This policy pertains to 12 – 15 passenger vans operated by employees of Millersville University of Pennsylvania, Department of Intercollegiate Athletics or the College of Science and Technology. The following requirements apply to all teams traveling to away competitions, scheduled practices, community service projects and fundraisers or the use of vans by the College of Science and Technology (CST):
All 12 and 15 passenger vans are limited to a capacity of 12 people.
Your travel party must consist of 24 people or less and maximum of two vans may be used for competitions. o For scheduled competitions, practices, community service, and fundraisers, the maximum van usage may be waived via approval of the Director of Athletics. Drivers should be limited to 3 hours of consecutive driving time within the PSAC and non-conference schedule. Any trips outside the 3 hours will result in taking a chartered bus, having a secondary driver, or spending the night in a hotel. o PSAC institutions that meet the 3 hour distance criteria are West Chester, Cheyney, Shippensburg, Bloomsburg, East Stroudsburg, Lock Haven, and Pitt-Johnstown. o For trips longer than 3 hours, drivers must rotate every 2 hours. No driver is permitted to take more than three shifts in one day. The maximum driving time per trip is 6 hours per driver. Driving through the night is not permitted. All travel must be completed by midnight and may not resume until 5:00am. Speed limits are strictly enforced and you are not permitted to exceed 65 mph at any time. All drivers must be 21 years of age and/or meet rental car age restrictions. All drivers should be employees of the University or recognized volunteers. Under no circumstances are undergraduate students permitted to drive. All drivers will have driving records checked. Human Resources and the Department of Athletics/College of Science and Technology have the right to remove driving privileges of faculty, staff, grad students, coaches and volunteers for any traffic violations deemed excessive and unsafe, for failure to comply with this policy or its contents, or for failing to meet minimum requirements to operate a 12 or 15 passenger van. All passengers must wear a seat belt at all times. Luggage and gear must be stored in the vehicle. No roof racks or trailer hitches are permitted. Rear view windows should not be blocked by luggage and gear. Department weather policy should be followed at all times. Drivers should always use their best judgment in the event of inclement weather. Cell phone use while driving is strictly prohibited, except in cases of emergency. Drivers must complete the Large Passenger Van Safety Training (Powerpoint presentation) and pass the quiz to operate a 12 or 15 passenger van.

VAN USAGE – INSPECTION Prior to departure in a Millersville University van or outside organizations van it is imperative to inspect the vehicle to the best of your ability. Please use the following as a guideline of inspection:
