Annexure 1

Scope of Work

ONGC, EOA,Kakinada is interested in hiring of Bachelor Accommodation i.e. Two and three BHK flats having
approximately 150 Nos. of bed rooms of two different types, preferably under one complex and one place
at Kakinada town.

1. Facilities
The Owner / the holder of power of attorney (i.e. Lessor) has to provide following facilities under his
responsibilities to enable ONGC for smooth functioning of its bachelor accommodation from the hired
building.

a) Type of Bachelor Accommodation:


ONGC, EOA, Kakinada require two types of bachelor accommodation as under.
a) Type-I Bachelor accommodation.
ONGC, EOA, require 100 Nos. bed rooms in two and three BHK flats for its employees up to E-
4 level in one or two cluster. Each flat should be equipped with at least one kitchen, common
room, mosquito net in all windows, sofa sets 3+1+1 in drawing room with center table, dining
table with four chairs, and balcony. Each Room for bachelor accommodation should have
attached toilet and bath room, geysers in bath room, Double bed with side tables, mattresses
(Minimum 4” thickness), TV (Minimum 22” size), a study table and a chair , cup-boards, curtain
and doormats. Ceiling Fans are to be provided in bed rooms, Drawing Room & and Dining space
also. The guidelines for standards and specifications of single unit bachelor accommodation
and details of furniture and fixture to be provided are mentioned at Annexure-II. The Sizes of
rooms shall be as per drawing in the scope of work, plus 10% is admissible. However bids
offering bigger size rooms are also acceptable provided that payment will be restricted to
above maximum admissible limit.

b) Type II Bachelor accommodation.


ONGC, EOA, require 50 Nos. rooms in two and three BHK flats for its employees, E-5 level in
one or two cluster. Each flat should be equipped with at least one kitchen, common room,
mosquito net in all windows, sofa sets 3+1+1 in drawing room with center table, dining table
with four chairs, and balcony. Each Room for bachelor accommodation should have attached
toilet and bath room, geysers in bath room, Double bed with side tables, mattresses (Minimum
4” thickness), TV (Minimum 22” size), one Refrigerator, one split AC 1.5 ton, a study table and
a chair , cup-boards, curtain and doormats. Ceiling Fans are to be provided in bed rooms,
Drawing Room & and Dining space also. The guidelines for standards and specifications of
single unit bachelor accommodation and details of furniture and fixture to be provided are
mentioned at Annexure-II. The Sizes of rooms shall be as per drawing in the scope of work,
plus 10% is admissible. However bids offering bigger size rooms are also acceptable provided
that payment will be restricted to above maximum admissible limit.

b) Up-Keeping jobs
Housekeeping services will include the following;
 Daily services: The bidder has to provide up-Keeping jobs which include cleanliness of common
areas in the building, cleanliness of parking areas of the building and the entire premises. The
up-keeping jobs also include collection of garbage every day from each room and disposal of
the same from the premises to outside by the bidder at his own cost.
 Periodic Services (weekly): cleaning of cobwebs from common corridor, ceiling and stair case
and washing of common floor areas.

c) Parking Facility
The building/s should have at least one car park facility for each BHK flat and preferably number
of car parks matching with the number of bachelor occupants or number of rooms available in
particular complex. The parking space on the basement of the same building will be preferable.
Bidder can provide parking space adjacent to the building also. The flooring of such adjacent
parking space should have strong concrete base, with covered shed to ensure comfort while
parking vehicles. There must be clear demarcation of the parking space for car and two wheelers
separately and separate space demarcation for each car to make it convenient for employees
to park their vehicles.

d) Power Backup
The proposed buildings/accommodation should have adequate back up power supply through
generator/s to ensure uninterrupted power supply for operation of all electrical appliances
installed in the premises including ACs, along with operation of Lifts, lights in toilets & common
spaces and all areas inside of the hired premises during power outages. Bidder shall ensure
running of the Generator immediately at the time of power cut, preferably with Auto-mode
switch on/off. Bidder shall also ensure operation and maintenance of the Diesel Generator (DG)
set. The DG set capacity to provide uninterrupted power supply should not be less than 120 KVA
for 150 rooms and proportionate capacity of DG set where the number of rooms less than 150.

