CITY ORDINANCE NO. 2016-014

AN ORDINANCE CREATING A COMMUNITY AFFAIRS AND

INVESTMENT PROMOTIONS OFFICE OF THE CITY OF
CABADBARAN, PRESCRIBING ITS FUNCTIONS AND FOR
OTHER PURPOSES

WHEREAS, it is the policy of the National Government to build business friendly

and competitive local government units in line with the effort to promote the country as
an attractive investment destination;

WHEREAS, in accordance with the above stated policy and in view of the
need to attend to the growing demands and concerns of the city’s populace, there is a
need to create a separate department to facilitate and immediately attend to the needs
of the constituents of Cabadbaran and to see to it that the common man is given his
due, as well as draw local and foreign investments especially in priority areas or
industries for development;

WHEREAS, the Community Affairs and Investment Promotions Office is

envisioned to be a medium for local development and systematize public assistance
service to the highest degree.

BE IT ORDAINCED, by the 3rd Sangguniang Panlungsod of Cabadbaran City,

Agusan del Norte, in its 7th Special Session, that:

SECTION 1. CREATION OF CITY COMMUNITY AFFAIRS AND

INVESTMENT PROMOTIONS OFFICE (CAIPO)- there is hereby created a separate
department to handle the administrative and technical responsibilities of the
Cabadbaran’s community affairs and execute the local investment promotion policies,
programs, and activities of the City.

SECTION 2. SALARY GRADE – The Department Head of the CAIPO shall have
a salary grade of SG 25.

SECTION 3. FUNCTIONS – a.) The Office shall:

1. Provide relevant, adequate, and timely information to the residents of the

City and provide technical assistance to the mayor in the delivery of basic
services and provision of adequate facilities so that the public becomes
aware of said services and may fully avail of the same;
2. Promote city government programs and projects toward social and/or
community development and mobilization thru tri-media;
3. Administer public affairs and assistance functions to disseminate relative
information;
4. Maintain effective liaison and provide technical assistance to barangay
officials, academe, religious sector, and other civic-oriented organizations,
NGOs, and POs;
5. Spearhead the conduct of sports and youth oriented activities;
6. Conduct monitoring and evaluation of various programs and activities;

b.) As the main agency on investment promotions, the functions of the CAIPO
shall include but not limited to the following:

1. FACILITATION
a. Preparation, coordination, and execution of local economic and investment
promotion policies, projects and activities of Cabadbaran City;
b. Establishment of an aggressive, systematic, coordinated, sustained,
promotion and marketing of Cabadbaran City as an investment location;

2. COORDINATION
a. Private sector coordination in investments;
b. Establishment of a local economic database;
c. Promotion of economic activities with the City Planning and Development
Office, City Treasurer’s Office, City Budget Office, and the Sangguniang
Panlungsod;
d. Work at various levels in the City Government including political sector,
private sector, and the community.

3. Ensure that Industries/businesses to be set up in the locality shall minimize

adverse impacts and enhance positive effects on the environment, by
undertaking business practices that adhere to the country’s environmental laws
such as efficient solid waste or pollution management and reduction of
greenhouse gas emissions which contribute to the reduction of climate change
by adopting appropriate measures for disaster risk management, among others;
4. Recommend policies that will encourage and broaden concept of Public-Private
Partnership (PPP) in eco-socio, bioenvironmental friendly and climate-resilient
local development, and upon approval of the Mayor implement the same;
5. Recommend to the Sanggunian a sound investments promotion program for the
enactment of an enabling law.
6. Exercise such other functions as may be prescribed by law or ordinance.

SECTION 5. APPROPRIATION – There shall be funds allocated for the

operation, compensation, emoluments, and allowances of the aforementioned created
office and positions.

SECTION 6. EFFECTIVITY – This Ordinance shall take effect immediately.
