Krembung sub-district is one of zone that place far away from the central of Sidoarjo district

. this zone is have a function for settlement and farm. This Sub-district including in zone that
in side of Sidoarjo district that less underserved clean water because unreachable from
PDAM line Sidoarjo. From development middle range national year 2015-2019, is excepted
to access to drinkable water can reach 100%( universal access). This access 100% is consist
of 85% access of drinkable water that meet the minimum service standard or SPM and 15%
access drinkable water for fulfillment of basic need. However counting since may 2019,
PDAM SIdoarjo only capable serving need of clean water in Sidoarjo district of 37%.
The Gverment of Sidoarjo district give helping program HIPPAM from 2014 with build means
clean water from a well the depth at 100-200 meter and managed by community in order to
fulfill the need of water for the community special in krembung sub-district, among other
gading subdistrict, kedungsumur, tanjeg wagir and kedungrawan. Implementation frim this
program is aim at the need of water in the community is fulfill with community and
surrounding become much better therefor need to do evaluation provision water HIPPAM
system covering technical aspect and non technical
The research method start with formulate the problem, search for study literature related
with the research will be done, collecting data, analysis data, and conclusion. Aspect
researched covering technical and non technical. Technical aspect is in the form of quality
and quantity clean water and operating time HIPPAM while non technical aspect in the
utilization of water of community and organization HIPPAM system, rate charge through the
primary data. While secondary data in the form of data related population is serve, debit
usage water and facilities owned by HIPPAM in kermbung district
 Krembung district is one area that is located far from the center of Sidoarjo.
This district is not served with clean water because it is not reached by the PDAM
Sidoarjo pipeline. Based on the National Medium-Term Development Plan for 2015 -
2019, it is expected that safe access to drinking water can reach 100% (universal
access). However, starting from May 2019, PDAM Sidoarjo was only able to serve the
needs of clean water in the Sidoarjo by 37%.
The Sidoarjo Government provides assistance in the form of the HIPPAM
(Himpunan Penduduk Pemakai Air Minum) starting in 2014 by building clean water
facilities in the form of 100-200 meters deep wells managed by the community to fulfill
the water necessities of the community, especially in areas that are not reacheable by
PDAM services, such as in several villages in Krembung Subdistrict, including Gading,
Kedungsumur, Tanjeg Wagir, Mojoruntut, Tambakrejo, Keret, Wangkal, Ploso,
Balonggarut, Rejeni, Kandangan, and Kedungrawan. The purpose of this program is
to ensure that the community's fulfill the community necessities of water and the
environment are better. For this reason, an evaluation of the HIPPAM water supply
system needs to be carried out covering technical and non-technical aspects.
The research method begins with formulating the problem, looking for literature
studies related to the research to be conducted, data collection, data analysis, and
conclusions. The aspects studied include technical and non-technical aspects. The
technical aspects are in the form of quality and quantity of clean water, and the
operating time of HIPPAM while non-technical aspects are in the form of water
utilization by the community, the HIPPAM organizational system, tariffs charged to the
community, and people's perceptions of the HIPPAM program, both aspects are
obtained through primary data. Whereas secondary data in the form of data related to
the number of population served, debit water usage, and facilities owned by HIPPAM
Krembung district.
