TERMS AND CONDITIONS

OVERVIEW

Polymer & Process Engineering Department, University of Engineering and Technology


(UET), Lahore intends to purchase the various Lab. Equipment under NRPU---. The
supplier will be responsible for delivery, installation, commissioning of equipment and
training, wherever required in Labs. at the Department of Polymer and Process
Engineering, University of Engineering and Technology (UET), Lahore.

1. Proposal instructions (FOR Basis)

1.1 Single stage/two envelope bidding procedure shall be applied in response to the
RFP (Request for proposal). The separate envelops shall be marked as
“TECHNICAL PROPSAL” and “FINANCIAL PROPOSAL” plus “legible
documents”. The financial proposal of bids found technically non responsive
shall be returned unopened to the respective bidders. Technically responsive
bidders shall be informed and their financial bids shall be opened in the
presence of their representative within 08 working days after technical
evaluation by informing time and date to the bidders.
1.2 Bidders shall deliver two sealed copies “one original and one photocopy” of
the “TECHNICAL & FINANCIAL PROPOSALS” before 11:00 AM on
02/10/2014, each copy being physically separated, bound, sealed and labeled.
Proposals will not be accepted after the due time & date. Proposal shall be
delivered at the address given below before time.

1.3 Proposals received after the submission deadline will not be entertained under
any circumstances and will be returned unopened to the submitting vendor. It is
the sole responsibility of the participating vendor to ensure that the proposals
are delivered before the deadline.

1.4 Price should be mentioned on FOR basis for locally fabricated and imported
equipments/instruments.

1.5 All BOQs submitted by the bidders must use the numbers and labels used in
this Request for Proposal.

1.6 The original Request for Proposal documents duly signed and officially sealed
by the bidders must be submitted in whole with the proposals. Any conditional,
ambiguous, incomplete, supplementary or revised offer after the opening of
tender shall not be entertained.

1.7 Any overwriting/crossing, etc. appearing in the offer may be properly signed
by the person signing the tender. All pages of the tender must be properly
signed. Offer with any overwriting shall not be accepted in any circumstances.

1.8 Warranty for all equipment, as approved by the manufacturers/suppliers, but


not less than one year (1 year) replacement of Parts, Labour and Service on
site. The supply of items must be covered for after sales and services (labor and
parts) for a period of at least 3 years from the date of delivery.

1.9 A call deposit equal to 2% of the estimated cost should accompany the Tender
as Earnest Money drawn in favor of The Treasurer, UET, Lahore. The Tender
shall not be considered without the Earnest Money. Bank guarantee will not be
accepted. The earnest money will be released after receiving of the equipment.

1.10 Total 10% of the bill value will be deducted as performance security. The
deducted security will be released after successful completion of warranty
period.

1.11 The Successful Bidder will submit blank stamp paper of value of 0.25% of the
total offer, purchased in the name of the University.

1.12 Bidders are allowed to submit tenders in partial for the equipment/items they
propose to supply.

1.13 The University reserves the right to modify the conditions / specifications of
the Tender Documents with written intimation to the all participants who have
purchased the Tender Documents before the submission deadline.

1.14 Delivery, Installation and Training (where mentioned) be completed according


to the agreed upon schedule of works.

1.15 In case the Bidder fails to execute the contract strictly in accordance with the
terms and conditions laid down in the contract, the Security Deposit shall be
forfeited and the equipments will be purchased at his own risk and expenses.

1.16 The University will get the equipment inspected at Polymer and Process
Engineering Department, University of Engineering and Technology (UET),
Lahore, and reject the equipment if not found according to the stated
specifications.

1.17 The University will charge 1% of the bill value per week as plenty upon the
late delivery of the equipment.

1.18 It is the sole responsibility of the supplier to comply with local, national and
international laws.

1.19 Successful bidders may be asked to bring their supplies for demonstration and
specification test in the University campus at their own expenses and risk.

1.20 Where reference is made to any specific national or international standards,


equal or higher quality will also be acceptable. In case, your offer conforms to
standards other than quoted in the tender inquiry, you are required to submit
the following along with your bid.
 One copy of those standards in English
 Evidence that the standards used are recognized and authoritative to
ensure equal or higher quality.
In case the bidder does not submit the required evidence and a copy of each of
the standards, tender may not be considered for further processing.

1.21 In case any supplies/material is found not in conformity with the specifications
provided in the tender, either on account of inferior quality, defective
workmanship, faulty design, faulty packing or is short supplied, or wrongly
supplied, the supplier will replace the equipment free of charges or pay the full
cost of replacement.

1.22 All the proposal submitted will become the property of the University.

2. Evaluation Criteria

2.1 All bidders shall supply the following information as a mandatory


requirement along with their technical and financial bids in a separate
envelope.
Company profile
i. Age of the company
ii. Financial strength of the vendor
iii. HR strength/Man power with the vendor
iv. Technical support/after sale service facilities

v. Backup support plan

Technical evaluation process may include, but not limited to the conformity to the
specifications and functionality given in the tender documents.

Financial Evaluation process may include, but not limited to the consideration of the
following:

i. Quoted price

In addition to the above, the proposal must include the following in the order
given below:

i. Detailed equipment specifications, proposed quantities duly filled


in the BOQ attached with this document

ii. Detailed project implementation schedule which includes the


delivery of equipment mentioned in the RFP.

iii. Terms and Conditions

iv. Equipment prices on FOR basis

v. Validity period of the quoted price, i.e. minimum 90 days

vi. Educational discounts if available/applied to the quoted price

3. Terms and Conditions (FOR Basis)

3.1 All prices should be in PAK rupees inclusive of all Taxes. The GST and
/or other Taxes amount where applicable should be mentioned in separate
column(s) and the total price should be given in a separate column.

3.2 All prices should be valid for at least 90 days. Withdrawal or any
modification of the original offer within the validity period shall entitle the
University to forfeit the earnest money in favor of the University and/or
putting a ban on the future inquires or taking any other suitable action
against the bidder.

3.3 Delivery of the items will be free of charge at the Polymer and Process
Engineering Department, University of Engineering and Technology
(UET), Lahore during the office hours with a copy of delivery challan.

3.4 Items being ordered should be brand new and according to order
specification from the current production and covered under normal
warranty/guarantee etc. as mentioned in the proposal.
