conductor rails have to be interrupted at level crossings and at crossovers, and ramps are
provided at the ends of the sections to give a smooth transition to the train shoes. There is
considerable diversity about the contact position between the train and the rail;
Some of the earliest systems used top contact, but developments used side or bottom contact,
which enabled the conductor rail to be covered, protecting track workers from accidental
contact and protecting the conductor rail from snow and leaf fall.

Benefits and disadvantages of third-rail system
Electric traction systems (where electric power is generated at a remote power station and
transmitted to the trains) are considerably more cost-effective than diesel or steam units,
where the power unit is carried on the train. This advantage is especially marked in urban and
rapid transit systems with a high traffic density. So far as first cost is concerned, third-rail
systems are relatively cheap to install,
Compared to overhead wire contact systems, as no structures for carrying the overhead contact
wires are required, and there is no need to reconstruct over bridges to provide clearances.
There is much less visual intrusion on the environment.
However as third rail systems present the hazard of electric shock, higher system voltages
(above 1500 V) are not considered safe. Very high currents are therefore used, resulting in
considerable power loss in the system, and requiring relatively closely spaced feed points
(Sub-stations). The presence of an electrified rail also makes it extremely dangerous for a
person to fall into the tracks. This, however, can be avoided using platform screen doors or the
risk
Minimized by ensuring that the conductor rail is on the side of the track away from the
platform.

SCADA system
SCADA (Supervisory Control and Data Acquisition) System. A system meant for automation of
electrical Power that carries out the functions of real-time data acquisition and supervisory
control, data processing, handling operator interactions and report generation.This system is
used for monitoring and controlling of power supply system for Kolkata Metro East-West line.
• The purpose of SCADA system shall be to monitor/control from the operational control
centre (OCC) or from the backup control centre (BCC) all power supply installations of
the Kolkata metro east –west line. The OCC will be located at Central Park Depot and
the BCC will be located at Howrah station
• For protection and metering of equipment, protection control unit (PCU) shall be
installed in all substations. These units shall be able to interfere with the SCADA system
using IEC 61850 communication protocol. The communication between OCC/BCC and
RTU’s at RSS, TSS, and ASS shall be via an optical Fibre cable (OFC) network provided by
the S&T contractor using IEC 60870-5-104 transmission protocol.
• The SCADA system shall also have provision for plugging in a portable control console
(laptop) at the RTU level. It shall be possible to operate and monitor all equipment’s in
the substations from this local control console.

SCADA Software for KMRCL Project
We are offering IEC 61850 communication protocol for interface between protection & control
units in substations and the RTUs. Further we are offering VICOS RSC software for SCADA which
shall operate in Windows based operating system as our ‘Value Engineering proposal’. Please
note that Sun Solaris, UNIX and Linux are mostly obsolete platform for SCADA server for new
metro projects and would require substantial time for development. Further the following
critical parameters can't be met by any other solution other than VICOS RSC.
Kolkata East West Metro Project SCADA will be provided with the version 8.5.1 or the latest
released version of the VICOS RSC system. The VICOS RSC licenses for the SCADA system will be
provided for the fully functioning of the system as per the PS Contract Specification.
Vicos® RSC (RailSCADA), the modern power control system, is used to perform control,
monitoring, archiving and evaluation tasks in traction power supply and railway infrastructure.
It gives the operating personnel a quick and reliable overview of the operating states of the
system.

The Sitras® RSC (RailSCADA)
The Sitras® RSC (RailSCADA) power network control system is employed for controlling,
monitoring, archiving and evaluation purposes in traction power supply and railway
infrastructure.
Operating personnel thus receive a rapid and reliable overview of the operating states of the

Brief description of SCADA used in East-West
Metro (Kolkata)
The term SCADA usually refers to centralized system which monitor and control field
equipment in ASS,TSS,RSS. The SCADA control center performs centralized monitoring and
control of field sites over a defined communication network, including monitoring alarms and
processing status data. The SCADA System at Kolkata metro East-West line is to provide remote
monitoring and control of the following locations:
The offered SCADA System, VICOS RSC is especially developed for railway application. VICOS
RSC is Windows OS based on PC and offers SCADA functions like control, supervision, archiving,
evaluation etc for rail-bound traffic

