FOREWORD

It is within the mission of the Classified Location to provide the Executive


Branch of Federal Government, through a secure, equipped and properly staffed
facility, with an operational capability to continue effective direction of
civil government in emergency.

Operation of the Classified Location. is designed and conducted with full


consideration to pertinent emergency plans and actions of those agencies
having emergency assignment to the site.

It is assumed that each agency~ so designated for relocation to the Classi f ied
Location, has established the necessary plans and procedures for reacting t o
alert and attack conditions and f or relocating personnel as appropriate.

This document provides the instructions and procedures for the emergency use
of the site. It supportsand amplifies the ''Plan for Operations at the
Classified Location."

INTERIM STANDING OPERATING PROCEDURES
FOR EMERGENCY USE OF THE CLASSIFIED LOCATION

I. INTRODUCTION

The Office of Emergency Planning is responsible for the maintenance and


operation of civilian emergency facilities as a part of the program to
insure the continuance of civil gover nment in emergency.

In op.e ratin& the Classified Location» the Office of Emergency Planning


provides these services to the agencies of the Executive Branch of Federal
government having emergency assignments to that site:

1. A secure, equipped and properly staffed facility to serve


as the non~mili tary command post.

2. A syst em for obtaining, processing and presenting information


on the emergency .

3. A capability to assi st Federal agencies in the orientation


and training of emergency assignees to the environment and
emergency conduct of t he facility.

4. Complete communications services.

5. Medical care facilities.

The maintenance and ~peration of t he Classified Location is under the direc tion
of the Chief of the Special Facility, - Government Continuity Division '(OEP).

The Uni t ed States Army I ntet·a.gency Communications Agency (USAICA), the Western.
Virginia Ar~a Office (WVAO) of the Corps of Engineers, and the Public Health
Service serve with suppcrt missi\(j)ns.

II. DEFINITIONS

A. Refer ences here t<QJ the "Director" apply to the Director of the

B. As used in this d@cument, 11 site" is synonymous with the

III. FUNCTIONS AND STAFFING

A. Office of Emergency Planning

1. The Director provides advice and assistance to the President


in the direction of the national civil defense and defense
mobilization activities. In emergency the normal organization
of OEP National Headquarters at t he Classified Location will
be adjusted and certain staff assignments will be made to
mee t the requirements of the emergency situation.

2. The Chief, Special Facility, provides emergency operational

government refocating to t he Classified Location. This
includes c.ollecting, procesdng and disseminating situation
information and providi ng or arranging for the provision of
communications, security, and other services. (See Parts V,
EMERGENCY INFORMATION; VI, COMMUNICATIONS; VII, SECURITY;
and VIII, PHYSICAL READINESS.)

3. The OEP Special Facility staff wi ll be augmented by sufficient


personnel f rom OEP National Headquarters to staff the
o~erating ar eas.

B. Other Federal Agencies

1. Each Feders.l agency represented at the Classified Location


(See Attachment 1) plans and ccnducts emergency activities
at the site.

1. Review of the requirements for the next higher defense


readiness condition.

2. Establishment of inter and intra-agency liaison.

3. Preparation of assigned facilities for expanded operations.

B. The OEP Special Facility staff will:

1. Present information to all agency staffs on the changes


of Defense Readiness Conditions and the measures taken
by government.

2. Prepare the site for increased security.

3. Prepare the facilities for receipt of relocation and


augmentation staffs.

4. Insure readiness of the site to perform helicopter support


operations.

V. EMERGENCY INFORMATION

A. Kinds of Information

It is essential to the continuity of civil government in emergency that


certain information be collected and presented in concise, easily
understood form. This information is necessary to the orderly and
efficient conduct of civil defense and defense mobilization. The informa-
tion includes but is not limited to:

1. Estimates of enemy capability.

2. Estimates of number, size and location of weapons


impacting on the United States.

3. Estimates of fallout situation.

4. The military situation.

5. The status of government, population, resources and


systems.
6. Emergency actions of governments.

