A.

SCOPE OF WORK / SPECIFICATIONS

SCOPE OF WORK: Bidder shall provide moving services to relocate and assemble selected furniture in various Residence
Halls for the College’s Department of Residence Life & Housing. This will involve moving furniture from the College’s
Central Stores warehouse located at 4750 Goer Drive, Charleston, SC 29406 to campus and/or from one residence hall to
another on campus. It also includes providing labor to adjust the bed heights (lofting) to accommodate Summer
Conferences and student move in.

1. SPECIFICATIONS:

a. Building Protection:
It is expected that the Contractor (aka Mover) will:
 Prevent damage to all building structures involved in the move including, but not limited to all walls,
floors, stairways, doorways and elevators.
 Protect all elevators including but not limited to floors, walls, doors and door jams during moves.
 Protect all hallway corners as needed.
 Estimate and supply the correct amount and sizes of building protection materials. Those materials will
be taken up and removed at the end of each phase of moving. If further building protection is needed,
materials to do so will be provided and installed by the Contractor, kept in place while moving, and
removed afterward.
Not block access to emergency ingress/egress points of building infrastructure hubs with staged and/or
stored items. This includes, but is not limited to stairwells, elevators, main corridors, electrical closets,
communications closets and mechanical rooms.

b. Moving Equipment and Materials:


The Mover will provide all trucks, moving equipment, building protection materials, packing tape, other
packing supplies, such as, but not limited, to safety glasses, nitrile latex gloves, paper pads and sheet
corrugated, for packing and moving. Bidders will list all the moving equipment and other materials they will
provide and use, and charges, if any, in Appendix 1. Cost and Staffing Schedule. At the end of the move,
if it is determined that all the moving equipment or materials were not used, only the charges for that used
will be considered chargeable. Failure to provide this information completely may cause your bid
to be considered non-responsive.

c. Equipment Requirements:
 4-wheel moving dollies
 Panel carts – for transportation of larger items
 Tools for any disassembly and reassembly, one rubber mallet per two laborers for bed loftings
 Straight trucks: with heavy-duty lift gate for transportation (For most moving operations, because of
limited loading or unloading space, 2 trucks will be used, round-robin)
 Clean moving pads
 Aluminum mag ramps and/or steel plates, as needed, for loading and unloading at all locations
 Moving equipment or materials, indicated in the "Special Instructions" of the Move Inventories

d. Hours:
Working hours are considered to be 8:00 am through 8:00 pm seven days a week

e. Staffing:
During move in/bed lofting activities, Contractor shall be able to provide up to twenty laborers with one
supervisor per ten laborers. Work may be spread out in up to nine residence halls simultaneously,
supervisors must have means of coordinating activity.

f. Cost and staffing schedule:


THE “COST AND STAFFING SCHEDULE” ATTACHMENT (APPENDIX 1) MUST BE COMPLETED IN
ITS ENTIRETY AND UPLOADED AS PART OF THE BID. It will be the sole determiner of staffing, costs
and pricing.

All charges will be based upon time and material. (Labor, equipment and material charges must be
presented in detail in the “Cost and Staffing Schedule.”) This is a local move. Travel expenses are not
authorized. Movers will provide a Unit Prices cost of services. Actual payment will be made in
accordance with submittals, Section C.4, Record of Work.
Payment for equipment and materials provided will be based upon the actual amount used.

g. Damaged property:
Mover will be responsible for repairing or replacing any College property damaged or lost during the moves.

B. QUALIFICATIONS

THE “QUALIFICATIONS” ATTACHMENT (APPENDIX 1) MUST BE COMPLETED IN ITS ENTIRETY AND UPLOADED AS
PART OF THE BID.

1. Move Experience: Bidders must have at least five (5) years’ experience moving projects in the commercial office
and industrial trade.

2. References: Provide references for at least three (3) commercial moves, completed within the last five (5) years, of
similar size and complexity. Details must include the date of the move, the name and location of the client, contact
name and telephone number, square footage of the move and a description showing the services that were
performed. With each reference, indicate what your responsibilities were on each of these projects.
Specifically, include details of supervision and summary of packing, moving and unpacking tasks. (At least 1
of the references must be for a project where the Mover’s representative(s) was personally involved, and on-site
during a comparable move while in the employment of the bidding company. (Upload references on separate
pages as part of bid)

3. Valuation Rate/Insurance: State the valuation rate or insurance provided for loss or damage to the College's
property during the move
Failure to include all required information, in detail, may be cause to find Bidder’s bid non-responsive.

C. SPECIAL TERMS AND CONDITIONS

1. Evaluation/Award: For award purposes cost will be evaluated on unit price. Award will be made to the lowest
responsive, responsible bidder.

2. Insurance Requirements: The successful Bidder shall provide complete insurance for their personnel and
equipment, including but not limited to Worker’s Compensation, general liability, truck liability, property damage,
personal injury and any other insurance normally required. Evidence of such insurance, or an original, signed letter
from your insurance carrier indicating an insurance certificate will be furnished no later than three (3) business days

after award and prior to the commencement of any work Failure to include required information may be cause to
find Bidder’s bid non-responsive.

3. Bidder’s Representative: The successful Bidder's representative(s)/supervisor is required to be on-site


directing its workforce throughout the entire move. . Failure to meet this requirement will result in a $600.00
per day penalty, which will be deducted from the Mover’s invoice before the College issues payment.

