Article 1: NAME
This organization shall be known as the “Off-Road First Aid Riders.” (ORFAR)
Article 2: NATURE
ORFAR is a non-profit charitable corporation formed as an off-road motorcycle club by members who are
concerned with the safety and enjoyment of all users of forestland trail systems. The members enjoy riding single
track trails in remote areas, riding in both public and private forestland where permitted.
Article 3: PURPOSE
ORFAR is formed to help preserve and enhance the sport of off road motorcycling by preparing to be competent
first aid responders for persons injured in off road accidents, clearing and brushing dangerous sections of ORV
trails and helping to build new ORV trails that do no harm to the natural environment.
Article 4: MANAGEMENT
ORFAR officers shall be a president, vice president and secretary/treasurer. They shall serve as the board of
directors. The officers shall serve without pay.

ORFAR members shall sign a pledge to be responsible riders who respect the natural environment and promote a
safe, family friendly co-operative attitude among all users of both public and private off-road trail systems.
Article 7: HOLD HARMLESS AGREEMENT AND INSURANCE (Pg. 2 of 4)
Members shall sign a hold harmless agreement designed to protect any and all members, individuals,
organizations, businesses and property owners connected in any way to activities of ORFAR from liability
resulting from any members actions or experiences while involved in any ORFAR activity or event. Members
shall be asked to pay a fair share of liability insurance when a policy is found to be acceptable by the board of
directors if the funds are not available from ORFAR fund raising activities.
Due to the dangerous aspects involved with off road motorcycling, ORFAR members shall strive to obtain a
Washington State identification card by completing the standard basic First Aid/CPR training course offered
periodically by the American Red Cross and/or various hospitals and fire departments in Washington State.
Article 9: ASSISTANCE
ORFAR members shall strive to be prepared to assist any trail user they may meet who appears to have an injury
or medical issue but unless the victim is unconscious must always get the victims permission before applying first
aid. ORFAR members shall strive to be proficient in accessing an injury, applying basic first aid and preventing
further injury to an injured person. ORFAR members should also be willing to offer aid to any trail user in need
of help with any other circumstances if it is within the members ability to help with the situation.
The preferred basic first aid training manual for ORFAR reference is the American College of Emergency
Physicians “3rd Edition First Aid Manual.” (ESPN 978-0-7566-4982-1)
It is preferable that ORFAR members ride as a team of three or more riders. Each rider should have a
prearranged assignment to enable the team to quickly and effectively fill the role of first responders should the
team come upon an injured person while out pleasure riding. One member could begin the basic first aid
assessment. Another member could focus on securing the location from possible dangers such as traffic on the
trail, nearby objects that could fall or roll against the injured person and trying to keep curious onlookers from
getting in the way of treatment. A third rider could focus on the communication and land navigation equipment
and be prepared to contact 911 or other professional responders if necessary. This rider or a fourth rider could
be prepared to meet the professional responders and guide them to the scene of the injury if necessary.
ORFAR members shall strive to equip themselves with modern satellite-based communication and land
navigation devices. The communication devices must be capable of alerting local professional medical aid
responders from areas where cell phones do not work.
Article 13: VESTS AND MOTORCYCLES (Pg. 3 of 4)
The wearing of orange safety vests when riding as a team is preferred. ORFAR members should strive to equip
themselves with motorcycles which are capable of traversing tight, challenging single track trails in remote areas
of forestland, and practice to become competent riding in those conditions. Members should become familiar
with all the trails in the area they often ride in. Motorcycles must be muffled in compliance with current decibel
limitations established by the Department of Natural Resources.
In recognition of potential liabilities involved with the administration of basic first aid to an injured person
ORFAR members shall only offer basic first aid assistance to an injured person while acting within the confines
and limitations spelled out in the “Good Samaritan” statutes of the Revised Code of Washington which state:
RCW 4.24.300 Immunity from liability for certain types of medical care.
(1) Any person, including but not limited to a volunteer provider of emergency or medical services, who
without compensation or the expectation of compensation renders emergency care at the scene of an
emergency or who participate in transporting, not for compensation, therefrom an injured person or persons
for emergency medical treatment shall not be liable for civil damages resulting from any act or omission in
the rendering of such emergency care or transporting such persons, other than acts or omissions constituting
gross negligence or willful or wanton misconduct. Any person rendering emergency care during the course
of regular employment and receiving compensation or expecting to receive compensation for rendering such
care is excluded from the protection of this subsection.
ORFAR is not a search and rescue organization. Due to the legal; entanglements and requirements involved, no
ORFAR member shall take part in a government organized or controlled search and rescue operation as a
representative of ORFAR. ORFAR members who wish to help with any such search and rescue operation must
do so as private individuals and should not wear any item of clothing that identifies themselves as ORFAR
members.
ORFAR activities shall be financed by volunteer donations and/or other fund-raising activities that shall be
approved by the board of directors. All proceeds shall be used only to purchase liability insurance, operational
supplies, first aid supplies and manuals, communication and land navigation devices, trail clearing tools and
supplies or to assist in the building of new ORV trails on public/and or private property where permitted.
Proceeds shall not be used to finance any part of ORFAR member pleasure rides or other ORFAR social
activities.
This non-profit corporation shall be known as the “Off Road First Aid Riders.” (ORFAR)
Section 1: President. The president shall be the chief executive officer of ORFAR, presiding at meetings and
have general supervision over the affairs of this organization.
Section 2: Vice President. The vice president shall assist the president as needed and assume and discharge the
duties of the president in the absence or disability of the president.
Section 3: Secretary/Treasurer. The secretary/treasurer shall keep a full and correct record of all proceedings of
all meetings, handle correspondence as directed by the president and take charge of all finances of ORFAR in
ensuring that any such funds are secured in a local bank. The secretary/treasurer shall be a signer for all checks
disbursing the monies of ORFAR and shall makes timely reports to the president.
Article 4: MEETINGS
Meetings of ORFAR may be conducted electronically via texting, e-mail or telephone to facilitate the smooth
operation of ORFAR affairs and reduce the amount of travel time for officers to physically get together. All such
electronic exchange of information must be dully recorded by the secretary/treasurer.
Article 5: APPOINTMENTS
The president may make timely appointments to any member of ORFAR to conduct aspects of ORFAR activities.
Article 6: INSURANCE
Liability insurance should be carried when funds are available to purchase coverage.
Article 7: AMENDMENTS
These by-laws may be amended at any meeting of the board of directors by unanimous vote when all three
members of the board of directors are present.
