RESOLUTION REQUESTING THE APPROVAL FOR THE RENEWAL OF

CONTRACT OF (6) CASUAL EMPLOYEE ASSIGNED IN THE OFFICE OF
BARANGAY ACCOUTING AND THE LIGA NG MGA BARANGAY OFFICE
ASSIGNED IN THE DILG OFFICE, AS A CLERK THEY GRANTED A SALARY OF
P5,000.00 PER MONTH.
WHEREAS, presently there are (6) personnel assigned in the barangay Accounting
Office, and the Liga ng mga Barangay assigned in the DILG Office who handles
transactions of the nineteen (19) barangays and perform other functions that maybe
assigned to them;
WHEREAS, the service of the said personnel is needed to accommodate and hasten the
workload of different Barangay in the City of Himamaylan;
WHEREAS, their salaries are based from the IRA of 19 barangays, with a monthly salary
of P5,000.00;
WHEREAS, the copy of the schedule of barangay contributions for the salaries of the
personnel assigned is hereby attached as separate copy for information purposes;
NOW,THEREFORE, on motion of Punong Barangay Pablo M. Libo-on, duly seconded

by Punong Barangay Jonathan Guancia, it was;
RESOLVED, to the members of the Liga ng mga Punong Barangay to approved the
contract of (6) contractual employees assigned in the office of Barangay Accounting and
the Office of the Liga nga mga Barangay.

RESOLUTION APPROVING GRANTING OF PRODUCTIVITY ENHANCEMENT

INCENTIVE (PEI) TO BARANGAY ACCOUNTING CLERKS ASSIGNED IN THE
BARANGAY ACCOUTING OFFICE AND LIGA NG MGA BARANGAY CLERK
ASSIGNED IN THE DILG OFFICE.
WHEREAS, as Executive Order (EO) No. 802 was issued by President Benigno S.
Aquino III on July 20, 2012, to motivate higher performance and greater accountability in
the public sector and ensure the accomplishment of commitments and targets under the 5
Key Result Areas laid down in EO No. 43 and in the Philippine Development Plan 2011-
2016.
WHEREAS, granting of Productivity Enhancement Incentive of the personnel for

FY2014 are chargeable against savings of the respective LGU’s
WHEREAS, the barangay clerks are extending their assistance and services for the Liga
ng mga Barangay Government in the discharge of their functions;
WHEREAS, the services of Barangay Accounting Clerks and the Liga ng mga Barangay
Clerk are necessary in the delivery of service to the constituents of the different
barangays.
NOW, THEREFORE, on motion of Punong Barangay Pablo M. Libo-on, duly seconded

by Punong Barangay Aladino Quiquiles, it was;
RESOLVED, as it is hereby resolved by the Liga ng mga Barangay to grant the
Productivity Enhancement Incentive (PEI) from savings based on IRA of 18 Barangays
of the City of Himamaylan for the PEI of Barangay Accounting Clerks and the Liga ng
mga Barangay Clerk.

WHEREAS, schedules of cash advance and liquidation before entry to book will
be examine first by Sir Nolan Portunado, if not we must furnish a demand letter for
copies of CA’s to barangay to inform their unliquidated CA’s.
WHEREAS, the barangay treasurer’s liable for all the reports and required to
submit their vouchers every 10th day of the month including RAC and Checks issued to
COA office.
WHEREAS, others matters query are 1. Payroll/Labor Allowed? Payroll allowed
if it’s reasonable base on their program he/she prepared and if it’s supported with a job
order appropriate for their transactions. 2. Checking of Advice & Checks before deliver
to Land Bank to minimize or avoid return of checks and 3. Swapping of delivery of
Advice to LBP to experience delivery. As accountants authority the authorize persons will
be the one to deliver in the absence of one the other authorize person will subsist to
deliver.

VILLAFRANCA LIGA PRESIDENT OF LIGA NG MGA BARANGAY
HIMAMAYLAN CHAPTER IN THE AMOUNT OF TWO THOUSAND PESOS (P
2,000.00) USE IN REGISTRATION FEE FOR PROVINCIAL LIGA MEETING HELD
AT SIPALAY CITY, NEGROS OCCIDENTAL ON JUNE 11, 2012
WHEREAS, The Liga ng mga Barangay, approved the Two Thousand Pesos as a
Financial Assistance for Liga President Hon. Martin R. Villafranca as Registration Fee
for the Provincial Liga Meeting Held at Sipalay City, Negros Occidental;
WHEREAS, holding of Provincial Meeting was proven to be an effective tool in

facilitating the exchange of ideas and for serving as an avenue to learn and re learn the
various matters affecting barangay governance;
NOW, THEREFORE, on motion of Punong Barangay Felicidad T. Badajos duly
seconded by Punong Barangay Emmanuel V. Castro;
RESOLVE AS IT IS HEREBY RESOLVED, to approved the Two Thousand

Pesos as a Financial Assistance for Liga President Hon. Martin R. Villafranca as
Registration Fee for the Provincial Liga Meeting Held at Sipalay City, Negros
Occidental;Hon.
