The purpose of the opening session is to explain the main objectives
of the seminar and to situate it in the framework of the SIDA project.

- Overall presentation of the SIDA project.
- Presentation of the preliminary results from the OECD Public
Governance Scan in Colombia.

10:00-11:00 The importance of policy design: Landing the foundations for M&E
This session aims to introduce and discuss the latest trends
relating to policy design. Topics to be discussed will include:
- Sound Policy design: Theory of change and Logic
Model
- Thinking early about data: Notion of experimentation
and use of administrative data

monitoring in sub-national governments, specifically:

- Challenges in the adoption of capacities and


identification of skills in Policy Monitoring at local level.
- Tools to standardize the process of monitoring, such
Strategic plans, committees and partnership groups, and
mechanism such as indicators.

might do harm based on thorough literature review to
ensure good knowledge management of the existing and
previous research.
- Knowledge Brokers: What is the social civil organizations and
think thanks participation/support on promoting the use of
evidence at the sub-national level?