7. Summaries of the National situation.

B. Sources of Information

l. Headquarters, regional and field offices of Federal


agencies.

2. State and local governments.

3. Intelligence community.

4. Military - national and international.

5. Conmercial news services.

C. Responsibilities

1. All elements of civil government are involved in emergency


information collection, processing and presentation, in
varying degrees.

2. Agencies will evaluate and present to interested officials


of other agencies, information on subjects within their
emergency responsibilities.

3. Office of Emergency Planning will:

a. Provide the facilities, systems and advisory


support to permit effective collection and
dissemination of emergency information.

b. Direct and coordinate the operation of the


Information Processing Center.

c. Direct the operation of the War Room and


associated presentation equipment.

d. Provide advice, and assistance to agency staffs


in information collection, analysis and
presentation.

e. Prepare and deliver briefings on the national


situation and special areas as directed.

4. OEP/National Resource Evaluation Center is responsible for


the preparation of damage assessments of resources, people
and systems, using computer techniques. They will:

a. Determine, in the most practicable detail, attack


effects on population and resources.

b. Determine quantity, quality and location of


surviving resources.
c. Determine significant limiting or facilitating
interrelationships among specific resources.

d. Provide statistical assistance and data processing


for the formulation of feasible postattack produc-
tion and rehabilitation goals.

5. Other agencies will p~ovide assessment of damage and make


other analysis covering areas within their purview.

6. Estimates of Enemy Capability - Briefings will be presented


by DOD or by members of the OEP staff.

7. Estimates of Number, Size and Location of Strikes - Reports


of strikes will be received and processed in the Information
Processing Center (IPC). The center operates under the
direction of OEP Special Facility staff. The Strike Evaluation
Position is manned largely by EMCD (Engineering Mathematical
Computation Division) personnel, as an emergency assignment.
8. Estimates of Fallout Situation - Weather Bureau personnel
assigned to the Classified Location will prepare and present
estimates in the War Room as a part of Situation Sum:naries.
9. The Military Situation - Joint Chiefs of Staff Briefing Team
will present briefings in the War Room at times announced
by the Presentation Groop.

10. The Status of Government, Population, Resources and _Systems -

a. OEP will determine and maintain record of status


of government; control centers and key personnel
at risk; and major actions and decisions.
b. OEP/NREC will provide electronic computation in
assessment of dam.age t o resources and systems.

c. OCD will coordinate damage assessment of resources


pertinent t o civil defense.

11. Emergency Actions by Government -

a. OEP - Information Processing Center will record


major actions taken by the President. Presentation
Group will disseminate this information via written
and oral Situation Sumnaries.

12. Summaries of the National Situation - OEP Presentation


Group will prepare and disseminate sunmaries of the
National Situation.

13. Message Receipt, Screening and Distribution -

a. The U.S. Army Interagency Communications Agency


(USAICA) will receive and distribute, within the
Protected Facility, all messages addressed to
agencies located at the Classified Location. (See
Part VI, COMMUNICATIONS.)

VI. COMMUNICATIONS

A. General

l. The U. S. Army Interagency Communications Agency (USAICA)


operates and maintains the Interagency Communications System
and communication facilities at the OEP Classified Location,
as directed by the Chief Signal Officer, in accordance with
existing arrangements between the Department of Defense and
OEP.
2. The Interagency Communications System provides inter-
connection with communication systems of the Army, Navy,
Air Force, General Services Administration, and White House
Communications Agency; and comnercial telephone and tele~
typewriter systems. The Interagency Communications System
Manuals (ICS 101 through ICS 114) prescribe the operating
procedures for the res.

B. Services

The following communication faci.lities are available on 24-hour service


at the Classified Location:

1. Telephone

a. An automatic dial system is installed at the Classified


Location providing on and off site telephone service to
all offices. The system provides telephone communications

to all government, commercial and military systems,


including other emergency relocation sites. The
system is NOT SECURE, ONLY UNCLASSIFIED matters may
be discussed over this system.

b. Mobile radio telephones are provided to a limited


number of government officials. Unclassified calls
may be made to these mobile units directly from
desk telephones.

