Topic: Human Trafficking in Thailand: Sex Trafficking

Thailand has been one of the leading centers of Human Trafficking. An estimated 425,500 people are
victims of human trafficking, and from those are at least 60,000 are children forced into becoming sex slaves 1.
These children range from ages 12 to 20. The Thai government, its Affordable Care Acts and other Non-profit
Organizations have shown consistent efforts to eliminate trafficking have shown little to no avail. These groups
have limited the flow of Trafficking within Thailand and its borders. Due to the sluggish deterioration of said
problem, the U.S. Department of State has placed Thailand on the “Tier 2 Watchlist” 2. With continuous effort
and support, human trafficking of Thai people may be abolished.

Thailand has enacted the Anti-Trafficking in Persons Act (B.E 2551/2008) pertaining to the procuring,
buying, selling, trading, bringing from/sending to, detaining/confining, harboring/receiving any person through
force, abduction, fraud, deception, power abuse 0r 0f giving payments/benefits to achieve the person’s
consent for the purpose of exploitation. According to Strategic Information Response Network (SIREN), there
were 103 Thai victims of trafficking returned in 2009. 38 of which were women and 65 of which were men.
Statistics show that most of the victims have been smuggled locally and internationally. Countries such as
Australia, Bahrain, Brunei, Canada, Germany, Indonesia, Israel, Japan, Korea, Kuwait, Libya, Malaysia, Maldives,
Qatar, Saudi Arabia, Singapore, South Africa, South Korea, Taiwan, Timor-Leste, the UAE, the USA and
Vietnam3.

We would like to propose the implementation of the 3Ps: Prevention, Protection, and Prosecution4.
This has been used worldwide and is the Framework for Action of the United Nations Office on Drugs and
Crime (UNODC). This entails the Prevention of human trafficking, the Protection of victim and Prosecution of
the criminal.5

Thailand wants to put a halt at the human trafficking trade once and for all. Over the years, Thailand
has been put on the Tier 2 Watchlist. This shows improvement in the Thai government’s attempts to reduce
human trafficking have been a success with laws such as the Immigration Act (1979), Amendments to the
Securities and Exchange Act (1992), Prevention and Suppression of Prostitution Act (1996), Criminal Procedure
Amendment Act (1997), Penal Code Amendment Act (1997), Anti-Money Laundering Act (1999), Child
Protection Act (2003) and the Labor Protection Act (2008). The stated laws have been successful and we
believe that we can soon eradicate Human Trafficking.
