Minutes of Pre-Bid Meeting

Minutes of the Pre-bid meeting held for National Competitive Bidding [Reference
21/TCSP/GOODS/P46/2019/TR/TC (Package - 46)]on 03.09.2019 at 1100 Hrs IST at O/o DC-MSME,
7th Floor, Nirman Bhawan for ‘Supply and Installation of Desktop Computers, CAD/CAM/CAE
Servers, Computer Workstations, Printers and Plotters Required at New Technology Centers’. The list
of participants attending the pre-bid meeting is enclosed at Annexure I.

The participants were informed that certain queries had been received from some of the prospective
bidders through mails which would be clarified during the meeting. It was also mentioned that the
participants could raise further queries or doubts if any and to the extent possible, these queries shall be
answered during the meeting itself otherwise the reply to such queries will be given after due
examination. In any case, answers to all the queries raised shall be uploaded on the e-procurement
portal (CPPP).

The designated representatives of the participating organizations raised their queries during
the pre-bid meeting. They were also asked to give their queries in writing so that same can be
considered for reply. The representatives of prospective bidders were also advised to visit the e-
procurement portal (CPPP) regularly to get timely updates for the package. The request of participating
firms to submit their queries via email until midnight of 03.09.2019 was accepted by O/o DC-MSME.

The compilation of all the queries received through mails and via CPP portal and responses of the client
to them are as follows:

shall be quoted including taxes. So, we request you
to kindly clarify it else it may be difficult to evaluate
the bid.

of the Tender:
(a) Post Qualification criteria for Computer
Workstations (Lot2): Department has asked
experience of executing Workstation/Server orders
whereas this particular lot is for Workstation only
and server has no link with the Workstation so we
request your good office to ask experience of
Workstation only.
(b) During meeting it is also conveyed to us that
Either OEM OR Bidder shall fulfil the PQ
Response of Client
This procurement is as per World Bank
Guidelines. There is no exemption of
EMD.
The ExW price of the goods as well
price on inland transportation as quoted
in BoQ shall be exclusive of GST
taxes.
(a) No Change is considered necessary

(b) The bidder firm may bid on behalf of
the Manufacturer, provided
manufacturer's authorization is
provided to it. However, for meeting the
post Qualification criteria, bidder has to
showcase its own performance.
