Thotapalli Barrage Project Of Gajapathinagaram Branch Canal off-Taking @ Km

97.700 of Right Main Canal Report accompanying for Gajapathinagaram Branch Canal

Gajapathinagaram Branch Canal is off-taking at KM 97.700 of Right Main Canal of


Thotapalli Barrage Project. It is a separate branch canal for providing irrigation facility to an
ayacut (which is not covered under the ayacut of Right Main Canal) of 15,000 acres beyond
Gadigedda drain in 41 villages of 5 Mandals i.e. Garividi, Merakamudidam, Gurla,
Gajapathinagaram and Dattirajuru Mandals of Vizianagaram district.
Administrative approval was accorded by the Government of Andhra Pradesh for
Rs.76,99,88,000/- vide G.O.Ms.No.229 dated 03.12.2008. Technical sanction was accorded by
the Chief Engineer, I&CAD Dept., North Coast, Visakhapatnam for Rs.64,21,40,000/- vide
CE/NC No.4/2009-10 dated 23.09.2009 and the work was entrusted to M/s UANMAX Infra
Limited, Hyderabad under EPC Turn Key System vide Superintending Engineer, T.T.P.R Circle,
Vizianagaram agreement No. 02SE/2010-11 dated 30.12.2010 for Rs. 59,38,24,199/- with an
agreement period of two years. Extension of Time (E.O.T) was granted up to 31-8-2015. After
executing 22.0315% of work, the contracting agency has stopped the work since June 2014 and
applied for pre closure of work. Several reminders were issued to the agency to resume the
work. The contracting agency has resumed the work during last week of July 2015 and the works
are presently under progress. The 2nd level Final Extension of time was granted up to
30.09.2019.
The status of work on Gajapathinagaram Branch Canal is as below:
1) Investigation: Alignment and Hydraulic Particulars from KM 0.000 to KM 25.000 of
Branch Canal were approved. Alignment & Hydraulic Particulars of all 14Nos of Minors
(from KM 0.000 to KM 25.000) were also approved. The alignment from Km 25.000 to Km
45.000 of branch canal was approved. The Hydraulic Particulars from KM25.000 to KM
45.000 is yet to be submitted by the contracting agency. Investigation work from KM 25.000
to KM 45.000 is to be done.

2) Land Acquisition: The status of Land Acquisition on Gajapathinagaram Branch Canal is as


below:

5) Cut & Cover: The agency has to excavate and lay R.C.C box between K.m 1.075 to Km
1.325 and Km 1.950 to Km 3.30 out which the agency has completed the following components.
K.m 1.075 to Km 1.325-- Earth work excavation completed except 100 m and 55 m bed
concrete laid. Km 1.950 to Km 3.30-- Earth work excavation completed up to berm level for
900.00 m and bed concrete laid for 80 m only.

6) Expenditure incurred: The total percentage of work done is 39.83% & The expenditure
incurred so far on Gajapathinagaram Branch Canal is as below:
i) Works:
i) Agreement amount : Rs59,38,24,199/-
ii) Total value of work done : Rs23,65,00,276/-
iii) Escalation : Rs3,97,33,148/-
Total (ii)+(iii) : Rs27,62,33,424/-
iv) Percentage of work done (excluding escalation) :39.83%
v) Expenditure incurred on shifting of electrical Lines :Rs2,99,620/-
vi) Expenditure incurred on Railway crossing :Rs7,71,67,272/-

