Abstract

This study examined the role of Maqasid Syariah elements on Media Platform to handling social
problems. A case study at Murni International College, Nilai, Negeri Sembilan which is one of Higher
Education Private Institute (IPTS) focusing in education and training in nursing and health science. This
study is quantitatively which is collect data from respondent’s survey. In term of the location that was
chosen by researcher at Murni International College, Nilai, Negeri Sembilan, which is the teenagers in
Nilai for answering the questionnaires in accomplish this research. The findings of this study will help
in term to understand the role of Maqasid Syariah in media platform and its effects of Maqasid Syariah
elements in media platform to handling social problems. It was hoped that the findings of this study
would add to a larger knowledge about the role of Maqasid Syariah in media platform especially among
teenagers in Malaysia.

Introduction

Nowadays, many social problems are faced by people especially teenagers. This problem is
mostly due to the mass media served with a variety of programs and entertainment that lead to social
problem community. Thus, the mass media is one of the factors contributing to social problems in
society. Management of mass media in Malaysia growing but less emphasis on Islamic values
producing films, magazines, TV dramas and so on. Mass media are various types of communication
tools such as television, radio, newspapers, magazines and so on (print and electronic media) that can
deliver information quickly to the public (Kamus Dewan Fourth Edition, 2008). Mass media plays an
important role in delivering information and educating the community into a knowledgeable and well-
being society both externally and internally. However, in an increasingly sophisticated world, the mass
media in Malaysia is seen as increasingly creative, free and have western elements in terms of
management. For example, TV broadcasts and entertainment programs that feature soft pornography
through dancing, singing and excitement are watching mainly teenagers from different backgrounds
and socioeconomic status (Ab. Halim et al, 2001). Entertainment magazines available on the market
also show the images of artists that reveal their body contradicted with Islamic values and eastern
customs (Ab. Halim et al, 2001).

Besides that, the execution of Maqasid Syariah seen can resolve the issues of mass media
management and reducing social problems faced by society. The implementation of Maqasid Syariah
in mass media management it is important to protect the religion, the mind, the soul, the descendants
and the wealth of the people. Maqasid is a claimed, purpose, objective, intent, goal, or principle of
Islamic law exists for human interest (Jasser Auda, 2014). While al-syariᶜah or syariᶜah means what
Allah has commanded by Rasuluallah in matters of religion (Khalid, 1998). From the terms of the
terminology, Maqasid Syariah means the purpose required by the command Allah SWT prescribed in
Islamic law to achieve kindness to human by benefiting and preventing the harm on them (Muhammad
Fuad, 2005). Islam brings all through creed, worship and laws are to achieve good for humanity and to
achieve happiness in the world and the hereafter. This can be accomplished by keeping five things:
religion, soul, intellect, descendant and wealth. Therefore, the purpose of the law and the legalization
of Islamic law to man is to keep these five things. Imam al-Ghazali explains in the book Minhaj as-
Solihin: "Surely the purpose of command (the laws of Islam) to creatures has five purposes, namely to
preserve their religion, their soul, their intellect, their offspring, and their possessions" (Abdul Azib,
2012).

MURNI International College was initiated from the time Pusat Perubatan Islam Az-Zahrah
started in Bandar Baru Bangi, Selangor. Murni International College was officially established on 1
July 2003 by Ridzwan Shoib dan Abdul Rahman Mt Dali. MURNI expanded to Higher Education
Private Institute (IPTS) focusing in education and training in nursing and health science. This college

relocated and started its operation in Putra Nilai in the beginning of 2006. MURNI offers Diploma in
Nursing and Diploma in Medical Assistant. Both of the programs were recognised by Ministry of
Higher Education, Health Ministry and Malaysian Qualifications Agency (MQA).

The intake is twice in a year, January and July. MURNI offers clinical practice in 3 governement
hospitals namely Hospital Tuanku Fauziah, Kangar, Perlis, Hospital Sultanah Bahiyah, Alor Setar,
Kedah and Hospital Sultan Abdul Halim, Sungai Petani, Kedah. Murni International College has all the
facilities for learning and training process for all the programs offered. The facilities inclusive of hostels,
library with latest revision books, air conditioned lecture rooms, computer lab, lab for practical training,
students centre and transportation. MURNI also provides 24 hours WI-FI coverage. Murni International
College is located in Putra Nilai. It is a strategic location between Seremban and Bandar Nilai. It is near
Nilai Tol and North South Highway.

Murni International College is highly commited in producing skilled and trained graduates in
Nursing Health science. Its aim is to produce efficient and confident graduates to serve the community.
Murni International College plays a significant role in developing the country in health science and
nursing. Murni is on its aim to develop its asset and program mould to become a private institute which
offers latest knowledge and skills align with our massive achievement in nursing and health science.

Literature review

Mass media plays a very important role in our daily lives today until everybody can’t escape
from its influence, either through print media and electronic media. It is a necessity as a tool to get
information on current issues, sports, education, health, and entertainment for all. Media in modern life
has become very fast due to the development of science and technology. In addition, it also becomes
complex and raises various social, moral, political and economic issues. Anything generated through
the media is mass communication. Among them include newspapers, magazines, radio, television,
movies, books and so on. All type of communications through this media enable the dissemination of
information that is equally widespread among many recipients and is spread all over the world (Mansor,
1984: 51). The mass media has given much growth and information to the community, especially in
relation to current affairs, both inside and outside the country. Media also benefits the development of
today's education. But at the same time the mass media may also contribute towards the negative impact.
For example, one of the causes of the demise teenage morals came from the material and mass media
shows in the country (Wan Norina WH, Zaharah, H., Ahmad, F., Mohamed, Y., & Ahmad Arifin, S.
(2013).