2. Secure Telephone

The military secure voice system K0-6, is available for


use in transmitting via voice, classified information
through Top Secret. The system involves selected military
installations only.

3. Written Messages

a. Unclassified or classified messages (through Top Secret)


may be transmitted (electrically) to all Federal agency
emergency relocation sites in the ICS, to the Washington
area, and to other points throughout the world.

b. The Comnunications Staff will assign a date-time-group


and a control number to each message and return one
copy of the message to the agency as a confirmation
file copy. Agencies will use the control numbers to
facilitate message identification when making inquiries
at the Communications Center. Instructions for message
preparations are contained in Attachment 2.

c. Access into the DOD-OCD National Communications System


(NACOM-1) will be provided. The NACOM-1 system inter-
connects the OCD Regional Offices and State Civil Defense
Operational Headquarters. Classified messages cannot be
transmitted to State Civil Defense Operational Headquarters.
Messages may be sent on the SCAN system (Switched Circuit
Automatic Network) to Regional offices for relay to
Federal agency field offices.

d. A special teletypewriter service (Fox Broadcast) is


provided for simultaneous transmission of messages to
all Federal agency emergency relocation sites in the
ICS. This service is secure.

4. Message Di s tribution

a. Distribution of messages at the Classified Location will


be i n accor dance with the procedures established in
General Memorandum No. 62-12, August 28, 1962 .
(Attachment 3)

b. Each agency has established a message center position


to serve as a drop and pickup point for handling
messages. These locations are identified by room
number in General Memorandum No. 62-12 (Att achment 3).

c. STAFCOM, USAICA, is responsible for scheduling and


operation of all messenger service within the Protec t ed
Facility.

(1) Priority messages may be expedited by direct


delivery (by agency) to STAFCOM, Building 9,
1st floor, Wes t End.

d. Interagency distribution of messages wi thin the Classified


Location facility is handled by the same mes senger service
provided by USAICA. The agency origi nating the .message
is responsible for preparation of me ssages in sufficient
quantity to cover ci r culation.

5. Teleconferences

Teletypewriter conference facilities are provided to conduct


point-to-point "question and answer" conferences. Unclassified
conferences can be conducted with any Federal agency emergency
relocation site. Classified conferences (through Top Secret)
can be conducted with certain Federal agency emergency relocation
sites and military commands.

6. Telephoto

Telephoto facilities are provided for the electrical trans-


mission and reception of unclassified pictur es, charts, maps,
statistical charts, tabulated reports, etc . This ser vice is
available to certain Federal agency emergency relocation sites
and military connnands. ·

7. Paging System

a. A paging system service is available for general use


at the Classified Location. It is designed primarily
for:

(1) Announcement of briefings.

(2) Locating personnel.

(3) Announcements of emergency measures.


(4) Announcements of general interest.

b. The loudspeakers associated with the paging system 'are


installed in groups to provide control of coverage areas.
The coverages applicable to most requirements are:
(1) "BRAVO" - Protected Facility and Aboveground
(less quarters)

(2) 11
CHARLIE 11 - Protected Facility (less quarters)

(3) KILO" - Quarters
(4) "FOXTROT" - Total Coverage

8. Locator Service

Each agency should maintain a locator procedure on its


personnel to facilitate the handling of incoming telephone
calls. Incoming calls wi 11 be directed to· the agency
office for di.sposition.

9. Visual Equipment

A limited number of slide projectors, motion picture


projectors, and viewgraphs are available for agency use
in conducting briefings, conferences, and presentations
within their offices. USAICA staff provide equipment and,
for the more complex equipment, operators.

10 . Television
a. Television and radio broadcasting studios are available
for authorized programs. From these studios programs
can be transmitted over a "closed circuit" system
(Channel 2) which confines the broadcast to the OEP
Classified Location, or programs can be transmitted

nationwide through hookup with the conmercial networks.


