I. Registration Form for Intending Applicants

1. The intending competitor will have to first make an application for


registration as a competitor. Complete the registration form as per the
instructions given in the registration form and send in by registered post to
the promoter (GIPARD) together with a Demand Draft for Rs. 5,000/-.

2. Registration form should be sent by the intending competitor within the


deadline for applications. It will establish his eligibility to complete.

3. Please note that GIPARD accepts the competitor’s eligibility by placing his
name in the competition register and informs him in writing accordingly.
II. Name and background of the Promoter

GIPARD is the Govt. of Goa’s apex training institute for its public functionaries
including Elected Representatives, officials at all levels and civil society.
Occasionally, the Institute runs training programmes for officials coming from
other states. It functions as the state’s institute for rural development, panchayati
raj and administrative training institute. Starting out in November 1999, in a
building in the state agricultural farm, in picturesque surroundings in a hillside
on Ella, Old Goa, GIPARD now trains over 8000 functionaries over 200 training
programmes, which are taught in the Institute’s own campus and through a
network of participating institutions throughout Goa. It has collaborative
arrangements with several similar institutes in the country and the Govt. of India.
GIPARD is a 100% government owned and funded society created under the
Societies Registration Act 1860. It is administered by the Board of Governors,
which is headed by the Chief Secretary, Govt. of Goa. Recognizing the
importance of training in the process of governance, the Govt. of Goa has
acquired 13000 sq. mtrs. of land for GIPARD to have its own campus from the
State Agricultural Farm in Ella, Old Goa. GIPARD proposes to build a compact
and iconic administrative building to serve its current and future requirements,
by calling for a land use plan in the campus and a design for the Administrative
Building through an Architectural Competition compliant with Council of
Architecture Guidelines.

III. Purpose and nature of the competition

1. To conduct a single stage competition to assess the best building design on


the basis of the architectural brief that will be circulated to the eligible
contestants.
2. To assess the relevance, aesthetic appearance, in line with the mandates of
the promoter’s brief, sustainability and maintenance aspects, along with
the land use plan for the campus, by a committee of Assessors and
Promoters.
3. To select the best design and to award prizes for the best entries as set out
in the conditions of the competition.
4. To commission the winner of the competition as the architects of the
administrative building.
5. The entrants of the competition would be required to submit a paper
explaining the rationale and basis of their concept and its fit with the
promoters brief along with scale drawings showing the proposed site plan
in a scale of 1:200; the detailed elevations and plans of the entire building
in a scale of 1:100, detailed plans for water, electrical supply, sewage and
waste water recycling, solar power, etc. in a scale of 1:100. Details for
submission are given in Annexure 2 of the Architects brief.

3. Prizes and Honoraria


a. First prize - selected entry - Rs. 1,25,000/-
b. Second prize - Rs. 75,000/-
c. Third prize - Rs. 50,000/-
d. Merit prize (1 prize for every 5 entries) - Rs. 10,000/- each
The winning architect will be commissioned as Architect of the project
with architectural fees to be paid as per COA guidelines.

4. Persons eligible to compete

a. Registered Architect with a valid degree in architecture, and,

b. Of Goan origin, domiciled and with an office in Goa and with an


established practice of more than 5 years in Goa.

IV. Procedure for Registration

1. The application form for Intending Competitors should be filled up in


all respects and sent together with the following enclosures of the
competitors.

Self-attested copies of:

a. Birth certificate
b. Aadhar card or second, third and last page of passport
c. Voter ID card
d. B. Arch. Certificate
e. Form of registration of firm, if any
f. Council of Architects certificates (currently valid)
g. Address proof of Architect’s office

2. A demand draft for Rs. 5,000/- payable to GIPARD, in an envelope
marked: “GIPARD Architectural Competition 2019”, addressed to
Director-General, GIPARD, Ela Farm, Old Goa, Tiswadi-Goa, to reach
before 31st August 2019, by Registered Post A.D. / Speed Post.

3. Applications which have been posted on or before 20/08/2019, will be


accepted even if they reach after 31/08/2019.

4. Intimation of acceptance as competitor will be informed by post and


email by 15/09/2019.

5. No further correspondence will be entertained between GIPARD and


the applicant about ineligibility of the applicant thereafter.

Architect’s Brief

1. Introduction: - GIPARD was set up as an institution to train Officials and Elected


Representatives of the Government of Goa since 1999. It has trained thousands of Officials,
Elected Representatives and members of Civil Society since its inception.
Initially started as a state institute of Local Government, it has expanded to become a State
Institute of Rural Development and Panchayati Raj and in 2014, its role was expanded to
become the State Administrative Training Institute. Originally operating out of the
premises of the Agriculture Training Centre, it was given its own building in the
Government Agriculture Farm premises in Ella. The Goa State Training Policy 2016,
enunciated the role of GIPARD as the apex body for training in the Government of Goa.
Over the last 2 years, land has been allotted to the Institute and now it has 13,067 sq.mts.
of land and a storied building, carved out of the picturesque Government Farm campus in
Ella, Old Goa. GIPARD has an ambitious road map prepared in collaboration with
YASHADA, Maharashtra, for future centres of Rural Development, Panchayati Raj, Tribal
Development, Urban Development and Good Governance. The Institute has big training
programmes in Panchayati Raj and Livelihood Development funded by the Government of
India. The institute has started Induction and Refresher courses for the State Civil Service
Cadre. This calls for infrastructural development of the institute which has just one 45-
year-old building to carry out its activities for training almost 10,000 persons a year.

