SCOTT WEBER

An accomplished academic leader, A. Scott Weber, PhD, is currently serving the University at Buffalo as
Interim Provost and Executive Vice President for Academic Affairs. He has held progressively
responsible administrative roles at the University at Buffalo for almost 15 years. Throughout his career,
Dr. Weber’s commitment to higher education has been grounded in the strong belief that the public
research university is a place where knowledge is created and shared for the betterment of society, to
address our greatest challenges and opportunities, to provide transformative educational experiences,
and to lay the foundation for our graduates to achieve lifelong success. He has pursued this
commitment by emphasizing curricular and extracurricular innovation, timely degree progression and
post-graduation outcomes, and excellence in interdisciplinary research grounded in deep disciplinary
accomplishment. In each of these areas, he has championed diversity in both thought and people to
achieve the true promise of the public university.
As Interim Provost, Dr. Weber is the university’s second ranking officer, providing leadership across the
academic enterprise through the articulation and support of academic priorities including excellence in
undergraduate, graduate and professional education; faculty excellence in teaching, research and public
service; diversity of faculty and students; and global leadership in research, scholarship and education.
Dr. Weber continues to serve as Vice President for Student Life, a role to which he was appointed in
2017. In this capacity, Dr. Weber has established clear divisional goals to guide future direction and
investments. Under his leadership, Student Life reorganized its student engagement programs to
improve persistence and now regularly conducts a new student survey to prioritize better programming
during the first year experience. He has reset the priorities of UB’s career services to have a greater
emphasis on employer engagement, launched the UBNext survey to track post-graduation success of
UB’s undergraduates, initiated career development for students employed on campus, and pushed for
greater collaboration between academic advising and career development. Since he joined Student Life,
the division has embarked on an aggressive schedule to upgrade facilities critical to the student
experience. In addition, efforts to improve overall student wellness have been achieved by reorganizing
the three divisional health related units to provide better integrated care and a more holistic delivery of
these services via a planned new campus-wide wellness center.
Before serving as Vice President for Student Life, Dr. Weber served UB as Senior Vice Provost for
Academic Affairs and Vice Provost and Dean of Undergraduate Education. In these positions, he led
university efforts to improve academic success through the university’s nationally recognized Finish in 4
program and provided leadership to the development of the UB Curriculum, UB’s revision of its general
education curriculum. Dr. Weber chaired the original review committee for the Communities of
Excellence and provided strategic leadership during their formation. He developed comprehensive
centralized enrollment planning and functions which have led to increased enrollment overall, greater
diversity in the undergraduate student body, elevated student academic profile, and better coordination
and efficiencies in academic support units. As Senior Vice Provost for Academic Affairs, he elevated the
Cora P. Maloney Program to a college designation to increase its stature and cohesiveness while

significantly upgrading the facilities for UB’s Equal Opportunity Program. He pushed for programs that
are more distinctive by establishing the Blackstone LaunchPad, expanding the undergraduate
academies, establishing the Center for Writing Excellence, growing the University Honors College and
establishing an Office of Student Fellowships and Scholarships. He also completely reimagined the
Teaching and Learning Center to the Center for Educational Innovation that brought greater
coordination of curriculum assessment, improved pedagogy and centralized course evaluation.
Dr. Weber has been a member of the UB faculty since 1983 and twice was named professor of the year
by the UB student chapter of Tau Beta Pi, the engineering honor society. As former chair of the
Department of Civil, Structural and Environmental Engineering at the University at Buffalo, Dr. Weber
helped to establish UB's transportation engineering program and oversaw the department's rise among
all U.S. civil engineering programs, according to U.S. News and World Report. His teaching
responsibilities are in the areas of environmental engineering with a specialization in biological process
analysis. His research efforts focus on biodegradation of chemicals in water and soil and the reclamation
of environmentally impacted sites known as brownfields. His most recent work has focused on the role
that wastewater treatment plants play in the fate of pharmaceuticals and on civil engineering
applications for tire derived aggregate.
Dr. Weber is a former member of the Water Environment Research Foundation’s Board of Directors and
is past Chair of the Water Environment Research Foundation’s Research Council. In addition, he is a
past Chair of the Water Environment Federation's Literature Review Committee. He has served as a
consultant to industries, consultants, and government agencies on environmentally related issues. He is
active in the community serving on several boards and advisory groups.

Professional Experience
Interim Provost and Executive Vice President for Academic Affairs (2019 to Current)
The university’s second ranking officer, the Interim Vice Provost and Executive Vice President for Academic Affairs
oversees all academic and academic support programs for the university including: decanal units, undergraduate
and graduate education; university libraries; faculty affairs; inclusive excellence; international education;
enrollment management; institutional analysis; and educational opportunity center.