 Imam Ibn 'Asyur, when defining the maqasid al-syariah, divides it maqasid al-syariah to the
general purpose and special purpose. The common purpose or goal of Islamic law is the meanings and
wisdom observed from Allah S.W.T. on every matter which is prescribed by him. Included in this
general goal also, the wisdoms which are not known to the whole of the laws but are to be known and
observed in most of the prescribed laws. While the specific meaning is the means by which the Syari'ah
is meant, whether to achieve meaningful purposes for man, or to preserve their common interest in their
specific actions. The meaning of the maqasid al-syariah or the objective of Islamic law according to Ilal
al-Fasi's view is "its objective, and the secrets made by the syari'ah behind every law of the supposed
law. His definition according to Ahmad al-Raysuni is the objectives that Islamic law is to be achieved
in the interests of his servants while setting a law. Ismail al-Hasani defines maqasid al-syariah with a
definition almost identical to the definition of Imam al-Syatibi. The definitions are goals which are the
interests that are observed for mankind from the laws prescribed and the meanings which are meant
directly from the recitation of the Quran and al-sunnah.

The role of maqasid syariah in media platform to handling social problem

Between the role of Syariah (Islamic law) is that we can know Allah SWT, to extend and praise
Him. We can also find out the ways and forms of worship that contain certain goals such as praising
and giving thanks to all the blessings that have been bestowed upon His servants. In addition, the
Syariah also orders to commit ma'ruf nahi munkar and apply criminal law for every crime committed
by the crime. So the system of human life will be structured and preserved by the implementation of
this established law (Muhammad Abu Firdaus, 2002).

The importance of maqasid syariah in media platform

Mass media platform focusing on syariah-compliant issues publishing, Islamic publishing does
not concern the position and profit but this task is regarded as a responsibility and fardu kifayah to every
Islamic publisher. This responsibility is a worship and not just a job (Rozalafri Johori et al, 2014). Mass
media is also a medium of da’wah and education based on responsibility to society.

 Keeping maqasid syariah or purpose of syariah is a core point in a Muslim's life. Hence, the use
of the media platform should not overlook this element. A person must not use digital media as a tool
to attack an individual's personality, disgrace others, and make use of media platform to make profits
which are not allowed in Islam (Mohammad Yusof et al, 2017).

The effect of maqasid syariah in media platform to handling social problems

In Malaysia, there are several Islamic broadcasting and publications in their management. Among
them are Al-Hijrah TV broadcasting station, Astro Oasis, IKIM.fm broadcasting radio and magazine
publisher, Telaga Biru Sdn Bhd book. They promote a lot of good and produce Islamic products and
have Islamic values. For example, IKIM.fm has broadcast various radio programs in academic, semi
academic or popular form to almost all Malaysians as well as radio listeners worldwide through online
programs. Running 24 hours a day, IKIM.fm is recognized by The Malaysia Book of Records as the
first fully-equipped digital radio station in Malaysia. “Pilihan Utama Anda” tagline makes IKIM.fm
Radio the preferred choice of Muslim society in Malaysia in gaining a continuous and beneficial
knowledge (Mohd Farid).

Al-Hijrah TV controls the selection of dramas to be televised. The aired dramas follow shariah-
compliant and guard the borders of religion. In addition, many scholarly plans, especially religious
knowledge, are promoted and aired on Al-Hijrah TV such as “Cinta Ilmu Fiqh Syariah”, “30 minit
bersama Ustaz Don”, “Jalan Orang Mukmin” and so on. All tvshows will indirectly help the audience
to gain knowledge from the religious point of view and educate the audience to be good and prosperous
(Rozalafri Johori et al, 2014).

Research Methodology

The overall method of this study is interpretive and qualitative method which is use library research.
For library research, I use to define the role of Maqasid Syariah in media platform to handling social
problems and examine the importance of Maqasid syariah in media platform. It will make some analysis
on the view and opinion from other studies.

Therefore, to analyse the effects of Maqasid Syariah in media platform to handling social problems,
I use analysis based on quantitative method which is collect data from respondent’s survey. In term of
the location that was chosen by researcher at Murni International College, Nilai, Negeri Sembilan,
which is the teenagers in Nilai for answering the questionnaires in accomplish this research.

It is involved on the using of first resources which is original or primer sources and secondary
resources whereby it is taken from the books, article, academic writings such as journal and thesis.
Many work or contribution regarding these issues has been observed, evaluate and analyzed. From the
data that has been collected and organized, a descriptive analysis has been made.

Conclusion

Generally, the roles of Maqasid Syariah elements on media platform is very important in handling
social problems. It believed that also give a contribution to ministry of communication and multimedia,
publishers and those involved in media-related to use the role of Maqasid Syariah elements on media
platform. The effectiveness of Maqasid Syariah elements on media platform should be identified to
explore the elements to handling social problems. Therefore, this research aims to defines the role of
Maqasid Syariah elements on media platform.
