2.0 Health, Safety and Environment (HSE) Policy


Our HSE Values
For the pursuit of an incident free workplace,
Health, Safety and Environment (HSE) is our prioritized and basic value at the heart of all that
we do and it cannot be compromised.
Employees of Tüpraş are deeply involved with and do contribute to the safety of workplace,
recognizing personal safety at first but also caring for others all the time.
Leaders are responsible for the safety of their team and they show a visible leadership
everyday as a part of this responsibility.
Compliance with all current labor legislations, regulations and arrangements is mandatory and
considered as minimum requirement.
All employees, contractors and other solution partners must comply with this policy, follow all
rules and procedures of HSE, and report all HSE incidents and accidents. Compliance with
this policy is a requirement and prerequisite to work at Tüpraş.
Our success and progress in HSE performance is a source of proud for all of us.
Our HSE Objectives and Goals
Our objective is to have zero incident in our areas of responsibility, being aware that all
accidents can be prevented.
Our core responsibility is to ensure a safe and healthy working environment for our employees,
contractors and other solution partners.
Root causes of HSE incidents will be identified, reported and shared with our stakeholders with
the lessons that we have learned from them.
It will be ensured that our employees, contractors and other solution partners are informed to
comply with standards and procedures of Tüpraş in order to perform their works safely and out
visitors leave our facilities securely.
We will engage all our employees, expect their contribution and involve them in HSE
Improvement Program.
Emissions will be monitored continuously, wastes will be minimized and, if possible, recycled,
and natural resources will be used for efficiently.
All managers will monitor SEC performance of their departments and they will be responsible
for fully implementation of this policy by acting as model leaders. All parties will be protected
and the continuity of works will be ensured with the implementation of this policy.
We will use effective and results oriented measures to meet our objectives and goals and we
will try to minimize the risks that is technologically acceptable specifically for our industry.
We will implement and ensure the sustainability of Process Safety Management system in
order to identify the impacts of major accidents on our employees and environment and to
prevent them.
Continuous improvement by developing our HSE goals every year with a priori and a posteriori
Key Performance Indicators will be our main objective. With this determination, we will achieve
our goal of incident free workplace by keeping us and our stakeholders open for continuous
improvement in order to be the leading company, which is admired for its performance in
petroleum industry and which pays respect to environment and values of life.

3.0 Introduction
Contractor, its staff and subcontractors must comply with all applicable legislations
pertaining to Worker’s Health and Safety and the Environment as well as the issues stated in
this specifications, the standards of Tüpraş, current rules of safety and the instructions to be
given.

Rules summarized herein do not precede the standards. Contractor must work in compliance
with the standards pertaining to the works that it performs.

The rules, to which the employees of Contractor must comply, intend to ensure work
safety of these employees and to prevent fire, loss of life and property. Contractor is
responsible to ensure that its employees do comply with these rules.

Safety requirements stated herein, which might be changed by Tüpraş, do not release the
liabilities of contractors or their subcontractors regarding current legislations pertaining to
Worker’s Health and Safety and Environment. Contractors are responsible to comply with all
current laws and to meet safety requirements with all of their employees, subcontractors,
agencies, representatives and visitors.

Unless otherwise specified, equipment stated herein, including but not limited to
personal protective equipment, tools and requirements, shall be provided by Contractor
without claiming any additional fee.

There might be a need for other personal protective equipment and tools specifically for the
works to be performed, which are not defined herein. Contractor is responsible to obtain these
tools and personal protective equipment in accordance with legal requirements and
international standards and to obtain necessary certificates.

Unless otherwise specified, protective materials and equipment needed for work safety of
employees, shall be provided by Contractor.

Work and field specific current and potential dangers and safety requirements shall be
discussed during the meetings to be held with Contractor before the tender, in site visits, tender
reviews and kickoff meetings.

Tüpraş’s Contractor Field Officer shall be the person to be contacted at first throughout the
works to be performed by Contractor on the worksite.

Tüpraş shall measure safety performance of all site staff and their operations in compliance
with the standards. Insecure situations and behaviors shall be intervened as soon as they are
observed and they are expected to be corrected swiftly. Any failure to comply with safety
requirements and violation of site rules shall be reported to supervisors of these persons.
Durations, given in List of Contractor Sanction Durations, TPR.TEM.LST.0026, shall be

implemented. Agreements of contractors, which do not fulfill their liabilities, are terminated
and these companies are not invited to other tenders to be made.

4.0 Definitions

Contractor : Any natural person or legal entity that has signed an agreement with the
work’s owner in order to perform a certain project (work) within a period that
was already determined in return for a certain fee and in accordance with a
certain specifications.

Subcontractor :Any natural person or legal entity that is usually specialized in certain
works and has assumed to perform some works of a project through a
subcontract to be signed with the contractor.

PPE : Personal Protective Equipment (work clothes, safety hat, safety shoes,
gloves, googles, protective ear protectors, etc.).

Mode 1 : The status of working at the sites of Tüpraş in accordance with Tüpraş’s
Management System.

Mode 2 : The status of working in accordance with its own HSE Management System
at a worksite that is physically separated from other worksites and the
borders of which were identified by Tüpraş, provided that Tüpraş’s
Management System is complied too.

HSE Plan : The document for management of HSE risks, which might occur during the
performance of works and which state the commitment on management
method of HSE processes in order to comply with Tüpraş’s Management
System.

WHA :Work Hazard Analysis. The document detailing each step of work to be
performed and ensuring the management of HSE risks that might occur
during the implementation of these steps.

CHSE-MS : Contractor’s HSE Management System.

Hazard : The potential of adverse effect on humans, assets, environment and


reputation. For instance, ethylene, benzene, working at height, work with fire,
etc.

Risk : The possibility of occurrence of a certain and unwanted incidence within a


certain period.

5.0 General Rules


 Contractor shall ensure that all of its staff learn and implement “Work Permission
System Information Guide” before starting to work. Contractor shall provide a list,
signed by its staff to indicate that they have read and understood this guide and they
will comply with the rules, to Tüpraş before starting to work.
 Employees must immediately correct and/or inform Tüpraş’s Contractor Site Officer,
relevant unit staff and their own supervisor about hazardous situations.
 All employees shall strictly comply with all warning signs and marks.
 Warnings of refinery staff shall be taken into consideration and works shall not continue
until defects are corrected.
 It is forbidden to smoke in refineries and administrative buildings, in any vehicle and
office. It is allowed to smoke only in designated outdoor areas. Provisions of applicable
laws shall be applied for smoking.
 It is prohibited to bring or be under the effect of alcoholic beverages or drugs within the
refinery.
 It is prohibited to play games, fight, and joke around the worksites of Tüpraş.
 Contractor shall ensure the safety of employees of itself and its subcontractors and
establish the organization, through which it will provide necessary healthcare services
in accordance with applicable legislations.
 Contractor’s employees shall apply to Workplace Doctor of Tüpraş in case of life-critical
and urgent intervening requiring incidents. If an ambulance is needed in case of
emergency, Workplace Doctor / Guard of main gate shall direct the ambulance to
relevant site.
 Contractor shall prepare “CONSTRUCTION WORK BOOK”, which is approved by
Regional Directorate of Labor, before commencement of works and note down the
works that it has completed and safety measures that have been taken.
 “The Law on Worker’s Health and Safety”, no. 6331, and the Regulation on Duties,
Authorities, Responsibilities and Trainings of Workplace Doctor and Other Healthcare
Staff requires the contractors, who will work at very dangerous workplaces, to have
“RECRUITMENT / PERIODICAL MEDICAL INSPECTIONS” be made by the workplace
doctor for at least once in a year.
 Contractor is responsible to renew medical reports of its employees that will work at
Tüpraş periodically in every year regardless of class of hazard. These reports shall be
kept at TÇM Department. Other documents, requested for permissions to enter the
refinery shall be delivered to Refinery Security Department (RGM) within a file. RGM
shall track and keep the documents for entrance permission.
 If necessary, WHS Committees shall be established in accordance with provisions of
the Regulation on Worker’s Health and Safety Committees.
 Contractor shall assign one or more than one workplace doctor, work safety expert and
other healthcare staff, who meet the qualifications required by the Regulation on
Worker’s Health and Safety Regulations.

 Contractor must closely follow and implement the laws, regulations and communiqués
pertaining to all HSE matters, which are currently in force and which may be enacted
after the tender.
 If there is not any qualified staff at the workplace, Contractor may fulfill all or any part
of its liabilities to employ workplace doctor, work safety expert and other healthcare
staff by receiving service from Joint Health and Safety Units (OSGBs).
 Contractor shall comply with the rules of Tüpraş regarding hygiene. Contractor shall
report any issue regarding hygiene to Tüpraş in the form of a summary report and
recommendations.
 Contractor shall receive any equipment, which will be provided by the Refinery based
on the work to be performed, in return for a signed debit note and return them to the
Refinery clean after using them. In case of a damage, the amount of loss shall be
determined by authorized representatives of Tüpraş and deducted from progress
payments of the Contractor.
 Any work accident that Contractor has suffered and incidents, such as fire, explosion,
loss of content, traffic accident, etc. caused by Contractor, and unsafe situations,
observed and reported by refinery officers for Contractor and its staff, observation
reports, and the number of security observations shall have a negative effect on field
evaluation form in terms of numerical values. On the other hand, unsafe situations,
observation reports and ‘Near Miss’ reports provided by Contractor shall affect the
survey result positively with a certain coefficient.
 Any staff, who is older than 60, must not be employed for metal and construction works.
Any staff, who is older than 60, must not be employed in environments, which
particularly require more effort and are physically challenging/restricted; in confined
spaces; in closed areas, in which only extraordinary and inert environment access
rights are granted; in works to be performed with a lifeline; in blind receiving/setting
works being performed with fresh air cylinder; and in any other similar work.
 Contractor’s staff, who is illiterate, cannot be employed in the refinery.
6.0 Emergency and Evacuation
 Contractor must teach its employees and employees of subcontractor how to act in
accordance with the standards of Tüpraş in case of an emergency that requires
evacuation of workplace.
 When fire and/or electricity outage alert is triggered, Contractor shall instruct its staff to
turn off all equipment that might cause an ignition, to stop all hot works, etc., and to
close the valves of all flammable gas cylinders.
 In case of emergency, Contractor’s employees shall gather in the assembly point.
Assembly points are indicated with relevant boards. Contractor is responsible to ensure
that all of its staff arrive the assembly point.
 Authorized representatives of Contractor shall report the number of employees ready
at the assembly point and not to authorized representatives of Tüpraş.

7.0 Tüpraş’s Contractor HSE Management System


Contractor HSE Management System is implemented in 6 stages:

 Step 1. Selecting/determining the contractors


 Step 2. Preparing the agreement
 Step 3. Offering the agreement and selection
 Step 4. Contractor recruitment training
 Step 5. Contractor work coordination
 Step 6. Evaluation of Contractor’s performance
Details of these steps are given in CHSE-MS standard TPR.TEM.STD.0058.

Refinery HSE performance of Contractor for the works that it has performed for Tüpraş are
evaluated with Contractor Site Survey. This survey is renewed in the following cases:

a) Survey of maintenance companies, which are in Green color and which have
signed long term agreement with Tüpraş, is valid for 1 year. TÇM will make the
decision for other companies.
b) The company in Yellow color shall submit its safety improvement plan to Tüpraş
and it shall be evaluated again within 6 months.
c) The company in Red color shall not be invited by Tüpraş for another tender; it
shall urgently prepare and submit its safety improvement plan to Tüpraş and it
shall be evaluated again within 2 months.
d) In case of work accident, fire, explosion, loss of content, near miss accident with
high intensity potential, or any security observation is found that causes an
emergency, if non-conformities in the “List of Contractor Sanction Durations”
are violated for 3 times or if it is required by TÇM, the survey is repeated. The
result of evaluation is recorded to Contractor’s HSE database.
‘Contractor Competency Survey’ and ‘Contractor Site Survey’ are used when
determining HSE Audit Requirement and performing HSE Audit. A SEC audit has
mainly 4 objectives:

 To determine the level of implementation of Contractor’s HSE Management


System;
 To determine which areas of Contractor’s works must be monitored closely in terms
of HSE;
 To ensure Contractor understands the requirements of Tüpraş’s HSE Management
System better; and
 To check the answers given by Contractor to the Competency Survey.
Tüpraş’s Contractor Site Officer, Chief engineer/Expert of operational safety and at
least one authorized representative of TMÇ attend HSE audit. Audit results, the color
and score determined as a result of survey are notified to Contractor. Contractor

informs authorized representatives of Tüpraş (TÇM Officer, Tüpraş’s Contractor Site


Officer) about the improvement actions and results of these actions.

Contractors are rated for each question in the survey, based on HSE Competency
Rating System and a color is given. Groups of colors to be given as a result of survey
and descriptions of these groups are as follows:

 Red: (0 - 49 points) means “Competency is less than the expectations of Tüpraş”.


Contractors that have received Red color are not invited for tenders. However
companies may request the survey to be repeated within 1 month. If there is any
company, which continues to work on the site but its rate is decided as Red color
as a result of the audit, it has to provide an urgent action plan to authorized
representatives of Tüpraş. Relevant departments of Tüpraş (Tüpraş’s Contractor
Site Officer, TÇM, etc.) must closely monitor this company and, if necessary, give
directions.
 Yellow (50 - 69 points) means “Competency meets the expectations of Tüpraş
conditionally”. Contractors in yellow color cannot participate the second tender.
These companies must provide an action plan to Tüpraş. Their survey will be
repeated within maximum 1 year. The color of any company, whose rate was
determined as Yellow for twice consecutively, will be changed to Red.
 Green: (70 - 100 points) means “Competency meets the expectations of Tüpraş
unconditionally”.
Some works to be assigned to Contractor in accordance with applicable legislations
can only be subcontracted if they are not covered by Contractor’s expertise.
Subcontracting of some works of Contractor, which are governed by the agreements
signed with Tüpraş, can only be made upon obtaining prior consent of Tüpraş.
Contractor must not employ any subcontractor without Tüpraş’s approval and relevant
departments must follow it. Subcontractors to be employed must also pass through
CHSE-MS evaluation. Companies, whose CHSE-MS survey result is red, cannot be
employed as subcontractors.

HSE competency results, which cover any audit, record or reference in Contractor’s
HSE database, are covered for 3 years. HSE competency results are submitted
electronically to database officers through SRM database.

Safety policies, standards, procedures and plans of Contractors must be in compliance


with Tüpraş’s procedures and legal requirements. Contractors must monitor all Key
Performance Indicators and be capable to demonstrate that they progress. Contractors
must have obtained all necessary legal permissions and licenses to perform their
operations. They must have a standard/procedure for accident/incident investigation,
reporting and preventive actions and these must be adaptable to Tüpraş’s practices.
Records of trainings on compatibility of qualifications and competencies, described in
applicable agreement, must be kept.

Agreement Mode can be classified as Mode 1 or Mode 2.

Mode 1: Contractor works in accordance with HSE Management System of Tüpraş and
implements the standards of Tüpraş for work permissions.

Mode 2: This is the mode of working in accordance with its own HSE Management
System at a worksite, the borders of which have been determined by Tüpraş and which
has been separated physically from process sites and which does not have any threat
originated from refinery (hydrocarbon, electrical, chemical, etc.), provided that the said
management system does comply with Health, Safety and Environment Quality (HSE)
Management System of Tüpraş.

The method to be implemented and criteria to be met in order to meet standard


requirements to obtain work permission under Mode 2 are as follows:

 The worksite must have a restricted area as defined above and it must not have
any connection with process sites;
 Survey result of Contractor in CHSE-MS system must be green;
 Only one contractor must be working at the worksite to be designated
(subcontractors obtain their work permissions from this contractor and there must
not be another contractor working at the worksite);
 Contractor and Tüpraş’s Contractor Site Officer must have submitted a request to
work under Mode 2.
 In order for companies to establish their own permission system in compliance with
Tüpraş’s Management System:
o Authorized representatives of the Company, who give permissions
(permission authority, etc.) and give approvals for dangerous works, such as
hot works (Worksite Chief/Engineer, etc.), are determined by the company.
o These permission authorities are trained by TÇM Department for the
systematic of work permission and for issues covering the authority to give
permissions.
o TÇM authorities and Work Permission Authorities of the company train the
staff to be employed at the worksite.
o The company supplies work permission forms.
o Implementation begins under the supervision of TÇM authorities.
 Periodical controls are made by TÇM, Tüpraş’s Contractor Site Officer, Permission
Authority and relevant Operational Safety Expert.
 Authorized representatives of Contractor are responsible for safe working at the
worksite covered by Mode 2. Tüpraş’s Contractor Site Officer, to whom the

company reports, audits that the company fulfills this liability. Any finding of these
audits is given to authorized representatives in order to take actions.
 Regular work permission system is applied until Mode 2 is implemented.
 In case of an incident, such as work accident, fire, etc., work permissions are
cancelled and delivered to authorized representatives of TÇM.
A Contractor must make a request to Tüpraş’s Contractor Site Officer in order for Mode 2.
If Tüpraş’s Contractor Site Officer deems suitable, he/she submits this request of Mode 2
to TÇM. TÇM unit controls the contractor’s color code from CHSE-MS. Only Mode 2
requests of companies in green color category shall be evaluated. TÇM, Tüpraş’s
Contractor Site Officer, Chief Engineer/Expert of Operational Safety and the officer
responsible for the worksite, at which the works will be performed, shall meet together to
evaluate the request and then submit it to the approval of Refinery Manager.

