REPUBLIC OF KENYA GOVERNMENT OF MACHAKOS ‘OFFICE OF THE GOVERNOR H.C.D.A Building Telephone: +254-44-21017 Machakos Highway Fax; +254-44-20246 P.0 BOX 1996-90100 When replying please quote Machakos, Kenya 16t December, 2019 Inspector General of Police Nairobi. RE: THREATS TO ME BY DP WILLIAM RUTO, ADEN DUALE AND KIPCHUMBA MURKOMEN 1 am writing to bring to your attention the fact that the above named persons have on two different occasions threatened me with unspecified consequences because of my statements on national issues. After thinking through their threats, I have come to the conclusion that the same cannot be treated lightly and decided to go public for the sake of my personal security and safely. I'm putting this forth before Kenyans so that should anything unusual happen to me or members of my family or my associates, the three can be held accountable. 1 have reported this matter to Kilimani Police station so that formal investigations can commence vide OB No. 50/16/12/2019. Lalso write to request for beefing up of my personal security. Briefly, the following are the facts surrounding the threats: INCIDENT ONE HON. DUALE AND HON. MURKOMEN On Monday, November 25th, 2019, as the party leader Maendeleo Chap Chap Party, I was at Statehouse to witness H.E. President Uhuru Kenyatta receive the Building Bridges Initiative (BBI) report. Page 10f 4 While waiting for the function to start, I was conversing with fellow leaders and politely greeted Majority Leader of the National Assembly Hon. Aden Bare Duale who was engaged in a conversation with Majority Leader of the Senate Hon. Onesmus Kipchumba Murkomen. Hon. Duale and Hon. Murkomen made the following threats to me. Duale: Wewe, what is wrong with you? Me: What do you mean my friend? Duale: You have been attacking us and we will deal with you. Me: How have I been attacking you? Murkomen: We wacha zako, we have to teach you a lesson. Me: What have I done? When did I attack either of you? Duale: When you attack our team you attack us. Me: Team? Murkomen: You have been attacking the DP. Duale: Ukiguza DP, unagua sisi (when you touch the DP, you touch us). Me: I don't get you. Hon. Duale, you and I get along very well. Murkomen: Huyu niachie (I will fix him). Then Murkomen walked away to speak to someone else. Me: (To Duale): Ndugu yangu (my brother), you should not be threatening me. Wewe ni jirani (you are my neighbor). You remember the time you said in Parliament that terrorists should not only attack Eastleigh or Garissa but should also attack Machakos, I defended you and said you used it just an example and you could have mentioned any city in Kenya? Duale: Utafanya nini? (What will you do?) Don’t you know there are 50,000 Kambas in Garissa and I can deal with them. Shocked by his utterances, I walked away from him. Page 2 of 4 INCIDENT TWO H.E, DP WILLIAM RUTO On the evening of Wednesday, December 11", 2019, 1 was a guest at Statehouse for a Banquet in Honour of the Barbados Prime Minister Rt. Hon. Mia Motley. During the function, guests were mingling and talking to each other after the official speeches and toasts. I was standing in conversation with H.E. Raila Amolo Odinga and othe r leaders. Someone came to speak to Hon. Raila and as I turned to go and speak to another leader, I came face to face with H.E the Deputy President of the Republic of Kenya, Dr. William Kipchirchir Samoci Arap Ruto, who was in the company of Hon. Aden Duale, Majority Leader of the National Assembly. I greeted H.E. Dr. Ruto. I extended my hand. Me: Hello Your Excellency Sir. Ruto: (Holding on to my hand): We jamaa umekuwa ukinichapa sana (you fellow, you have been attacking me very much). Me: Your Excellency... Ruto: (Still holding on to my hand tightly). Wewe lazima sasa nikugonge. Nitakugonga (You, | must now crush you. I will crush you). Me: Your Excellency, Sir, maybe we can speak about..... Wewe ngoja utaona (You just wait, you will see). Ruto: (Pushing me asid Duale: (Pointing at my chest) Si tulikuambia (We warned you). They walked away. I was petrified, not only by the life threatening words uttered by Dr. William Ruto but by the intensity of his eyes and angry tone of voice. I turned back to my left to where Rt. Hon. Raila Amolo Odinga was and I told him what had transpired not far from where he was standing. also mentioned these threats to four other senior government officials during the event. I have been quite disturbed by these threats to my life and that of my family and do believe that Dr. Willaim Ruto is serious and capable of carrying out his threat to my life and general welfare. Page 3 of 4 I, therefore, ask the police to investigate the matter and also provide me with upgraded and extra security, I strongly believe that the above highlighted words constitute a criminal offense and offend our constitutional order. Our Bill of Rights guarantees every Kenyan their right of speech. For anyone to use criminal threats to infringe on my God given human rights should, to say the least, be punished in accordance with our Laws. Lastly, due to Kenya’s history of political assassinations, political violence and intolerance, the seriousness of these threats can’t be gainsaid. However, I will remain unshaken. I'm not a coward. I will speak the truth as we know it and with no fear of contradiction. I call upon all Kenyans of goodwill to hold me in prayer. God bless you and God bless Kenya. Sincerely, Dr. Alfred N. Mutua, EGH Maendeleo Chap Chap Party Leader and Governor of Machakos County.
