o Developed a monitoring and evaluation scheme for the Shared Service
Facilities (Flagship Program of DTI) in the Province of Nueva Vizcaya; A total
of 42 case study/enterprise assessment plan were developed.
Consequently, developmental gaps/issues were identified and thereafter,
the responsive interventions were crafted to optimize the operations of
Cooperators of the said project;

o Developed a project concept entitled “Revving Up the SSF Kapacity” or the


RUSK Project which aims to furthers enhance the capacity of SSF
Cooperators in their business operations. Correspondingly, specific
interventions were identified such as, but not limited to, entrepreneurship
trainings/seminars, product development, market development, financial
literacy capacity enhancement, event management and organization
development, trade fairs, investment promotions, financial linkaging and
others;

o Prepared the 3 Shared Service Facility proposal for the Province of Nueva
Vizcaya. These proposals were approved and are being implemented this

*MSME Development (MSMED) is a key strategy to achieve the government’s goal
of inclusive growth and job generation. The 2013, 2014 and 2018 General
Appropriations Act (GAA) has earmarked funds under the Department of Trade and
Industry (DTI) to implement its “Big Push” for MSME development. A major
component of the MSME program is the Shared Service Facilities (SSF) Project
which aims to improve the competitiveness of MSMEs by providing them

machinery, equipment, tools, systems, skills and knowledge under a shared
system.

o Prepared project proposals for the development of business enterprises


amongst the SSF Cooperators in the Province of Nueva Vizcaya. These
proposals were all approved and implemented, to wit:
i. Basic Skills Training on Loom Weaving of Alayan Industry, a
collaborative project of MLGU Kasibu, DOLE, DOST-PTRI and PLGU
Nueva Vizcaya;
ii. Accelerating the Loom Weaving Industry of Alayan Weavers, a
collaborative project of MLGU Kasibu, DOLE, DOST-PTRI and PLGU
Nueva Vizcaya;
iii. Introduction of Dried Fruit Candies for Amballo South Agricultural
Association in Bagabag;
iv. Training on Basic Designing and Print & Cut operations for the Print and
Cut Machine for the PLGU Nueva Vizcaya;
v. Basic Skills Training on Loom Weaving for Bantinan Loom Weavers in
Sante Fe, Nueva Vizcaya; and,

o Developed the Developmental Direction for the Nueva Vizcaya Coffee
Industry, which is currently adopted by DTI Nueva Vizcaya. This suggests
that a series of interventions be implemented to strengthen the coffee
industry players in the province;

o Developed a concept paper for the Industry Development Plan for the
Priority Industries in the Province of Nueva Vizcaya which was adopted by
DTI Nueva Vizcaya. This developmental paper is entitled “Vibrant
Operations of Industry Clusters for Economic Sustainability” (VOICES)
project (i.e. coffee, cacao, pineapple, mango and GHD);

o Prepared the project proposal for the Canadian Executive Service


Organization (CESO)-Provincial Government of Nueva Vizcaya
engagement re: Directional Economic and Market Growth Strategy and
Place Brand Development for the Province of Nueva Vizcaya;

o Developed the provincial coffee industry cluster plan push for quality beans
and business enterprise creation. Thus, training on coffee cupping, sensory
evaluation and barista were implemented and participated by Nueva Vizcaya
Coffee Players;

o Prepared a proposal on the Establishment of a Small-Scale FDA Licensed


Food Processing and Packaging Center for the Provincial Government of
Nueva Vizcaya thru the Office of the Provincial Cooperative Affairs;

o Prepared, in coordination with the Nueva Vizcaya Provincial Cooperative


Affairs Office, the Mandarin Cold Storage Facility and Logistic Services
investment concept and pre-feasibility study. This investment concept paper
was submitted to the Department of Agriculture for promotion nationwide;

o Developed a Junior “Entrepreneurial Coaching and Mentoring project”


program for the Accountancy, Business and Management Strand of Saint
Mary’s University (i.e. Grade 11 and 12). The Project aimed to prepare
senior high school students to entrepreneurial opportunities within the
province and to capacitate students in creating and developing their
business models based on their pre-study activities such as focus group
discussions, survey, and creative market niche identification;

o Facilitated the Entrepreneurial Development Training(s), in collaboration


with OWWA, with OFWs in the Province of Nueva Vizcaya. All OFW
Organizations in the Province of Nueva Vizcaya;

o Led the implementation of the CDA-DTI SEED project for the Province of
Nueva Vizcaya. The SEED project is basically a capacity building program
for members of micro and small cooperatives within the province considered
poorest of the poor. It aims to implement a holistic entrepreneurial and
poverty alleviation approach utilizing cooperative entrepreneurialism; and,

o Developed a developmental plan/activities for the cooperatives that are


being assisted by Oceana Mining Corporation.

