1 SCOPE

This specification describes the minimum technical requirements for the design,
supply prefabrication, erection, testing and inspection for steel water storage
tanks to be used in SWCC Water Transmission systems.

2 CODES AND STANDARDS

The basic standard shall be API Standard 650 - Welded Steel Tanks for Oil
Storage and accessory codes and standards.
In addition the following standards shall be applicable:

3 GENERAL

The tanks shall be designed, manufactured and tested in accordance with API
650, this specification, datasheets, engineering standards and codes referred in
this specification.
When reference is made to codes, specifications, standards, instructions, etc., it
refers to the latest issue at the date of Contract, including all corrections,
revisions, additions or interpretations published.

3.2 Environmental Design Data

For environmental data refer to the relevant general specification G02.

3.3 Scope of Services

The Contractor shall carry out all works and services to provide ready for use
tanks, which shall include:
- Design of tanks and accessories
- Material procurement
- Pre-fabrication of tanks
- Site construction and erection
- Testing and inspection of the tank
- Inspection of materials and components
- All required tests at site as per code requirements
- Any additional services as listed in the specification
- Documentation including drawings, calculation and reports

Complete tanks including all welded or removable accessories shall be supplied.


The following shall be in the supply including but not limited to:
- Inlet connection nozzles with internals
- Outlet connection nozzles with internals

4 TECHNICAL REQUIREMENTS

4.1 Design

4.1.1 General
Storage tanks covered by this specification shall be designed and fabricated in
accordance with the API Standard 650.
Tank foundation shall be suitable for the tank design. There shall be no gap
externally between the tank bottom and its foundation.
Tanks shall be designed to withstand wind forces, moments, soil settlement,
earthquakes and rain loads per the governing building code and specifications.
Provision shall be made for thermal expansion and contraction of tank parts and
the reactions from attached structures and pipes in the design.
The tank roofs shall be cone roof, shall have interior or exterior structures and
shall be supported by pipe columns in order to avoid any deformation or sagging
of the roof plates.
To prevent any damage to the water storage tanks by storms, they shall be
adequately stiffened by wind girders and / or intermediate shell stiffeners (if
required).
Maximum operating temperature shall consider the effects of direct solar radiation
on the tank shell.
Density of the tank contents shall be considered as 1,000 kg/m³.
The tanks bottom shall be sloped downward conically to the outside with a slope
of at least 1%.
No screwed connections on the shell larger than 2" NPS shall be permitted.
The clear diameter of all manholes (shell and roof) and the cleanout fittings shall
be 600 mm minimum. Clean out fittings are to be designed as per section 5.7.7 of
API 650.
Two inlet nozzles and two outlet nozzles shall be provided for each tank.
Corrosion allowances shall not be applied in the design of the tanks.

4.1.2 Welds
Shell welds and nozzle to shell welds shall be full penetration butt weld.
Internal support steel welds shall be full seal welds.

To avoid corrosion between the roof structure and roof plates the roof plates shall
be seal welded to the total length of the structural members.
All shell joints, including horizontal joints, shall be welded with full penetration and
fusion.
Welded joints are to be produced as follows:
Bottom joints one-sided lap weld
Shell to bottom joint two-sided fillet weld
Shell joints two-sided butt weld
Roof to shell joint one-sided fillet weld
Roof joint two-sided lap weld, inner side to be sealed welding.
All welds and surfaces adjacent to welds are to be ground to remove all splatter,
burrs, edges, slag and inclusions so no sharp or rough edges are on the metal
surface.
Temporary lugs and clips used for tank fabrication shall be removed and ground
smooth. The plates shall not be gouged or torn in the process of removing the
lugs. Gouges or pits resulting from welding shall be filled and ground smooth.
Welding shall be in accordance with API 650, Section 9.
Welder and welding operators shall be qualified in accordance with Section IX of
the ASME code.
All column supports and/or connections have to be sealed by welds. In cases
where seal welds are not possible and/or proper painting after erection cannot be
applied, transition pieces made of stainless steel type AISI 316L or an approved
equivalent material shall be provided. In this case provision has to be made to
avoid “contact corrosion”.

