High level talking points


- Limit candidates with no previous history at the Regional Municipality of Niagara. Intention is to
grow the Niagara Region via new skills/perspectives while ensuring adequate knowledge and/or
experience with similar Niagara circumstances

- The shortlist should reflect a diverse range of backgrounds and candidates that align with the
character traits outlined in the motion passed by Council
o Ontario municipal candidate
o Ontario provincial candidate
o Out-of-province candidate
o Provincial experience

- We should include an interview for the single internal candidate. Rino is an important part of
our current corporate leadership team and we should provide him the opportunity to seek
further development within the Niagara Region.

Carmen D’Angelo (NPCA CAO)


- Experience working with elected Niagara Board. Great working relationship with Chair of NPCA.

- Extensive knowledge and experience with the Niagara Region and surrounding partners
(Haldimand and Hamilton) both from an elected/non-elected perspective

- Experience with regulatory/legislative framework from a multi-jurisdictional perspective

- Education includes a Masters in Public Administration

- Business-like / pro-growth approach at NPCA

- Experience in administering XXXXX priorities in a large geographic area similar to Niagara in a
complex mixture of urban, suburban and rural communities.

(~21,000) and is seeing a population decline. Interested to hear any innovative strategies on
how to increase population growth in Niagara

- Niagara Region hired Harry Schlange with only a small municipality experience and brought
needed structural changes. The lack of experience of being in a large municipality may not be a
negative

- Experience in government at both the provincial (was ADM for XXXXX approx. 2006) and
municipal level. **approx. 6-8 years outside provincial government**

- XXXXXXXXX geographic position in relation to GTHA similar to western Niagara and Doug would
have the experience to attract that growth to west-niagara in-line with what has been laid out in
Niagara 2041 presentation

- Internal credible candidate. Should be given opportunity to grow