o Assists the DTI-Provincial Management Team, to ensure efficient
implementation of the work plan and generate expected outputs by
providing: technical assistance on MSME and Consumer Protection
Development activities that provides inputs to conceptualize activities/project
designs, assists in implementation of assigned project activities; and,
MONITOR and EVALUATE results of activities using the project’s
performance measurement framework.

o Prepared a concept paper for the ENTREPRENEURSHIP program for the
City of Santiago dubbed as “One, Barangay One, Product” (The OBOP is a
localized version of the One Town One Product (OTOP), a national program
of the DTI which has been a very effective approach towards the
development of products where each locality has a strength and opportunity,
thereby augmenting the income of its constituents and generating
employment). He presented the concept paper to the Sangguniang
Panlungsod of Santiago City and was able to convince the councilors to allot
a budget for the concept amounting to PhP18.5M. Further, he also prepared
37 project proposals (i.e. 37 Barangays of Santiago City) for the
implementation of the said project. The said project seeks to identify specific
products for the 37 barangays of Santiago City. These products will then be
what each barangay will be focusing in terms of its skills and capability
building activities with an allotted fund amounting to PhP18,500,000.00 or
PhP500,000.00 for each barangay. Hence, One Barangay One Product
(OBOP) Project was conceptualized and proposed by the proponent as an
approach or strategy for MSME development in Santiago City;

o Prepared 7 project proposals under the Shared Service Facilities (SSF)


program for Santiago City which allows MSMEs to increase their production
efficiency through the provision of processing equipment, tools and/or
machines. Moreover, the said proposals were all approved and implemented
accordingly. The following are the specific SSF projects:

 Calaocan Smoked Fish Producers Association – Development
of Fish Processing Industry in Santiago City (PhP500,000.00)

o Prepared the concept paper entitled “Manufacturismo”-SSF. Moreover, the
proponent prepared the necessary project proposal which was approved for
implementation by DTI and LGU Santiago City. This project proposed
suggests that various craft equipment, machines and/or tools are to be
situated at the Integrated Transport Terminal (ITC) Complex. Hence, this
production site is an avenue to showcase the skills behind each product and
buyers can have a full view and appreciation of how each product or item are
crafted and assembled;

o Prepared the project proposal for the First “Fabrication Laboratory” (1 st in the
region) amounting to PhP10M. Consequently, this was approved and
implemented by the proponent. A FabLab (Digital Fabrication Laboratory) is
a facility to inspire people and entrepreneurs to turn their ideas into new
products and prototypes by giving them access to a range of advanced digital
manufacturing technology (e.g. lases cutter, big and small milling machines,
3D printer, Cut and Print Machine);

o Facilitated the establishment of the first Enhanced Negosyo Center-Santiago


City in the Region. Correspondingly, the proponent also facilitated the
establishment of the second enhanced Negosyo Center-Cauayan City;

o Prepared a project proposal for the “Directional Economic and Market


Growth Strategy and Place Brand Development for Santiago City and
Cauayan City”. A collaborative project between DTI and the Canadian
Executive Service Organization (CESO). The proponent worked with
Volunteer Adviser (VA) Ira Bernard Teich. The company of the said VA is
among the Top 5 Marketing Firms in the world;

o Proposed the Microfinancing Program for entrepreneurs of Santiago City.


This program funded by the Local Government Unit of Santiago City in
cooperation with the Negosyo Center involves the granting of small amounts
of interest-free loans to existing below-micro entrepreneurs consisting of
peddlers and other vendors dealing with small volume of products and
services. In this way, the amount borrowed can be used by the beneficiaries
to augment their small capital, thus expanding to some extent their business
activities. Its features include easy repayment terms to enable borrowers to
use the fund and repay it immediately so that other interested borrowers can
also utilize it. With this, its benefits will accrue to a greater and wider number
of beneficiaries;

o The proponent facilitated the ISO 9001:2015 certification of DTI Santiago


City, 1st certification trial of the office and, incidentally, its certification was

also approved by the Certification International of the Philippines (CIP), a
third party auditor;

o Prepared a Policy Paper Entitled “Advancing the Realm of Ethical Trade


Empowerment (ARÉTE) for the Province of Nueva Vizcaya; and,

o Prepared a developmental paper for the Barangay Imugan entitled “Place


Branding of Barangay Imugan”.

 Summary of Actual Duties


o Recommends, formulates and directs the implementation of plans,
programs, projects and activities in support of DTI thrusts and programs
relating to development and promotion of globally competitive trade and
industries; business regulation and consumer education, assistance and
protection;
o Attends and participates in the Executive Committee Meetings, in his
capacity as Officer-in-Charge of DTI Santiago City;
o Draws and promulgates rules and regulations necessary in carrying out
established policies and standards;
o Assists the Regional Director in planning and formulation of policy decision
by providing technical, financial and marketing analysis;
o Enlist the opinions and suggestions of the private sector and other