The Government has prioritised this project vide Government Memo


No.16267/Proj.III/A1/2014 dated 01.12.2014 and water has been released by Hon’ble Chief
Minister of A.P on 10.09.2015. Considering the prolonged delays in the execution of Irrigation
project works and with a view to facilitate their early completion, the Government in
G.O.MS.No.22 dated 23.02.2015 read with Government Memo No.17717/Reforms/A1/2014
dated 01.05.2015 and G.O.MS.No.63 dated 12.06.2015 has extended certain facilities to the
contracting agencies for speedy completion of the balance work to achieve the targeted I.P
creation at the earliest
Land Acquisition: Land requisitioned so far is 813.08 Acres, out of which 802.24Acres of land
has been acquired and balance land of 10.64Acres is yet to be acquired. The land
acquisition process for balance land acquisition of Pedabantupalli village is in the PVstage and
remaining is in post award stage.
CONTROL BLASTING: During the course of execution of work of Gajapathinagaram Branch
Canal hard rock classification was encountered in the following reaches and Villages.
1) From km 0.800 to Km 3.070 of GBC – Railway Crossing, Palakonda to
Gajapathinagaram Road and
Gulivindada Agraharam.

2) From Km 17.000 to Km 17.125 of GBC – HT Line.
3) From Km 22.800 to km 23.400, – Kondagandredu Village
The above reaches are very nearer to the habitations, railway crossing, HT line and Road
Crossing. In such places it is not advisable to excavate the canal work by employing
conventional Blasting for excavating the Hard Rock as the Rock fragments may fly and
endanger the safety of the people residing in those villages. In addition they may also endanger
the Cattle, Buildings and other properties. In order to obviate such dangerous situations, the
canal is got to be excavated by resorting to Controlled Blasting.
In the above reaches hard rock is encountered at various levels which needs control
blasting as the alignment of the canal is very close to the habitations, as it is not advisable to
excavate the canal work by employing conventional Blasting for excavating the Hard Rock as
the Rock fragments may fly and endanger the lives of the people residing in those villages and in
addition they may endanger the Cattle, Buildings and other structures. The Executive Engineer
has addressed the concerned to arrange for Joint Inspection of the departments concerned. The
Revenue Divisional Officers of Vizianagaram District, Executive Engineer Pollution Control and
Revenue officials, Representatives of Panchayat Office of Kondagandredu village along with the
agency M/s UANMAX and departmental officials have inspected the site of work on 17.11.2016
sought for providing the following information.

 Geologist’s report confirming the existence of hard rock classification


 Details of a qualified blaster to be employed by the Contractor
 Undertaking from the contractor that he would compensate for any incidental
damages during the blasting operations.

The agency promptly hired the services of a geologist and obtained a report on the
classification of soils in the said reach. The report along with the other information sought was
communicated and the RDO along with the concerned Thasildars has inspected the site and
furnished the report for conducting Control Blasting. (Copy Enclosed).

Deviation in Quantities: the deviation of quantities were placed before State Level Standing
Committee, vide CE/NC/VSP/DEE3/AEE4/GBC/Vol.5/98ENC/Dt:08.08.2017, the proposals
are under scrutiny at CE/CDO, Vijayawada. The Senior Technical officer, Andhra Region has
communicated certain observation through mail on 28.08.2017 which were attended vide
CE/NC/VSP/DEE3/AEE4/GBC/Vol.5/98ENC/Dt:05.09.2017, Accordingly the estimate of the
cut and cover has been modified duly considering the recommendation of the Technical
Advisory Council.
Further, in the IBM estimate provision has been made for construction of 72 No’s CM & CD
works on Gajapathinagaram branch Canal and the quantity and amount was arrived by adopting
the rates of similar structures on RMC (which was prepared with SSR 2009-10). Now, the
quantities are arrived based on the approved drawings for 71 structures and for balance 1 Nos of
structures, the quantities are arrived based on the submitted drawings. Further, in the approved
Hydraulic Particulars two drains were diverted to the near by drains which is not possible as per
the field condition Hence, the quantities of the same were incorporated in the estimate as per the
field condition and submitted drawings, inspection notes of the Superintending Engineer, TTPR
Circle, Vizianagaram is herewith enclosed. The total amount worked out with SSR 2009-10 Rs
43.328 Crores against Rs 22.86 Crores provided in the IBM estimate towards CM&CD works
including cut and cover in Gajapathinagaram branch canal.
Further it is to submit that the Govt. have issued certain instructions/ Guidelines for
implementation to expedite the progress of works in irrigation projects vide G.O Ms No.22 Dt.
23.02.2015 G.O.M.S. No.63. Dt. 12.06.2015. Implementation methodology of these GO’s are
purely based on the IBM estimate.