Technical Description: SCADA System at OCC,
BCC, DCC
All the Station Control Systems (RTU’s) will communicate independently with both the main
Control Centre (OCC)(located at Central Park Depot) and Backup Control Centre(BCC)(located at
Howrah Station) using IEC60870-5-104 Protocol, hence the online data will be updated at both
the Control Centre's simultaneously. The updating of the status is measured at the BCC solely
depends on its communication with the Station Control System. The Depot Control Centre
located at Central Park Depot will be an extension of the OCC. It will consist of a work station
which will be a remote client of the OCC SCADA System.
In the OCC the SCADA server 1&2 interact via Ethernet LAN. At one time one of these SCADA
servers will be in hot mode and another in standby mode. The data will be updated in both the
servers. In case of failure, the role changes automatically and the standby servers leads the
system.
Rear Projection Screen (RPS) display is considered for the display of the Traction Power network
overview in OCC and DCC. However, the supply of the RPS Display was not under the scope of
SCADA.
Separate user groups will be configured for OCC and BCC. While the BCC is operating in
Backup/standby mode the user login must be selected from the BCC user group. The users in
the BCC user group will not have the Control Authority. In case of complete failure of the OCC,
user of OCC user group is able to login at BCC. This will activate all controls from BCC.

SCADA Control Equipment’s in OCC
The SCADA Control and operating system will be located at OCC at Central Park Depot. SCADA
Control Equipment at OCC shall be provided with the following equipment.

SCADA server 1 &2 : One server provides redundancy to other one. They are responsible for
basic SCADA data processing application components that include limit checking and alarm
detection. Each of them is connected to the SCADA System via LAN for the communication
among the equipment's.
Both the servers communicate with each other. At one time one of them will be in Hot mode
and the other in the Standby mode. In case of failure the Standby server leads the system.
Front end server 1 & 2: It’s applications includes the Communication Front End (CFE) for RTU
communication using IEC 60870-5-104 protocol. Front End Servers are responsible for data
exchange between field Station Controllers (RTUs) & SCADA Servers.
Operator Terminal 1 & 2: Operator terminals along with a laser printer are placed in OCC
Theatre room, while all other Servers, Terminals, Network Switches and another laser printer
are placed in SCADA server room provided in the proximity of the OCC Theatre room. The
operator terminals interact with the SCADA server via redundant Ethernet LAN provided in
OCC. The main control and monitoring of alarms and statuses from the process are done
through the operator terminals.
• To store historical databases/records with optical disc technology, which will allow the
data to be indexed with random/sequential searches
• To store sufficient historical data of SCADA base application

Monitors for Terminal and Server in OCC : The Operator Terminal 1&2 will be provided with
dual monitors while the Maintenance Terminal, Archive Terminal, SCADA Server 1&2, Front End
Server 1&2 will be provided with single monitors.
Interface Terminal for RPS System: This terminal will be provided for interfacing between
SCADA System and RPS System.
Printers at OCC: The Printer (Laser Color) is responsible for the output of reports, pictures or
operating log. It is connected to the same network and works only when command is given
from any of the substations.
Network Component of OCC: The communication between the SCADA control center
equipment’s are by dual LAN. The LAN is an Ethernet. For the SCADA Control and Operating
System, 2 switches are provided in proximity of SCADA equipment’s in the Server room which
form a link between the SCADA Control and the OCC.
Racks for SCADA Server: The SCADA system at OCC are provided with racks for placing
redundant Master and Front-End Servers. These racks must have ventilation and proper cable
management system to ensure proper functioning and easy maintenance.
Earthing Provision for SCADA Equipment’s: All the metal enclosures must be provided with
earthing terminal and all equipment’s will be connected to the separate earth terminal of
resistance<1 Ohm.