A probation period of 1 month shall be applied for the companies, which are planned to
work under Mode 2. Tüpraş shall closely monitor these companies during this period.
Contractor’s performance shall be evaluated at the end of this 1 month period and it shall
be approved to work under Mode 2. Even if the Contractor is working under Mode 2, it shall
be checked and audited everyday by relevant department, to which the company reports.
Furthermore TÇM and Operational Safety Departments shall perform spot audits and
inspections without prior notice as a part of routine worksite inspections.

Performances of contractors under Mode 2 shall be presented to Refinery management in


HSE Steering Meetings.

Any work decided to be performed under Mode 1 can be transferred to Mode 2 after the
lines are isolated, excavation works are completed, cables are removed, hazards, such as
energy interruption, etc. are eliminated.

If any contractor, which was allowed to work under Mode 2 at a worksite, is required to work
at another location, it is required to work under Mode 1.

If any deficiency is found in work permission system or worker’s health and safety practices
of a company, which works under Mode 2, the works shall no longer be performed under
Mode 2.

8.0 Method of Statement


The document that is prepared for complex and comprehensive works of contractor in order to
inform Tüpraş’s Contractor Site Officer and Permission Authorities about the work to be
performed and which includes steps of performance of the work, size and hazards of the work,
lifting plans, disassembly plans, who will perform the work and the duration f the work,
equipment to be used, method of excavation works, utilization of scaffold-manlift, and training
needs of employees regarding the works to be performed, as defined in Tüpraş Work
Permission Standard.

The Method of Statement to be prepared includes but not limited with the following:

o If there are works, such as replacement or removal of columns/drums,
showing the order of removal of column lines and platforms in drawings,
details of work steps, etc.;
o Showing, if any, the equipment and platforms to be removed while removing
the column or its lines, on the drawing, etc.;
o Details, hazards, and measures regarding platform disassembly and
assembly;
 Lists and signed periodical controls of work equipment to be used;
 Removal plan (details are provided in removal plan TPR.TEM.FRM.0148)
 General measures;
 Material Storage Areas;
 Facility Layout (container, welding areas, etc.)
 Emergency measures.

9.0 Contractor’s HSE Plan

Contractor HSE Plan, code TPR.TEM.FRM.0152, is the plan for management of HSE risks,
which might occur during the performance of works and which state the commitment on
management method of HSE processes in order to comply with Tüpraş’s Management
System.

An acceptable HSE Plan must comply with applicable laws and requirements of Tüpraş. The
contractor, to which the tender was awarded, shall prepare Contractor’s HSE Plan and its
annexes in accordance with specified criteria. HSE Plan and its annexes shall be reviewed by
authorized representatives of Tüpraş and deficiencies shall be completed by contractor before
the plan is finalized. Contractors, who were invited for the tender, identify HSE risks for the
contracted work and, at this stage, can request information from Tüpraş for risks originating
from the worksite. However contractor is responsible for implementation and consequences of
HSE Plan / WHA.

10.0 Work Hazard Analysis (WHA)

Work Hazard Analysis is the document, prepared by using TPR.TEM.FRM.0050, which details
each step of work to be performed and ensuring the management of HSE risks that might
occur during the implementation of these steps.

Proper description of the work steps is critical in WHA to be prepared. The team shall carefully
analyze the entire work and divide it into steps. All steps of performance of work must be
included to WHA in a manner not to make generalization and to prevent details.

Members of WHA Team to be selected must be relevant with the work to be performed and
must have required qualifications.

Members of WHA Team for the works, Risk Assessment Rate of which is 9-10 and 6-8:

 WHA Team Leader;


 Authorized Representatives of the Unit that Requested the Work (Unit Chief Engineer, Unit
Supervisor/Engineer/Permission Authority, Operational Safety Expert, etc.);
 Authorized Representatives of the Unit that Requested the Permission
(Maintenance/Project Chief Engineer / Chief / Engineer / Technician, Contractor’s Worksite
Chief / Engineer, Contractor’s HSE Officer, Foreman, etc.);
 Authorized Representatives of TÇM (Chief Engineer/Engineer/TÇM Expert)
In case of works that require advanced level of knowledge, team leader may include experts
to the team.

More detailed information about WHA is given in WHA Standard, TPR.TEM.STD.0020.

11.0 Kickoff Meetings

If found necessary by TÇM, Kickoff Meeting is organized by Tüpraş’s Contractor Site Officer.
General Issues, Legislations, Tüpraş’s Practices, HSE Plan and WHAs are discussed in this
meeting. Work Permission is not granted until the deficiencies, discussed in this meeting, are
solved. Regarding the agreements, for which a kickoff meeting was not organized, confirmation
of contractors that they have understood how to manage the risks (procedures, standards,
instructions, equipment, etc.), stated in the Work Permission, will be enough. Meeting minutes
shall be prepared by the contractor and signed by the attendants. Equipment are examined
before commencement of works in accordance with applicable legislations and standards of
Tüpraş and they are allowed to be used after they are approved.

12.0 Training

12.1 Legal Trainings

Contractor is liable to ensure that its employees receive the trainings for worker’s health and
safety, details of which are provided in “Worker’s Health and Safety Law” and “Regulation on
Procedures and Principles of the Trainings of Employees for Worker’s Health and Safety”, and
these trainings are repeated periodically.

In case of dangerous and very dangerous works, for which occupational trainings are
mandatory, Contractor is responsible to ensure professional qualification of its employees.

Employees that do not have professional qualification certificate for dangerous and very
dangerous works are not allowed to work in the refinery.

12.2 Contractor’s HSE Training (Orientation)

Before commencement of works, all contractors and their subcontractors shall apply to TÇM
and receive HSE training to be provided by qualified and experienced TÇM officers regarding
work safety, environment, health and measures against fire in order to receive their entrance
card and they are liable to participate refreshing trainings every year. The list of persons, who
received orientation training, and dates of these trainings are recorded and entered to Tüpraş’s
Tracking System and they are also recorded to HSE Passports. Any staff, who has not received
the training provided by Tüpraş, cannot work in the refinery.

Validity period of training is 12 months. Cards of persons, whose training period has expired,
cannot enter the refinery as his/her card is blocked. HSE trainings are scheduled in the
refineries to be provided on certain days of the week. The contractor must consider the cost of
duration of HSE trainings in its proposal and prepare a suitable schedule.

Staff, who failed to receive a minimum score of 70 in the test to be made at the end of the
training, shall participate the next training again. Staff, who failed to receive a passing score in
the test for 3 times, shall not be allowed to enter the refinery.

When a new employee arrives, Contractor’s Worksite Chief must be sure that he/she has
received HSE training and must deal actively with this case.

Contractor’s HSE Training (orientation), which is given to enter the refinery, does not replace
legal trainings that contractor has to give.

Since the language of training is Turkish, if contractor has any foreign employee, necessary
translations and other notes shall be provided by contractor.

Contractor shall submit the trainings received from third parties to the approval of TÇM.

12.3 Special HSE Trainings

Additional trainings can be given in compliance with the scope of work being performed by
contractor. These trainings are given by Tüpraş to contractors, which are working under Mode
1, and their costs cannot be reflected to Tüpraş. Contractors that are working under Mode 2
shall give these trainings by themselves. Training participation forms shall be presented to
Tüpraş.

If found necessary by TÇM, Tüpraş may give training to employees of contractor again.

Contractor must consider the cost of duration of these trainings in its proposal, prepare a
suitable schedule and allocate necessary resources.

12.4 Work Permission System Trainings

In Tüpraş work permission system, competency and refreshing trainings are organized at least
in every three years for “Permission Owners”, who will be the team that will perform the work.
These trainings are recorded to TTS. Persons, who have not received this training, cannot sign
the work permission form as Permission Owner.

Contractors, which will work in indoors at inert environments within the refineries, must have
received a special training, covering rescue operations.

A special training is organized for Safe Entry supervisor as a part of work permission system.

12.5 Training for Safe Work at Height

All contractor’s staff, who will work at height, must have received Training for Safe Work at
Height.

12.6 Electrical Safety Training

Relevant contractors must have received Electrical Safety Training, given by Tüpraş’s
Maintenance Electricity Chief Engineer/Chief. This training is repeated in every 3 years.

12.7 Special Work Equipment Trainings

Contractor will provide sufficient training to its staff, who are using work equipment, for the
risks that might arise out of using them and the methods to avoid such risks.
These trainings, include but not limited to the following:

 Safe Cutting and Grinding Training


 Bolt Tensioning Apparatus Training
 Man-lift Training
 Oxy-gas Sets Training
 High-Pressure Water Jet Training, etc.

12.8 Supervisor Training

This is the training that is received in order to work as a supervisor, who will supervise the
works of contractors at refinery fields, which will be performed in accordance with relevant
production method and emergency plans, and who will control entries and exits throughout the
production.

13.0 Monitoring the Field Performance of Contractor

13.1 Safety Tours

Safety tours are performed by the teams of Tüpraş in order to ensure that HSE standards are
applied, to recognize and support safe actions, to increase overall awareness for safety, to find
and correct unsafe actions, to reduce the possibility of accidents and potential injuries and to
improve HSE culture.

These safety tours focus on behaviors of employees and do form an integral part of contractor
HSE management system. Contractors will be included to safety tours system in order to
monitor their safety performance regularly, recognize their safe actions and conditions and find
and remove their unsafe actions and conditions.

Contractor’s managers and employees are expected to actively participate the discussions
held during Safety Tours and urgently remove any unsafe action and behavior that is found
during such tours.

Foreman, supervisors, engineers and worksite chiefs of the contractor, who are working on the
field as managers, are responsible to participate to HSE issues and they must create and
closely monitor internal discipline and encouragement procedures for HSE.

In addition to routine worksite controls performed daily by the worksite supervisor, managers
must also perform worksite tours every week and any issue found as a result of these tours
must be reported to authorized representatives of TÜPRAŞ TÇM every week together with the
actions to be taken.

13.2 Contractor Audits - Completing Worksite HSE Survey

Refinery HSE performance of Contractor for the works that it has performed for Tüpraş are
evaluated clearly and fairly with Contractor Site Survey, TPR.TEM.FRM.0151.

This survey is conducted by Tüpraş’s Contractor Site Officer, Authorized representative of


TÇM and relevant operational safety expert. This assessment is made for once in a year for
contractors, who are working continuously, and before the works are completed for other
works, which are not continuous. The result of assessment is recorded by TÇM to Contractor’s
HSE database.

Tüpraş’s Contractor Site Officer manages improvement of HSE performance throughout the
agreement term.

13.3 Other Safety Audits

In addition to the audits and tours described in previous sections, contractor shall perform
weekly HSE audits.

Foreman, supervisors, engineers and worksite chiefs of the contractor, who are working on the
field as managers, are responsible to participate to HSE issues and they must create and
closely monitor internal discipline and encouragement procedures for HSE.

In addition to routine worksite controls performed daily by the worksite supervisor, managers
must also perform worksite tours every week and any issue found as a result of these tours
must be reported to authorized representatives of Tüpraş TÇM every week together with the
actions to be taken.

These audits will be recorded and their results will be shared with the contractor’s staff. If
requested, audit reports will be presented to Tüpraş’s Contractor Site Officer. Tüpraş’s
Contractor Site Officer will regularly conduct audits and report the results to the Contractor
and Tüpraş’s management.

In case there is any unsafe practice or the standards are violated in a manner to endanger the
staff of Tüpraş and contractor, actions will be taken in order to suspend the works and correct
such unsafe situation. If the Contractor fails to correct the unsafe situation, fails to take
necessary actions within the given period, or acts in contradiction with the provisions of all
applicable legislations, such as Worker’s Health and Safety and Social Security, etc. as well
as the rules of Tüpraş, Tüpraş shall be entitled to terminate the agreement in accordance with
the provisions of General Specifications without any requirement to issue any legal protest and
to take any court decree.

14.0 Traffic Safety at Tüpraş Sites

14.1 Vehicle Traffic Safety


 The Contractor makes applications for vehicles through Tüpraş Tracking System
(TTS).
o Contractor selects the work, for which it will assign the vehicle, through
Subcontractor Operations - Vehicle Management Operations - Vehicle
Application section in TTS and saves the details of vehicle.
o This application is submitted to the approval of requesting unit and TÇM.
o TÇM approves after checking necessary documents.
o When all approvals are completed RGM receives necessary documents and
gives the vehicle card in return.
 All passengers and drivers must use safety belt in all vehicles, work machines and
shuttles.
 A fire extinguisher (2 kg) shall be kept within all vehicles to be used at the refinery site.
Drivers of contractor’s vehicles shall comply with all rules, warnings signs and marks

given in the traffic law as well as all rules stated herein when driving their vehicles at
the refinery site.
 If traffic and parking rules are violated, the vehicle shall be prevented to move by
authorized representatives of Tüpraş and the vehicle shall be kept and representatives
of the contractor shall be informed.
 A work permission shall be received when any motorized vehicle enters to units or
sections/sites, to which entrance is forbidden.
 Maximum speed limit shall be 40 km/h at refineries and 30 km/h at land filling site and
lodgement area.
 Maximum speed limit shall be applied as 20 km/h for work equipment and machines.
 It is forbidden to overtake a vehicle at the refineries.
 Vehicles shall not be parked at places, reserved for vehicles of Tüpraş.
 When heavy work machines and large transportation vehicles are parked, they shall
be left in gear, their ignition keys shall be positioned as Off and their keys shall not be
left unlocked at ignition position.
 Vehicles shall be kept ready to move urgently and they shall be parked toward the exit
direction.
 It is forbidden to park in front of emergency equipment, fire hydrants and foam
collectors and/or in a manner to prevent utilization of fire extinguishing equipment at
the refineries.
 Doors of vehicles, which were parked at the refineries shall not be locked and their
ignition keys shall be left on the vehicle.
 Vehicles that have malfunctioned shall be pulled to a suitable place as soon as possible
in order to prevent any situation that might endanger the vehicle traffic. Warning signs,
stating “WARNING - MALFUNCTIONING EQUIPMENT”, shall be placed on the
malfunctioning equipment and/or vehicle.
 The vehicles shall be decelerated as they approach to crossroads and if there is not
enough vision, the vehicle shall stop before checking the crossroad. There is not any
order of precedence at passageways/intersections between units and crossroads and
drivers should continue on their way after checking the road. (Except emergency
vehicles, fire extinguishing vehicle, ambulance, RAK team)
 It is not allowed to pass through the barricades and safety signs, placed on the roads
in the refinery that are closed to traffic. If the road to be followed is not certain, TÇM or
Shift Chiefdom shall be asked.
 Vehicles (passenger, work machine) of the contractor, which will be used in the
refineries, shall be allowed to be used only if their technical inspections are completed
and this issue shall be notified to contractors by the relevant departments. RGM / TÇM
staff shall also perform these checks in addition to daily traffic controls. However, if any
issue is found in the vehicle, which may endanger the drive of vehicle as well as the
safety of refinery, these vehicles shall not be allowed to enter the refinery. Contractor
is responsible to ensure that technical inspections and maintenance works of vehicles

are completed and if any deficiency is found, the relevant vehicle shall not be allowed
to enter the refinery until such deficiencies are removed.
 Vehicles running with gasoline, LPG and CNG shall never be allowed to enter the
refinery.
 It is not allowed to get in/off the moving vehicle without waiting it to stop.
 In addition to driver, maximum one person can get in automobiles and maximum two
persons can get in pick-up trucks. The vehicles shall not transport more than the
number of passengers specified in vehicle license and passengers shall not be allowed
to sit on the seats that do not have any safety belt.
 In case of a fire in the refinery, if contractor’s vehicle is located in the same area, it shall
be removed from the event site in order not to prevent entrance of fire extinguishing
vehicle, ambulance, work machine.
 All drivers of the contractor are expected to drive their vehicles defensively and to
control their own vehicles. For this purpose, contractor shall assign qualified drivers.
 Contractor’s drivers are responsible to ensure that loads are stacked properly and in a
manner so as not to exceed the load capacity of vehicle. All loads shall be secured and
tied safely to the vehicle.
 No load shall be transported within the refinery in a manner that it overflows through
the truck trailer or with the doors open.
 In case of transportations, classified as critical transfers, permission for the routes must
be obtained from relevant project management, affected units, and TÇM unit at least
48 hours before transportation/transfer of loads, which overflow through the truck
trailer, which are big in terms of size, which are heavy tonnage (at least 30 tons per
axle or 10% more than maximum weight of the vehicle).
 In case of a critical transfer, a vehicle shall escort in front and, if found necessary, at
behind of the transportation vehicle.
 If equipment to be transported will overflow the trailer despite of any loading method,
such critical transfers should be made during the daylight as much as possible.
Overflowing parts of the load shall be marked with green and yellow colored luminous
flags (50 x 50 cm. size) to be placed at least 50 cm. far from the load in order to create
an awareness for the opposite traffic.
 When such materials are transported at night, a rotating beacon in YELLOW color shall
be placed at least 50 cm. away from the overflowing sections of the load.
 Speed limit for transportations, classified as critical transfers, is 20 km/h.
 No load shall be transported with mobile cranes. (It is certainly not allowed to transport
the loads while boom is kept open, the center of gravity is changed, or the materials
are loaded by sliding in)
 Excavations within the refinery shall be transported in accordance with Excavation
Regulation, there shall not be any overloading and the vehicle’s trailer shall be covered
with a canvas.
 There shall not be any knick-knack, toy and/or label on the front and side windows of
any vehicle and work equipment.