4.1.3 Equipment and Accessories


Around the inside of the tank perimeter drainage sumps shall be provided. Each
sump shall be equipped with drain pipe connected to the shell double flange
nozzle. A shut-off valve with a blind flange shall be provided.
For tanks with a diameter less than ten (10) meters two (2) drainage sumps shall
be installed. For tanks with a diameter less than twenty (20) meters four (4)
drainage sumps shall be installed. For all other tanks six (6) drainage sumps shall
be installed.
A four (4) inch diameter for the drain pipes shall be applicable for all tank sizes.

Inside the tanks, weir boxes shall be provided for the outlet of the overflow pipes.
The clear inlet area of each weir box shall be at least twice the overflow pipe
area.
Flange surfaces on all shell manways shall be machined flat and outer edges
shall be finished in a good workmanlike manner.
All tanks shall be equipped with spiral staircase and platform for access to the
tank top. The staircase shall start at the level of the tank bottom.
Handrails shall be provided on the complete perimeter or wind girder.
Each vent shall be designed for 100% capacity to pass air so that at the
maximum possible flow rate of the water, either entering or leaving the tank no
over- / underpressure will be developed. The vent screen shall be regularly
checked for clogging. To prevent any ingress of sand, dust, insects, etc. the vents
shall be equipped with filters containing exchangeable filter elements with a mesh
width of not more than 0.5 mm. The permeable area of each filter shall be at least
200% of the filters’ flange opening.
Each tank shall be provided with two earthing bosses welded to the tank shell
300 mm above the floor height.
A downcomer steel pipe shall be installed on the inlet connection in all tanks,
terminating 100 mm from the bottom to provide uniform flow and to prevent
damage to coating. The downcomer shall have two small vent holes above the
liquid overflow level to be used as vacuum breaker (anti-siphon).
All nozzles at the tank with the exception of inlet nozzles, ventilation and overflow
nozzles are to be arranged in the lower shell course. All connection nozzles shall
be provided with flanges inside and outside of the tank. For each tank four (4)
rain downpipes provided at their bottom ends with a 45° bend, are to be provided.
The overflow pipes shall be located opposite each other in the upper course of
the tanks and routed down outside the ground. The diameter of each overflow
pipe shall be properly designed taking into account the size and length of the
connected disposal line, but shall be at least one pipe size larger than that of the
inlet nozzle. A flap valve for the overflow pipe shall be provided.
The shell manholes and the cleanout fitting are to be equipped with hinges
(davits) and safety devices which prevent unintentional closure and opening of
the covers.

4.2 Material

Materials shall be in accordance with API 650. All tank internals shall be coated
as per clause 6.3 of this specification. Bolts and washers for connection of
cathodic protection system shall be of stainless steel.
Material for all pressure parts and load bearing members shall be supplied with
material certificate type 3.1 in accordance with EN 10204. All other parts shall be
supplied with type 2.2 certificates in accordance with EN 10204.

5 INSPECTION, TESTING AND CERTIFICATION

5.1 General

Quality standard: ISO 9001


The Contractor shall comply with the quality assurance and quality control
requirements specified in the above codes.
Based on this, Contractor shall prepare an Inspection and Test Plan.
All inspection procedures shall have prior approval of the Engineer.

5.2 Inspection and Testing

Inspection, testing, and repairs shall be in accordance with the applicable


sections of API Standard 650.
All welds shall by tested by liquid penetrant examination prior to painting.
The Contractor shall furnish schedules of dates for key operations so that
inspection and construction schedules may be co-ordinated. The Engineer shall
be notified two weeks in advance of the start of shop fabrication.
The Contractor shall be responsible for and shall conduct successful strength and
leak tests on each tank in accordance with API Standard 650.

5.3 Quality Control by Contractor

All quality control operations carried out by the Contractor during fabrication and
erection shall form the subject of constantly updated reports. These reports shall
be available for consultation by Engineer at any time and shall be part of the final
documentation.

6 PAINTING AND COATING

6.1 General

A painting as well as an inspection, testing and repair procedure shall be in


compliance with the Standard AWWA D102 and shall be provided by Contractor,
submitted for approval by the Engineer and the Client.

6.2 External Protection

Unless there is a bitumen-sand layer beneath the tank bottom the bottom
underside shall be coated prior to installation as follows:
- blast cleaning to SA 2.5 using grit blasting
- high-solid epoxy coating with a dry film thickness of min. 400 microns
External shell and roof shall be painted and tested in accordance with
specification M21 “Painting of Piping, Equipment and Structural Steelwork“.

