23 The 50th Regular Session started with a call to order from the Presiding Officer at 10:45 AM with Hon.
24 Rizaldy H. Kalalo as non-attending. The prayer was led by Hon. Herminigildo P. Maquinto with Hon. Merlita
25 L. Magnaye leading the National Anthem. After some minor corrections, the minutes was approved on
26 motion of Hon. Ruel F. Ilao and concurred into by all Members present.

28 Hon. Gerald G. Alday moved for the inclusion of the following:
29  Item 3.4, Augmentation of Fund – MSWDO;
30  Item 3.5, Adoption of the Anti-Pornography Law.

32 Hon. Marife E. Bathan moved for the suspension of rules to accommodate Mrs. Nancy Palines from the
33 Agriculture Department to enlighten the SB Members on some activities of the Agriculture Department:
34 a. Status of the Barangay Health Animal Workers (BAHAW) – allowance and honorarium;
35 b. The animal meat pricing scheme in the market;
36 c. Availability of planting seeds – Hon. Merlita L. Magnaye;
37 d. Training for Effective Micro-Organism;
38 e. Monitoring of veterinary supplies.

40 Suspension of the rules was lifted on motion of Hon. Marife E. Bathan.

42 On Unfinished Business, Annex A:
43 1. The Sanggunian Information System (SIS) MOA will be discussed after the LOI is approved.
44 Inclusion in Annex A will be put on hold;
45 2. The PAO honorarium will likewise be deleted from the list, it will be reintroduced during the
46 budget hearing period;
47 3. The Salintubig transfer of funds is approved as:

51 A RESOLUTION AUTHORIZING THE MUNICIPAL TREASURER TO TRANSFER THE AMOUNT
52 OF ONE HUNDRED THOUSAND PESOS (PHP 100,000.00) FROM THE GENERAL FUND-LGU,
53 SAN JOSE, BATANGAS TO THE SALINTUBIG-LGU, SAN JOSE, BATANGAS ACCOUNT

55 WHEREAS, the LGU of San Jose, Batangas has appropriated the amount of Php 100,000.00 through
56 the General Fund Supplemental Budget No. 01 of 2012 which represents the 10% counterpart of the LGU
57 for the Barangay Balagtasin Waterworks improvement program;

59 WHEREAS, this is part of the DOH waterworks improvement program where the aforesaid barangay is
60 the recipient;

62 WHEREAS, with the aforesaid and as per requirement of the program, the Special Account of
63 Salintubig-LGU San Jose, Batangas was created and opened for the purpose.

65 SO THEREFORE, on motion of Hon. Nicanor M. Dimaculangan, Jr. and with the concurrence of all
66 Members present, resolve to approve as it is hereby approved that the Municipal Treasurer be authorized to

67 transfer the amount of Php 100,000.00 from the LGU San Jose, Batangas General Fund to the Salintubig-
68 LGU San Jose, Batangas Account.

72 4. As for the request for cockfights for September and October 2014, the Committee on Games
73 and Amusement is yet to present the Committee Report and Recommendations.

79 WHEREAS, there is a need now to fully recognize and develop the welfare of women with the rights to
80 ensure the benefits and equality among women;

99 A RESOLUTION ADOPTING THE PANTAWID PAMILYANG PILIPINO PROGRAM OF THE
100 DSWD-SAN JOSE, BATANGAS, THE NEW MUNICIPAL TRANSITION PLAN

102 WHEREAS, to establish continuity of the Pantawid Pamilyang Pilipino Program of the DSWD, the
103 Municipal Transition Plan was crafted which will guide implementors in pursuing the program;

105 WHEREAS, to ensure smooth implementation and to innovate the program, the Sangguniang Bayan
106 adoption is required which would serve as the legal basis for the use of the New Municipal Transition Plan.

108 SO THEREFORE, on motion of Hon. Gerald G. Alday and with the concurrence of all Members present,
109 resolve to approve as it is hereby approved that the New Municipal Transition Plan for the next stage of the
110 implementation of the Pantawid Pamilyang Pilipino Program is ADOPTED.

124 Municipal Trial Court, Taysan Barangay Hall and Fire Station in the amount of Php 19,973,781.27;

126 WHEREAS, lodged in the Operation of Market Account, the annual depreciation is eating up the income
127 of the market which is affecting the budgetary status;

129 WHEREAS, this has to be transferred to the General Fund to more or less adjust and be more reflective

185 Barangay Lapolapo 2, Balagtasin Proper and Aguila submitted the abovementioned documents to the Sangguniang

190 Upon review of the documents submitted to the Sangguniang Bayan, including the Minutes of the Meeting of the
191 Barangay Development Council, the respective Sangguniang Barangays adopted the Supplemental Investment Plans
192 including the LDRRM and Youth Development Plan as mandated by law.

194 Barangay Poblacion 4 included the LDRRM and Youth Development Plan as mandated by law.

196 RECOMMENDATION:
197 The Committee finds the Supplemental Investment Plans, including the LDRRM Investment Plans and Youth
198 Development Plans of the abovementioned barangays, the priority projects in their respective barangay and followed the
199 pertinent rules and regulations accordingly to come up to a feasible investment and development plans and
200 recommends its approval.

218 WHEREAS, there is now an ongoing quarrying activity at Barangay Galamay-Amo which is feared to
219 bring some adverse effects to the environment and to the area as well with prejudices to the residents
220 nearby;

222 WHEREAS, this is one activity that should be looked into and the potential anticipated problem to be
223 addressed.

225 WHEREFORE, with the foregoing, resolve to approve as it is hereby approved to request the Municipal
226 Mayor to look into the activity and act correspondingly to stop the same if violations are evident.

228 RESOLVED FURTHER that the PENRO, the DENR and other regulating agencies be forwarded of the
229 probable adversities and that the Barangay Officials be requested to be vigilant enough to demand
230 compliance on regulations.

235 On the situation of the Sangguniang Bayan relative to the non-attendance of Hon. Rizaldy H. Kalalo on
236 SB Sessions and functions, the following were the developments:
237 a. Todate, this is the 9th sessions that Hon. Rizaldy Kalalo is absent;
238 b. That the HR Department wrote a letter to the Sangguniang Bayan/Municipal Vice-Mayor asking
239 about the status of his absence whether authorized or not authorized;

240 c. That SB Presiding Officer responded by saying that he was not notified of said absences neither
241 is the Secretariat;
242 d. That the Human Resource Management Officer notified the Sangguniang Bayan that they are
243 halting the payment of salaries and allowances of Hon. Rizaldy Kalalo basing their actions on
244 some RAs and Circulars;
245 e. That the Sangguniang Bayan is still contemplating on commensurate actions.

248 a. Schedule of the Local Lady Legislators Seminar;
249 b. MSWD requirements for scholarship – Hon. Gerald G. Alday;