SCADA Control and Operating Equipments at BCC
The SCADA Backup Control Centre (BCC) is located at Howrah Station. A Non-Redundant SCADA
Server connected over a back-up control system network is considered for SCADA System
functionality in Backup Control Centre.
It is provided with the following Terminals:
• SCADA Server 3
• Front End Server 3
• Operator Terminal 4
• Ethernet Switches 1 & 2
• Laser Printer (Colour)

SCADA Server 3: The field data is updated in both OCC and BCC Servers. Both the Control
Centre’s work independently, the control operation is carried out from one of control center.
Front End Server 3: Front End Server 3 is responsible for data update in SCADA server 3 so that
every data is updated as applicable in server 3 application.
Operator Terminal 4: The Operator Terminal 4 along with one color printer (Laser) is placed in
BCC room along with SCADA Server 3, Front End Server 3 and Network Switches. The Operator
Terminal 4 functions similar to the Operator Terminal 1&2 placed in OCC. At one time the
terminals at OCC and BCC are provided with highest authority of Control actions with
monitoring authority in all terminals.
Printers at BCC: The printer is responsible for the output of reports, pictures or the operating
log.
Monitors in BCC: The Operator Terminal 4 is provided with dual monitors while the SCADA
Server 3 and Front End Server 3 are provided with single monitor.
Network Components at BCC: The communication between the SCADA BCC equipments is
done by LAN. The LAN is an Ethernet. For the SCADA Control and Operating System at BCC, two
switches are provided in proximity of SCADA Equipments in the BCC. The switch forms the link
between the SCADA Control Operation System Network at BCC and the data transmission
network. This switch has to be connected to the Data Transmission Network by Optical Fibre
cable via communication Switch located in Central Equipment Room.
Earthing Provision for SCADA equipments: All metal enclosures must be provided with an
earthing terminal and all equipments must be connected to the separate earth terminal of
resistance<1 Ohm.

SCADA Control and Operating Equipment at DCC
The SCADA Depot Control Centre(DCC) will be located at Central Park which is an extension of
OCC. It will consist of a workstation which will be remote client of the OCC SCADA System.
It is provided with the following Terminals:
• Operator Terminal 3
• Ethernet Switch 1 & 2
• Interface Terminal for RPS System.

Operator Terminal 3 :The Operator Terminal 3 is placed in DCC room along with redundant
Network Switches. The Operator Terminal 3 at DCC functions similar to that of Operator
Terminal 1&2 placed in OCC but its control and monitoring scope is limited to Train movement
inside the designated area inside Depot.
Monitors for Operator Terminal in DCC :The Operator Terminal in DCC shall be provided with
dual monitor.
Network Components at DCC :The communication between the SCADA equipments at DCC and
OCC are through LAN Cables(if the distance between the OCC and BCC is 90 m) or via OFC
cables via redundant Ethernet switches. These switches are provided in the proximity of
Operator Terminal 3 in the DCC and they form a link between the SCADA Control and Operation
System Network at DCC and OCC.
Interface Terminal for RPS System :This terminal is provided for interfacing between SCADA
system and RPS system. SCADA overview display in RPS system shall be interfaced via VGA/DVI
output.

Remote Terminal Unit
In SCADA systems, an RTU is a device installed at a remote location that collects data, codes
the data into a format that is transmittable and transmits the data back to a central station,
or master. An RTU also collects information from the master device and implements processes
that are directed by the master. RTUs are equipped with input channels for sensing or
metering, output channels for control, indication or alarms and a communications port.

Protocols Used
IEC104 - SCADA to RTU by Lan Communication. IEC 104 is a network protocol that is
commonly used in ICS/SCADA environments. Various ICS/SCADA devices use IEC 104 to
communicate with other ICS devices such as, but not limited to, Programmable Logic
Controllers, Remote Terminal Unit, etc.
IEC61850 - IEC 61850 is an international standard defining communication protocols for
intelligent electronic devices at electrical substations. It is a part of the International
Electrotechnical Commission's (IEC) Technical Committee reference architecture for
electric power systems. The abstract data models defined in IEC 61850 can be mapped
to a number of protocols. Current mappings in the standard are to MMS (Manufacturing
Message Specification), GOOSE (Generic Object-Oriented Substation Event), SMV
(Sampled Measured Values) and soon to Web Services. These protocols can run over
TCP/IP networks or substation LANs using high speed switched Ethernet to obtain the
necessary response times below four milliseconds for protective relaying. RTU to Device
(breakers, Ac/dc panel).
