SEMINAR PROPOSAL

“Project Development and Management in Social Welfare”

RATIONALE:

The World Bank, Asian Development Bank, other foreign and local banks have been supporting
the country with multi-billion dollar projects and programs for development. Ultimately, we know that
these are all converted to loans and will be eventually paid by the taxpayer.

The frustrating side of every public project or program is its sustainability. Infrastructure
projects to build roads and bridges, set up electricity or water pipes in remote areas – more often than
not, are not completed on time. Sometimes, when corruption comes into play, you will see that a
project created to build a bridge was unnecessary because there was no river after all, to traverse in the
first place.

Some projects have to do with poverty reduction, rural development, renewable energy
development, mass transport systems, waste management, flood management and disaster risk
management programs.

The success of a project can be measured when the community or the country has benefitted
from it; when it becomes functional and useful. A failed project clearly becomes a “white elephant” –
expensive and useless.

Three-fourths of poor people in the Philippines live in rural areas. Despite considerable
resources being allocated for local service delivery, many poor barangays (villages) have few
opportunities to participate in deciding how and where resources are spent. Often people do not even
know what money is being spent on. Empowering marginalized communities through community-driven
development (CDD) approaches enables villagers to make their own decisions in identifying, developing,
implementing, and monitoring development initiatives based on their priorities.

The project helps poor communities develop the necessary skills and provides them with
resources to select, implement and sustain small-scale community infrastructure sub-projects such as
small roads, footbridges, water supplies, school buildings, health clinics, community enterprise activities
and others. It also gives poor people a voice in the development process by establishing clear guidelines
for participation, accountability and transparency. Communities also learn how to engage their local
governments more effectively mobilizing technical and financial assistance as well as support that help
address local development priorities.

In the recent crisis that happened in Marawi City will require projects that will temporarily help
for the people affected. Projects such as anti-poverty,.etc. Dealing with such projects requires a
professional that has the knowledge to develop and manage in order for the project to be successful.
Those people must be equipped properly.

Project Development and Management is a complicated topic in some ways and in order to be a
successful Social Worker you must also be knowledgeable in this field of topic.

SW 22- Seminar in Social Work Profession and Practice aims to enhance the knowledge of
Social Work students to be effective social workers. It is also part of training them to become great
facilitators in the future which could help them get a job because of their skills and abilities.

Furthermore, this seminar will also guide and enlighten the students about the topic “Project
Development and Management” which they will certainly apply in their profession.
