1. General Background
(Brief description of the national, sector-specific or other relevant context in which the individual contractor will operate)

UNHCR presence in Kosovo began in 1992 with the aim to assist refugees seeking protection and
humanitarian aid and support persons displaced before the conflict in 1999. According to the UN
Security Council Resolution 1244 (1999), UNHCR is mandated to supervise safe and free return to
Kosovo of all refugees and displaced persons. UNHCR engages in the development of legislative and
administrative frameworks in the areas of asylum, civil documentation and durable solutions. By
strengthening the capacity of the central and municipal authorities, UNHCR fosters the development
and implementation of a protection framework, which can meet international and regional human
rights standards. In that respect, UNHCR contributes to the establishment of an efficient asylum
system in Kosovo. UNHCR also provides technical legal support and advice to legal and
administrative structures in bringing legislation and policies relevant to risk of statelessness into
compliance with international standards. In the context of durable solutions and sustainable
reintegration, UNHCR regularly monitors the protection situation of the minority voluntary returns
and internally displaced populations across Kosovo. UNHCR assists the most vulnerable persons of
concern mainly with legal assistance, psychosocial counselling and protection monitoring.

Despite the uncertain political developments, the trends of asylum applications are indicating a
steady increase. The office has jointly with partners, prepared responses to the potential situations
of larger influx of asylum seekers. In order to advance the Agenda for Sustainable Development
(2030) during January 2018 the Kosovo Assembly adopted the Resolution on the SDGs. The Agenda
2030/ SDGs’ commitment to “leave no-one behind” is a critical entry point to further advance
protection and solutions for all persons of concern. The new guidance recognises the importance of
focusing on the poorest and most vulnerable and reaching those furthest behind first. Person of
concern to UNHCR are referenced in the guidance. UNHCR’s engagement in the Cooperation
Framework is one of means of furthering the ambitions of the Global Compact on Refugees (GCR):
securing more support for hosting countries; ensuring linked up humanitarian and development
programming; and advancing the inclusion of refugees in national and UN development strategies.

In relation to this, Kosovo is listed in the group of countries for UNSDCF rollout in 2021. UNSDCF-
Cooperation Framework replaces The United Nations Development Assistance Framework (UNDAF).
The main rationale for having cooperation framework is to move from development assistance to the
governments, to cooperation in partnership to achieve Agenda 2030 and the Sustainable
Development Goals (SDGs).

In line with the ongoing UNHCR’s Decentralization and Regionalization process, as of 1st January
2020 Kosovo operation will be operating as standalone office with more empowered role thus with
increased authority and accountability. The office will have to ensure effective operational delivery of
its programmes to ensure that are in compliance with UNHCR’s rules and regulations and will act as
main agent for implementing advocacy activities and supporting, liaising and negotiating with
national governments as well as with the donor community for the needs of PoCs.

2. Purpose and Scope of Assignment

Assist the office and Communication/Public Information Associate in all public information and
public relations matters, in particular:

1. Contribute to the production of information material for public awareness campaigns and for the
preparation of in-house bulletins, newsletters and information kits by contributing to articles, reports
and other information gathered from various sources; liaise with printers concerning brochures and
publications published by the office

2. Compile and maintain the mailing list for press releases, information bulletins, etc and ensure
timely despatch of information to media and other interested parties.

3. Classify and maintain adequate stock of PI materials and promote sale of merchandise where
appropriate

4. Respond to routine telephone and written enquiries from a variety of sources such as the media,
the public, NGOs and government officials etc

5. Provide clerical assistance with regard to PI events such as poster campaigns, exhibitions, and
public awareness raising events.

6. Draft routine correspondence and texts for the office's website and maintain information
databases.

7. Enhance visibility actions for UNHCR Office of the Chief of Mission.

3. Monitoring and Progress Controls

performance monitoring)
- Maintain regular communication within the office and with external interlocutors and would also be
involved in field visits for publication in different media.
- Enusure outreach of external audiences such as local authorities, international and local civil
society, international organisations, and UN Agencies.
- Prepares various type of printed publications (brochures, fliers), electronic newsletters and
updates.

4. Qualifications and Experience

a. Education (Level and area of required and/or preferred education)

-Completion of the Secondary Education with post-secondary training in Business Administration,


Journalism, Social Science or related field.
- Communication and computer skills.
- Excellent drafting skills as well as translation and interpreting skills.

b. Work Experience
(List number of years and area of required work experience. Clearly distinguish between required experience and experience which
could be an asset.)
-Minimum of 4 years of relevant work experience.

Required Competencies:
- Fluency in English, Albanian and/or Serbian
- Excellent computer skills (MS Word, Excel, PowerPoint)

Desired competencies:
- Previouse exposure to international setting will be considered an asset
- Good interpersonal skills especially communication skills and team work approach are a valuable
asset.