2. Sites:- The allocation of land from the Agriculture Department in 2017 marks GIPARD
having a campus of its own for the first time. Since it is not very big, a scientific/prudent
and careful planning of the land resources available to it, would optimize the use of land
for the next 3 decades so that a full fledged institutional campus can be built in this small
space.

3. The first step, requires a land use study and site plan, which would give the Management
of the institute a clear and optimum plan to develop the infrastructure of GIPARD to cope
with the future training requirements over the next 4 or 5 decades. This would call for
judicious use of land, adequate green cover, and eco-friendly sustainable land and building
management practices. This would emphasize, recycling, renewable energy, green building
and low energy and maintenance concepts.

4. The Building: - We also require at the first instance, an institutional building where
GIPARD can carry out its activities in a seamless and comfortable environment with
adequate use of technologies and spaces to cater to the expanding activities of the
institution over the coming years. Since GIPARD is Goa’s apex state training institute

and likely first point of entry for officials into government service, it would be appropriate
if an impressive and iconic building were made for GIPARD. It does not need to be huge
and imposing, but it should be well designed and aspirational, reflecting the states
traditional heritage building idioms while reflecting its futuristic aspirations for its people
and land. The building should be a modern building, subtly rooted in Goa’s ethos and
architectural values, while expressing futuristic values in its manifestation. It should be an
eco-friendly building, which is low maintenance and should incorporate renewable, and
efficient sustainable energy water and waste management practices with LEED/GRIHA
parameters that should serve as a model for other public buildings.

5. Costs: - It is felt that a building of this kind should also embody the principles of low cost
and maintenance, and should be built for a working life of above fifty years and should
accommodate construction in phases or future expansion. Ideally the institution building
could be about 2000 sq. mtr and cost about Rs. 3 crores at today‟s prices, with provision
for solar energy supply, recycling of solid and liquid waste and LEEDs principles for a
building where lighting and cooling cost are optimized. The building should be capable of
being constructed in phases so that completed parts of the building would become
operational as early as possible. An area programme would be part and parcel of the
proposal presentation.

6. A preliminary list of requirements of land use and the proposed building after discussion
with staff and faculty is annexed below. This can be a basis for further discussion and
elaboration.

Annexure 1

1. Land Use Requirements


1. Space for main Institutional Building and centre for Urban Development, Centre for
Good Governance.
2. Hostel with rooms, lounges and pantry, dinning and kitchen, solar energy array.
3. Jogging and walking pathway around the campus.
4. Sewage and waste water treatment recycling plant and piping to make it available for
horticultural purposes at various points of the campus.
5. Courts for games, squash, badminton, tennis, basketball, etc.
6. Indoor gym.
7. Garbage disposal system-segregation, storage, compost pits.
8. Horticultural plan for campus.
9. Quarters for staff.
10. Parking area for at least 50 vehicles.
11. Water bodies to hold rain water runoff.

2. Requirements for proposed Institutional Building.


1. Offices for Administrative staff.
2. Offices for Management, Director General, Director, Registrar, Assistant Director,
Faculty Heads and Staff.
3. Classrooms for Teaching- 5 (Capacity 30-50 varying sizes with modular arrangements).
4. Conference Hall- 1 (Capacity 50)
5. Committee/Meeting Rooms (Capacity 15-20) 2
6. Medium sized Auditorium (250 capacity) – with conferencing facilities
7. Library
8. IT Centre/Computer Lab/Language Lab

Annexure 2.

The following mandates would be followed by all Competing Architects:

1. Competing Architects, while presenting their proposals shall include the following
data and drawings:

1.1 Area programme, showing, inter alia, the Built Up Area proposed by the
competing Architect, for both the Land Use and Building Use, as shown in Annexure
One

1.2 Drawings, in the form of Site Plans, Layout Plans, Architectural Plans of Floors,
Sections, Elevations and 3D Views, such that they would be enough to explain the
Competing Architect's Architectural Proposal.

2. Competing Architects would be permitted to present their proposals in a maximum of


10 nos. A0 sized sheets, out of which not more than 4 sheets would be in colour. No
physical model is to be presented. However, as part of the 10 nos. sheets, 3D images
and renderings may be part of the proposal portfolio of drawings.

The scales for various types of plans and drawings (which the Competing Architects
shall present in) shall be as given below:
Site plan: 1:200,
Floor Plans: 1:100.
Building sections and elevations 1: 100.
Special details (if any): 1:50 or as preferred by the Competing Architect.
3 D images: As preferred by the Competing Architect.

3. Competing Architect's would be allowed to print a six digit (Numeric only)


Competition Code on the bottom right hand corner of each of the 10 (or less) sheets.
The Competition Code should not be longer than a label of size of 50mm (wide) x
20mm (high) on each sheet. The Competition Code should be written on each sheet.

4. Competing Architect's would also enclose an Identification Letter in which each


Competing Architect would fill in the data requested in his/her own hand writing and
stamp it with his/her COA Rubber Stamp. Competing Architect’s are advised to ensure
that their COA Registration is valid as on 1st August, 2019, and that no disciplinary
action is pending against them in the court of COA. The draft format for the
Identification letter is enclosed as Annexure 3.
