1 Introduction

Mont Choisy Property Development Ltd hereinafter referred to as the


Promoter, owner of a free-hold property of a total extent of 682.0134Ha (1615A
82P) under sugarcane plantation at Mont Choisy, has opted to implement a golf
course which will feature an 18-hole par-72 occupying an area of 99.2068 Ha
(235A04P). Refer to Figure 1.1 for site location plan.
As part of the environmental impact assessment report of the Mont Choisy Golf
Course, Arup SIGMA Ltd has been appointed to undertake a storm water drainage
analysis of the project site that will cater for the objectives as described in section
1.1.

1.1 Objectives
The objectives of this report shall be as follows:
1. Pre Development Drainage
An analysis of the site prior to development describing the existing ground
conditions, the runoff flow paths, existing drainage features (if any), site
constraints, boundary conditions and disposal point, low areas and estimated
peak flows for several rainfall return periods.

2. Post Development Drainage


An assessment of the golf project site with its corresponding finished levels
and features shall be carried out. Volumes of runoff shall be determined at
each disposal point, i.e. the golf ponds and other low points. The management
of the storm water within the golf extent shall be defined. The overall post
development drainage assessment shall determine the volume of the pond
water which may eventually be used for the golf irrigation.

3. Golf Ponds
An assessment of the flood levels for each pond shall be carried out for each
rainfall return period.

1.2 Design Flood Estimation Technique
The Ministry of Public Utilities commissioned a study into land drainage issues,
which was completed in 2002. The report contains guidance on the control of
surface water runoff and suggests how drainage systems should be implemented
in development projects. Reference was made to that report ‘Study of the Land
Drainage System of the Island of Mauritius’ for the flood estimation. It is
mentioned in the report that for catchments greater than 1.5 km2, SCS-UH method
should be used for flood design purposes. However, for a catchment smaller than
1.5 km2, rational method is the preferred technique.
With regards to Mont Choisy Golf Site, though each subdivided catchment area
for either the predevelopment or post development case is smaller than 1.5km2,
SCS-UH method (HEC-HMS Computer Software) is the preferred technique as it
generates runoff peaks and volumes more effectively than the rational method. It
provides a clear hydrograph of the variations of runoff rate with respect to time.

2 Pre Development Drainage
2.1 Existing Site Conditions and Topography
The Mont Choisy site is mostly under sugarcane plantation and partly bushes and
trees as shown in Figure 2.1.1 – Aerial Photography.
The site is bounded as follows:
Due West – By the Mont Choisy - Cap Malheureux B13 Coastal Road which
connects to Grand Baie Road (A4), as shown in Figure 1.1, a reproduction of the
Northern part of Ordinance Survey Mauritius at scale 1:25 000.
Due South - By Grand Baie Road A4 and the existing Morcellement known as
Bois Chandelle.
The existing topography has been surveyed by SAGITERRA Ltd as reproduced in
Figure 2.1.2. In general, the site slopes towards the North with varying levels
from 26.5m to 5.0m AMSL.

2.2 Site Geology


The Soil Investigation Report for Mont Choisy Site was conducted by Water
Research Co Ltd. Three (3) trial pits and three (3) percolation tests were carried
out on the project site. Locations of Trial Pits are indicated in Figure 2.2.
The soil strata observed at the trial pits were homogeneous and comprised up to
300mm of topsoil.

Groundwater was not encountered up to the maximum explored depth.

With reference to the percolation (P) values of the three trial pits as shown in
Table 2.2.1, the soil infiltration rates can be described as highly permeable
according to the Planning Policy Guidance November 2004 which means low
runoff potential.

Figure 2.3.1 shows the existing catchment areas of the Mont Choisy site prior to
implementation. It can be noticed that there are several low areas within the site
towards which the subbasins’runoffs are draining.

cultivation. The vegetal cover intercepts rainwater.
Excess runoff flows towards low points located within
the catchment. The lower part of the catchment is
located within Mont Choisy IRS and the upper part is
within Mont Choisy Golf.

2.4 Flow Determination by HEC HMS 3.1.0


The following assumptions were made:
• The sub catchments are treated as single units.
• Rainfall is uniformly distributed over the catchment area and is constant
over time for each storm return period and intensity. The rainfall data used
is taken from the IDF Curves of the Mauritius Meteorological Services
(MMS) at Vacoas.
• No allowance has been made for evapotranspiration, assuming that during
flash flood, the amount of evapotranspiration is almost negligible.
• The surface runoff follows the natural drainage path of the catchment.
• SCS Curve number – 40

3 Post Development Drainage Strategy
3.1 Development Components
The Mont Choisy Golf Course will comprise of the following infrastructure and
amenities:
• The 18-hole par-72 golf course with water features, bunkers etc.
• The Golf Course Irrigation System with its storage pond for the treated
effluents from the Grand Baie Wastewater Treatment Plant
• The Technical Yard/Workshop for repairs and maintenance of the Golf
equipment, the storage of agro chemicals and phyto-sanitary products for
the Golf Course, the HV switchgear

3.2 Drainage Structures


The post-development drainage associated with the implementation of the golf
course and its associated infrastructures have been assessed using the HEC-HMS
software. The main catchments have been sub-divided into 32 sub-catchments.
A cut off drain located on the boundary of the Mont Choisy IRS and golf would
convey excess runoff from upstream to Pond E and Retention Basin 1.
Referring to Figure 3.2.1 Post Development Catchment Hydrology, it is indicated
that the runoff which is represented by arrows (drainage flow paths) from the sub
catchments within the Mont Choisy Golf drains towards ponds and retention
basins within the same catchment. In zones where it would be impractical to use
underground pipes and connect to the storm water ponds, stormwater disposal
solutions such as infiltration trenches, soak aways or ponds is incorporated.

3.2.1 Golf Drainage


The detailed design of the golf drainage will be undertaken by the golf designer.
However, the principles of drainage are as described below.
The primary means of collecting storm water from the green will be through a
subsurface herringbone system of slotted PVC pipes. The latter will thereafter
discharge in gullies and piped drainage network or lined swales and dish drains
which will be located within the rough to eventually discharge to ponds and
retention basin. Access chambers will be positioned within the rough at all
changes in direction (either vertically or horizontally) so that curved sections of
pipes will be avoided, and the risk of future blockage reduced.
A schematic drawing of the golf storm water drainage layout has been
demonstrated in Figure 3.2.1.1.
It is assumed that the area of land outside the rough but within the site boundary
of the golf site will be comprised of sugarcane cultivation. If that area of land is
being developed in the future, the excess surface runoff that will be generated
owing to an increase in imperviousness shall be managed within the same area.

HEC.HMS 3.1.0 was used to estimate the peak flows from the catchment to
ponds, retention basins and low areas. The runoff volumes are detailed in Table
3.4.2.1.

4 Golf Ponds and Retention Basins
The golf course encompasses of 7 ponds and 12 retention basins as indicated on
Figure 3.1.1Golf Masterplan. These ponds and retention basins are located at low
points within the golf course which will capture drained surface runoff from
underground piped drainage system, lined swales and sugarcane areas. There are
other 9 low points located on the site which have been taken into consideration.
The peak volumes for each pond are given in Table 3.4.2.1 for each return period
from 2 to 100 years.
The total pond depth shall accommodate the following:

It is assumed that the pond will also be used as a water feature in which its bottom
part could be lined for permanent holding of water.

5 Conclusion
The following hydrological investigations have been undertaken:

3. Ponds Flood Analysis

It can be deducted from the above that the golf ponds have been sufficiently sized
in order to cater for flood volumes for several return periods which are 2, 5, 10,
25, 50 and 100 years.
