ISSUE –
Re unreported mass killings of Aboriginals due to bushfires

As a CONSTITUTIONALIST my concern is the true meaning and application of the constitution.

* Gerrit, to be honest I was unaware that many Aboriginals were killed in bush fires.
**#** INSPECTOR-RIKATI®, Aboriginals traditionally used to burn forest and it even now is
held this was better to allow proper regeneration. Just that when bushfires have a start then it is
basically anyone’s guess where it will stop and then all those people who are in the forest are
more than likely burned to death. This in particular where is was no fire brigade to deal with the
fires. Beyond doubt when you look at the current extend of bushfires then such fires obviously
will kill any human being in its path. Just consider how many Aboriginals were killed long
before the white settlement occurred in Australia. Now how many reports exist there about all
those deaths? I doubt few or any. And now we have a Federal Government which seeks to assist
the states and then we have all this hassle about what Prime Minister Scott Morrison did or didn’t
do. That is like blaming not the motor vehicle owners for failing to keep their motor vehicles
roadworthy but to say blame the tow-truck drivers for it, when all they do is tow the vehicles
away from wherever.
* I take it you are not at all critical upon the Federal Government?
**#** I in my 30 December 2019 PRESS RELEASE indicated that the Federal Government
ought to use the armed forces and use helicopters to assist the States. Well, this is precisely what
the Federal Government ended up to immediately provide for. It is not “Where the hell are you?”
but “What the hell are you on about” as to argue against the Prime minister when it appears to
me he doing a good job in that regard. We do have a constitution and the Commonwealth is
ordinary prohibited to deploy the armed forces, within states other then for “domestic violence”,
as stated “119 Protection of States from invasion and violence The Commonwealth shall
protect every State against invasion and, on the application of the Executive Government of the
State, against domestic violence.”. This section prevents deployments of armed forces otherwise
as to prevent the Federal government incursions for its own purposes but it doesn’t prevent the
Federal government to deploy soldiers in aid of natural disasters. And as I understood it were
Premiers blaming the Federal Government about whatever but ignoring their own culpabilities.
Let us be clear about it that Prime Minister Scott Morrison had absolutely zero responsibility as
to the maintenance of fire safety within the borders of each state.

After Daniel Andrews spend so much time and monies to revamp the fire brigade we end
up with more of the same. And we find people losing their homes and lives in the meantime.

Let it be clear that for at least 7 years I have been regularly complaining about the failure of fire
safety by the State of Victoria backed up by thousands of images of some reproduced in my
various writings. I notified the Chief Officer of the Country Fire Authority of Victoria and
nothing was done about it. And now we have people losing their lives because of the drastic if
not horrendous failure to maintain fire safety and ensure roads are not themselves a fire danger.
I have not seen the “advertisement” that so much is argued about but quite frankly if this was an
alleged sin versus the Premiers of the States failing to do proper fire safety management and as
result numerous people are burned to death besides the considerable number of loss of properties
then I rather have the ad-,man then the what I consider gross incompetence of Premiers.
As for the notifications of any Fire Brigade commander this I view was the responsibility of the
Premiers. The Premiers should have advised the Chief Officer (under whatever name they are)
and not for the Prime Minister so to say side-step the Premiers. In my view from the various
articles I read I can only praise the conduct of Prime Minister Scott Morrison.
* So, you are not disturbed about the alleged advertisement?
**#** Look, he is an ad-man and he might very well have held that by doing an advertisement it
might result to further support by citizens. If that was his real intention then let not sidetrack it
all. The aim is to enlist the assistance of every citizen win whichever way they can assist rather
then to be a sourer note to try to attack the conduct of the Prime Minister. I noticed in one speech
that he requested and obtained the Governor-General to authorize certain deployment but he
already had ensured ships were being loaded. No matter how critical I might be upon any
politician when it comes to constitutional issues I am not for the sake of criticism attack a man
who I view acted very honourable merely so as to overshadow the gross incompetence of
Premiers to deal appropriately with fire dangers.
As I referred to before when Aboriginals prior to the so called white settlement started their bush
fires for regeneration purposes they didn’t have anything of dealing with out of hand bush fires.
More than likely entire tribes were burned to death where they resided in the forest. So, let us be
grateful that we have or are supposed to have a fire brigade in the various States to deal with this.
And let us stop this nonsense about carving clearances into forest for any kind of political
agenda. We need not only to consider the safety of those residing in the bus/forest but also to
avoid needlessly placing fire fighters at the perils of bushfires. So, as I have for years made clear
we need to provide clearances in forest so that if there is a bush/forest fire then the various fire
brigades can get as close as possible to ground zero of the fire and then do back-burning, etc, so
that when the main fire arrives it might be contained to a certain area instead of now ending up
with fires that can burn for weeks.
* So you do not hold Scott Morrison to be incompetent in that regard?
**#** Absolutely not. He as Prime Minister may seek to fullest support of all people regardless
in which part of the Commonwealth they are residing and as he made abundantly clear he was
asked for 1 fire fighter plane but ordered 4. I would prefer the Commonwealth purchased its own.
You also need to consider that in Victoria there is a fire levy per property but the question is
where is the monies going if it wasn’t paid to volunteer fire fighters? After all in country town
you would not find the permanent fire fighters stationed in Melbourne attending to a bush fire
and so we got volunteer fire fighters who are doing the job while the fire levy so to say is used
up, so it appears to me, to please the mates of the Premier to get more money.
When you consider that the Victorian Country Fire Authority Act doesn’t provide for anyone to
take any authority to court for its gross mismanagement of fire safety then clearly we have a
major problem at hand. After some 7 years nothing was done at all and this despite that when I
cross examined Mr Wayne Wall the Fire Prevention Officer of Buloke Shire he (under oath)
admitted there was a fire danger along the Calder Highway, when I presented photo’s of this. As
such I established in court (2016) there was a fire danger and yet nothing was done to address

