Parliament of Pakistan
• The Parliament of Pakistan (Urdu: ‫شوری پاکستان‬
ٰ ‫مجلس‬‎—‎)
is the federal and Supreme legislative body
of Pakistan. It is a bicameral federal legislature that
consists of the Senate as the upper house and
the National Assembly as the lower house.
According to the constitution of the Islamic
Republic of Pakistan, the President of Pakistan is also
a component of the Parliament. The National
Assembly is elected for a five-year term . The tenure
of the National Assembly also comes to an end if
dissolved on the advice of the Prime Minister or by
the president in his discretion under the Constitution.

The National Assembly of Pakistan is the country's sovereign legislative body.


The National Assembly makes laws for the Federation
Resolution or Bills are Initiated and Passed by NA and Senate by 2/3 Majority
And then Signed by the President within 90 Days.
Prime Minister is Elected through 1/3 Majority votes of NA Members.

the term of the first group of the Senators, who shall retire after
completion of first 3 years of the Senate
• Equal provincial membership in the Senate, thus,
balances the provincial inequality in the National
Assembly and dispels doubts and apprehension, if
any, regarding deprivation and exploitation. The
role of the Senate is to promote national cohesion
and harmony and to alleviate fears of the smaller
provinces regarding domination by any one
province because of its majority, in the National
Assembly.

Provincial Assembly is a unicameral house of elected representatives of


people.
Chief Minister Elected by the Members of Provincial Assembly
Governor is appointed by the President on the Advice of Prime Minister.

Constitutional Struggle
• Objective Resolution
Objectives Resolution, which now serves as the basic law
of Pakistan, was introduced by the first Prime
Minister Nawabzada Liaquat Ali Khan, and later adopted by the
Constituent Assembly on 12 March 1949.

Why “Lame” ?
• After 9 Years got its First Constitution.
• Only Few National Assemblies Completed its Term.
• No Prime Minister could have completed its Term.
• In the History of Pakistan Democracy, Military Ruled over
3 Decades (30+ Years)
o 1958 – 1971 (Ayub Khan Era)
o 1977 – 1988 (Zia ul Haq Era)
o 1999 – 2008 (Pervaiz Musharraf Era)

• Leg Pulling of each other (Political Parties) with the Help


of Umpire’s Finger.
• Always Indirect intervention which is known as Umpire’s
Finger, Helping Hand, Boot or Khalai Makhloq.
• Up till Now 2 Major Political Parties are almost Finished.

that Political Wing of Army is known as Establishment.