e) Electricity Facility

Lessor has to provide:


 Sufficient wiring with high quality electricity wires and to provide sufficient points to facilitate
the fixing of ACs, connection to various points of electrical appliances like computer, printers,
and refrigerators, TVs etc.
 Facilities for installation of spilt ACs and its outdoor units.
 Necessary base for mounting outdoor units of Air Conditioners.
 Drain out covered pipes for each ACs for flow of water from all ACs.
 Sufficient preferably LED Lights in the flat have to be fitted by the bidder to ensure adequate
illumination.
 Sufficient light fitting in the common areas and inside the lift will be provided by the bidder for
the first time and subsequent replacement will also be done by the Bidder.
 Sufficient LED bulbs and LED tube lights inside the flat as per ONGC requirement for the first
time and the subsequent replacement will be done by ONGC.
 Separate electricity meter should be installed in each flat and separate meter for common
areas of the entire building including lift. Preferably sub meters facility for individual rooms
may be installed. Electricity charges for the flats will be paid by occupants (ONGC Officials)
while electricity charges for the common areas including lift will be borne by the ONGC.

f) Lifts facilities
The proposed cluster of buildings should have lifts, if building/accommodations has more than 03
(G+2) floors and should be in compliance with safety norms. The lift should have power backup
connection with the generator provided in the building and there should be automated power
switch over facility to avoid halt of lift at the time of power cut. The bidder has to ensure cleanliness
of the lift and to bear the maintenance charge including AMC of lift.

g) Repairs and Maintenance

The Bidder will be responsible for repair and maintenance of all furniture and fixtures, all
equipment provided by him inside the room and common facilities. This also includes Power supply
equipment’s, lifts, DG sets, electrical fitting provided by them, plumbing works related to supply of
water to different points and any other major electrical equipment replacement including the
interior of the building.

h) Water supply
The Bidder must ensure boring water supply to the building round the clock. The bidder also make
the facilities to store municipal water in overhead tank to ensure supply of uninterrupted municipal
water to kitchen. Water supply must be available around the clock i.e. 24/7 and the bidder will
bear all cost related to it.

i) Walls and windows


While handing over the property, the bidder should ensure proper distemper of all the walls inside
the room, corridors and walls of common areas.
j) Other Fixtures and fittings

Bidder will provide quality fixtures and fittings – luminaries (preferably LED), fans in each room,
exhaust fans in toilets and kitchen, sanitary fittings, and sufficient power point for computers,
projectors TV & audio. In addition to this the bidder has to provide one RO purifier/Aquaguard of
sufficient capacity which fulfills need of purified water for all bachelors living in that flat (two BHK/
three BHK). Bidder will be responsible for regular maintenance of this RO purifiers/Aquaguards.

k) Fitness Centre:
ONGC has been one of the fore-runners towards promoting Sports and Games. Accordingly, a
suitable AC Gym within the same campus of ONGC Bachelor Accommodation consisting of a
suitable Gym equipment like Treadmill, Bench Press along with different weights, Lat Pull-Down
Machine, Pec Deck Machine, Dumbbells of different sizes, Air resistance Exercise Bike, Leg Press
Machine and Leg Extension Machine may be provided. If provided, the Gym should also be
equipped with separate toilets for male and female. The bidder should give details of equipment
to be provided in the Gym in his/her technical bid.

If Gym is provided, then the bidder must provide a Professional Trainer and ensure repair and
maintenance of all equipment during the contract period.
Depending upon number of rooms provided by a Bidder for ONGC Bachelor Accommodation, the
indicative requirements of equipment are given under:
• For every 20 (twenty) number of rooms: one Treadmill, Air resistance Exercise Bike; in
addition to this
• For every 30(thirty) number of rooms : Bench Press along with different weights from 10kg
to 50 Kg, Lat Pull-Down Machine, Pec Deck Machine, Dumbbells of all sizes starting from 5
Kg to 50 Kg; in addition to this
• For every 40(Forty) number of rooms: Leg Press Machine, Leg Extension Machine

2. General requirements of the offered space/ property

 The building containing the offered space/ property should be a residential building and it
should have suitable ambience to match the requirement for use of ONGC as its bachelor
accommodation.