Vice President for Student Life (2017 to Current)


As the chief student affairs officer on campus, provides leadership to the overall student experience including non-
curricular programming and academic support units. The Office of the Vice President for Student Life has six direct
reports, approximately 400 total full time staff and approximately 800 student employees. The annual budget
including campus living and campus dining and shops is approximately $125M. Units in the division of student life
include: accessibility resources, Blackstone LaunchPad, campus living, campus dining and shops, career services,
counseling services, health promotion, health services, intercultural diversity center, orientation, transition and
parent programs, student conduct and advocacy, student engagement, student unions, divisional marketing and
communications, and divisional finance and administration, and veteran affairs. Notable achievements include:

Student Success
• Proposed and implemented First Destination Survey, UB’s comprehensive evaluation of the recent
graduate’s first employment placement or pursuit of graduate school. Year one study results indicated
that 87% of UB undergraduates are employed or in graduate school after six months. Data used to
reorient Career Services programing and employer engagement to achieve a goal of 95%.
• Launched a new initiative to survey freshman after their first six weeks to identify challenges for
persistence. Fifty three percent of first year students, who indicated they were considering leaving UB at
six weeks, left UB after one year. These data and others from the survey used to reevaluate orientation
and student engagement programing.
• Developed and launched Here to Career, a campus wide strategy to infuse students with core
competencies as articulated by the Association of Colleges and Employers by leveraging on-campus
employment opportunities. Approximately 700 students have participated in the first year pilot program.
• Proposed and led campus-wide conversations that better integrate advising and career services, both
operationally and physically, to promote more informed student choice of major, more efficient degree
progression and better post-graduation outcomes.
• Improved the UB veteran experience. With a philanthropic gift from Elmer “Lucky” Davis, opened a
veteran’s lounge on the third floor of the student union named in honor of the benefactor. The lounge is
open to nearly 500 veterans and ROTC students at UB as a cohesive space for gathering and studying. UB
has been named a Military Friendly School in 2018-2019, an institutional member of the Service
Opportunity Colleges and a participating institution in Concurrent Admissions Program In addition, UB
was named a “Best for Vets” school by Military Times and ranked 48th in the country for veterans by US
News and World Report in 2019.
• Completed review of UB Greek Life in August 2019 after tragic death of an undergraduate student, who
was pledging a UB fraternity. An Implementation Committee is currently affecting twelve
recommendations from the report.
• Expanded Accessibility Resource Office to the South Campus, meeting a critical need and long sought
solution. More than 1600 accommodations handled in year 1 in South Campus office.
• Instituted a new student fee consultation process by establishing a dedicated student advisory committee
for each mandatory student fee that meets regularly to offer suggestions and improvement.
• Set expectations and achieved a new service delivery model for Counseling Services to better meet the
growing demand of student driven mental health needs. Wait times have been reduced and all patients
are seen on the same day of contacting Counseling Services.
• Through philanthropy, expanded student emergency funding from $15k to $115k per year.
• Through crowdfunding, met goal of $5,000 to provide caps and gowns to at least 25 graduates in 2019
and the same number in 2020 who were going to forego graduation because of cost. In partnership with
our Student Association, established Blue Table, the University at Buffalo’s food pantry and raised $7,000
in support for the first year of operation through crowdfunding.
Facility improvements
• Completed Master Plan for Student Housing resulting in a Phase 1 plan to move forward with construction
of new sophomore dorm, a new front door for the Ellicott Complex, and creative graduate housing
options on the South Campus. Total Phase 1 budget is $136M with a completion date of 2023.
• Providing leadership to the development of One World Café, UB’s newest planned 500 seat dining center
located in the HOTC envelope with a planned opening in 2022.
• Conducting a Master Plan for the Student Union resulting in a new model for student traffic flow, a
realignment and positioning of student facing clubs and governments, improved lounge space and better
University at Buffalo branding. Report due in November 2019.