The television studio has the necessary facilities
for broadcasting 16mm film and 35mm slides. Television
programs may also be tape recorded while in progress
and released at a later time.
11. War Room

The following communication facilities are available for the


head of each Federal agency or his designated representative
in the Protected Facility War Room:
a • .The Iconorama display system for graphic display of
situation information and photographic reproduction
of the composite display.
b. Television for pickup of programs conducted in the War
Room and distribution over the "closed network" (Channel 2)
to television receivers throughout the Protected Facility.
c. Full screen display of computer output.
d. Public address system for briefings and programs within
the War Room.
e. Secretarial telephone service.
f. 16mm projectors and viewgraphs.
g. Telecon facility.

VII. SECURITY
A. Procedures Governing Entry
1. All Federal agency personnel designated as emergency assignees
to the Classified Location mst have a TOP SECRET clearance
based on a background investigation, on record with the OEP
Security Office, as specified in Special Facility General
Memorandum No. 62-10, dated August 20, 1962.
2. Security forces at the main gate will inspect passes of
emergency assignees. Those holding permanent passes will
proceed. Those not holding perma:ient passes will be screened
in Building 403 to determine if they are alternate assignees.
Alternate assignees will be issued special passes. All
others will be granted admission only on authority of the
Chief, Special Facility, or those authorized to act in his
stead.

3. Drivers of vehicles will be directed to proceed via the


West Entrance Road to the Protected Facility. Vehicles
will be parked in orderly rows in the West entrance
parking area.

4. Officials arriving by helicopter will enter the Protected


Facility through the East Entrance.

S. Personnel will show permanent or special passes to security


force personnel at the entrances to the Protected Facility.

6. Emergency assignees will then be directed to a check-in


station in the vicinity of the blast gates. If contamination
is detected by CBR censors, individuals will be required to
pass through the decontamination chamber.

7. Assignees will report to their respective agency headquarters


within the Protected Facility for further instructions from
the agency head or the official acting for him in accordance
with agency emergency plans.

B. General

1. Intrusion detection devices and armed guards provide security


against unauthorized entry into the Protected Facility .

2. Normal security practices used in the handling of classified


matter will be observed at all times within the Classified
Location and its Protected Facility. Safes with combination
· tocks are available for the storage of classified .materials.

3. Security violations will be reported to the security officials


of the agency of each individual responsible for a violation.

VIII . PHYSICAL READINESS

A. Feeding

The cafeteria of the Protected Facility is located in Building 15.


Schedule of operation will be announced at the time of the ·
emergency.

B. Billeting

1. Buildings 18, 19 and 20 are dormitories for men; Building 21


is a dormitory for women. No other general billeting areas
are available.

2. Assignment of sleeping space will be made "by agency, 11 to


facilitate location of personnel, when needed, Amount of
space allocated will depend on emergency and number of
people located at site at the time.

C. Personal Effects and Supplies

Dormitory space is very limited; luggage must be kept to a


minimum. Limited supplies of basic toiletries will be for sale
in the cafeteria. No cleaning or pressing facilities are
available.

D. Protection

1. The facility provides substantial protection from blast effects


and practically total protection against other weapons effects.

2. Automatic devices for the detection of chemical and radio-


logical agents are provided; and permanent site personnel
are trained in the operation of CBR filtration and
decontamination equipment . Fire detection is automat ic,
and equipment and personnel for firefighting and debris
clearance are situated within the Protected Facility.

3. Sufficient fuel, food, water, emergency clothing and medical


supplies to operate for a period of a t least 30 days are
available.

E. Medical Care

1. The u. S. Public Health Service maintains a staff of doctors


and nurses on a 24ahour basis.

2. A hospital containing ward space, an outpatient dispensary,


an operating room, pharmacy and X-ray and laboratory facilities,
is located in the West end of Building 16.

3. All medical emergencies should be repor t ed immediately to


the Health Unit, Ext. 58l~l.