In accordance with Government Memo No. 17717/ Reforms/A1/2014 dated 01.05.2015, under
clause 7 of Methodology for implementing GO MS 22, the executing agency M/S UANMAX
Infra Ltd has submitted the estimates for all the structures of Gajapathinagram Branch Canal
package including Cut and Cover as per the approved designs & drawings from competent
authority with IBM estimate rates ie., 2009 -10 SSR Under these circumstances explained above,
The deviation in quantities with IBM estimate is prepared and submitted with SSR 2009-10
which works out to Rs.43.328 Crores against Technical sanction amount of Rs. 22.86 Cr. Ie an
excess of Rs. 20.467 Cr. Hence the proposals are herewith recommended for placing in State
Level Standing Committee for its examination and Recommendations.

Distributory Network: The alignment from Km 25.000 to Km 45.000 of branch canal was
approved. As per GOMs No 22 & 63 entire Distributory network was deleted from the original
agency and part of minors & sub minors entrusted to two agencies. The details is as follows

I. M/S Veera Reddy : Formation of Distributory network for an ayacut of 1827.02


Acres by excavating 6L, 7L,8L,9L,11L,12L,13L,14L, and 15L minors. The
abov work was entrusted to V.VEERA REDDY, Warangal on 21.09.2016 with an
agreement period of 9 months. The initial intended date of completion is 20.06.2017.
2nd EOT completion date is 20.12..2018 But due to hindrances caused to the
progress of work such as delayed L.A process and the agency has not deployed men
and machinery etc., The work done up to the end of 20.12.2018 is 53% and the
balance work to be done is 47%.
The Agreement Amount was Rs 1,57,12,372/-

The main balance work to be done is excavation of 2 minors for a length


of about 2.5Km spread over in 2 villages of 1 Mandal of one Districts of
Vizianagaram including CM & CD works.
The balance land yet to be handed over is 1.66 Ac.

II. M/s Siri Constructions : Formation of Distributory net work for an ayacut of
13172.98 Acres by excavating 1L, 2L,3L, 4L, 5L, 10L, 16 to 18L between Km 0.000
to 25.000 and Distributiry canal from Km 25.000 to Km 45.000 and 19L to 43L
minors between 25.000 to 45.000 and its field channels, one number of drop and CM
& CD works are 89 No.s proposed
The Agreement Amount was Rs 11,98,63,747/-
The agreement period of the above work was completed by 30.10.2018, even after
several notices issued to the agency to improve the tempo of work for completing
the balance work as per the milestone programme, the agency has not taken any
steps to improve the progress of work. Further the agency was requested to submit
the Extension of time as the balance work to be completed is 90.20%. The agency
has not come forward to submit the EOT proposals but represented for closure of
Contract due to following reasons.

I) Non Completion of Land Acquisition.


II) Non Finalization of ayacut giving change in the scope of work.
III) Non receipt of finely approved HPs and Designs and Drawings

In this regard it is to submit that the HPs of the Major distributor was approved by
the competent authority in the month of March as submitted by the agency, in respect
of minor and sub minors agency has to submit the proposals of alignment and HPs.

Out of 104 CM & CD work and OTs agency has submitted only 8Nos of structures
and the same were approved and communicated.

In view of the circumstances explained above and in order to keep the agreement
in force it is essential to extend the contract period beyond 30.10.2018 for completing the
balance work. Hence it is requested to address the competent authority to grant the
Suomoto Extension of Time upto 30.06.2019 ie., for six months to keep the agreement in
force.

In view of the reasons stated above, the Suomoto Extension of time is sought for
till 30.06.2019 for keeping the contract in live for taking action on the agency, hence the
proposals of Suomoto EOT may please be got sanctioned by the Government at an early
date.
