ABSTRACT

Our proposal aims to address the severe condition of the out of school

youth and street children in our society. We acknowledge the necessity to

address this problem immediately. Different interventions must be provided

among streets children who have always been deprived of their basic

necessities and whose main concerns have always been their survival and

protection, considering most of them are abandoned, neglected, and abused,

even by their own families. We are going to implement a program that will

provide an opportunity for the less privilege street children to improve their

current condition and to have a better future. By providing them basic

necessities such as; educational assistance, health services, and further supports

through referral from different government agencies, In exchange for their

service in the community. These are necessary to develop them to become

responsible youth and eventually become productive citizens of the country.

STATEMENT OF THE NEED

The issue that our group is addressing is juvenile delinquency. As we all

knew, poverty is rampant in our society nowadays. Wherever we go and as we

observe our surroundings, we can see so many children loitering around

begging in the streets for food, doing illegal stuffs and other things to survive.

Based on the 2017 Annual Poverty Indicators Survey (APIS), about nine percent

of the estimated 39.2 million Filipinos aged 6 to 24 years old were out-of-school

children and youth (OSCY). OSCY refers to family members 6 to 14 years old who

are not attending formal school; and family members 15 to 24 years old who are

currently out of school, not gainfully employed, and have not finished college or

post-secondary course.

Of the 3.6 million OSCYs, 83.1%0 were 16 to 24 years old, 11.2% percent were 12

to 15 years old and 5.7% were 6 to 11 years old. The proportion of OSCYs was

higher among females (63.3%) than males (36.7%)

Through Giving H.O.P.E , the Outreach /Education for the Street children,

the street children are assisted through protection from abuse, and basic

education to develop knowledge about their rights and responsibilities and the

risks encountered on the streets, to develop positive behavior, gain/improve

their life skills and capacities through psycho-social interventions including

counseling to assist them to leave the streets through referral to recovery centers

or to relatives who are not the child’s abusers. In so doing, our group has

advocated and established, maintained and strengthened partnerships with

other groups, individuals, agencies and other sectors of society. With its multi-

problems and complexities, effectively addressing the street children’s needs

requires concerted efforts from everyone.

The people in our chosen Barangay will benefit in this kind of proposal. Even

though we are just students, maybe our plan may work on the Barangay that

we chose and may be also use by other Barangays in their community. Poor

coordination and integration between national and local levels of government

has also resulted in fragmented and ineffective services. This has been

exacerbated by the decentralised governance structure in the Philippines.

PROJECT ACTIVITY, METHODOLOGY AND OUTCOMES

Project Activity

Our group choose to address the issue in the manner of having an assembly

for Its implementation and finding different organization or group. First, we will

find people or individual who might help us complete the process and who will

be there to support and fund us. Second, we will conduct a Barangay assembly

to Barangay citizens about the program for them to be informed. It is truly

undeniable that there are lot of existing Non-Government Organizations (NGOs)

who continuously help and have an advocacy within marginalized sector in our

society. Our group decided to have this kind of solution for people to realize that

they should not just depend in the help of other sectors. Our group will assist

these young, promising less privilege to tell them that they have their potential to

be the best that they can be. To inspire them on what life has to offer once they

start realizing how their good actions can lead them to victory and success in

life.

There are other approaches that are appropriate to the situation like having

a feeding program or outreach program. But aside from the fact that it is

previously utilized and used in our society, it is also a temporary solution for

people in the Barangay. What we’re aiming for is a possible long term and

concrete solution to the problem. We are not just giving away what they

needed, we provide for them but they have to earn it. Our group believes in the

saying “Give a hungry man a fish and he’ll eat for a day, but teach him how to

fish and he’ll eat forever” Maybe it can satisfy their physiological needs for just

an hour, but our group make sure that the solution will be permanent and will

bring realizations and changes unto their lives.

DISSEMINATION

The objective of this section is to explain and organize the activities to be

executed in order to promote our proposed activity: “Giving H.O.P.E: An

outreach program for street children” in order to lessen the high rate of street

children and out of school youth particularly in Barangay. This proposed activity

aims to solve or at least lessen the inflating number of out of school youth

children in the Philippines particularly in the smaller sector of community,

Barangay.

To achieve the purpose of the proposed activity, we will choose and

select stakeholders: LGU’s and NGO’s to help us in fulfilling our proposed activity.

In addition, the target group who are the poor peoples in Barangay will also

help us by cooperating. The combined effort of us and the community will

cause a social change.

In order to disseminate the information about our proposed activity, we

will execute the following communication strategies to enhance the potential of

it.

This proposed activity will be promoted in internet platform. The site will

include information about the proposed activity that includes: background

information, events, contact details, etc.

the street children to educational institutions, local government that supports
youth to give an opportunity for them to study.
