EXPLANATORY NOTE
Cabadbaranons are always a sociable people. It is one of the traits behind the
many clubs, associations and socio-civic organizations existing and has shaped
Cabadbaran’s social life. Organizations like the Joy Maker’s Club has, for generations,
been at the forefront of community entertainment. It has for so many years, developed
numerous musical talents and endeared the Cabadbaranons towards discovering their
musicialities. Similarly, the Yanta-aw Dance Troupe is another testimony to the prowess
of the Cabadbaranons in terms of dance and theater arts. Some of its members are
now occupying various important positions in government, but when their talents are
needed, they stood ready to heed the call. These talents, interwoven with our deep
same of history strengthens our distinct Cabadbaranon camaraderie. On the contrary,
technology and the internet media threatens the social bonds that has over the years
bind us. As in any other societies, the proliferation of the social networks in the internet
has replaced interpersonal communication and eroded intimacy among individuals
especially the new generation who may never had heard much experienced the ‘good
old ways’ when clashes of raw talent is anyone’s game and everybody’s delight. We
therefore see the incentives of reviving talent competitions that will a tune to
Cabadbaran’s vision as the cultural center of Agusan del Norte.

On the other hand, this present administration has seen a resurgence of young
leaders in both the formal and non-formal academic places. These youth are being
trained primarily in their schools to take-on many responsibilities for future leadership
and governance. Sharing this concern, the LGU has instituted various activities aimed at
honing their skills. Recently, we approved the institutionalization of the Cabadbaran
Quiz Bowl which is designed to install among the youths the history of Cabadbaran and
as venue for our students to mold their intellectual abilities. Similarly, the City has given
away cash incentives to honor students across all elementary and high schools in both
public and private schools. The City is bent on pursuing this initiative throughout the
years to come. It has also instituted the search for outstanding students of Cabadbaran
also aimed at giving premium to the student’s academic and social excellence. These
and many similar activities in the future excites us as institutionalizing these activities
indicate Cabadbaran’s maturing disposition and this administration’s manifest favor for
the development of its human resources, especially from the youth sector from whom
we hope to cull our future leaders. These young people must continually train
themselves in various skills and adopt good values like sincerity and commitment to
take-on many advocacies, especially on environment and governance. On the LGU’s
part, we are responsible to create venues for training them; venues that will enable
them express their thoughts about various issues; venues like debates and oratorical
competitions which carry topics of both national and local interests. We must oblige
ourselves to create opportunities for their sentiments to be shared by the public having
the conviction that once these matters, ideas, issued and concerns are shared by many,
we are in effect opening our doors for the people to be able to participate in
governance through either their direct involvement or by merely being concern and
prayerful.

SECTION 3. PRIZES. To attract and encourage the students, the schools, and
the barangays to actively participate in Indigay sa Abilidad sa Cabadbaran, the city
intends to give big prizes fixed by this ordinance.
Champion Team shall have a prize of not less than P15,000.00 with
plaque.
The school where the Champion Team comes from shall receive also an
amount of not less than P 5,000.00.
The school where the Champion comes from, shall receive also an
amount of not less than P 5,000.00 (plus plaque)
The Barangay where the champion comes from shall also receive an
amount of not less than P5,000.00 (plus plaque)

Champion (duet category) shall receive a prize of not less than P10,000.00
with plaque.
The Barangay where the champion comes from shall receive a prize of
not less than P5,000.00
For this purpose the Community Affairs Division under the Office of the City
Mayor shall craft an acceptable mechanisms for an elimination processes until
a considerable number of participants may reach to the final stage of the
contest.
Champion Team shall receive a prize of not less than P15,000.00 with
plaque.
The school where the champion team comes from shall also receive an
amount of not less than P 5,000.00
a. The committee shall directly supervise the conduct of the Indigay sa Abilidad
sa Cabadbaran.
b. It shall make and propose plans and programs to the Local Chief Executive
beneficial to the intention of this Ordinance.
c. It shall make further general and specific guidelines in the furtherance of the
objectives of this Ordinance.
d. It may create sub-committees to ensure the success of the intention of the
Ordinance.
e. It shall perform shall such other functions as may be instructed by the Local
Chief Executive.
SECTION 11. EFFECTIVITY CLAUSE. This Ordinance shall take effect upon
approval.
