4. PRINCIPLE OF OPERATION AND APPLICATION

4.1. Summary
The control device REC 316*4 is designed to perform data ac-
quisition, monitoring, and control functions in the individual
switchgear bays of MV and HV substations.
The control function for a switchgear bay can be configured for
SF6 gas-insulated switchgear (GIS), for indoor and outdoor
switchgear and for single, double or multiple busbar stations.
The control function processes the switchgear position signals,
the measured variables and the alarms occurring in a switchgear
bay, makes the corresponding data available at the com-
munication interface (OBI) and receives in the reverse direction
the control instructions from the station control level or from the
local mimic, which it then processes and executes as deter-
mined by the bay control logic.
The extensive library of software functions provides a compre-
hensive selection of supplementary protection, measurement
and logic functions.

4.1.1. Function plan programming (FUPLA)

Function charts are created and documented using a graphical
chart editor (CAP316). Function plans of any complexity can be
devised by appropriately combining the simple logical elements
contained in the function block library. The function block library
includes elements such as AND, OR, FLIP-FLOP, timers etc.
Groups of these elements can be combined to form macros and
these then to form larger macros.
Apart from the function block library, there is also a library of
macros for complex operations such as coupling to the object
bus, handling alarms, interlocks and the control of isolators and
circuit-breakers.
The signal connections between the function plan and the pro-
tection functions are established interactively using the HMC
and the FUPLA engineering tool.

4.1.2. Control unit

The following example of a 50 kV GIS bay with 7 objects to be
controlled illustrates the facilities provided by the control unit.
Installed in the bay are two busbar isolators, a circuit-breaker, a
feeder isolator and a grounding isolator. The bay is controlled
from the station control level via the communication interface
(OBI) or from the local mimic. The control logic can be config-
ured to provide all the necessary interlocks. The circuit-breaker
close command is also interlocked by a check synchronism
function.
The control function has sufficient capacity for 56 process inputs
and 32 process outputs. The control logic is linked to the station
control level via 30 inputs and 30 outputs via the communication
interface (OBI).

4.1.3. Feeder protection

The protection function library includes overcurrent, overvoltage,
power, frequency, overtemperature and auto-reclosure modules
for the protection of the feeder.