• Initiated a Master Plan for an integrated Student Wellness Center that encompasses Recreation, Student
Health Services, Health Promotion and Counseling Services into a holistic service delivery model. Report
due in March 2020.
• Initiated planning for a new campus store that considers the evolving market trends in textbooks sales,
consolidates clothing lines and merchandizing on campus, and positions the unit as a go to location on
campus. Report due in January 2020.
Planning and Fiscal Management
• Developed five major strategic goals for Student Life including Increased Student Success, Enhanced
Facilities, Integrated Student Wellness, Improved Post Graduate Outcomes and Better Talent Acquisition
(increased staff diversity and improved professional training).
• Initiated a program review process including external assessments for academic support units similar to
the program review process used for academic units. Outcomes included a new Office of Student Unions,
a consolidated and unified Office of Student Engagement, a revitalized and focused Office of Career
Services, and a strategic and master plan for Student Housing.
• Brought focus and alignment to Student Life budget process by taking division through zero based
budgeting for two years and aligning personnel hiring and spending to mission and goals. Adjusted unit
budgets and developed an annual investment process for unit initiatives.
• Realigned Student Life organizational structure, consolidating all health services into one comprehensive
unit, elevating marketing and communication as a VP reporting unit, and establishing a division of finance
and administration.
• Provided executive leadership in collaboration with Vice President for Finance and Administration for the
review of SubBoard 1 Inc. and the eventual university decision to redirect student government fiscal agent
responsibilities to Faculty Student Association, a campus auxiliary. Yielded overall savings to our student
governments of approximately 40%.
• Implemented a review of mandatory domestic health insurance requirement for the campus.

Senior Vice Provost for Academic Affairs (2012 to 2017)


Dean and Vice Provost for Undergraduate Education (2010 to 2012)
Initially appointed as Dean and Vice Provost for Undergraduate Education in 2010, the role expanded to a broader
portfolio in 2012 as the Senior Vice Provost for Academic Affairs. Was responsible for the overall student
academic experience including student recruitment and enrollment, student success, curricular management and
reform, enrollment, and a myriad of student academic support services. The Office of the Senior Vice Provost for
Academic Affairs had eight direct reports, approximately 260 total staff, and an annual budget of $23M. Major
units reporting through the Senior Vice Provost for Academic Affairs included: the graduate school, undergraduate
education, enrollment management, center for educational innovation, Blackstone LaunchPad, divisional finance
and administration, and divisional communications and marketing. Notable achievements include:
Student Outcomes and Success
• Initiated University’s Finish in 4 program to improve four and six year graduation rates. The program has
been instrumental in improving UB’s four-year graduation rate from 35% to 60% and the six-year rate
from 60% to 76%.
• Through increases in completion rates and Finish in 4, UB was recognized as a Next Generation University
by the New America Foundation in 2013, inspired President Obama’s 2013 visit, and earned a finalist
rating in the APLU Degree Completion Agenda Award in 2015.
• Advocated for and realized UB implementation of the Student Success Collaboration as a mechanism to
improve retention, a university goal.
• Revitalized and repurposed the Teaching and Learning Center into Center of Educational Innovation.
From reorganization, established a comprehensive university wide assessment mandate meeting both

Middle States reaccreditation standards as well those for SUNY program and General Education
requirements, increased FTEs for curriculum assessment, piloted new teaching pedagogy, and initiated a
standard process and technology solution for unified campus wide course evaluations.
• Created new Undergraduate Academies in Sustainability and Entrepreneurship resulting in a high impact
freshman experience for 50 new students per year.
• Served as Principle Investigator to establish the Blackstone LaunchPad, a primary catalyst for student
engagement around entrepreneurship, with $800,000 funding from Blackstone Foundation. Since
inception, more than 10,000 students have participated in Blackstone programming at a rate of about
3,000 students per year.
• Created the President Emeritus and Mrs. Meyerson Award for Distinguished Undergraduate Teaching and
Mentoring (the Meyerson Award), which was established through a generous gift by the late UB President
Emeritus Martin Meyerson and his wife, Margy Ellen Meyerson, to recognize exceptional teaching and
mentoring at the university. It is the highest university award given specifically for undergraduate
mentoring.
• Increased EOP summer bridge enrollment by 20 percent with challenge grant funding.
• Advocated for and helped create the current Center for Excellence in Writing. The Center for Excellence
in Writing assists both graduate and undergraduate students in their curricular and non-curricular writing
needs.
• In collaboration with the Dean of the Graduate School, supported and grew graduate professional
development opportunities with programs like the 3MT (Three Minute Thesis).
Enrollment
• Initiated and implemented the Division of Enrollment Management consisting of Admissions, Financial
Aid, Registrar, Student Accounts and Student Information System (HUB). Recruited the inaugural and
incumbent Vice Provost Lee Melvin. Created a data analytics unit within enrollment to help with
projecting enrollment trends.
• Increased undergraduate applications (27,796 vs 21,985), enrollment (21,120 vs. 19,951), percent URM
(18% vs. 11%) and SAT scores (1170 vs. 1155) between 2010 to 2017.
• Successfully led the creation of Winter Session and realignment of academic calendar to accommodate
greater retention and short-term study abroad opportunities. Initiated program in 2014 and enrollment in
2019 had a headcount of 2,805 and 9,377 credit hours.
• Executive sponsor for development and deployment of the University’s Student Information System
better known as HUB. Project delivered on time and within budget.
• In collaboration with Vice President for Finance and Administration, developed the Enrollment and
Resource Planning Committee and sponsored cross discipline market study (EAB study) to facilitate new
academic program development.
• Expanded curricular offerings by adding 10 new undergraduate programs, 36 new masters programs, 16
new doctoral programs and seven new professional programs from 2010-2017. Graduate professional
certificate programs increased from 57 to 82 from 2010-2017.
• Increased enrollment in the Honors College from 1092 to 1473 between 2011 and 2017.
• Led changes to undergraduate scholarship budget philosophy and utilization. Grew undergraduate merit
scholarship budget from approximately $12.6M to $13.8M between 2010 and 2017.
• Through philanthropy, helped orchestrate the Alison des Forges Memorial Scholarship ($250,000
endowment), the HSBC Stem Scholarships ($25,000 annually) and significantly expanded the Western
New York Prosperity Fellowship funded by the Prentice Family Foundation ($500,000 annually).