 Materials shall not be placed within the driver’s compartment and no mat and/or carpet
shall be used other than original mats of the vehicle.
 Driver’s/Operator’s compartments of machines and vehicles that are used for
excavation, lifting and material transportation purposes shall be manufactured in a
manner to prevent the driver/operator to be crushed under falling materials in case the
vehicle tilts over.
 Only the operators shall be allowed to be available within operator compartments of all
vehicles and work machines. However, an assistant driver can be allowed to be
available in driver’s compartments of trucks and similar equipment.
 It is not allowed to use mobile phones and radios when driving a vehicle at the refinery
and lodgment area.
 Vehicles shall not maneuver on the roads within the refinery except for emergency and
mandatory situations and external roads and peripheral roads shall be used for turning
back.
 Passage priority shall belong to pedestrians within the refinery and lodgment area.
14.2 Pedestrian Traffic Safety
 If there are sidewalks, pedestrians shall walk on these sidewalks and if there is not any,
they shall walk on the left side of the road, provided that maximum two persons shall
walk side by side. Only predetermined vehicle roads and walkways shall be used to go
to and return from the worksite. It is forbidden to pass through the units.
 It is forbidden to run within the refinery except for emergency (fire, injury, operational
problems, etc.).

15.0 Reporting the Incidents

HSE Accident and Incident Research Standard, TPR.TEM.STD.0043 and OSAR Standard,
TPR.TEM.STD.0029, are describing the incident classification, investigation and reporting
process of Tüpraş in details. In case the contractor’s staff has an accident or is exposed to a
serious danger, he/she must receive support from Tüpraş’s Site Healthcare Unit and inform
authorized representatives of Tüpraş as well as the contractor about the situation. Accidens
must be investigated by Tüpraş and contractor. Contractor shall submit a detailed report to
Tüpraş within 24 hours following the injury or incident. After completing its incident
investigation, Tüpraş shall share its report with contractor. Before the victim goes back to work
after the accident, HSE expert of the contractor shall give a training regarding the accident
and, if requested, submits the records to authorized representatives of Tüpraş.

Contractor shall provide statistical details of accidents (number of employees x hours, no. of
accidents that caused a day to be lost and not, no. of days lost) to Tüpraş’s Contractor Field
Officer, relevant operational safety expert and TÇM every month as required by Tüpraş
Management System.

In case of an accident, contractor shall notify Social Security Institution within three workdays
following the accident. Contractor shall provide a copy of forms/reports, prepared for the
incident, to requesting units and TÇM. Contractor shall also notify Social Security Institution
for occupational diseases, reported by workplace doctor, within three workdays after it is
informed about them. Contractor shall provide a copy of forms/reports, prepared for the
incident, to requesting units and TÇM.

If required by Tüpraş, contractor’s authorized representative shall take place within the incident
investigation unit and participate the works.

Contractor shall report incidents, such as spillage/leakage, near miss, improper situation, etc.
to the requesting unit and TÇM through yellow cards and verbal notification.

16.0 Protective Equipment

All employees shall use nonflammable coveralls, hard hat, safety boots, gloves, respiration
protection, emergency escape mask or, as specified in the permission, additional protective
equipment in accordance with the work that they will do at the site. Ear protective equipment
is mandatory at the sites, which are marked as noisy areas and at which warning signs are
placed.

Contractor is responsible to provide appropriate personal protective equipment and both


contractor and its employees are severally and jointly responsible to use them properly.

Unless otherwise mentioned contractor shall supply the protective equipment and
emergency equipment in the specifications identified by Tüpraş.

Technical conformity and standards of these equipment shall comply with the specifications
given in Annex-1 and they shall be inspected by TÇM, Tüpraş’s Site Organizer and contractor’s
authorized representative.

Current EC Type Inspection certificates of personal protective equipment shall be declared by


contractor.

16.1 Protecting Eyes, Face and Hands

It is mandatory to use safety glasses when working at the refinery site. Furthermore, it is
mandatory to use appropriate face shields or eye protectors for works that may harm the face,
provided that they are approved by TÇM Department. The safety glasses to be used must
meet the requirements of EN 166 standard, they must be scratch-proof and fog-proof.

 Shield with neck cover and safety glasses must be used together when grinding.
 Diver type safety glasses must be used at areas, where chemical spillage or chalking
may occur.
 Protective gloves in compliance with the nature of the works must certainly be used.

 Torn and ripped gloves shall not be used.


 Watches and rings shall not be worn when working.
 Repairing works shall not be performed on the machines while they are working or
operating.
 Hot surfaces, lines, hot water and steam hoses and chemical substances shall never
be touched without wearing appropriate gloves.

16.2 Protecting the Head

Head protectors must be used at places, where there is a danger of falling any material from
high places or of hitting the head. Head protectors shall conform to EN 397 norms and be
screwed type that can be adjusted according to the head. Contractor must track expiration
dates of head protectors.

16.3 Protecting the Ears

Contractor is responsible to provide ear protectors that conform to EN 352 standard to its
employees working at the refineries in accordance with the regulations pertaining to noise level
and these protectors must be used by the employees.

16.4 Protecting the Feet

Feet protectors must be used during the works being performed at the refineries in order to
protect the feet of employees against falling materials and crushing of feet.

 Safety boots shall conform to the standard TS EN ISO 20345:2007 and they shall have
composite toe, be resistant to acids, caustics and hydrocarbons and have polyurethane
or nitryl footbed.
 Toe of the boot must have protection against 200 J impacts in conformity with CE
ENISO 20345 standard and composite toe shall be used. If requested, these boots
shall have L-protection interim layers in conformity with S3 standard and resistant to
15000 N pressure, heat, electricity and 1100 N submerging and they shall have
composite toe protectors.
 Leather of safety boot shall resist to at least 2000 volts and base shall resist to at least
10000 volts.
 Safety boot shall have non-slippery base.
 Front of the safety boot shall have composite toe protector. Electricity isolation shall be
performed particularly at the composite toe of safety shoe/boot.
 Shoe laces shall be opened easily in case of emergency.
 The boot shall not be heavy, shall be comfortable and ergonomic and it shall fit to any
foot shape.

 There shall never be any metal part in the boot.

16.5 Respiratory Protection

It is mandatory to use appropriate respiratory protection equipment (e.g. mask with fresh air
cylinder in poisonous and choking gas environments, dust mask in dusty environments) in the
refineries, depending on the risk.

Hair, beards, mustaches and sideburns of the staff, who must wear respiratory protection
equipment due to their jobs or who will work in first responder team in case of emergency, and
the staff of other contractors must be suitable to use these masks. Therefore the contractor’s
staff, who will work at the site, is forbidden to grow a beard.

16.5.1 Dust Mask

It is mandatory to use a dust mask in conformity with TS EN 149+A1 FFP3 standard at the
refinery site, where there is a risk of dust due to catalyst loading, sulfur loading points, working
with isolation materials, sanding, etc.

16.5.2 Masks with Positive Pressure Fresh Air Cylinder

They must be used in cases, where the oxygen concentration is less than 19% or concentration
of hazardous gases is more than maximum workable value (e.g. more than 5 ppm for H2S and
more than 30 ppm for CO). These masks will be obtained from refinery TÇMs. Staff, who has
not received any training to use the mask, shall not be allowed to use these masks.

In case the masks with positive pressure fresh air cylinder, which are debited, is damaged,
their costs shall be recoursed to the contractor.

16.5.3 Masks with Filter

They must be used in cases, where the oxygen concentration is more than 19% but there are
chemical dusts/vapors in the environment.
 These filters protect from organic and inorganic substance vapors, acid vapors, sulfur
dioxide, ammonia, dusts of heavy metals and catalysts and P3 dust filter protects from
any dust as well as dusts of catalysts and heavy metals.
 Economic lives of these filters are limited. If the economic life, stated by the company,
is expired they cannot be used. As long as the protecting plug under the filter is kept
open, the filter is considered as being used and its economic life is shortened.
Therefore filters, which were left open or the duration of use of which is not known,
must not be used and destroyed.

16.5.4 Emergency Escape Mask

Emergency escape masks, which have at least ABEK P3 15 filter and which can protect the
person from toxic gases, such as H2S, Ammonia, etc., vapors and particles for minimum 15
minutes during the evacuation, must be used by the staff working on the site in order to ensure
that they can be evacuated safely in case of a gas leak.

 The combined filter to be equipped to the mask must provide reliable protection against
toxic gases, vapors, particles and flammable gases. The filter must meet the
requirements of 403:2004 EN standards pertaining to fire escape caps, DIN 58647-7
norms pertaining to fire escape filters, and 14387:2004 EN standards pertaining to gas
filters and combined filters.
 There must be a protecting seal on the packaging cover of emergency escape mask.
Filters must have been seamlessly closed with two filter plugs.
 Emergency escape mask can be carried with a belt, shoulder strap, crocodile clip or belt
clip while the staff is performing his/her tasks.

16.6 Fall Protection Equipment

Fall protection equipment shall be used for works to be performed at least 1.5 (one and a half)
meter above the ground and at yellow labeled scaffolds, where there is a risk of falling.

Requirements of Fall Protection Equipment are given below:

 Body harness - EN 358, EN 361, EN 813, EN 12277- Leg parts of the body harness
must not be worn around the crotches in order not to prevent circulation. When taking a
position, there must be side tie-in points that distribute load equally to the waist. There
must be 3 tie-in points, offering to tie from the back, chest and belly level, to the user in
fall protection system in order to tie-off to safety rope. There must be 2 safety tie-in points
over the lumbar support, allowing to take position. Body harness must be worn as
illustrated in Figure 18.
 Wide hooked and shock absorbing double lanyard - EN 354, EN 362, EN 12275-
Lanyard length must be maximum 2.0 meters. If possible, shorter lanyards must be
preferred to minimize free falling distance and swinging problems. If a work is being made
at height with a safety belt, there must be the feature to tie the staff to an anchor point. It
must be possible to pass from one anchor point to another safely since it has double
legs.
 Lanyards of the staff, working at the areas, in which there are continuous hot works
(welding and cutting), can be replaced with steel upon obtaining the approval of TÇM.
 Shock absorber - EN 355- Shock absorbers must be used at heights and under the
conditions recommended by their manufacturers. The absorber must absorb the energy,
which will emerge with the power of first impact, by being opened gradually and minimize

the damage that may occur on the body of the person, who is working at height while
equipped with a fully protecting body harness.
 Carabiners to be used in safety belt system - EN 362- There must be a locking system.
 Safety belts shall be checked before they are used. Any tear on the belts, solidness of
joints, sewing yarns, ring buckles, rivets, belt straps, retaining catches, locking bolts and
safety ropes shall be checked and any damaged belt shall never be used.
 The belt shall be worn tightly.
 Rope hook of the belt shall be fixed safely to a solid place.
 The gap at the safety belt shall be kept at minimum, based on the nature of the work.
The rope shall never be fixed at or under the waist level. Otherwise, the safety belt may
damage the back or waist of the working staff.

16.7 Nonflammable and Antistatic Industrial Coverall, Coat Welder’s Clothing

The staff that will work at the site must wear following protective clothing:

16.7.1 Protecting Coverall

 The fabric shall be made of 93% Meta-Aramid, Poly-Metaphenylene Isophthalmide, 5%


Paraaramide, Poly-Paraphenylene Terephthalamide, and 2% P-140 (a nonconductive
fiber with antistatic bicomponent, composed of covering of carbon core with Poly-
Hexamethylene-Adipinamide).
 Fibers shall be nonflammable and they shall not be natural fibers that were enriched with
nonflammability feature as a result of any finishing work and they shall not be any change
in their size or they shall not lose their chemical properties despite of being washed for
several times.
 Meta-Aramid fiber within the fiber mixture shall be 1.4-1.5 dtex diameter, Para-Aramid
fiber shall be 1.7-1.8 dtex diameter, and Antistatic fiber shall be 3.2-3.4 dtex diameter.
 Weight of fabric of coverall: It shall be 210 +10 g/m2 according to ISO 3801.
 The fabric shall be 2/1 cross woven type.
 Hydrophilic process shall be applied to external layer in order to ensure that sweat is
discharged and an extra comfort is provided.
 Change of the size of external fabric shall be maximum 3% towards weft and warp
direction after washing. This shall be tested according to ISO 5077 / ISO 6330.
 Tensile strength of the fabric: It shall be at least 1000 N/5cm towards warp direction and
at least 800 N/5cm towards weft direction according to EN ISO 13934-1.
 Tear strength of the fabric: It shall be at least 35 N towards warp direction and at least
30 N towards weft direction according to EN ISO 13937-2.
 When the fabric is subjected to flaming fire and core fire test after 10 seconds of flame
test according to EN ISO 15025 Method A:
o Post flame time shall be ≤ 2 sec.
o Core time shall be ≤ 2 sec.

o There shall not be any puncture.


o There shall not be any melting.
 If the fabric is heat (flame) tested according to ISO 9151/ EN 367:1992, HTI value shall
be at least 4.
 If the fabric is heat (radian) tested according to EN 6942:2002, RHTI value shall be at
least 7.
 If the fabric is contact heat tested according to EN ISO 12127, it shall meet at least 5 sec.
value.
 Antistatic feature of the fabric must be tested according to EN 1149-3 standard and the
result must be evaluated according to EN 1149-5 standard.
 If the fabric is tested according to EN 1149 -3 standard, T50 value shall be maximum 4
sec. or s (shielding factor) shall be minimum 0.2.
 After the fabric is exposed to artificial light according to TS EN ISO 105-B02/A1 standard,
its tear strength shall not be decreased by more than 25% of its original tear strength.
 The fabric’s color shall be dark navy blue.
 100% Meta-Aramid nonflammable stitch yarn shall be used for the stitches of coverall.
 There shall be one horizontal line of reflective strip on the back, chest and trouser cuffs.
 These reflective strips shall have 50 mm width and 2 colors. Their sides shall be
fluorescent red and central part shall be silver strips with reflecting properties.
 Fabric part of the reflective strip shall be made of aramid fiber and there shall be optically
retroreflecting elements on the front side.
 Reflective strip shall meet the requirements of EN 471, EN 469:2005 and EN 533.
 There shall be a Quality Label, provided by the strip manufacturer, on the cloth.
 Reflective strip of trouser cuffs shall be stitched 25 cm high.
 The protective cloth shall have ISO 11612:2008 A1B1C1F1 and CE certificates, received
from independent and accredited organizations after it is manufactured from the fabric,
properties of which are given in the first paragraph above.
 Type 5 nonflammable bone teeth, nonflammable plastic puller, and aramid strip zippers
must be used.
 All velcros must be made of 100% polyamide material and flame retardant finishing work
must have been performed.
 Snap fasteners must be supported with high-tech plastic part in addition to standard
spring system and it must be capable to function for at least 50 thousand times.

16.7.2 Protective Coat

 Properties of protective coat shall be same as the coverall.


 Additionally, the coat shall be composed of four layers, namely external fabric, humid
barrier, heat barrier, and inner liner (arms shall have three layers).
 Humid barrier shall be made of high-tech polyurethane membrane, laminated with
nonflammable jersey.
 Weight of humid barrier shall be maximum 110+30 g/m2. All stitches used in humid
barrier shall be coated with welding band for impermeability.
 Change of the size of humid barrier shall be maximum 3% towards weft and warp
direction after washing. This shall be tested according to ISO 5077 / ISO 6330.
 Waterproofing: Humid barrier shall resist to at least 20 kPa pressure. It shall be tested
according to EN 20811.
 Rejection value of humid barrier shall be maximum 8 m2.Pa/W when it is tested according
to ISO 11092.
 The material of felt (heat barrier) shall be 100% Aramid.
 Weight of the felt shall be at least 100 g/m2.
 Felt (heat barrier) shall be put only on the body section of the coat and it shall be padded
on inner liner. There shall not be felt on the arms.
 Inner liner shall be made of 50% Aramid and 50% Viscose FR.
 Weight of the inner liner shall be at least 115 g/m2.
 Neck of the coat shall have multiple layers and when it is raised it shall cover the entire
neck with a zipper and it shall be coated with heat resistant, FR textile zipper pad. There
shall be humid barrier in the neck of the coat.
 There shall be a bone zipper in front of the coat from tail to neck.
 There shall be a pad, made of external fabric, in front of the zipper to cover the zipper
from tail to neck, which has 4 pieces of FR textile zippers of 5 cm. length and 2 cm. width.
There shall be humid barrier within the pad for water impermeability.
 There shall be a pad on the wristbands, made of external fabric, which has adjustable
FR textile zipper of 7 cm. length and 4 cm. width.
 The coat’s body shall be composed of external layer, humid barrier, felt and inner liner
padded on the the felt.
 The coat’s arms shall be composed of external layer, humid barrier, and inner liner.
 The coat’s hood shall be composed of 3 layers: external layer, humid barrier, and inner
liner. Hood must be separable from the coat with a bone zipper.
 There shall be bellows on the back of the coat laying from the right and left shoulder to
the bottom tail belt in order to increase comfort.
 There shall be pad on the back tail of the coat with FR textile zipper of 10 cm. length and
4 cm. width to adjust the coat size from left and right sides.
 Reflective strips to be used on the coat shall conform with EN 471: 2003 and EN 469:
2005 - Annex B.
 These reflective strips of the coat shall have 50 mm width and 2 colors. Their sides shall
be fluorescent red and central part shall be silver strips with reflecting properties.

