Introduction
It is the responsibility of individuals and management to ensure every person is familiar with the policies,
procedures and regulations which apply to the way they do their job. Without this knowledge both
individuals and the company run the risk of violating maritime law and facing substantial penalties.
Carnival Corporation is committed to minimising impact on the environment and compliance with all
applicable rules and regulations.
The Technical Officers – Environmental Question Bank Appraisal (QBA) is an initiative to encourage
Technical Staff to focus on key areas and ensure their knowledge is complete and up to date.
Question Bank
The 100 questions attached are provided in advance to technical staff to encourage self-development,
research and group discussion to help promote consistent knowledge levels. The question level is set at
OPERATIONAL level and focuses on the environmental processes used on board including Oil/Chemical/
Sewage/Garbage/Air/Ballast etc.
All technical staff are asked to work through the questions and ensure they are up to speed with the
information required to answer them, looking up appropriate procedures and external regulations as
required.
Access to procedures whilst on board ship
The preferred place for self-development is on board where the information required to complete the
questions can be located within the HESS-MS, MARPOL or via the internet. A list of the relevant HESS
procedures & MARPOL extracts can be found at the bottom of this document
Access to procedures and regulations while NOT on board ship
Approximately 60% of the information the questions refer to is available in uncontrolled copies of HESS
policies and procedures on the CSMART Learning Management System (LMS) under ‘E-
learning/Videos/References’ → ‘Procedures, Manuals and References’ → ‘HESS-MS Uncontrolled
Procedures’. The remaining 40% are contained in the MARPOL Annexes, uncontrolled extracts of which
are also contained in the ‘Procedures, Manuals, and References’ section of the LMS. There are also a
small amount of links to useful websites for the remaining questions at the end of the 100 questions in
this document.
Appraisal
In order to assess knowledge levels, all technical staff visiting CSMART will be asked to complete a short
multiple choice assessment (20 questions from the question bank)
The pass mark for this assessment will be 80% which all technical staff are expected to achieve.
In the event the pass mark is not achieved, a re-assessment of 20 different questions will be made
available during the same visit to CSMART, after time has been allowed for further preparation.
Self-testing prior to attending CSMART
Technical staff can now perform a self-test of 50 questions from the bank prior to taking QBA CSMART.