Curricular Reform and Policy
• Implemented curricular review reform at the undergraduate level through the Undergraduate Associate
Deans council and advocacy with SUNY, developing a system that insured compliance with SUNY, State,
and Middle States mandates while providing greatest help to units proposing programs.
• Provided strategic leadership in the development of the UB Curriculum, UB’s revision of general education
and ePortfolio.
• Led UB through the SUNY mandated Seamless Transfer Initiative.
• Initiated comprehensive curricular assessment efforts including support for campus wide curricular
program assessment, and annual UB Assessment Day to assist faculty in achieving authentic curricular and
non-curricular assessment.
• Initiated the successful achievement of and funding for the development of a standalone Office of
Academic Integrity.
• Was a lead in the Middle States 2014 successful reaccreditation of UB.
Facilities Improvement
• Served on the Steering Committee for Heart of the Campus. Helped lead discussions and physical
revitalization of the core of the campus including fundamental changes to the undergraduate library to
meet the changing needs of our students and a consolidation of disparate student spaces into an
integrated delivery model and spaced known as 1Capen and 1Diefendorf.
• Developed a new student centric home for Undergraduate Education on Capen ground floor.
• Completely revitalized the EOP Advising Space on second floor Norton.
• In collaboration with CIO and VPFA, provided leadership to Facilities Steering Committee, responsible for
planning classroom renovation and upgrades. Integrated faculty input into the design and scoping
process.
Fiscal and Systems Management
• Initiated a program review process including external assessments for academic service units similar to
the program review process used for academic units. For example, the review of Academic Advising
promoted policy and service changes to move undecided students to more intentional advising and
ensuring shorter times to remain undecided.
• Developed and implemented a comprehensive budgetary and strategic investment process for
Undergraduate Education and later Academic Affairs. Planning efforts led to a realization of $1.3M in
savings related to personnel.

Chair, Civil, Structural and Environmental Engineering (2005-2010)


As the Chair of Civil, Structural and Environmental Engineering, led an outstanding department of approximately
30 faculty and 800 undergraduate and graduate students focused on solving global challenges in infrastructure and
environmental sustainability. Some notable achievements include:
• Set a path to achieve Top 25 graduate program designation for Civil Engineering in US News and World
Ranking. Moved from 45th in 2005 to 30th in 2010 and achieved Top 25 (24) in 2013.
• Initiated a University-wide discussion of the role that Civil Engineering should play in transportation
education and research. Reinstated the Transportation program after an approximate 25 year hiatus and
recruited initial faculty to lead program. In its ten-year history, the program has received $16,500,000 in
research funding, graduated 15 Ph.D. students and received $4M in philanthropic support.
• Civil engineering undergraduate enrollment grew from 328 in 2005 to 651 in 2010 and graduate
enrollment grew from 138 in 2005 to 191 in 2010 through focused recruiting and innovative student
engagement at open house tours.

• Served as Secretary and Chair Elect of the American Society of Civil Engineering Heads and Chairs Council
to increase the visibility of the department nationally. Did not serve as Chair as I was appointed to Dean
and Vice Provost of Undergraduate Education the month before my term started.
• Successfully guided the department through engineering accreditation process in 2008.
• Improved the financial condition of the department through better budgeting and accountability. Faculty
income fund reimbursable accounts were underwater by $25k when I started as Chair and had a balance
of nearly $150k when I left.
• Initiated a number of facility improvements including student lounge, dedicated transportation lab, better
central department offices, consolidated student teaching laboratories and computer laboratories.