this issue ever since? As such it was not mere allegations but proven in court there was a fire
danger. And yet the head of the Country Fire Authority the Chief Officer as recent as in 2019
indicated not to know what to do when I filed an appeal about a recent 2019 notice even so I
provided photo’s of fire danger areas.
* So, if Scott Morrison authorized the advertisement and allegedly for the Liberal Party you do
not hold it to be some hanging offence?
**#** Look, the guy was criticized for being on holidays when I view he was well entitled to
this. Now they got something else to bark about. It is as if we got another endless Donald Trump
kind of style in attacks. We all at times make errors of judgment and if he made it a Liberal
advertisement in error wanting to enlist as much assistance as he could then let us stop criticizing
him for this and concern ourselves to the real issues why are those out of control fires even
commencing? What can we do to ever again face such huge task of fighting fires? What can we
do to set up something like a tsunami warning system being a “fire warning system” so that there
is an early warning system that warns both residents of the area’s as well as travelers. After all, if
there were on the side of the road warning signs warning drivers say “code red fire danger, do
not enter”. If those were assisted with electronically operated warning signs such as solar then
while they have power they could also warn anyone. And as I promoted for years warning signs
such as for a car not to drive into the soft shoulder of a highway due to fire danger then this too
can assist. Do keep in mind that not everyone may listen to music on a car radio. In fact not
uncommon I find having to switch of the car radio due to bad reception. As such any warnings
issued over the radio may be useless for drivers caught in such blank spots where radio waves
cannot be received properly. Hence, an “early fire warning system” would be much better to
have around. The mass killings of Aboriginals due to forest fires as then was done may never
have been an issue to consider but we ought to keep in mind that in today’s society we at least
have fire brigades who can and will assist if just its management and the relevant government did
its job.
*. In my view they should deal with the gross negligence by authorities to allow fire danger to
exist.
**#** Well I would start to get rid of all (top) managers of VicRoads for failing terribly to
maintain fire safety,. No matter where you go there is a fire danger along major roads. Yet, I was
haunted about an alleged fire danger more than 80 meters from the bitumen. That just underlines
that it is all about money making to extort monies from private land holders rather then real fire
prevention. And no doubt this likely is a conduct in other states also. They irony is that many will
praise the Premier of Victoria Daniel Andrews and provide photo opportunities ( which he later
likely can use for political advertising) but fail to realize he likely is the real culprit not just why
people lost their homes but also why many died.
We need to return to the organics and legal principles embed in of our federal constitution!