 The building containing required number of flats should either ready to be occupied or where
some portion is ready then the rest portion should be made ready to offer in phase manner
within a period of six month from the date of issue of LOA. The offered property should be free
from all encumbrances, claims, liens and legal disputes, etc. and must have residential
electricity connection, water connection, and sewerage facility. It should have necessary
construction approval/ clearances from all central / State Government/ Local bodies.
Documentary evidence in support of the above must be submitted along with the techno-
commercial (un-priced) bid. Further, bidder shall submit copies of latest receipts of payment
of all applicable taxes, electricity & water bills and maintenance charges in respect of the
offered space/ property, along with the techno-commercial (un-priced) bid.

 Bidder shall submit, along with the techno-commercial (un-priced) bid, ‘Building Use
Certificate/Occupancy Certificate’ from the competent authority for use of residential
purpose.

 Bidder should submit layout plan of entire premises along with the techno-commercial (un-
priced) bid

 The building containing the offered flats be located in such an area / locality leading to easy
for commuting and well connected by transport facility and should have wide approach road.
Further, the building must have facilities for sufficient parking.

 There should be adequate natural lighting in the campus/compound. There should be


adequate cross-ventilation as well. Preferably building should be surrounded by trees/plants
along with potted plants in corridors and common area.

3. Special Terms and Conditions (Part of Scope of Work)

a) The proposed cluster accommodations will be on lease basis for a period of 05 (Five) years and
ONGC can surrender full or part of the property and terminate the contract by serving two months’
notice period without assigning any reasons.

b) ONGC shall not make any Security deposit or advance of lease rentals or any brokerage or any
other advance payment.

c) Any change in the ownership of the offered space/ property, within the duration of the Lease, shall
be notified forthwith by the Lessor to ONGC in writing and such change shall not relieve the
succeeding owner of liabilities under this Contract/ Lease.

d) Notwithstanding any dispute between the owner and person possessing Power of Attorney, ONGC
will continue to use the property till the end of lease period with the same terms and conditions
of ONGC agreement.
e) The Lessor shall be responsible for carrying out any additions/ alterations, major/ minor repairs,
civil including plumbing, electrical, distempering of the offered space/ property, polishing/ oil
painting of the wood and iron work etc. to suit the ONGC requirement before handing over the
leased space/ property to ONGC.

f) The Lessor shall be responsible for payment of property tax and other municipal/ corporation taxes
as applicable; insurance fee including public liability insurance, assessment charges and other
outgoings, whatsoever of description in respect of the said premises. ONGC shall not have any
liability, whatsoever, on this account.
g) Expenses, if any, in connection with the execution of the lease agreement shall be borne by the
Lessor.

h) The bidder can also bid to provide bachelor accommodation on phase manner but not less than 40
bed rooms at a time within six months from the date of issue of LOI.
i) The building/s should have required firefighting & safety equipment installed.
j) The building/s should have independent residential electrical meter for each flat and separate
meter for common maintenance.
k) ONGC reserves the right to inspect the premises at any time before award of Contract/ Lease and
to cancel the tender without assigning any reasons thereof.
l) Bidder has to arrange security personnel at gate/entrance of premises on round the clock i.e. 24/7
and the bidder will bear all cost related to it.
m) The bidder has to provide minimum one Officer/Supervisor daily during the day time for managing
the premises and for managing any accommodation related issues. He shall also resolve the
complaints of residents and maintain proper record for it.
Annexure II

1. Guidelines for standards and specifications for Bachelor Accommodation:

The Bachelor Unit should have the following:-Bed room with attached toilet, Multi-purpose room, Open
Plan kitchenette and balcony. The bachelor accommodation will be of 2 types (i.e.);
Type-I for Officers up to E-4 level;
Type-II for E-5 and above level officers.

The basic unit for Type-I and II will have a plinth area of 45.20 Sq. Mtrs for 2 BHK Flat. An illustrative
example is shown in the figure below. The differentiation in type-I and II units will be in the quality of
interiors, furniture and fixtures those of Type-II Units being higher/better.