4. Record of Work: The Mover will submit to the College, or its representative, at the end of each day’s work, a
detailed listing of the equipment and chargeable personnel who worked stating start, break, meal, and quitting time.
Failure to submit this listing on a daily basis, signed by a College representative, could delay invoice
payment.

5. Offensive Situations: The move locations are in public, high-traffic coed areas, in view of the general public. The
Mover shall ensure that a safe environment is maintained around all move activities. The College may be in session
and students may be moving in and out of dorms during moves. As the Mover’s personnel could be perceived as
representing the College, the Mover’s personnel shall maintain an appropriate decorum. The Mover and his/her
personnel are cautioned against creating interruptions, noise or offensive situations that may interfere with the
learning process or could be construed as fraternization and/or sexual harassment of anyone using College facilities,
including, but not limited to, students, guests, faculty and staff. In the event the College receives a complaint
regarding the behavior of an employee, the Contractor, upon receipt of such notification, shall promptly remove such
employee or employees from the College’s premises and take immediate steps to insure that its performance under
this contract will not be reduced.

6. Restrooms: Contractors & construction personnel are to use the public restrooms. The College will advise of the
appropriate location for each building.

7. Smoking, Cell Phone, Break and Meal Policies: Effective July 1, 2014, the College is a tobacco-free campus. All
types of tobacco products, on all properties, including inside of vehicles and within College parking lots is strictly
prohibited. If any of the Mover's personnel wishes to consume tobacco products, they can do so during scheduled
breaks or meals on public property. Be advised, the College, or its representatives, will enforce a "one strike
and you're out" policy. It is the Mover's responsibility to inform their personnel of the College's no smoking policy.

The Mover's personnel will not use cell phones except during scheduled breaks or meals or to communicate
with supervisor. The Mover's personnel will not use College telephones or computers. Meals shall be eaten in
designated areas at each move location. Violators could be asked to stop working and immediately leave the
College's premises. When applicable, Movers will take one break in the morning, one in the afternoon and one lunch
break.

8. Workforce: All Mover personnel must be fully trained and dressed in clean, standardized moving company
uniforms with a standardized method of identifying personnel. Mover personnel who are not trained or not in
uniform will be asked to leave the College premises. Training shall include the safe handling of items moving and on-
the-job accident prevention.

Mover personnel shall follow all directions of the College's representatives, especially with regard to safety
requirements and moving instructions.

The Mover will ensure adequate workforce and equipment commitments, at or above the minimum requirements as
stated below, so that a smooth move is accomplished. If there are delays in the move because of any shortages,
any associated time and material costs will be at the Mover’s expense.

Workers shall not accept gratuity or perform work for pay outside the College’s scope of work.

9. Responsibility:
The College will not be responsible, nor incur any additional charges for:
a. Time lost completing move due to the lack of proper planning.
b. Tardiness of personnel or equipment at the work site.
c. Lack of proper equipment or tools to complete the move, or breakdown of vendor-provided equipment, as
specified in the "Move Plan."
d. Personnel or equipment shortages, or non-compliance, which could affect an on-time, efficient move completion.
e. Loss or damage of the College's furniture, equipment or contents resulting from the Mover's negligence in
properly preparing them for moving, handling them during moving or improper placement at their new location. The
expectation is that with proper preparation and handling that all the items being moved will arrive at their new location
in the same condition as they were prior to the move. If any loss or damage should occur, the Mover will repair or
replace them.

Bid submittal indicates concurrence and acceptance of the specifications, schedule and conditions stated within this
Scope of Work.

10. Permits: Permits from the City of Charleston may be needed on this contract and it will be the Mover’s responsibility
to obtain them in advance of move.

 This is a four story elevator building, residents are on 2nd through 4th floors.
 The building has a single elevator cab, centrally located.
 Inside dimensions of elevator cab are 72”w, 40”d, 90”h.
 Building is accessed from horseshoe drive located off Coming Street

College Lodge, 159 Calhoun Street


 This is a six story elevator building, residents are on 2nd through 6th floors.
 The building has a single elevator cab, centrally located
 Inside dimensions of elevator cab are 72”w, 43” d, 88”h
 The building is accessed from Calhoun Street. There is limited (20 minute) parking under second floor.

McAlister Hall, 80b St. Philip Street


 This is a six story elevator building, residents are on all floors.
 The building has two separate single cab elevators.
 Inside dimensions of main elevator cab are 80”w, 65”d, 93”h.
 Inside dimensions of northwest tower elevator cab are 80”w, 51”d, 93”h.
 The building is accessed on the south side, service parking is located in alley off Vanderhorst Street.

Berry Hall
 This is a six story elevator building, residents are on all floors.
 The building has five elevator cabs, four regular service, one freight all centrally located.
 Inside dimensions of elevator cabs are 80”w, 51”d, 93”h.
 The building is accessed from St Philip Street, service parking is located in alley off Vanderhorst Street.
There is service entrance on the east side.

Liberty Hall, 8 Liberty Street


 This is a six story “U” shaped elevator building, residents are on 2nd through 6th floors

 This is a four story elevator building, residents are on all floors.
 The building has a single cab elevator located on the west side.