6.3 Internal Protection

All internal tank surfaces except for stainless steel shall be protected by suitable
food-proof materials. A certificate from an approved laboratory / testing
organisation for the food-proof quality of the material shall be supplied by the
Contractor.
After surface cleaning to SA3 using grit blasting an epoxy based single or
multilayer coating with min. 500 microns dry film thickness shall be applied.
Internal protection shall be tested in accordance with AWWA C210 as far as
applicable for internal surfaces of the shell (bottom and roof).
In addition the “Cleveland Test” shall be done according to ASTM D 4585. The
following tests shall be performed as proof that the “Cleveland Test” did not
damage the lining:
- Corrosion creep (DIN EN ISO 4628-8 and DIN EN ISO 9227)
- Impact resistance
- Adhesion (pull off test)
The system used for lining shall be from one (1) manufacturer. The Contractor
shall provide at least three (3) certificates (references) from end users of
comparable installations, which certify that the material used for lining is suitable

for use in the storage of drinking water and does not affect adversely the water
intended for human consumption for at least a period of five (5) years with
respect to application in warm climates. A relevant certification from an approved
laboratory, such as DWI, DVGW, WRC / WRI, shall be submitted.

7 CATHODIC PROTECTION

In addition to the internal tank coating each steel tank must have a cathodic
protection system (CPS) for corrosion protection of the internal surface of the
tank. Further a CPS for the tank bottom shall be provided.
For detailed requirements of CPS please refer to specification “E16 – Cathodic
Protection”.

8 PRESERVATION, MARKING AND SHIPPING

In general, pre-fabricated tank parts and components shall be prepared for export
seaworthy shipment.
All items shall be suitably protected against damage during shipment and
storage.
It is the Contractor’s responsibility to ensure that flange finishes and machined
surfaces are protected from damage during shipping, storage and installation.
The entire gasket surface of flanges shall be greased and covered with heavy
duty plastic flange protectors, bolted or steel-strapped wood, wood fibre or metal
covers. Where wood or metal covers are used, a plastic sheet shall be placed
between the coated flange and cover.

9 DOCUMENTATION

Description of engineering documents to be submitted by the Contractor for


approval:
This description covers the minimum content for each document :

1. Plate Arrangement Drawing


This drawing shall indicate:
- A general outline of equipment
- Shell layout drawings indicating weld seams

2. Material List
This document shall be presented in a scheduled form. It shall be established
from the nozzles list shown on the general arrangement drawing, it shall
include:
- Identification (or item), quantity and diameter of nozzles, size, type, rating,
facing and material of flanges.
- Schedule or thickness of nozzle necks
- Diameter, thickness of reinforcements
- Material, thickness and rating of blind flanges
- Size, quantity, thickness, rating, type and material of gaskets
- Instrument lists and end connection details.
3. General Drawings
- Main dimensions, overall length, minimum thickness of all components
- Design code, design pressure, temperature, hydrostatic test pressure, non-
destructive test, heat treatment, etc.
- Specification of the material
- Weld size, weld procedure number, weld preparation details
- Location of weld seams (shell, bottom, roof etc.)
- Location and orientation of nozzles and other external welded
attachments.
- List of nozzles and connections in accordance with material list (size, type,
rating, schedule, etc.)
- Gaskets (size, material, etc.)
- All information on limit of supply and anchoring system.
- Empty and full tank weight.
- Net weight of removable parts.
- Schedule of allowable forces and moments for each nozzle

4. Detail Drawings
These drawings shall include reference to general arrangement drawings and
show:
- Construction details
- Details of accessories, internal and external attachments.
- All other drawings required for assembly.
- Specification number and thickness of materials including gaskets.
- Part list of the various elements.
- Weld bevel geometry in accordance with approved welding procedures.
- All information required on the Contractor's name plate.

5. Calculation Notes
Calculation notes shall be established by the Contractor for each tank. These
documents shall include full reference to information sources (codes,
formulas etc.) used for the design.
They shall be transmitted for approval. The Engineer's approval shall in no
case relieve the Contractor from his responsibilities.
