2019 DIVISION SCHOOLS PRESS CONFERENCE (DSPC)

1. Pursuant to the mandates of Republic Act 7079, also known as the Campus Journalism Act of 1991, the Division of Negros
Occidental through the Curriculum Implementation Division, with the Division of Negros Occidental School Paper Advisers
Association (DNOSPAA) and the Negros Occidental High School (NOHS), will conduct the 2019 Division Schools Press
Conference (DSPC) with the theme, "Empowering Communities through Campus Journalism" at Negros Occidental
High School, Bacolod City, Negros Occidental on October 29- 31, 2019.

2. The conference aims to provide a venue for student journalists to:


2.1. demonstrate understanding of the importance of journalism by expressing it through different journalistic endeavors
and approaches,
2.2. sustain advocacy on social consciousness,
2.3. enrich their learning experience, specially, those interested in pursuing journalism as a career,
2.4. promote responsible journalism, and fair and ethical use of social media; and
2.5. enhance their journalistic competence through healthy and friendly competitions;

3. The following are the contests in English and Filipino for both Elementary and Secondary levels including Senior High
Schools:

Individual Contests Group Contests

4. Participants to this conference are the bonafide students of any public or private elementary and secondary schools with
active school paper publication. Those integrated secondary schools with 3, 000 or more total enrolment may have separate
entry for the Senior High School as long as it has its separate Senior High School paper publication . The School Principal
must issue a certification as to the total population of the school. All participating schools should adhere to No School
Paper, No Participation Policy.

5. A student journalist shall be allowed to participate in two (2) Individual Contests of the same medium. (This is not applicable
to Group Contests.) Violation of this guideline disqualifies a contestant in all entries he/ she has joined in. Should a student
win in those two contests, he/ she will represent in the contest with the higher rank during the Regional Schools Press
Conference. Advisers must ensure that the two contests are not conducted simultaneously since there will be no longer any
special contest. A school shall have only one (1) contestant per contest category. Violation of this guideline disqualifies the

school in the contest where it has more than 1 entry. There will be ten (10) winners in the Individual Contests to represent
the Division to the Regional Schools Press Conference.

6. Contestants in the Individual Category must wear their school uniform with their School ID and DSPC ID while contestants
in the Group Category must wear their team uniform.

7. A registration fee of one thousand hundred two hundred pesos (Php1,200.00) which shall be charged each participant to
defray expenses for food (12 meals) in the whole duration of the conference, contest materials, medals, trophies and
certificates, honorarium and token for judges, examiners, facilitators and M & E team and other expenses, a membership
fee of sixty pesos (Php60.00) and thirty pesos (Php30.00) which shall be charged each adviser and student participant,
respectively, to defray expenses for cliniquing sessions prior to the Regional Schools Press Conference, travel expenses
and other related expenses to this press conference are chargeable against local/ MOOE/ LSB/ School Paper/ School Club
and other available funds subject to the usual accounting and auditing rules and regulations.

8. Registration will be on October 28 along with Registration of participants for Photojournalism. First meal is breakfast on
October 29 and last meal is lunch on October 31. Opening program will be at 8:00 AM on October 29, 2019.

9. The following are the requirements for registration:


a. Parent’s permit
b. Training Passbook
c. Copy of school paper (SY 2019- 2020)
d. hardcopy of the Registration Form duly signed by the School Head
e. for Photojournalism: Digital camera with a maximum of 21 megapixels, blank memory card, usb, laptop (for lay- out of
pictures on Word) and extension cord.
f. for Broadcasting: Laptops, Printer (must be compatible with the laptops of the Team)
g. set of beddings

10. For proper accommodation, please email accomplished Pre- Registration Form (Attachment 1) to Jastin Egonia, DNOSPAA
Secretary, at zcrand4467@yahoo.com not later than October 14, 2019. Only those who have Pre- Registered will be
allowed to participate in the DSPC. No additional participants will be allowed during the Registration and the number of
participants submitted in the Pre- Registration will be charged to the school. In case of replacements, the official candidate
will submit to the Room Examiner a Certificate of Replacement from the School Principal. For venue, accommodation and
related queries, please contact Mr. Mario S. Amaca, Principal, of Negros Occidental High School through Ms. Ana Batislaon,
Filipino Department Head, at CP No. 0939- 3200364.

12. Other updates and guidelines will be discussed in subsequent issuances.

A. For Radio Broadcasting and TV Newscasting Contests


1. Since Radio Broadcasting and TV Newscasting Contests take longer to conduct with special
technical requirements, there will be a separate Area Eliminations on the ff. schedule and
venue:

B. For Collaborative Publishing and Online Publishing Contests


1. The Collaborative Publishing and Online Publishing Contests will be held on November 8,
2019 at Negros Occidental High School.

2. The First Placer will represent the Division to the Regional Schools Press Conference.

4. A contest fee of one hundred pesos (Php100.00)which will be charged each student/ pupil
participant to defray expenses of host school, travel, per diem and other expenses relative
to the attendance to the activity are chargeable against School MOOE, LSB, School Paper,
School Club and any available fund subject to the usual accounting and auditing rules.
