Issuing a Certificate of Authorization With U2
Designator for Class 1 Pressure Vessels to a Certificate
Holder With U Designator Without a Joint Review
Section VIII, Division 2
Inquiry: Under what conditions may a Certificate
Holder with a valid Certificate of Authorization with a U
Designator be permitted to obtain a Certificate of Author-
ization with a U2 Designator with a scope limited to the
construction of Class 1 pressure vessels in accordance
with Section VIII, Division 2 without the completion of a
joint review in accordance with Section VIII, Division 2,
Part 2, Annex 2-G, 2-G.6.2?
Reply: It is the opinion of the Committee that a Certifi-
cate Holder who is in possession of a valid Certificate of
Authorization with a U Designator may be permitted to
obtain a Certificate of Authorization with a U2 Designator
with a scope limited to the construction of Class 1 pres-
sure vessels in accordance with Section VIII, Division 2
without the completion of a joint review in accordance
with Section VIII, Division 2, Part 2, Annex 2-G, 2-G.6.2,
provided the following requirements are met:
(a) The Certificate Holder must hold a valid Certificate
of Authorization with a U Designator on December 31,
2017.
(b) The Certificate Holder shall apply for authorization
in accordance with 2-G.2.
(c) The Certificate Holder shall revise its Quality Con-
trol System to address construction of Class 1 pressure
vessels in accordance with Section VIII, Division 2, and
shall demonstrate implementation of the Quality Control
System to the Authorized Inspection Agency.
(d) The Authorized Inspection Agency shall conduct an
audit to evaluate the Certificate Holder’s Quality Control
System and its implementation for the construction of
Class 1 pressure vessels in accordance with Section VIII,
Division 2. A report of the audit shall be provided to the
Certificate Holder and ASME. The audit report shall in-
clude a recommendation concerning the issuance of a
Certificate of Authorization with U2 Designator limited
to the construction of Class 1 pressure vessels in accor-
dance with Section VIII, Division 2.
(e) Upon issuance from ASME of the Certificate of
Authorization with U2 Designator specified in (d), the
Manufacturer may engage in the construction of Section
VIII, Division 2, Class 1 pressure vessels.
(f) The Certificate of Authorization with U2 Designator
will expire at the same time as the Manufacturer’s current
Certificate of Authorization with U Designator.
(g) The Manufacturer will not be permitted to renew
the Certificate of Authorization with U2 Designator under
this Case. A joint review in accordance with 2-G.6.2 will be
required.
(h) This Case number shall be shown on the Manufac-
turer’s Data Report.

The Committee’s function is to establish rules of safety, relating only to pressure integrity, governing the construction of boilers, pressure vessels, transport
tanks and nuclear components, and inservice inspection for pressure integrity of nuclear components and transport tanks, and to interpret these rules when
questions arise regarding their intent. This Code does not address other safety issues relating to the construction of boilers, pressure vessels, transport tanks
and nuclear components, and the inservice inspection of nuclear components and transport tanks. The user of the Code should refer to other pertinent codes,
standards, laws, regulations or other relevant documents.
