CHAPTER 1

INTRODUCTION

Background of the Study

Education.com states that language proficiency is a


measurement of how well an individual has mastered
language. Proficiency is measured in term of receptive and
expressive language skills , syntax , vocabulary ,semantics ,
and other areas that demonstrate language abilities. There
are four domains to language proficiency : reading , writing ,
speaking , and listening language proficiency is measured
for an individual by each language , such that the individual
may be proficient in another language.

English has been considered as the universal language:


In today’s Modern Worlds the English language has
become part and percel of every existing field. It has been
an International language of communication ,
business ,science , information technology and
entertainment and so on. Though many countries do have
English as their native language , are considered and
respected as highly educated according to the perception
of the few. More over the career opportunities are opened
to those English speaking people anywhere and
everywhere.

The world of today needs English for some of the


following reasons; The three important function of a
language are as follows: The primary function help us to
such as the scientific facts clearly. Expressive function:
Accept the secondary function as language is to convey
feelings or emotions or attitudes of somebody or we have
poetry and other form of literature in order to express our
feelings better way. They evoke our feelings and also
express our feelings. Directive function: This function of
language direct us to do some action. We come across
directive function in request and commands. Hence it is
proved that language plays an important role not only in
learning institution but also within the society. Most
employers seek employees who can communicate
competently in English. Unfortunately the standard of
English among todays graduates is disappointing. One may
argue that emphasize should be put on the skill needed to
do a particular job instead of focusing on being able speak
English well. However in certain fields the ability to
converse well in English is mondatory based on our
observation student kept silent all the time during the
teaching and learning session. And the main reason for this
situation taking place is that they do not want to speak in
English. Although they knew the answer to a simple
question they still hate to open their mouth and volunteer
answering. Although some of them know clearly that they
should be competent in the language so as to quality
themselves for the current competitive career speaking
opportunities that they will face in the future.

In todays globalization, we have to get knowledge of


advanced technologies and all kinds of branches of science
there is an urgent requirement of such a common language
which can be understood by youth all over the world and
the language in which all data and information is available.
More over English language becomes a store house of
social and political knowledge. The most recent and the
most sophisticated discoveries and invention in science
and technology are being made in the universities located n
the United States of America where English language is the
Means of Scientific discourse.

According to the 200 census of population and housing


conducted by the Philippine Statistic Office the most recent
source of national language statistics 63.7% of Filipinos
over the age of 5 reported on ability to speak Tafalog just
one of more 150 recognized language and dialecs spoken
in homes across the Philippines . English prevalence in
many of the move developed adinistrative regions of the
Philippines , especially those convering the Northern Island
of Luzon, was even higher. Rising above 70% , In the case
of metropolitan , Manila , the capitol of the Philippines ,
English speaking ability was reported by nearby 82% of the
country generally showed worse results , due largely to
inadequate educational infrastructure . After all , the
Philippines has not yet reached the developed country
status.
