4.0 On line Submission.
Bidders can prepare & edit their offers number of times before tender submission date
4.1 & time. After tender submission date & time, bidder cannot edit their offer submitted
in any case. No written or online request in this regard shall be granted.

Tenderer shall submit their offer i.e. price bid in Electronic format on above

5.0 Submission of Tender Fees, Bid Security and other valid Documents:
Tender Fee : Rs. 1500/- (Rupees One thousand Five hundred only) by
Demand Draft in favour of "Executive Engineer, Rajpipla (R&B) Division,
5.1 Rajpipla”, payable at Rajpipla from any Nationalized/Scheduled Bank except Co-
operative Bank. Demand draft issued after the last date of submission of Bids will not
be considered or accepted.
Bid Security i.e. EMD: Rs. 50,000/- (Rupees Fifty Thousand only) in the form
of DD/ FDR/BG in favour of "Executive Engineer, (R&B) Division, Rajpipla" R&B
from any Nationalized / Scheduled Bank except Co-operative Bank. BG shall be valid
5.2 up to 180 Days. DD/FDR/BG issued after the last date of submission of tender will not
be considered as valid or accepted in any case. In form of B.G., first Rs. 50,000/-
in form of DD or FDR & remaining amount in form of Bank Guarantee. (EMD
should be 180 days)
5.3 Other Valid Documents required to be submitted by scanning :
Bidder should be Manufacturer of modular furniture having registration
a. certificate from GST department scanned copy of valid registration
certificated should be attached and "E-1" or above.
Nationalized Bank Solvency certificate of current year i.e. 2019 for 20%

of estimated cost i.e. Rs. 10.00 lacs.
c. PAN / GST Certificates. All certificates are mandatory.
d. Partnership Deed with "G" Form if applicable.
e. Valid Power of attorney.
f. List of similar works completed and on hand along with their estimated cost single
similar nature of work experience an Amount of Rs. 20.00 lacs in any one year
during last five financial years i.e. 2014-15 to 2018-19.

 Follow criteria should be fulfilled by the bidder to prequalify for the tender.
1. Bidder should be prime manufacturer / Experienced of Modular Furniture. Joint
venture to any manufacturer is strictly not allowed.
2. Latest Nationalized Bank Solvency Certificate of Amount mentioned in the Tender
Notice.
3. Bidder Should have had Average annual financial (gross) of Rs. 50.00 lacs in any
One Year during Not less than last five financial years (i.e. 2014-15 to 2018-19).
(It should be certified by registered C.A firm only)
4. Similar work order as main contractor at least one similar type of modular furniture
& interior work of government / semi Government or any other sector with costing of
more than Rs. 20.00 lacs.
5. Bidders must have to attach Registration Certificate of GST.

Bidder shall have to submit DD for Tender Fee, DD/FDR/BG against EMD and other
documents as mentioned above in Electronic format only through online (by
Scanning) While uploading the Bid. This submission shall mean that EMD and
Tender Fee are received. Accordingly after of those shall be opened whose
EMD and Tender Fee is received electronically. For the purpose of realisation
of DD, FDR or B.G. at the time of Tender opening or send the same in by
bidders shall send the original through RPAD/Speed Post in Physical form so as
to reach R&B office on Date shown above during Office Hours at Superintending
5.4 Engineer, (R&B) Circle, Kothi west wing, Vadodara-1 only. Tender fee & EMD
received early or later than the time specified will not be accepted in any case and the
bid of that bidder shall be considered non-responsive. Punishment action for not
submitting DD/FDR or B.G. in original to E.E. bidder shall be initiated.
Registration shall be kept in abeyance for one year and e-tendering code
shall be cancelled for one year. Any document in supporting of Bid shall be
submitted in electronic format only through on line by (Scanning etc.) and
hard copy will not be accepted separately. Govt. of Gujarat, R&B Deptt.

Bidder has to submit the valid documents as said in 5.1, 5.2 & 5.3 above and no
other condition in any form shall be considered at all, at the time of evaluation of the

para 5.1, 5.2 & 5.3 those Tender consider as non-responsive.
6.0 Opening of Tender:
Opening of bid documents will be held on Date & time shown above in the office of

8.0 General instructions:
8.1 The fees for on line tender document will not be refunded under any circumstances.
8.2 EMD in the form specified in tender document only shall be accepted.
Tenders without valid Tender documents, Fees, Earnest Money Deposit (EMD) and
8.3 which do not fulfill all or any of the condition or submitted incomplete in any respect
will be rejected.

8.4 Conditional tender shall not be accepted.

8.5 This tender notice shall form a part of tender document.

The tenderers are advised to read carefully the "Instruction for Tenderer" and

The R&B reserves the rights to reject any or all tenders without assigning any reason

thereof.
GST is force from 1st July 2017 therefore all bidders are given instruction to
8.10 quote rates considering GST rules and regulations in force. No compliance
will be considered regarding GST by the Govt. R&B Deptt., Govt. of Gujarat.
If found necessary, contractor will be intimated for negotiation. He will be
intimated maximum three times within validity period for negotiation. If
8.11 contractor does not respond in time, his earnest money will be forfeited and
his tender will be rejected. Paneltative action will be taken on such
contractor.
For Tender cost more than Rs. 2.50 lacs, 2% (percent) Tax deduction at
source shall be made (which includes 1% (one percent) for GST & 1% (one
8.12 percent) for CGST) as per Govt. of Gujarat, Finance Deptt.'s Circular No. :