16.7.3 Welder’s Clothing

 The fabric to be used on the entire clothing shall be made of a mixture of Meta-Aramid,
Para-Aramid, natural and artificial fibers and a nonconductive, antistatic bicomponent
fiber, made of coating of 2% carbon core with Poly-Hexamethylene-Adipinamide.
 Fibers shall be nonflammable and they shall not be natural fibers that were enriched with
nonflammability feature as a result of any finishing work and they shall not be any change
in their size or they shall not lose their chemical properties despite of being washed for
several times.
 The clothing must provide protection against heat, splashing of sparks, and long term
exposure to heat.
 Tensile strength of the fabric: It shall be at least 1,050 N/5cm towards warp direction and
at least 870 N/5cm towards weft direction according to EN ISO 13934-1.
 Tear strength of the fabric: It shall be at least 25 N at the warp and weft according to EN
ISO 13937-2.
 When the fabric is subjected to flaming fire and core fire test after 10 seconds of flame
test according to EN ISO 15025 Method A:
o Post flame time shall be ≤ 2 sec.
o Core time shall be ≤ 2 sec.
o There shall not be any puncture.
o There shall not be any melting.
 If all fabrics are tested according to ISO 9151/ EN 367:1992, HTI value shall be at least
6.
 If all fabrics are tested according to EN 6942:2002, RHTI value shall be at least 10.
 If all fabrics are tested for fluid iron splashes according to ISO 9185, the result shall be
at least 200 gr.
 If the fabric is tested according to ISO 9150 against small fluid metal splashes in
accordance with Article 6.8 of EN ISO 11611, an increase of 40K shall occur after at least
25 drops.
 If it is tested according to EN 1149-2 standard in accordance with Article 6.10 of EN ISO
11611, eletrical resistance shall be more than 105 Ω.
 If it is exposed to 20 kW/m2 heat flux as referred in EN ISO 6942 standard according to
Article 6.9 of EN ISO 11611, RHTI value shall be at least 12.
 The fabric color shall be blue and its shades.
 100% Meta-Aramid stitch yarn shall be used for the stitches of cloth.
 Textile zipper to be used in the cloth shall be made of fire retardant materials.
 It shall have ISO 11612 A1, B1, C1, E3, EN ISO 11611 Class 2 certificates, received
from independent and accredited organizations.
 There shall be product’s article ID on the label as written on its EN ISO 11612 A1B1C1E3
certificate.
 Liner shall be made of 50% Aramid and 50% Viscose FR fiber mixture.

 Change of the size of inner liner shall be maximum 3% towards weft and warp direction
after washing. This shall be tested according to ISO 5077 / ISO 6330.
 Zipper: Type 5 nonflammable bone teeth, nonflammable plastic puller, and aramid strip
zippers must be used.
 Velcro: Velcros made of 100% polyamide material and finished for fire retardant
properties must be used.
 Snap fasteners must be supported with high-tech plastic part in addition to standard
spring system and it must be capable to function for at least 50 thousand times.

16.8 Single and Multiple Gas Detector

The staff, who are working at the sites with a risk of exposure to hazardous gases, must have
at least one personal detector per group. Sensors of the detector must be decided according
to the risks available at the worksite. Risk assessment must be made together with Technical
Safety and Environment Departments. In some cases, sources of hazards can be H2S as well
as explosive environment, CO, SO2 and O2 level.
General properties of detectors to be used must be as follows:
 The standard package must include the detector with its sensors as well as stainless
steel belt clips (which can be hanged on the shirt’s pocket or belt) and an impact resistant
body, rechargeable lithium polymer battery (included to detector), charging adapter and
Turkish user guide.
 It must be possible to monitor for which gas the alert was generated through the
detector’s indicator.
 The detector must have a wide, illuminated LCD display. Illumination of indicator for dark
environments should be turned off automatically in a short period and in case of any alert,
display illumination should be activated automatically.
 It must be possible to set two separate alert level: preliminary alert and main alert, for
each measured gas and if the gas concentration measured by the detector is higher than
the alert threshold or lower for the oxygen, the detector must alert the user with sound,
light and vibration. Alert levels should be displayed automatically when the detector is
turned on. The detector must have alerts with sound, light and vibration and sound alert
should be audible from at least a distance of 30 cm and its noise should be 90 dB.
 The detector must operate at a temperature range between -20 and +50⁰C and a relative
humidity range between 10 – 90%.
 Protection class of the detector must be IP 66, 67 or 68.
 The detector must have data recording feature and it must be capable to record at least
100 hours of measurements. It must be possible to transfer saved data to a computer.
 The detector must automatically test sensors, battery status and light/audible alerts when
it is turned on. Battery status and the time left for next calibration should be tracked from
the indicator, any warning and failure of detector or its sensors should be displayed with
symbols on the indicator and it must be possible to retrieve detailed error and alert reports
through relevant menus.
 Gas diffusion path of the detector must either be at the top or on the front and any adverse
situation, which might occur due to misuse of the detector, should be prevented.

 The detector must have ATEX and CE certificates. Since detector might be used at Zone-
0, it must be at least 1G.
 Sensitivity calibration and device settings should be accessed through a password
protected menu in order to use the detector safely at the site. Alert levels of the detector
must only be changed through a computer by using a software in order to prevent any
security vulnerability.
 Detectors must be calibrated by authorized company at least in every 6 months.

16.8.1 Multiple Gas Detector

 The detector must be capable to measure 4 gases and display real time measurements
simultaneously on its screen.
 It must be possible to replace sensors of the detectors individually and, if necessary, to
replace all sensors with different sensors for measurement of different gases.
 Detector must be portable and be equipped with 1 Explosive Gas (catalytic) sensor and
3 electrochemical sensors.
 The Explosive Gas Sensor of the detector must have following properties:
o Measurement Principle: Catalytic Sensor
o Measurement Range: Between 0 – 100 %LEL
o T90 Reaction Time: Less than 11 seconds for methane
o Expected Life of Sensor: More than 4 years
o Measurement Resolution: In steps of 1% LEL for explosive gas
 O2 (Oxygen) Sensor of the detector must have following properties:
o Measurement Principle: Electrochemical Sensor
o Measurement Range: 0 – 25 % Vol
o T90 Reaction Time: Less than 15 seconds
o Expected Life of Sensor: More than 5 years
o Measurement Resolution: In steps of 0.1% Vol.
 CO/H2S (Carbon monoxide and Hydrogen Sulfur) Sensor of the detector must have
following properties.
o Measurement Principle: Electrochemical Sensor
o Measurement Range: 0 – 500 ppm for CO, 0 – 100 ppm for H2S
o T90 Reaction Time: Less than 20 seconds for CO, Less than 20 seconds for
H2S
o Expected Life of Sensor: More than 5 years

16.8.2 Single H2S Detector

 The detector shall be used as single gas measurement detector with H2S gas sensor.
 H2S (Hydrogen sulfur) sensor of the detector must have following properties:

o Measurement Range: 0 – 100 ppm for H2S
o T90 Reaction Time: Less than 20 seconds for H2S
o Expected Life of Sensor: More than 5 years

16.8.3 Single SO2 Detector

 The detector shall be used as single gas measurement detector with SO2 gas sensor.
 SO2 (Sulphuredioxide) sensor of the detector must have following properties:
o Measurement Principle: Electrochemical Sensor
o Measurement Range: 0 – 100 ppm
o T90 Reaction Time: Less than 15 seconds
o Expected Life of Sensor: More than 3 years
o Measurement Resolution: With steps of 1 ppm

16.8.4 Bump Test Unit

 Kits must have warranty for at least 5 years.


 Tubes shall be used to conduct necessary tests in Bump Test units. Therefore the
detector and Bump Test units must be compatible.
 User guide of Bump Test kit must be in Turkish.

If protective equipment described above must be supplied by Tüpraş through the


debiting method (under the applicable contract), the contractor shall be responsible for
proper utilization of all equipment, to give necessary trainings to its relevant staff for
utilization methods, and to return the equipment completely and undamaged during or
at the end of the work. If any damage occurs, the replacement or repairing costs of
damaged equipment shall be recoursed by Tüpraş to the contractor.

17.0 Safety Barrier and Safety Zone Cover

Contractor shall physically prevent uncontrolled entry-exit and use fall arrest barriers within the
refinery at places, where there is a risk of falling, at deep excavations and lifting operations, at
areas, where pedestrian traffic as well as site operator activities are intensive and these
barriers shall be supplied by the contractor. Safety Barrier and Safety Zone Covers are

It can be placed at 2 meters away from excavation locations. However, if
2 meters distance cannot be achieved, protective barriers shall be used.

Protective It is used for physical protection against danger. It can resist to minimum

It must not be fixed to safety tapes, valves, scaffold parts, conduits, instrument lines, and stairs
and it must not be used for any other purpose.

Relevant danger markings, warnings, such as protective equipment requirements, etc. must
be clearly marked to the barriers. Marks must be placed as visible throughout the barrier.
There must be at least one marked passage point - gate in the barriers.

18.0 Entering the Refinery and Security Measures

Permission is required to enter the refinery. This permission is given by RGM upon a request
of relevant department. Documents requested by RGM shall be provided by the contractor.
Details of this permit and other practices are provided in Special Specifications and Tüpraş
Tracking System Standard TPR.TEM.STD.003.

Contractor is liable to ensure that its staff, subcontractors and visitors do also enter the worksite
in accordance with the standards of Tüpraş.

The contractor’s staff must have received Contractor’s HSE trainings (Orientation) before
starting to work at the refinery. RGM gives temporary entrance card to the contractor’s staff,
who will work for maximum 3 days, and time limited entrance card to the contractor’s staff, who
will work for more than 3 days. These entrance cards with photo must be worn on the left side
in a visible manner. Employees must also carry HSE passports, distributed in the orientation
training.

Persons, such as vendor, labor union representative, equipment service staff, etc., who visit
the refinery to meet with the contractor, are not allowed to enter the refinery unless an
appointment is taken for them by the contractor. These persons can enter the unit worksites
only upon obtaining a permission of authorized representatives of relevant units and in
accompany with a contractor’s staff. It is forbidden to bring cameras and video recorders to the
refinery. If necessary, approval of authorized representatives of Tüpraş must be obtained to
use a camera and/or video recorder.

It is forbidden to bring guns, explosive and flammable materials, alcohol and drugs to the
refinery.

The contractor shall provide living quarters, changing rooms, showers and toilets for its staff,
which will be located out of hazardous areas as approved by TÇM and the department that
has requested the work. Shared utilization of Tüpraş’s facilities (living quarters, changing
rooms, etc.) by the contractor’s staff shall be allowed only after such request is evaluated by
the project’s worksite officers.

Changing rooms of the contractor’s staff shall receive daylight, be well ventilated, sufficiently
heated in cold weather, clean and well maintained. The contractor shall meet toilet, shower
and cafeteria needs of its staff.

If contractor is going to place structures, such as living quarters, changing rooms, showers and
toilets, on a new location, it has to obtain approval from Tüpraş.

Contractor, subcontractor and their employees shall never come to the refinery with their
mobile phones or, otherwise, they shall deliver their mobile phones to Private Security guards
at the refinery entrance and take them back when they exit the refinery. Contractor and its

employees shall communicate within the refinery by Ex-Proof radios through the relay to be
provided by Tüpraş.

Contractor’s worksite officers shall accompany all visitors.

If any suspicious situation is found that might endanger the safety of refinery or employees,
the incident must always be reported to Security Department.

19.0 Potable Water

Contractor shall supply potable water for its staff at the worksite and resting areas, the water
available in fire circuits shall not be used for drinking or washing hands and faces.

Contractor can only use the potable water brand and model approved by Tüpraş within the
refinery.

20.0 Permissions to be Taken Before Commencement of Works

IT IS NOT ALLOWED TO START TO WORK until WORK PERMISSION is received from the
chief operator or site supervisor of the worksite. Project shall be kept ready when taking work
permissions and performing the work.

Contractor shall work in accordance with Work Permission System Standard,


TPR.TEM.STD.0019.

Main principle of CHSE-MS is to ensure that contractors are experts and competent in their
fields of expertise and therefore they can inform Tüpraş about control methods of risks
regarding the works they perform by completing a risk assessment for each work.

Work Permission System is a mandatory activity that supplements this process. Contractor
determines the risks at the worksite and Tüpraş gives instructions and makes
recommendations to contractor through Work Permission System about additional controls
that contractor has to apply at the worksite.

20.1 Persons in Work Permission System


Unit / Site Officer, Unit supervisor or unit chief: The person that approves work permissions
and certificates of works to be performed in Orange and Red zone according to risk
assessment.

Operational Safety Expert: The person that approves certificates of Hot Works, Safe Entry,
Excavation and Radiation.

Authorized Officer for Permission, The person that is authorized to give and extent Chief
operator / Chief technician / Foreman permission; he/she does also track and control daily
works.

Permission Owner: the person that is responsible for the works and the staff that will actually
perform the works at the site. Permission Owner must know the details of the work to be
performed, must be capable to take or implement the requested measures and to
communicate the instructions to his/her team and to implement them or ensure that they are
implemented. Permission owners must have received Work Permission System training,
organized by Tüpraş.

Permission owner:
 Writes description of the work to be performed and equipment to be used clearly on the
Work Permission Form / Ensures that they are written on the Work Permission Form.
 Implements the instructions written on the work permission, granted by
Authorized Officer for Permission.
 Communicates the instructions written on the work permission to his/her staff,
contractor and other employees. Ensures that these instructions are understood by
everyone.
 Is responsible to keep updated the labels of equipment, covered by Standard
on Controlling Work Equipment, which will be used to perform the works.
 Shows the status of equipment to be operated and vehicles to be used to the
staff that will perform the work.
 Completes Risk Control List with his/her team before starting to work.
 Strikes out the items of Risk Control List that are not applicable according to the
hazards specified in work permission form and takes actions for those that are
applicable.
 In case a staff is replaced/added, he/she ensures that Risk Control List is reviewed and
checked by newcomers. Names of newcomers are added to the list.
 Ensures that all controls and measures described in Work Permission Form,
certificates, and risk assessment forms (WHA/Instructions/Risk Control List) are
maintained until the end of the work.
 If there are works that conflict with or affect each other, he/she takes necessary
actions and informs Authorized Officer for Permission.
 Ensures that work permission and its attachments (copies to be kept by work
owner) are kept in a transparent file at the worksite while works are being performed.
 If the worksite conditions are changed or any risk that has not been foreseen
occurs, he/she halts the works and informs the Authorized Officer for Permission.
 In case of works that lasts more than one shift, he/she tracks the works to be
extended with Work Permission Form No.
 When the works are completed, he/she ensures that worksite is left clean and
tidy.

 When the works are completed, canceled or suspended, he/she delivers the
work permission to the Authorized Officer for Permission.
 He/she fulfills his/her responsibilities, stated in other standards/procedures, etc.
of the work permission system.

Contractor’s Staff Working on the Site is responsible to meet all requirements, listed in the
work permission form, from the beginning to the end of the work.

All staff working at the site is responsible

 To know and understand potential dangers;


 To know and understand the measures identified to control these dangers;
 To know which PPE must be used and how to use it; and
 To know the measures to be taken, including emergencies that might occur at the
worksite and evacuation.

20.2 Work Permission System Risk Assessment Score

 Risk Assessment must be conducted for all works, including non-routine works and
operational activities without any procedure/instruction that includes risk assessment /
safety measures.
 “Possible Outcomes in case Things Went Wrong” as well as “Work Complexity” and
“Work Frequency” are rated in terms of people, assets and environment and these rates
are summed up to calculate Risk Assessment Score (RAS).
 Control Method Determination Table is used to determine at which level the works will
be controlled and approved and which control method will be used according to Risk
Assessment Score (RAS).
Detailed information about Risk Assessment Score are given in Work Permission System
Standard, TPR.TEM.STD.0019 and Work Permission System Risk Assessment and
Control Method Determination Guide, TPR.TEM.RHB.0005.

