ORDER:-
In the Government Order first read above, orders have been
issued inter alia deputing the Departmental personnel to the various
institutions as per the approved norms and standards as set out in six
categories.
2. In the letter second read above, the Director of Handlooms
and Textiles has stated that the Tamil Nadu State Co-operative
Societies Election Commission has notified election programme for the
conduct of Election to all Primary level Co-operative Societies in
Phase I in the State of Tamil Nadu. Accordingly, the elections have
already been completed in Primary Level Weavers Co-operative
Societies and the elected Boards will assume office on 9.5.2013.
Consequently, the Departmental Officers working as Administrators
in the Primary Level Weavers Co-operative Societies will be withdrawn
with effect from 9.5.2013, which will result in rendering surplus of
Departmental Officers in the rank of Joint Directors, Deputy Directors,

Assistant Directors, Textile Control Officers, Senior Technical
Assistants and Handloom Officers of this Department. The category–
wise staff which would become surplus consequent on the assumption
of office by the elected boards on 9.5.2013 is furnished below:-

3. The Director of Handlooms and Textiles has stated that the
Administrators hitherto functioning in the primary Level Weavers
Co-operative Societies, will handover the charge of Administration of
the Societies to the Elected Presidents on 9.5.2013, and thereafter the
Departmental Officers in the Primary Level Weavers Co–operative
Societies will be without postings from 9.5.2013 to till the Elected
Board pass the resolutions for appointing the Departmental Officers as
Secretaries in the respective Primary Level Weavers Co-operative
Societies.

4. The Director of Handlooms and Textiles has requested to

adopt the following norms for posting Departmental Officers as
Secretary to the Societies:–

5. The Director of Handlooms and Textiles has, therefore,

requested to issue orders on the following matters:–

a) To treat the period without postings from 9.5.2013 to till the

elected Board passes resolution to appoint the Departmental
Officers as Secretaries, as period on leave.

b) To permit the Joint Director (Handlooms), Office of the

Director of Handlooms and Textiles, Chennai 108, to appoint
the Departmental Officers as Secretaries in the primary level
Weavers Co-operative Societies on receipt of resolution from
the elected Board of the respective Societies, adopting the
above norms upto Textile Control Officer cadre.

c) To issue Government Orders appointing the Joint Directors,

Deputy Directors, Assistant Directors as Secretaries on
Foreign Service terms and conditions on receipt of necessary
resolutions from the elected board of the concerned Primary
level Weavers Co-operative Society, on the basis of the
above norms.

6. In view of the financial commitment involved and for

promoting the welfare of Handloom Weavers, it is very essential that
officers of the Handlooms and Textiles Department have to be sent
on deputation to Primary Level Weavers Co-operative Societies in
order to ensure that the schemes are implemented as per schedule
besides safeguarding the interest of the Government. The Government
after careful consideration of the proposal of the Director of
Handlooms and Textiles, have decided to notify the Primary Weavers
Society under section 33 (7) (iii) of the Tamil Nadu Co-operative
Societies Act, 1983 (Tamil Nadu Act 30 of 1983) for the purpose of
appointment of Managing Directors. The Government have also
decided to authorise the Joint Director (Handlooms) Office of the
Director of Handlooms and Textiles to appoint the officers of the
Handlooms and Textiles Department of the category of Textiles Control
Officers and below as Managing Directors to the Primary Level
Weavers Societies under sub–section (1) of section 172 of the Tamil
Nadu Co–operative Societies Act, 1983(Tamil Nadu Act, 30 of 1983),
for a period of one year from the date of appointment,

7. Regarding the appointment of Assistant Directors, Deputy

Directors and Joint Directors of the Handlooms and Textiles
Department for the appointment as Managing Directors in the Weavers
Societies on Foreign Service of Terms and Conditions, the Director of
Handlooms and Textiles is instructed to send necessary proposal to
the Government along with Foreign Service Terms and Conditions.

8. The Government further order that the period without

postings from 9.5.2013 to till the elected Board passes resolution to
appoint the Departmental Officers as Managing Directors, as period on
leave, eligible to them.

9. Accordingly, the Notifications appended to this order will be

published in the Tamil Nadu Government Gazette extra–ordinary
dated the 21st May 2013.

APPENDIX

NOTIFICATION–I

Under clause (iii) of sub–section (7) of section 33 of the Tamil

Nadu Co–operative Societies Act, 1983 (Tamil Nadu Act 30 of 1983),
the Governor of Tamil Nadu hereby notifies the Primary Weavers
Societies, which have an annual turn–over of not less than sixty
lakhs rupees and continuously made profit for not less than two years
as per the audited accounts, for the purpose of appointment of
Managing Directors by the State Government.

NOTIFICATION –II

In exercise of the powers conferred by sub section (1) of section

172 of the Tamil Nadu Co–operative Societies Act, 1983 (Tamil Nadu
Act 30 of 1983), the Governor of Tamil Nadu hereby authorises the
Joint Director (Handlooms), Office of the Director of Handlooms and
Textiles, to exercise the powers vested in the Government under
clause (iii) of sub–section (7) of section 33 of the said Act for the
purpose of appointment of the Managing Directors to the Primary
Weavers Societies, as indicated hereunder:
2. The officers of the Handlooms and Textiles Department
indicated in column (3) of the Table below shall be appointed as
Managing Directors of the Primary Weavers Societies having an
annual turnover indicated in the corresponding entry in column (2)
thereof, for a period of one year.
