DMF is expected to be a lean organisation relying heavily on multi-tasking by its officers. Its officers
are also expected to interface directly with the Board of Governors of the Foundation, District and
State level officials, carry out the mandates given by the Board, develop annual plan of action for the
organisation, defend it before the Board and implement it efficiently, interact regularly with the
Director of the Foundation, Commissioner of Geology & Mines and Collector of the district, and
incorporate their suggestions in the design of various interventions, develop a team of professionals
(who will either be on full-time or part-time basis) to carry out various tasks, manage the team
members and implementing partners, co-ordinate with the State Government for leveraging
additional funding, review, supervise and evaluate the on-going interventions, ensure timely
sanction of funds and interact with the ground level implementing team which may also be provided
by some of the highly reputed NGOs or private companies.
STAGE-1: Completing the attached assignment where DMF intends to assess certain core skills like
command over language, basic computer skills and analytical skills of the short listed candidates.
Every short-listed candidate is being sent a simple assignment and will be asked to analyse it and
submit his report to director-dmf@gujarat.gov.in before 6:00 PM on 9th January, 2020.
The report submitted by short-listed candidates will be assessed by the experts who will help DMF
to finalise the list of candidates who shall be invited for next Stage. This is an elimination round and
the scores are not carried to the next Stage.
STAGE-2: The candidates short-listed for this round will undergo two rounds of group discussions,
one round of presentation of their assignments submitted during Stage-1 and a face to face interview
with the Selection Committee.

ASSIGNMENT FOR STAGE-1
ASSIGNMENT
DMF is mandated by the State Government to (i) improve the HDI indicators of the mineral rich
villages, and (ii) to improve the livelihood options of these villages. The State Government expects
DMF to develop and implement clear and focussed strategies & plans to ensure that the HDI
indicators of these 1946 villages falling mainly in 32 mineral rich districts surpass the State average
in next 5 years’ time and average income of the households increases over 2 times in real terms
during this period. Some funds have been assured for this purpose.
As the Foundation does not have sufficient funds to launch a large number of stand-alone
programmes, following approach to achieve above expectations has been suggested by the State
Government- (i) DMF shall ensure effective convergence of on-going schemes at household level in
the area, (ii) limited gap filling in the schemes so converged in order to improve their outcomes, (iii)
increased participation of beneficiary households in the converged schemes, (iv) few stand-alone
schemes can be launched in the areas like livelihood, skill training, health and nutrition in order to
quickly achieve the mandate mentioned above. State Government also expects that while working
with NGOs or private sector partners for this purpose, open advertisement and transparent
selection process shall be followed by the Foundation. It is felt that the cost and quality of
monitoring can be more effective if strong emphasis is placed on developing a strong IT backbone.
You are asked by the Board to develop frameworks for-
Board expects that these proposals should be very clear, implementable, monitorable, written in
simple English or Gujarati without using jargons, should be to the point and focussed and highly
analytical.