20.3 Works Performed by Contractor

 The person responsible for the contractor’s team that will do the work (Permission
Owner) requests the work permission from the Authorized Officer for Permission of
relevant unit.
 The work to be performed must be evaluated under Change Management Standard
(CMS). If approval status of CMS is Change Implementation stage, CMS no. is written
on Work Permission Form and it is allowed to perform the work. Otherwise, it is not
allowed.
 If any work equipment is going to be used for the works to be performed, Equipment
Control Cards are controlled according to the Standard for Controlling Work Equipment,

TPR.TEM.STD.0044. It is not allowed to use work equipment, which do not have any
Equipment Control Card.
 If there is any written instruction/procedure that identifies the safety measures and other
precautions to be taken and PPEs to be used for the work to be performed and if the
work will be performed in accordance with this instruction and procedure, the persons
that will perform the work must have been trained for this instruction and procedure.
Permission Owner shall present the training records upon request.
 If there is not any written instruction/procedure for the work to be performed, a risk
assessment is conducted and control method is determined.
 If a WHA is required for the work to be performed, Permission Owner must bring WHA
form, prepared according to WHA standard for the relevant work, when requesting a
work permission. It is not allowed to perform the work without presenting WHA if a WHA
is necessary.
 The work to be performed must be written clearly to the work description section in a
manner not to cause any misunderstanding.
 Risks are assessed on the Work Permission Form and measures that must be taken
to prevent dangers are identified in the measures section.
 After the site is controlled by Permission Owner and Authorized Officer for Permission:
o Hazards of the work to be performed are identified with the Permission Owner.
o Measures to be taken to prevent identified risks are determined.
o PPEs necessary for the work are determined.
o If a WHA is necessary, compatibility of WHA is controlled. If not suitable, it is
revised and approved.
 Work permission and necessary certificates are prepared by the Authorized Officer for
Permission in accordance with below mentioned standards, depending on the scope of
work.

20.4 Certificates

 Hot works, Safe entry, Excavation, Mechanical isolation, Radiation, and Electrical
isolation certificates, which are required according to the scope of work, are prepared
by the Authorized Officer for Permission.
 Work Permission Form is issued for utilization of non-ex-proof (camera, chargeable
hand tools, etc.) equipment, for which a Hot Works certificate is not issued. In addition
to determined PPEs, the persons that are using these equipment must use a detector
with hydrocarbon sensor. If a detector with hydrocarbon sensor cannot be supplied, a
Hot Works Certificate is issued.

20.5 Site Control

 If a vehicle or a work machine with an internal combustion engine is going to enter the
worksite, “Vehicle can Enter” field is marked with “Yes” or, if it is not allowed, the said

field is marked with “No”. In case the term is extended, this status is reviewed for each
shift.
 After work permission form and necessary certificates are signed, Permission Owner
receives a copy of them, which will be kept visibly at the worksite.
 Other copy of Work Permission Form is kept in Work Permission Office until the work
is completed.
 The work must be stopped in case the copy of Work Permission being kept by the
permission owner is lost or becomes illegible. Work Permission is obtained again for
the continuing works. The Authorized Officer for Permission controls with the
Permission Owner on site that the measures, specified in additional certificates and
WHA, are taken. Operational Safety Expert joins on site control for works, which require
Hot Works, Safe Entry and Excavation certificates. Site controls are made by the unit /
site staff, for which the works are performed, in the periods to be determined by the
Authorized Officer for Permission / Operational Safety Expert or as specified in the
work permission / its attachments.

21.0 Controlling and Auditing the Hot Works

 Any hot work to be performed by contractors shall be made in accordance with Hot
Works Standard, TPR.TEM.STD.0027.
 IT IS NOT ALLOWED TO PERFORM ANY HOT WORK without obtaining a Hot Work
Certificate for the works, such as electrical and oxygen welding, flame cutting, heating
and annealing, using a blowtorch, sand blasting, using soldering equipment, electrical
cutting, using grinding and puncturing equipment, wire brushing, puncturing with blow
gun, concrete breaking/cutting and excavation works, pounding nails with
gunpowdered pistol, riveting, works that require utilization of Hot-Tap device, utilization
of portable diesel power generator, diesel water pump or compressor, and works that
require utilization of mobile and non-ex-proof motorized equipment (power generator,
pump, compressor, etc.) at the unit sites without obtaining any Hot Work Certificate.
 Any heavy and light hot work, such as welding, open flame cutting, grinding, soldering,
working with hand tools that generate sparks and flame, and drilling is performed in
accordance with Hot Works Standard. Furthermore, if any emergency occurs at the
worksite, ignition source is changed or scope of work is changed, the hot work must
immediately be stopped.

22.0 Working in Confined Areas

Confined area means any partially or completely closed area or container, such as columns,
drums, separators, tanks, furnaces, boilers, reactors, floating ceiling or pit with minimum 1.5
m. depth, sewage, pipelines, partially restricted areas, tunnels or galleries, the doors of which
cannot be completely opened (under the switch areas, entrances of cable galleries, raised
upholsteries of boards), and analyzer rooms on the process units, which contains following
risks.

 Serious injury as a result of fire or explosion;


 Injury due to any change in the body temperature;
 Suffocation due to lack of oxygen in the ambiance;
 Damage due to fluids or solid fluids, such as catalysts or sands;
 Damage due to existence of toxic or biological hazards;
 Damage progressing due to ionized radiation, electricity or moving parts;
 Damage progressing due to oxygen enrichment.

IT IS NOT ALLOWED TO WORK within these areas, covered by the definition written above,
without obtaining Safe Entry Certificate.

 When entering all confined areas:


o Work permission is obtained and Safe Entry Certificate is issued.
o Gas is measured.
o Measured values are written on the certificate after their conformity is
confirmed.
o Risk assessment is conducted for works in confined areas.
o Rescue Plans must be prepared in addition to work permission.
o Work Permission, Safe Entry Certificate, if necessary, WHA form, List of Entries
to Confined Areas and, if necessary, rescue plan are visibly placed on the
entrance of confined area.
o A temporary barricade and “NO ENTRY” sign must be placed on the entrance
of confined areas in order to prevent inadvertent or unauthorized entries.
 Contractor’s staff must have been sufficiently trained for their roles in safe entry process.
 Contractor’s staff, who will work for the tasks, which require safe entry, must have specific
knowledge about entry, rescue and the tasks to be performed. Trainings that the
contractor’s staff must have received are specified herein.
 Necessary coordination must have been made before commencement of works about
the hazards of and precautions for confined areas that are specific for the worksite.

Any work to be performed by contractors shall be performed in accordance with Safe Entry
Standard, TPR.TEM.STD.0002.

23.0 Mechanical Isolation

Mechanical isolation works must be performed in accordance with the requirements of


Mechanical Isolation Standard, TPR.TEM.STD.0017.

23.1 First Time Opening to Atmosphere

 Only qualified Tüpraş staff shall be allowed to work in the systems that impose a danger.
 Trainings for important points of the first time opening to atmosphere and mechanical
isolation system must be given to contractor’s staff.
 Contractor’s staff shall not be allowed to work in equipment that have live electricity.

 Unless it is specifically allowed and approved, contractor shall not intervene to valves or
electricity switches.
 Labels to be used by contractor’s staff for isolations shall be provided by Tüpraş.

23.2 Locking Labeling System

 Isolation certificates are issued for mechanical and electrical isolations in work
permission system. Contractor’s name must be written on Isolation Certificates.
 If it is needed to have more information about the equipment to be isolated, Tüpraş’s
Authorized Officer for Permission (chief operator of the unit) and, if necessary, site
supervisor and site organizer, are included to the works to be performed in order to isolate
the equipment properly.
 In case of complex isolation works, Tüpraş’s Contractor Field Officer monitors the
operations on the site. Tüpraş’s Contractor Field Officer examines the isolation together
with contractor after it is completed. If necessary, contractor is entitled to verify all locking
points and, if needed while performing this task, it may ask assistance from Tüpraş.
 The permission owner hangs a lock for employees on the bar of isolation switch.
Employee Lock is kept locked on the isolation bar throughout the works and it is taken
back from the isolation bar after the works are completed. The employee might have
more than one lock, but only one key, which must be kept by the employee. If registration
IDs/names/surnames of Tüpraş’s staff are written on the locks and keys, the lock shall
be considered as Tüpraş’s Employee Lock. When the lock and key are not in use, they
are kept by the employee. Contractor’s Employee Lock and keys are stored in isolation
bar cabinets, available in the units. Each lock has only one key and it is kept by the
employee throughout the works. A letter M and the name and number of the unit are
written on the contractor’s employee locks. Keys and locks that are not in use are kept
within the isolation cabinet. Unit name and lock ID are written on the lock of Production
Department. Each lock has only one key and it is kept by the employee throughout the
works. Keys and locks that are not in use are kept within the isolation cabinet.
 Contractor’s team leader must use contractor’s lock as described in Mechanical Isolation
Standard. Contractor checks the worksite after the works are completed and unlocks the
worksite after he/she agrees with the Authorized Officer for Permission that the worksite
is restored to its safe original condition.
 Following items must be followed completely by the contractor’s staff:
o Works must begin after being sure that equipment is fully isolated and locked.
o Authorized officer for permission is the first person to lock the equipment.
o Contractor’s locks must be kept within the lock cabinets.
o Contractors must always take control of their personal locks.

All employees are liable to comply with these rules. Any failure to comply with these
rules shall be deemed as a violation that might cause vital danger and a penalty shall
be imposed to persons that have violated these rules.

24.0 Excavation Works

 Any work that includes ground excavation, such as manual excavation, excavation with
work machine, excavation with powered or pneumatic breaker and drilling hand tools,
pile-driving, ground breaking, etc. is considered as an excavation work. IT IS NOT
ALLOWED to perform any of the works, covered by this definition, without obtaining
Excavation Certificate.
 Any excavation work to be performed by contractors shall be performed in accordance
with Excavation Standard, TPR.TEM.STD.0030.

25.0 Lifting Operations


Lifting operations shall be performed in accordance with Mobile Crane and Other Mobile Lifting
Equipment Standards TPR.TEM.STD.0057. All equipment, mechanisms and accessories
provided by Tüpraş or contractors, which will be used in lifting operations, must be in conformity
with this standard.

Approved Lifting Equipment: Means the lifting equipment approved under the Standard for
Controlling Work Equipment, TPR.TEM.STD.0044 and were found eligible to be operated
within the refinery. Mobile cranes and on-vehicle cranes, which has exceeded their maximum
service life, are not allowed to enter Tüpraş’s sites.

Welded parts, equipment or accessories shall never be used on the main body and boom
connection apparatuses of lifting equipment without approval of manufacturer.

 Routine lifting operations
 Non-routine lifting operations
 Complex lifting operations
Descriptions of types of lifting operations, documents requested for operation and
requirements for qualified staff are provided in Annex-1 of Mobile Crane and Other Mobile
Equipment Standards, TPR.TEM.STD.0057.

 It is required to prepare a Lifting Plan, which includes at least the details in Lifting Plan,
TPR.TEM.FRM.148, in order to clearly determine relevant lifting and crane operation, the
utilization instructions needed to perform lifting operation step by step, necessary
equipment, responsibility of each person for non-routine and complex lifting operations.

25.1 General Rules


General rules to be implemented for lifting operations include but not limited to the following:
 Lifting capacities shall be written on lifting machines.
 Only the operator shall be available on the crane while it is operating.
 Standard crane signs must be used during the operation. Signaler/rigger, who was
certified by at least one accredited organization, is assigned for each lifting operation.
Signaler/rigger must wear a green colored, fire resistant vest with a reflector.
 All loads lifted by the crane must certainly be kept in balance with slings.
 Loads shall never be carried over the staff. Warning barriers shall be placed on the
surrounding of load lifting area in order to prevent entrance of unauthorized persons.
 Operator must know the weight of load being lifted and the capacity of crane.
 The load shall never be allowed to hit the boom or any place. Guiding rope(s) shall be
used to prevent uncontrolled movement of load during the lifting.
 Single type and size of load distributing plates, which comply with the structure of ground,
shall be used. Crane feet shall not be placed on grounds, such as cable duct cover, OWS
line, etc., which have a risk of collapsing.
 It is not allowed to carry people with Equipment (crane, etc.), which was not designed for
that purpose. Manlift of scaffold shall be used for works at height.
25.2 Safety Systems of Lifting Equipment
Minimum safety systems required for lifting equipment include but not limited to the following.

Lifting equipment that do not have these systems shall not be used in the refineries.

-Hook Limit Lock: The system, also known as top limit breaker or anti-block switch,
which prevents hook block to hit top boom pulley at the last section of the rope.
- Moment Control System: The mechanism that locks the system when maximum load
that can be lifted according to lifting angle and distance is exceeded.
Additional safety systems requested for cranes:

- Weight/Limit Safety System: The system that mechanically locks the crane by
generating an audial alert when maximum lifting capacity is exceeded.
- Anemometer: The device that measures wind over the crane. It is required for cranes
that carry more than 100 tons for more than 30 meters.
- Turn Safety Lock: The system that limits turns according to lateral angle of lifting,
recommended by the manufacturer. This system is mandatory for cranes, which are
not allowed to lift loads for 360 degrees under the same load.

- Mobile equipment with baskets, which were manufactured to lift humans and which do
not have any turn safety lock and moment control system, are not allowed to be used
within the refinery.

25.3 Mobile Crane Daily Control Form

Any work equipment shall be inspected and their records shall be kept other than testing,
experiment and non-destruction inspection purposes as per the Regulation on Health and
Safety Conditions in Utilization of Work Equipment. Daily controls of lifting equipment must be
performed everyday by the operator by completing Mobile Crane Daily Control Form,
TPR.TEM.FRM.0149, and this form must be kept within the cabinet of lifting equipment.

25.4 Periodical Controls of Lifting and Crane Equipment

Lifting equipment must be periodically controlled by authorized persons in accordance with the
Regulation on Health and Safety Conditions in Utilization of Work Equipment. This practice
must be applied in accordance with the issues, described in the Standard for Controlling Work
Equipment (TPR.TEM.STD.0044) and Crane Control Form.

Maximum duration between two inspections cannot be longer than below:

- 3 months for lifting and crane equipment.


- 3 months for lifting and crane accessories.
- 3 months for baskets used to lift humans.

- All lifting and crane equipment must have been labeled with their last inspection date
and next inspection date must also be indicated. If there is not any label or the label is
not clear and legible, the equipment must not be used.

26.0 Scaffolds

Requirements of the Standard for Utilization, Maintenance and Control of Scaffolds,


TPR.TEM.STD.0048, shall be sought for scaffolds to be used within Tüpraş’s sites.

Provisions of Scaffold Assembly-Disassembly Works TEM Specifications (Annex-4) shall be


applied for Scaffold Assembly and Disassembly contractors as well as contractors that will use
their own scaffolds for the works.

27.0 Utilization of Ladders

 Height of stepladders shall not exceed 3.5 meters, height of regular ladders shall not
exceed 6 meters and height of extension ladders shall not exceed 10 meters.
 Acrobat type and wooden ladders shall not be used at the worksite.
 Ladders must only be used for access purposes. No work must be performed while
standing on a ladder as the ladders are not work platforms.

 Three touchpoints rule must be complied when using ladders.


 The contractor must visibly put its logo or company name on its ladder with the
appropriate color code.
 Ladders shall be controlled thoroughly before starting to work. It will be examined
whether necessary maintenance works were completed or not. Painted, malfunctioning,
broken, cracked ladders and ladders that have oil or slippery materials shall not be used.
Attention shall be paid on to ensure that there will not be any mud, oil, etc. on the safety
shoes, which may cause the person to slip, before climbing on the ladder.
 For portable regular ladders, it shall be checked that shoes are firmly fit to feet.
 Ladders shall be placed in a manner not to slip and fall down. Therefore they shall be
placed on a solid ground and bound to be fixed place.
 If it is impossible to fix the ladders or it is required to place the feet of ladders on a
gateway, a person must hold the ladder.
 If a ladder must be placed on the walkway of employees or in front of a door, the ladder
must certainly be surrounded with a safety band, warning signs must be placed visibly
and a person must act as the watchman.
 Ladders cannot be used horizontally as scaffolds and they cannot be added to each other
for extension purposes.
 Ladders shall be inspected by Contractor’s HSE Officer and they shall be used after they
are approved.
 Since a possible corrosion may cause a danger, metal ladders must not be used for
electrical and welding works.
 When they are not used, ladders shall be stored under appropriate storage conditions.
 Ladders that are not longer in use shall be stored appropriately.
 It is forbidden to work on live electricity line but if any work must be done after obtaining
necessary permission, the ladders to be used must be selected among those ladder
types, which do not conduct electricity (fiber or wooden, etc.).
28.0 Working in Height
Working in height is considered as the works to be performed in high places, which have level
differences and which may cause injury in case of a fall. It includes but not limited to installation
of a scaffold, cable tray works in height, works to be made on a line, roof works, load lifting
operations, and non-routine works performed with ladders.

A safety belt that prevent falling and double lanyard must be used at heights more than 1.5
meters and shock absorbers must be used at heights more than 6 meters.

If life rope is necessary, it shall be prepared by qualified persons (trained staff). Life ropes to
be prepared with steel ropes shall have minimum 10 mm diameter and cringles and clips in
conformity with international standards shall be used.

Life ropes made of cannabis or static yarns shall never be used for hot works or works made
with aggressive chemicals.