F. Recreation

Very limited recreation areas are located in Building 17 of the


Protected Facility and in such other areas as might from time to
time be available.

G. Transportation

On site transportation will be provided on a scheduled basis


to be announced.

H. Miscellaneous Administrative. Services

l. Agency offices in the Protected Facility are regularly


equipped and supplied from site stock. General office
supplies may be obtained in Main Corridor Stock Room,
opposite Corridor R~6.

2. Limited reproduction services are available, including


multilith and Xerox~process offset printing.

0 CLASSIFICATION

Type UNCLASSIFIED if not classified. Use appropriate stamp


in Red if classified.

Top Secret - Information or material the unauthorized disclosure


of which could result in exceptionally grave damage
to the Nation.

Secret - Information or material the unauthorized disclosure of


which could result in serious damage to the Nation.

Confidential - Information or material which, if di sc l osed, cculd


be prejudicial to the defense of the Nation.

0 PRECEDENCE
Type appropriate action f or Action Addressee as well as Information
Addressee.

Flash - Reserved for initial enemy contact reports on warning of


impending large scale attack.

~ergency - Reserved for messages giving major strategic decisions


of great urgency.

- Operational Immediate - Messages of an urgent nature amplifying


Emergency message s .

Priority - The highest precedence that may be assigned to


administrative messages and should be used only
when immediate delivery is required.

Routine - For all messages requiring expeditious handling.


Deferred m For all messages which justify transmission by

EMERGENCY
MESSAGE DISTRIBUTION PROCEDURES

The procedures described here will be used during exercises and in


emergencies.

I. MESSENGER SERVICE
Messenger pickup and delivery provided by the United States A1rn1y
Interagency Communications Agency (USAICA) will operate on a 30m
minute schedule . Agency message desk positi~ns are indicated in
the attachment to this memorandum.

II. INCOMING MESSAGES

a. Messages with Specific Addressee

Any message with a specific addressee will be sent t o the


addressee with one copy to the Information Processing Center,
Room 125, Extensi©n 5144.

b. Messages without Specific Addressee

Messages not specifically addressed will be delivered to the


Information Processing Center, Room 125. The Information
Processing Center will assign the necessary distribution.

c. General

1. Messages which contain incomplete or garbled text will be


distributed and marked "AS RECEIVED . CORRECTED COPY TO
FOLLOW." A corrected copy will be distributed upon receipt.

2, For additional copies of any incoming message, the


addressee should call the USAICA Stafcom Section~ Extension
5321 or 5171.

III. OUTGOING MESSAGES

a. Agency Message!

All outgoing messages will be prepared in quadruplicate (TOP


SECRET will be prepared in duplicate) on Standard Message Form

(DD Form 173). These messages will be handled by normal


messenger pickup. High priority messages may be delivered
by the agency to USAICA Stafcom Section, Bldg. 9, first
floor, West End.

b. Sunnnary Reports

National strike, fallout and situation summaries will be


distributed via GOVNET. (GOVNET includes all Federal Agency
Offices at the Special Facility, Federal Agency Relocation
Sites, and OEP/OCD Regional Offices. Under special circum-
stances, other offices may be added t o t he GOVNET system
by calling OEP Special Facility Staff~ Ext. 5433.)

IV. GENERAL

a. Interagency Messages

Any Federal agency, desiring to transmit a message to other


Federal agencies at the Special Facility, is responsible for
reproducing the message in sufficient quantity to cover the
circulation. Such message will be distributed by the normal
messenger pickup and delivery service provided by USAICA.

b. Reproduction

Reproduction facilities for use by Federal agencies are


operated by Western Virginia Area Office (WVAO), Room 225,
Extension 5430,

c. Unattended Agency Message Center Positions

Unclassified messages will be delivered to the Agency Messa.ge


Desk positions even though unattended.

Classified messages will~ be delivered to t he Agency Message


Desk position when unattended. The USAICA Messenger will leave
a notice which states that an attempt has been made to deliver
a classified message and that the message may be picked up at
the USAICA Stafcom Section,