 Assemblies and other similar works, which are not required to be made in height, should
be performed on the ground as much as possible and, if this is not possible, safe
transportation/access of employees must also be ensured in addition to necessary
planning, emergency and rescue preparations. Contractor’s staff, who will work in height,
must prevent passage of other staff beneath them and must place necessary barricades
and warning signs to ensure safety.
 Staff, who will work in height by climbing a ladder, must not carry their tools, equipment,
materials, etc. that can endanger themselves and their hands will be empty in order to
hold the ladder.
 Staff shall climb and descend through the steps of ladders one by one and there shall
not be a second person under and over the ladder.
 Contractor’s staff working in height shall take necessary measures to ensure that their
equipment, tools and materials do not fall down and other employees are not
endangered.
 Hand tools and materials shall be placed carefully on platforms or scaffolds.
 Measures must be taken to prevent falling down of any hand tool while working in height.
If it is required to pass or work under the areas of work in height or the areas with the risk
of falling down of any material, etc., head protectors must be used.
 In case there is not any platform ladder, the tools and materials to be used shall be raised
and lowered by a rope.
 The plan to work in height include at least the following:
o Steps of work to be made in height;
o Methods to be prevent falling from high places while performing each item of
work;
 Eliminating the danger of fall by using engineering methods;
 Preventing to fall down by changing the work method or the working
environment;
 To control falling down with appropriate equipment;
o Access and escape;
o Model number and manufacturer details of each equipment to be used for safe
working in height, such as parachute type safety belt, life line, ladder security
system, safety net system, etc.;
o Names of staff, who were trained for proper utilization of equipment to be used
for safe working in height;
o Details of training program.

29.0 Asbestos and Asbestos Derived Inhalable Fibers

 It is forbidden to use asbestos and materials that include asbestos within the borders of
Tüpraş.
 If there is any possibility for existence of asbestos at a worksite, Tüpraş shall notify the
contractor.
 If the contractor encounters with a material, which might contain asbestos, the contractor
must immediately stop to work, evacuate the area and work permissions must be

cancelled. Relevant site supervisor and Technical Safety and Environment Department
must be informed. TÇM shall cause the material to be examined by an expert. If it is
confirmed that the material contains asbestos, the material shall be removed from the
worksite by expert and trained persons in accordance with the provisions of “The
Regulation on Health and Safety Measures for Works with Asbestos”.
 Contractor that will disassemble the lines and equipment, which were contaminated with
asbestos or asbestos derived fibers, must be in contact with authorized representatives
of Tüpraş before the disassembly.
 Note: It must be considered that disposal fee might be included to tender in case of bulk
payments.

30.0 Controlling the Work Equipment

 Provisions of the Regulation on Health and Safety Conditions in Using the Work
Equipment shall be applied in controlling the work equipment being used in Tüpraş.
 The control process of work equipment is managed according to the Standard on
Controlling Work Equipment, TPR.TEM.STD.0044. For the purposes of this standard,
Contractor shall present signed records, committing that periodical tests and controls of
work equipment have been completed and these work equipment are safe to use, to
Tüpraş.

31.0 Hand Tools and Kits

 Kits shall always be generally inspected before they are used and malfunctioning, broken
and cracked kits shall not be used.
 The possibility of slippage of tools and keys, used to tighten and remove the bolts, shall
always be taken into consideration. Contractor’s staff, who are using such equipment,
must be in a position so as not to lose his/her balance in case his/her tool slips away.
 Files must always be used with their handles.
 Hand tools shall be carried with their appropriate belts or bags and they shall not be left
scattered around after the works are completed.
 Handles of hand tools shall be made of plastic or wood in order to reduce vibration and
their knob sections shall be made of non-sparking materials when working at places,
where there might be gases.

32.0 Machine Guards

 Any moving and rotating part of machines and hand tools, which might be dangerous,
shall be covered with guards.
 Only authorized persons shall be allowed to remove these guards and protectors
temporarily for maintenance purposes. Persons, who have removed these guards, shall

be responsible to install them again after necessary maintenance and lubrication works
are completed. Equipment without guarding fittings shall not be used.

33.0 Ergonomics

 Standing positions and working methods of contractor’s staff shall be completely taken
into consideration by the contractor’s authorized representatives in terms of ergonomic
principles while using the work equipment.
 Contractor shall organize the works in a manner to ensure that loads are not carried
manually and take all necessary measures to ensure that loads are carried through
appropriate methods, particularly mechanical systems.
 If it is avoidable to carry the load manually, contractor ensures that appropriate methods
are used and necessary arrangements are made to mitigate the risks arising out of
carrying the loads manually.
Loads heavier than 25 kg shall not be carried manually. Long materials shall be carried
by 2 (two) persons, who will hold the material from the front and back side.

34.0 Chemicals, Material Safety Data Sheet (MSDS) and Labeling

 Contractor shall present Material Safety Data Sheets (MSDS) of chemicals to be used to
Tüpraş’s Contractor Side Officer and TÇM before commencement of works.
 Contractor shall keep MSDS of chemicals, which it stores and uses, at its offices and
summaries of these MSDS at the places, where it stores and uses the chemicals,
depending on their purpose of use. Contractor shall record the quantities of used
chemicals (incl. solvents, paints, etc.) and obtain Turkish version of MSDS from the
vendor.
 Contractor shall keep labels, indicating hazard class and address of manufacturer of all
supplied chemicals, on their packages.
 Utilization and storage conditions of chemicals shall be in compliance with MSDS.
 The amount of chemicals to be used at the worksite shall be kept at the minimum level.
 Contractor shall prevent exposure of employees to chemicals and, if this is not possible,
take all necessary measures to minimize exposure and protect the employees from the
hazards of these substances.
 Proper and sufficient conditions shall be provided for personal hygiene of employees.
 Warning signs at and written instructions for the places, at where chemicals and
hazardous gases were used or stored, shall be certainly followed.
 In addition to basic personal protective equipment of staff, who are working with
chemicals,
o Chemical resistant clothes;
o Chemical resistant boots or shoe covers;
o Chemical resistant gloves;
o At least diver type googles and neck cover;
o Mask with fresh air cylinder or mask with canister must be used, depending on
the need to protect respiration.

 There shall be plenty of fresh water near the worksite. Location of safety shower that is
closest to the worksite shall be learned from unit representatives as a precaution against
the possibility of contact of chemicals with the body despite of all measures.
 Contractor must provide training, including but not limited to the following, to its staff:
o Details of safe handling, transportation, storage and disposal of hazardous
substances, used in the worksite;
o Details of Turkish material safety data sheets of hazardous chemicals, received
from the supplier;
o Details of hazardous chemicals, such as identifying these chemicals, health and
safety risks, occupational diseases, occupational exposure limits.
 Tüpraş shall inform the contractor about chemical hazards arising out of their own
operations.

35.0 Paint Works

 Paint shall not be made at places, where there is open flame.


 Staff, who is performing the paint work, shall not sit or walk on pipes. If it is not possible
to set a scaffold, the appropriate method shall be determined by discussing with
representatives of contractor, unit and TÇM.
 Any paint splashed on scaffolds or ladders shall be cleaned promptly.
 Paint materials shall be placed in an orderly manner and they shall not stocked in piles.
Rags coated with oil shall be stored within closed metal containers. Containers of paint
and thinner shall be kept away from fire, sparks and hot zones.
Collaboration with electricians is necessary before performing any paint work near an
electricity line or a machine operating with electricity.

36.0 Isolation Works

 Staff that are performing isolation works are not allowed to work on pipes and balustrades
and by climbing to or standing on connections of measurement tools.
 Isolation materials shall not be thrown away and removed isolation wastes, which can no
longer be used, shall be stored within bags to ensure that they are not scattered around.
Collected wastes shall be labeled and transported to waste collection area.
 Contractor shall collect isolation wastes in appropriate bags and transport them to
hazardous wastes field.
 Dust mask must be used for protection from the dust of isolation materials.
 If isolation team finds any asbestos containing material at the worksite, they have to act
as described in the section, titled “Asbestos and Asbestos Derived Inhalable Fibers”.
 Isolation team must have received Asbestos Awareness Training.
 Provisions of “The Regulation on the Works, the Maximum Working Duration of Which is
Seven and Half Hours, for Health Purposes” shall be applied for the staff, assigned to
isolation works.
 Glasswool shall never be used for isolation.

37.0 Construction Works

 If any concrete is being broken or drilled at a place, where there are flammable gases,
water shall continuously be poured on the concrete or the concrete shall be completely
submersed into the water.

 Measures to prevent demolition of walls or columns shall be taken before starting to work
at the bases of walls or columns.
 Concrete breaking with compressor must only be performed on solid ground. It is not
allowed to use ladders for this work.
 Crane, workshop hoist or tripod shall be used, depending on the location, in order to lift
and place concrete covers of cable channels. It is not allowed to carry concrete covers
of cable channels manually.

38.0 Sanding Works

 Staff, who will perform sanding works, must certainly receive “Hot Works Certificate” or
“Safe Entry Certificate” before entering into a tank or a confined area and starting to work
therein.
 Other works being performed at the sites next to the worksite of sanding works shall be
minimized and sanding works shall be performed as much as possible in the direction of
wind.
 Safety hat and full face covering fresh air system shall be used during the sanding. The
staff, who are using this equipment, shall receive necessary technical information from
authorized representatives of TÇM.
 The fresh air system to be used shall comply with EN and CE norms, it shall have
humidity and particle filters and it shall be fed externally.
 Sanding works shall not be performed at the units. If it is required to perform such sanding
works at the units, all manholes and drainages shall be covered and sensitive equipment
or devices shall be protected.
 Provisions of “The Regulation on the Works, the Maximum Working Duration of Which is
Seven and Half Hours, for Health Purposes” shall be applied for the staff, assigned to
sanding works.
 The sand to be used for sanding must not contain silica. The contractor shall present
“Silica-free” report.

39.0 Organization and Order of the Worksite

 Contractors shall maintain the organization and order of the worksite in order to prevent
any potential fire and accident. Contractors must keep the worksite clean and tidy at the
highest level while they are working within the refinery.
 All materials shall be stocked systematically and materials and equipment that are not
used/obsolete shall be removed immediately from the worksite. Garbages shall be
emptied daily. All wastes at the worksite shall be removed from gateways and walkways,

such as stairs, etc. during the performance of maintenance, construction or repairing


works.
 Contractors shall collect and remove all scraps and waste materials, arising out of their
own operations, at the end of each day before they leave the worksite. In case contractors
fail to leave the worksite clean and tidy, Tüpraş shall perform necessary works and
deduct the costs of these works from progress payment of the contractor.
 Organization-order audits shall be conducted regularly at the contractor’s worksites.

40.0 Preventing Fires

 Contractor’s staff shall take necessary measures to prevent fire at the places where they
work and shall inform the unit’s authorized representative and staff or TÇM regarding the
works being performed.
 In case of fluid or gas hydrocarbon leakages, oil splashes, etc. contractor’s staff shall
stop to work and inform the relevant unit’s authorized representative or staff.
 The contractor’s staff, who saw the fire, shall use the fire extinguishing equipment
available at the worksite and intervene the fire. He/she shall then inform staff of the unit,
at where he/she works, or call the refinery’s fire hotline in order to tell the location of fire.
 When the fire alert sounds, all contractor’s staff shall gather at the closest assembly point.
All works of the contractor shall be halted, work equipment shall be stopped and, if fire
water circuits are being used, hydrant valves shall be turned off.
 Contractor shall provide sufficient amount of fire extinguishing equipment for the
worksite. It shall also ensure that these equipment are well-maintained and their
periodical tests are performed.
 Contractor shall train its entire staff for the utilization of fire extinguishing equipment.
Contractor’s staff shall also learn how to use fire extinguishers and, if necessary, use
them.
Canvasses and blankets being used at hot work areas must be made of non-
flammabl/flameproof certified materials.

40.1 Smoking at the Refinery

 It is certainly prohibited to smoke within the refinery except for permanent and temporary
smoking zones determined by Tüpraş.
 Availability of a Hot Works Certificate does not mean that smoking is allowed.

40.2 Combustible and Flammable Substances

 Tüpraş’s approval is required to store and use combustible and flammable substances.
Pallets with collection pools must be used around storage areas of of combustible
substances.
 Tools or equipment operating with benzene cannot be used within buildings without prior
approval of Tüpraş.

 Petroleum products are flammable in liquid form and explosive in gaseous form if they
are mixed with air at a certain percentage. Therefore, contractor’s staff shall control
ignition sources in order to prevent any potential flame and/or explosion.
 Direction of the wind shall always be taken into consideration and the wind must blow
from behind when working with petroleum products.
 In case vapors and oils of petroleum products contact with skin, the skin shall be
immediately washed with water and soap.
 Clothes that contacted with petroleum and oil shall be removed and they shall not be
worn again until they are washed thoroughly.

40.3 Pressurized Gas Cylinders

 Safety measures that must be taken for handling, storage and utilization of pressurized
gas cylinders in all worksites within Tüpraş and for storage of paints and thinners used
for repairing, maintenance and daily operations and safe working practices for humans’
health and environment are stated in Standard for Safe Working with Pressurized Gas
Cylinders, TPR.TEM.STD.0056. Contractor shall work in conformity with this standard.
 Cylinders must be in conformity with the standards TS EN ISO 9809, TS EN 13322 and
TS EN 1802.
 Cylinders must be painted in colors as specified in the standard TS EN 1089-3: 2012 and
name of the gas within the cylinder must be written on the cylinder at 2/3 of its height with
a color in contrast with its surrounding.
 The staff must be trained about specifications of the pressurized gas, with which they
work, safe usage principles and actions to be taken in case of a danger before they start
to work with pressurized gas cylinders.
 There must be fire extinguishers and strips to ground static electricity on the vehicles that
will carry these cylinders. The vehicle must be completely stopped when loading or
unloading the cylinders. These vehicles must comply with maximum speed limits.
 Unless otherwise mentioned, pressurized gas cylinders must be carried in upright
position. Attention must be paid to ensure that valves and cylinder connections are not
damaged during the transportation. Cylinders must always be carried with their valve
guards. Staff must be sure that valves of cylinders are closed. Hoses and regulator
connections must be separated from cylinders when they are carried. The user must not
roll and drag the cylinders horizontally in order to carry them. Cylinders shall be carried
with wheel barrows, forklifts or other similar vehicles even for short distances.
 Cylinders must be properly stored in certain periods in order to check their overall
condition and to control whether there is any leakage.
 Cylinders shall not be stored at placed, in where heavy objects may fall on them, and
they shall be bound to each other with chains in order to prevent them to tilt over.
 Cylinders shall be stored at designated places, based on the type of gas they contain.
 Storage area of the cylinders shall be as cold and well-ventilated as much as possible.
Cylinders that have been stored in outdoor areas shall be prevented to receive direct
sunlight continuously.

 Cylinders of oxygen or other combustion supporting gases must be stored at least 6 m.


from cylinders of combustible gases or as separated from such cylinders with a fireproof
wall. Users must be informed with warning signs and posters to be placed on required
areas. Fire extinguishing equipment shall be sufficient and fully functional at the places,
at where cylinders are stored.
 Cylinders shall be turned on with valve pipe. Hammers, pipe wrenches or similar tools
cannot be used to open valves.
 Cylinders can never be used without depressurizing regulator.
 Cylinder’s valve shall be opened slowly after equipping depressurizing regulator and
noone shall stand in front of regulator and pressure indicator while the valve is being
opened.
 After the gas is used, all valves shall be closed.
 Valve protecting caps must certainly be provided when replacing or using the cylinders
within the unit.
 Instead of fixing the cylinders in bulk with chains, individual submersion must be chosen.
(When the chain is removed to pick up or replace a cylinder, all other cylinders fall with
domino effect)
 Minimum 2 clamps must be used in connecting hoses.
 Requirements of the Standard on Safe Working in Oxy-Gas Cutting and Welding Works,
TPR.TEM.STD.0045, shall be applied in all Oxy-Gas Cutting and Welding Works.
 Periodical inspection process of cylinders is explained in details in the Standard on
Controlling Work Equipment, TPR.TEM.STD.0044.
 TPR.TEM.FRM.0111 - Gas Cylinders and Equipment Control Form can be used as a
sample for periodical inspections.
 Cylinders must never be destroyed within the refineries.

40.4 Fire Extinguishers

 Contractor shall provide sufficient number of fire extinguishers in order to protect the
worksite and material storage area and to comply with requirements of Tüpraş.
 Contractors shall inspect extinguishers once in a month and certify these inspections.
Authorized persons/entities shall inspect once in every six months. Inspection dates shall
be written on fire extinguishers.

40.5 Controlling Open Flame, Heat Distribution and Welding Operations

 It is mandatory to receive hot works permission before performing any cutting, grinding
and welding work at the worksite, which generates open flame or causes heat
distribution.
 Contractor is responsible to take the measures to prevent distribution of sparks caused
by cutting, grinding and welding works as described in Hot Works Certificate.

40.6 Temporary Structure Sections and Materials Used to Preserve Them

Any plastics, canvas or other materials used to create a living quarter, tent or any similar
structure must be made of flameproof materials and be provided by the contractor.

40.7 Welding, Cutting and Grinding Works


If hot works, such as welding, oxygen cutting and grinding can be made out of the unit, they
shall never be performed within the unit. Metal contractor shall provide correct work details to
perform open flame works within Tüpraş’s sites. Contractor shall provide approved fire
extinguishing equipment and fire extinguishing blanket as required. Welding works must be
performed by qualified and certified welders, who have occupational competencies.
Contractor’s staff, who will perform welding and cutting works, must also participate to Oxy-
Gas Awareness Training, given by TÇM Department.

 Welders shall carefully complete grounding works before commencement of works and
shall particularly avoid to work on wet grounds and with wet clothes. A separator shall be
used to protect other staff and equipment from sparks of weld.
 Extended cables shall not be used in indoors, at where welding and cutting works are
performed.
 If bolts can be removed with wrenches under normal conditions, oxygen cutting shall
never be performed.
 Grasses shall be wetted with water or flame blanket/welding curtain shall be used to
prevent any fire when performing any welding work on site.
 Welding torch shall be kept in outdoor and as suspended while it is not being used and
cylinder valves shall be turned off in advance.
 There shall be flame guards at the exit points of oxy-gas cylinders and regulators and at
the entrance of welding torches.
 Cylinders shall be secured with chains during storage, handling and utilization and they
shall not be kept under direct sunlight.
 In case the fire risk is high, there shall be watchman, who will be positioned far from
welder in order to intervene any flame immediately.
 Damage and leakage controls shall be performed regularly at gas cylinders and
connection points. Special leakage detection sprays shall be preferred instead of soap
foam or greased solvents in order to control leakages. These controls shall never be
made with open flame.
 Requirements of the Standard on Safe Working in Oxy-Gas Cutting and Welding Works,
TPR.TEM.STD.0045, shall be applied in all Oxy-Gas Cutting and Welding Works.
 Any grinding work at the worksite shall be performed in accordance with the Standard on
Safe Work at Grinding Motors, TPR.TEM.STD.0012.
 Provisions of “The Regulation on the Works, the Maximum Working Duration of Which is
Seven and Half Hours, for Health Purposes” shall be applied for the staff, assigned to
welding works.

40.8 Burning and Welding Painted Surfaces

 If necessary, the paint shall be tested to find whether it contains lead or not. Since lead
based paints and epoxy coats contain lead, which may generate poisonous gases when
they are burned or welded, special measures shall be taken to avoid from such
conditions.
 If the paint is not removed from the surface and the works are being performed in outdoor,
the performer as well as other persons next to him/her shall use the respiratory
protections as described in the paint’s material safety data sheet (MSDS). If the work is
being performed in a confined area, such as tank, column, drum, etc. and the paint was
not removed from the surface, all employees and other persons close to the area shall
use full face masks that supply fresh air. If possible, the area shall be ventilated.
 If the paint on the surface was cleaned, air quality shall be measured in confined areas,
such as columns, drums, etc., and it shall be decided whether to use fresh air supplying
full face masks or not.

41.0 Electrical and Instrument Works

 All applicable electricity regulations and standards shall be applied.


 Electrical Isolation: Electrical isolation means deenergising in order to perform the work
safely. Deenergising / reenergising works for isolation purposes are performed by
authorized electricians (Maintenance and Production Department) in refineries.
 Energy is safely cut by issuing “Electricity Isolation and Safe Work Certificate” and taking
the safety measures, defined in Electrical Works Standard, TPR.IGD.STD.0058, and
Standard for Electricity Safety and Working with Energy, TPR.IGD.STD.0095.
 Works must be performed after the energy is disconnected in Tüpraş’s refineries. If it is
necessary to work within “restricted approach distance” in Tüpraş’s refineries, it is
forbidden to perform the works, for which there are risks of inadvertently touching energy
conductors, causing short circuits, falling materials on energy conductors, etc. due to the
position of the body and movement of body parts.
 Rules pertaining to restricted approach distance principle and electrical PPEs to be worn
within this distance are applied until it is confirmed after deenergising that there is not
any voltage. It must be checked after each deenergising that there is not any voltage.
This control is made after it is confirmed on a source with a measurement device.
 Measurement of voltage is an important part for working with energy and it is performed
by qualified electricians, who were trained to use relevant measurement device. Single
type of measurement devices with single function must be used in refineries. Since
measurement devices will directly contact with energized systems, they must be
selected, used and protected properly.
 Measurement of voltage to find faults must only be performed by authorized electrician
of Tüpraş or the contractor, who received necessary training. If the measurement will be
made from isolated clips and there is not any energized conductor to be contacted within
the board, there is no need to receive a permission to work with energy and measurement

can be made by wearing necessary PPE. However, if the voltage of energized


conductors, which are open for contact and have not been isolated, is being measured
or there are such bare conductors around energized conductors to be measured, a
permission to work with energy must be received.
 Works, such as measurement of voltage to find faults in Tüpraş’s refineries, can only be
performed by authorized electricians, who have received Electrical Safety training.
Maintenance/project instrument, project electricity, maintenance air-conditioner
technicians and Maintenance Illumination, UPS, VSD contractor’s electricity technicians,
who have received Electrical Safety Training, can work with energy at systems lower
than 1kV, provided that they comply with the rules, stated in Electrical Safety and Work
with Energy Standard (TPR.BAK.STD.0095) within their area of responsibility. Since
these staff will not work in the facilities more than 1 kV, they are not required to receive
the “Certificate to Work at High Current Facilities”.
 Temporary Deenergising/Reenergising Permission Form (TPR.İGD.FRM.0095) is used
to give energy to temporary facilities.. This form shall be used for the electricity to be
used in temporary facilities, for worksite electricity to be used for long term assembly or
maintenance and for mobile equipment electricity to be used in various short term
services.
 Tüpraş is not liable to supply materials, such as equipment, cable, board, etc. and to
perform installation works (assembling the worksite electricity board, extending the
mobile cable, extending cable for mobile equipment, extending cable for heat treatment,
etc.) at the worksite for all works that it receives from the contractor. All materials and
workmanship, except final connection and energizing works for the refinery’s electricity
system, shall be provided by the contractor. In some special cases, these services shall
be provided by Maintenance Department, provided that the departments, which have
requested the work from contractor, apply to and obtain affirmative opinion of
Maintenance Department for such requests.
 The requirement to have mobile boards, which will receive electricity within Tüpraş’s
refineries, as ex-proof or not shall be determined according to dangerous zone - non-
dangerous zone classification. It is required to use ex-proof boards, which meet the
requirements of dangerous zone class, depending on the area, at which the board will
be used. Therefore contractors shall supply switchboards that meet the standards of
Tüpraş or they shall rent these boards from Tüpraş in return of a certain fee. If any ex-
proof or regular board is requested to be rented from Tüpraş, Tüpraş is entitled to refuse
this request, based on availability of materials and intensity of current works. Boards to
be used in non-dangerous zones are not required to be ex-proof.
 Ex-proof boards shall be fed with N2XRY type (or equivalent) shielded cable. Shielded
cable is not required for cables that are not ex-proof and they must be passed through
conduits in case they might be exposed to external factors, such as passing through a
road, etc. The cable between energy source and mobile board must be supported in
every 2 meters.
 Portable/extension cables between ex-proof and non-ex-proof boards and devices in all
dangerous and non-dangerous zones must be of H07RN-F type and their idle section
that has not been fixed shall be maximum 5 meters long.

 If any equipment that does not conform with explosive environment standard is being
used or any such work is being performed (grinder, welding machine, grinding and
welding works, etc.) despite of being fed from an Ex-Board, Hot Works Certificate must
be received from the worksite, which is required to be renewed throughout the duration
of works.
 Cables must certainly be fixed in every 2 meters throughout the route. If the cable is laid
down in an open terrain, mobile metal or plastic supports must be used. Supports must
be plastic to ensure that their contacting surface do not damage the cable. If it is not
possible to fix them, the cable must be surrounded with safety band and cable route must
be indicated with warning signs. Non-fixed cable length at the latest feeding point cannot
exceed 5 meters for devices and 2 meters for boards. Contractor is responsible to secure
the cables and to inspect and ensure their continuity as stated herein.
 Extension cables cannot exceed 30 meters for 2,5 mm2 cross-section and cannot exceed
50 meters for 4 mm2 cross-section. Conditions given in the above paragraph are
applicable even these cables are on wheeled pulleys and they have barcodes (they must
be fixed in every 2 meters and the length of idle cable must not exceed 5 meters).
Extension cables cannot be used by adding them to each other.
 Extension cables shall be secured to eliminate the risks of tripping, falling down, and
damaging equipment. It is preferred to lay the cables at least 2 meters high. If this method
cannot be implemented, warnings for the risks of tripping and falling down must be
placed. Necessary measures must be taken in extension cables in order to prevent
overheating.
 Portable tools, mobile lamps, etc. that are not fed with low voltage (<42 VAC - <100VDC)
must not be used in closed containers, humid locations, penstocks without safe work
zone and other similar areas. + pole shall be grounded at places, where direct current is
used. Energy shall be provided at places, where AC current is used, through an isolated
transformer, which is located out of the worksite and bobbins of which are separated from
each other. Well insulated flexible cables shall be used by taking necessary safety
measures.
 More detailed information is provided in Electrical Works Standard, TPR.İGD.STD.0058,
for utilization of electrical equipment in confined areas..
 Energy cannot be allocated in any confined area without Safe Entry permission.
 Entry switch of the mobile board to be energized must be controlled by 300 mA “Residual
Current Relay”. Residual current relay must be 30 mA for exits, which will be used to
protect human life. Energy shall not be supplied to boards without a residual current relay.
 Electrical hand tools to be used shall conform with the the standard TS EN 60745. There
is a symbol of two nested squares on the labels of products, which are manufactured in
accordance with this standard. If original cable of the device is not H07RN-F, this would
not cause any non-conformity. However, if the original cable is going to be replaced,
H07RN-F must be used.
 Contractors must register all their equipment, such as electrical hand tools, boards,
extension cables, etc. that they will use to “Tüpraş Tracking System”. It is not allowed to

use any equipment other than those declared as described above. Equipment that have
been registered to the system shall be delivered to Electricity Workshop of Maintenance
Department in order to be approved and to be labeled with a barcode. Electrical
equipment shall be visually inspected at the Workshop of Maintenance Department and
their mechanical integrity (whether they have a protection visor or not, etc.), electrical
properties shall be controlled through electrical isolation, residual current and grounding
continuity tests and a barcoded label, which includes an identifying number, contractor’s
name and next testing date and which will be valid for three (3) months shall be affixed
on the approved materials. Grinders without any protection visor shall not be tested for
electrical isolation. It is not allowed to use any board, extension table, equipment, hand
tool, etc., which do not have any label or the next testing date of which has expired. Any
approval given by the Maintenance Department shall not release the contractor from its
legal liabilities and obligations. Single line scheme that includes electrical dimensions
shall be kept within the board, for which an approval request was made.
 Control process of electrical mobile equipment shall be carried on in accordance with the
Entry and Control Standard for Electrical Mobile Equipment, Slings and Work Machines,
TPR.BAK.STD.0137, and Standard for Controlling Work Equipment,
TPR.TEM.STD.0044.
 Permitted and energized board cannot be used by any person or company other than the
work owner and for any purpose other than the declared purpose. Other persons are not
allowed to take energy by connecting to mobile energy boards.
 Covers of mobile boards used by contractors shall be locked. When these boards are
energized, only authorized electrician of the contractor can intervene.
 If necessary, contractor shall install a 1- or 3-phase active energy meter within the board
and ensure that the amount of energy used is billed. This meter shall be sealed by the
authorized representatives of Tüpraş.
 Physical condition of the mobile board, for which energy was requested, shall be
inspected before supplying energy. IP rate of electricity boards must be minimum IP 55.
IP rate of these boards must be intact, their covers must be closed and locked. Keys of
board locks shall be kept by the contractor that owns the board.
 It is not allowed to use mobile powered submersible pump within Tüpraş’s refineries.
Mobile pneumatic pumps shall be used instead of mobile powered submersible pumps.
 If any mobile diesel power generator is used at the refinery, electrical compatibility of
power generators, which do not have any flame holder on their exhaust pipe, shall not
be approved. Diesel power generators shall also have switches and they shall have a
switchboard with residual current circuit breaker.
 If a diesel power generator will be used, “Temporary Deenergising/Reenergising
Permission Form” (TPR.İGD.FRM.0095) must be completed.
 Grounded socket and plug system shall be used to ensure safety of powered portable
tools.
 Water shall not be used to extinguish any fire that may outbreak in powered machines
and their engines or at any place around them, but CO2 or dry chemical powdered
extinguishers shall be used.

 Neutral line shall never be used instead of ground connection. Bare wires shall never be
used as “neutral” lines.
 If necessary, contractor must have a qualified electrician available at the worksite.
 Contractor is completely responsible for the section following the energy point to be
determined by Tüpraş’s authorized representative.
 Installations, which do not have any grounding continuity, shall never be used.
 Gates, edges, holes, windows, doors, vehicle paths, moving platforms, heated surfaces,
sharp surfaces, wet or humid environments, acidic environments, combustible
environments, surfaces with very low temperature, etc. shall be avoided when cabling. If
it is necessary to lay down the cables through these routes, extra appropriate measures,
such as pipes, spirals, hoses, etc. shall be taken.
 Ex-proof lighting and non-sparking equipment and instruments shall be used in
environments, which contain flammable and explosive gases.
 Contractor shall install and assemble the board for temporary energy, which it will use
for the works that it will perform within the units or at the worksite, in accordance with
Instructions of Tüpraş for Technical Rules on Temporary Electrical Boards,
TPR.BAK.TAL.0001. Contractor must complete and have approved Temporary
Deenergising/Reenergising Permission Form, TPR.İGD.FRM.0095. The length of idle
cables (in the worksite, on the field and not protected) other than those that were fixed
and secured between 220 or 380V electrical devices and switchboards cannot be more
than 5 meters. If necessary and the area to be worked is not narrow and wet, energy can
be supplied for cables longer than 5 meters, provided that the safety measures described
on the back page of Temporary Deenergising/Reenergising Permission Form are taken
and the approvals of relevant section and Maintenance Manager are received.
 Contractor is responsible to secure the cables that it has laid down for the devices it will
use and to inspect and control electrical equipment to be used.
 Tüpraş’s Contractor Site Officer is responsible to control that contractor acts in
conformity with applicable standards by performing spot checks at the worksite. If
authorized representatives of relevant department or maintenance department find any
nonconformity in the cables and equipment or if they find that an equipment, which has
not been approved, is being used as a result of these controls, they are authorized to
suspend the works.
 If a regular board is used, the provisions of Annex-2, Regular Board Technical
Specifications, shall be applied.
 If ex-proof switchboard is used, the provisions of Annex-3, Ex-proof Switchboard
Specifications, shall be applied.

42.0 Compressed Air

There might be compressed service air at the worksite and in such cases Field Organizer of
Tüpraş must be contacted for conformity and approval.

43.0 Coordination with Other Contractors


Contractor shall be in touch with the field organizer for planning and coordination purposes in
order to prevent any delay that might occur in connection with the works to be performed by
other contractors.

44.0 Shared Usage of the Worksite


Contractor shall take all precautions to protect existing facilities or the works performed by
other contractors from any damage that might be caused by its operations or negligence.
Tüpraş may suspend the works of contractor until these measures are taken. Expenses arising
out of keeping the contractor’s staff and equipment pending due to suspension of works shall
belong to contractor.

Contractor shall be directly responsible for any administrative, legal, financial and other issues
resulting from any event caused by the contractor and any damage that might be suffered by
contractor’s staff or third parties. If any such situation occurs, any penalty that might be
imposed to Tüpraş shall be deducted from progress payment of contractor.

Contractors that are using and owning the equipment are responsible for any pecuniary
damage that might arise out of utilization of any work machine and equipment, conformity of
which was approved / certified, by the contractors.

45.0 Process Safety Management

If contractor is performing scheduled stoppage, significant removal or maintenance and


repairing works in relation with special works adjacent to process units, it has to comply with
the following conditions. These conditions are not mandatory for works, such as supply of food
and beverage.

45.1 Warning of Danger

Tüpraş shall inform contractor about known dangers of potential fire, explosion and toxic gas
distribution regarding the works being performed. Contractor is responsible to ensure that its
staff is aware of these dangers during performance of the works.

45.2 Unit Contingency Plan

Tüpraş TÇM and/or Unit/Worksite Officer shall provide applicable contingency plans to
contractor. Contractor is responsible to ensure that its staff know and completely understand
these plans.

46.0 Environment

 Contractor shall contact with Environment Unit of TÇM Department at the beginning of
works regarding the wastes that might arise out of its operations and provide information
in written about the wastes that may occur.
 Contractor shall take all measures to ensure that fluid and solid wastes arising out of its
operations do not contact with soil and do not cause any soil and underground water
pollution. Oily muds, fluid hazardous wastes arising out of operations shall never be
thrown on soil. If soil is polluted, Tüpraş’s Contractor Site Officer and TÇM Department
shall be informed. Any cleaning work to be performed by TÇM shall be recoursed to
contractor.
 Contractor shall provide information to TÇM Department about the area, at where
domestic water shall be provided, and shall take all measures under the supervision of
Environment Unit of TÇM Department regarding impermeability of drainage/collecting
system of domestic water.
 Contractor shall discuss with and inform TÇM Department before draining any fluid waste
arising out of its operations to any drainage system. Contractor shall prevent drainage of
oily water/fluid substances to open storm channels, shall not drain wastes that might
chock storm drain system and shall take all necessary measures.
 Contractor shall perform all works in accordance with legal liabilities. Contractor’s staff
shall perform its works in a manner not to disturb the public and not to cause any smell,
smoke, dust and noise.
46.1 Waste Management

 Unless otherwise mentioned in the contract, wastes of asphalt, unpainted plaster board,
steel and wood (not processed, not painted, not laminated) shall be recycled by
contractor. Tüpraş’s Site Organizer shall instruct contractor about utilization of, if any,
recycling facilities.
 Any nonhazardous waste generated by contractor shall be disposed by contractor in
accordance with current applicable laws.
 Hazardous wastes caused by Tüpraş and generated during the demolition, construction
or cleaning operations, including polluted soil or pipeline, shall be disposed in accordance
with the instructions given by Tüpraş’s Site Organizer. Tüpraş’s Site Organizer shall
discuss the issue with Tüpraş’s Environmental Control Engineer, who will ensure that
hazardous wastes are disposed according to applicable regulations.
 All wastes shall be classified in their sources in order to determine appropriate storage,
handling and disposal methods. Wastes shall be defined in three categories in the initial
classification: Inert, Nonhazardous, Hazardous.
 Contractor’s officers are responsible for labeling waste containers in a clear and
understandable manner in accordance with the wastes that they contain.
 Unit Waste Labels shall be prepared through SAP Waste Management Module. Wastes
that do not have any Unit Waste Label shall not be allowed to enter waste fields.
Contractor shall remove these labels with the department, with which it collaborates.

 Availability of a label, which includes all details of the waste, is very important for safe
handling of the waste by employees. So, it will be possible to separate the wastes, which
cannot be stored or handled together. If there is any waste that was not defined in the
worksite, this waste shall initially be treated as a hazardous waste.
 All waste containers in the field shall be clearly labeled according to the type of waste
that they include or they were intended to include. If there are old labels on the containers,
new labels shall be affixed after removing or covering the old label.
 Unit waste labels, prepared for the wastes, must include the following details. These
labels shall be kept on the waste as long as they are stored in waste storage fields.
o Waste generating unit
o Description of waste
o Waste code
o Source
o Physical characteristics at 20°C
o H number (definition and shape)
o Risk marks (definition)
o Safety marks (definition)
o Date (Label printing date)
o Name & Surname (Unit officer)
o Quantity
o Note
o Signature
 Different types of wastes shall be separated at their source according to their classes as
described below:
o Food and kitchen wastes shall be classified in the kitchen separate from other
wastes and containers of these wastes shall be emptied at least once or twice
in a day so as not to cause any problem in terms of health and hygiene;
o Recyclable wastes (scrap, metal, glass, plastic, paper, etc.) shall be classified
and collected at designated waste collection points and then they shall be
transported to solid waste field in order to be sent to recycling facilities;
o Medical wastes shall be stored separated from other hazardous wastes
although they are also classified as hazardous wastes;
o Only one type of hazardous waste can be put in a container. Hazardous wastes
can be stored together, provided that they are put in separate containers based
on their categories.
o If nonhazardous wastes are mixed with hazardous wastes, they shall be
shipped and disposed as hazardous wastes.
o Solid and fluid wastes shall never be mixed.
 Waste storage containers shall be of appropriate composition, shape and size, based on
the waste to be contained. Only solid and impermeable containers that are in good
condition shall be used at the worksite.
 All contractors working in the refineries are responsible to transport their wastes to waste
collection points after they are classified at the source. Wastes, collected at contractor’s

waste collection points, shall be transported to waste fields in accordance with the class
of wastes.
 Contractor’s officers are responsible to have sufficient numbers and sizes of containers
at waste collection points and to organize transportation of wastes to waste fields as
required after creating SAP Waste record and label through the department, to which
they report.
 Wastes shall be collected at waste collection points in the containers, on which the waste
class is written.
 Operators working for waste management shall control before wastes are transported
from waste collection points to waste fields or from waste fields to recycling/disposal
facilities that following requirements are met. If any of the following criteria is not met,
waste shall not be allowed to be shipped until all corrective actions are taken.
o Waste bags/containers must have been labeled with unit waste labels.
o Waste bags/containers must be in good physical conditions and impermeable.
o Waste bags/containers must be appropriate for the waste that they contain.
o Waste bags/containers must have been closed properly.
o Wastes which may generate harmful gases or heat by chemically reacting with
each other must be stored enough far away from each other.
o Wastes must be loaded safely and properly to the vehicle during the transfer.
 Waste management awareness training shall be provided for contractors and visitors
working at Tüpraş’s sites. Principles of waste management shall be included to the
informative presentations to be prepared for visitors and it shall be ensured that visitors
do also comply with waste management rules at Tüpraş’s sites.
 Waste management shall be reminded during daily speeches made for safety and
awareness of employees shall be maintained at the highest level.
46.2 Waste Materials and Spillages

 Draining solid or fluid wastes to waste water refining channel system or pouring them on
the worksite is certainly forbidden and in case of any spillage, authorized representatives
of Tüpraş shall be informed and the site shall be cleaned in accordance with their
instructions.
 The soil that was polluted as a result of contractor’s operations shall be taken and
transferred to the waste field to be designated by Tüpraş.
 Contractor shall agree that costs of all laboratory tests, documentation, transportation
and labor will be deducted from its progress payments.
 Washing of any equipment of contractor, including vacuum machines, without permission
is forbidden.

47.0 Tasks and Responsibilities


47.1 General Responsibilities
Contractor determines the authorities and responsibilities of its worksite chief / project
manager (Representative) and HSE Officer and submits them to Tüpraş.

a. It prepares and implements HSE Plan / Work Hazard Analysis (WHA) / (If required by
Tüpraş) Method of Statement. If a revision is needed, written approvals of Tüpraş’s
Contractor Site Officer and WHA team are obtained for the change.
b. It fulfills HSE requirements before commencement of work;
c. It defines competencies required for critical positions in terms of HSE, assigns
appropriate staff and informs Tüpraş in written;
d. It provides sufficient resources to implement the contract in accordance to HSE Plan /
WHA and prepares necessary conditions;
e. It communicates the hazards and measures identified in HSE Plan / Work Hazard
Analysis and risk checklist to its staff;
f. It obtains the resources, which are needed to implement corrective actions, as soon as
possible after the audits;
g. It meets additional requirements specified by Tüpraş’s Contractor Site Officer;
h. It informs Tüpraş’s Contractor Site Officer on time about HSE incidents and issues;
i. If it is required to work on multiple worksites, it assigns an authorized representative for
each worksite;
j. It assigns a health and safety coordinator for the works covered by the Regulation on
Worker’s Health and Safety in Construction Works (Annex-1);
k. It employs sufficient number of workplace physicians, work safety experts and healthcare
staff or receives support from OSGB, based on hazard class as per the provisions of
Article 6 of the Law on Worker’s Health and Safety;
l. If necessary, contractor takes HSE Documentation (HSE Plan, WHA, etc.) into
consideration when calculating the duration needed to complete the work or steps of
work;
m. Contractor shall take current legislations as well as provisions of the Regulation on
Worker’s Health and Safety in Construction Works, provisions of the Regulation on
Machine Safety and the Regulation on Health and Safety Conditions in Utilization of
Work Equipment, and international best practices in selecting, installing, placing,
commissioning, operating and maintaining mechanical and electrical equipment and for
health and safety of its employees.
47.2 Contractor’s Work Safety Experts
Tasks of work safety experts are as stated in Article 9 of the Regulation on Tasks,
Authorities, Responsibilities and Trainings of Work Safety Experts.

47.3 Contractor’s HSE Officer

Contractor’s HSE Officer shall have following qualifications.


- To be graduated from 2-years Workers’ Health and Safety Departments of
Vocational Schools;
- To be graduated from 4-years departments of universities or construction,
chemistry, chemistry technology, mining, machinery, refinery and petrochemistry,
environment, fire and firefighting and relevant departments of 2-years Vocational
Schools;
- To have certificate and experience in the following areas:
o Risk Assessment
o Basic Workers' Health and Safety
o Basic Fire
Persons that meet these criteria must have been successful in the exam to be made after
“Contractor’s HSE Training” to be given by Tüpraş in order to work as Contractor’s HSE
Officer. Persons that fail to pass this exam shall be trained again.
Refinery TÇM may sometimes require HSE Officer to be a WHS expert. HSE Officer to be
assigned shall certainly be submitted to the approval of TÇM and he/she shall be allowed
to work, if necessary, after conducting an interview. Tüpraş may request from contractors,
who will work at more than one worksite, to assign sufficient number of HSE Officers in
order to perform necessary controls.
a) He/she makes recommendations to managers and employees of contractor for
HSE issues;
b) He/she is responsible to report HSE incidents in accordance with Tüpraş’s
standards and to make necessary contributions to investigation group and to
follow up implementation of corrective actions, suggested by Tüpraş;
c) He/she gathers significant HSE performance indicators and reports them to
Tüpraş;
d) He/she controls that works are performed in accordance with HSE Plan and
WHA.

47.4 Contractor’s Workplace Physician


Tasks of workplace physicians are as stated in Article 9 of the Regulation on Tasks,
Authorities, Responsibilities and Trainings of Workplace Physicians and Other Healthcare
Staff.

47.5 Health and Safety Coordinators in Construction Works

Tasks of Health and Safety Coordinators in Construction Works are as stated in Articles 10
and 11 of the Regulation on Worker’s Health and Safety in Construction Works.

48.0 Sanction for Contractors


Any failure of Contractor, Contractor’ staff or workers to comply with health, safety and
environmental requirements and In case of violation of site HSE rules, enclosed
TPR.TEM.LST.0026 HSE list will be imposed to the Contractor.

Tüpraş has the right to decide and impose violation(s) clause from the TPR.TEM.LST.0026
HSE Sanction Violationlist.

If any such violation registered or occurred at the refinery premises, HSE department will
inform to the Contractor, Tüpraş Financial Department and affiliated department of contractor.
Financial Department will deduct mentioned penalty from first following payment of contractors.

Payment shall never be deducted from the employees of own contractor. Tüpraş has the right
to increase the unit day rate that is mentioned in the TPR.TEM.LST.0026 HSE Sanction
Violation list.

49.0 MISCELLANEOUS

 Other applicable legislations, regulations, communiqués and company’s specifications


and standards pertaining to Worker’s Health and Safety are applied for issues not
mentioned herein.
 Measures for health and safety specified herein are primary measures in terms of their
significance.

Annex-2 Regular Switchboard Technical Specifications

Boards shall be IP54 class, covered, lockable and labeled.

There shall be “DEATH RISK - SKULL” sign on the board.

Contractor shall always keep a copy of Temporary Deenergising/Reenergising Permission Form


that it has obtained within the board.

Board labels shall be rustproof and nonerasable. Labels shall have the following details:

Boards that cannot be mounted on a fixed section of a facility (wall, metal body, etc.) shall be put
on a base at least 50 cm. high from the ground, which will protect the board against mechanical
forces. This base shall be compatible with the environmental conditions, be painted and it shall have
grounding clips or bolts.

Board cable inlets/outlets shall be under the board and they shall have gland and sleeve.
Furthermore socket outlets of the boards shall be on the side and front. The board must be protected
in a manner to prevent any harm to the cable in case of vibration, swinging, etc. Cable inlets and
outlets must be placed so as not to impair IP rate of the board.

Inlets and outlets of electricity switchboard shall be protected with switches, which have thermal
magnetic properties protecting from currents that can be drawn from the board.

There shall be residual current circuit breakers on the main switch and outlets.

Board outlets shall be labeled and nominal current and power details shall be written thereon.

All conducting parts of the board that do not have any electricity shall be grounded. There shall be
one grounding connector within the board’s lead wire for grounding purposes. If there is a fixed
grounding busbar at the location, where the board shall be placed, board body can be grounded
with a suitable grounding cable (min. 35 mm2 and yellow-green colored).

Combined units of brands of Siemens, ABB, Merlin Gerin, which have proven their qualities in the
market, can be used as Low Voltage materials (fuse, automat, switch, relay, thermic, etc.) within
the board, provided that they meet the standard’s requirements.

Sockets, plugs and connectors at board outlets and cable ends, which are used to feed devices,
shall be of IP 45 protection class, they shall have high mechanical resistance, they shall be covered,
locked and grounded and they shall be TSI and IEC certified industrial type. These sockets, plugs
and connectors must be selected in accordance with the current, voltage and power to be drawn by
the line or element that they will feed.

If adjusted thermic-magnetic switch’s power, which will transmit total requested current to electricity
feeding point of Tüpraş, is not sufficient, the switch shall be provided by the contractor.

If there is not any grounding system at the installation location of the board or at the feeding point
or if it is not allowed to use any grounding system, the company shall establish its own ground
system through grounding poles or any other equivalent system. Grounding resistance can be
maximum 2 ohms. Installed grounding system and its connections shall stay connected until the
board is demounted.

When the contractor completes its daily operations, it shall break the supplied energy of the board.

If Tüpraş finds anything in contradiction with the work safety during its controls and if it is decided
by authorized electrician, Tüpraş shall be authorized to cut off the electricity or to request the
electricity to be cut off.

Annex-3 Ex-Proof Switchboard Specifications

Boards shall be manufactured in accordance with 94/9/AT ATEX directive. Boards shall be
compatible to operate at “Zone 1” sites. Ex-proof switchboards, which shall be supplied as free-
standing, shall be made of fiberglass reinforced polyester body. Boards shall be manufactured by
using ex-proof equipment with “de” type protection within “e” type protected external body.
Operating voltage shall be 400V/230V AC 50 Hz. Automatic fuses to be used within the boards shall
be located under the observation glass in order to see their conditions easily. If necessary, this
glass shall be opened to intervene the fuses. It shall be possible to intervene in case the ambient
atmosphere is explosive. Switches to be used within the boards shall be controllable externally and
their conditions shall be seen easily. Boards shall have ATEX certificate to prove their conformity
with above mentioned protection class. Internal connections between the equipment to be used
within the boards and clips under the boards shall be made by the manufacturer. Boards shall have

Annex-4 Scaffold Assembly/Disassembly TEM Specifications

REQUEST AND PROPERTIES:

Since scaffold assembly/disassembly works inherit additional dangers, such as falling from height,
collapse of scaffold, etc. due to assembly and disassembly of steel pipe clamped scaffolds at places,
where there is not any fixed walking and working platform, it requires special standards, including
applicable legislations, and qualified and certified staff and equipment. The purpose of this
specifications is to identify these requirements and to determine the requirements to be met by the
company, which will perform scaffold assembly/disassembly works.

1.1 Tasks, Training and Competency

1.1.1 Staff Requirements of Scaffold Contractor

Scaffold Contractor must at least have, including but not limited to the following employees:
 Scaffold Assembly and Disassembly Worker
 Scaffold Team Leader (he/she will technically manage assembly and disassembly
works)
 Scaffold Auditor
 WHS Officer (full time) (If total number of workers of scaffold contractor is 25 or more,
he/she must have at least C Class WHS Expertise certificate)
This list does not include WHS Expert, Workplace Physician and Other Healthcare Staff,
required by Article 6 of WHS Law, no. 6331, and this list is prepared as an addition to those
requirements.
1.1.2 Training Requirements for Scaffold Assembly and Disassembly Team
Persons, who cannot document that they have received the professional training for the
works that they will perform, are not allowed to perform the dangerous and very dangerous
works, for which professional trainings are mandatory. “The works to assemble and
disassemble construction scaffold and working platform” is classified as Very Dangerous
according to the Communiqué on Workplace Danger Classes for Workers’ Health and Safety
in Scaffolding.
Scaffolds are assembled, disassembled or materially modified under the supervision of the
construction engineer, construction technician or certified technician in accordance with the
Regulation on the Health and Safety Conditions of Utilization of Work Equipment and the
works covering special risks and following issues are performed by workers that have
received sufficient training for the work that they will perform in addition to the requirements
of the Regulation on Procedures and Principles of Workers’ Health and Safety Trainings of
Workers:

a. Understanding the plans for assembling, disassembling or modifying the scaffolds;


b. Safety during the assembly, disassembly or modification of the scaffolds;
c. Measures to prevent the risk of falling of workers or materials;
d. Safety measures to be taken according to changing weather, which can adversely
affect the safety at scaffolds;
e. Loads that can be carried by scaffolds;
f. Other risks that might occur when assembling, disassembling or modifying the
scaffolds.
In addition to the issues mentioned in the Regulation, trainings must also be provided for the
following topics:
a. If a system is operating with a scaffold, the principles of assembly and disassembly
of a specific brand and model of scaffold by the scaffold manufacturer (minimum 8
hours);
b. Ergonomic risks and measures in moving, assembling and disassembling scaffold
elements (minimum 4 hours);
c. Working in height in assembling and disassembling scaffolds (minimum 8 hours);
d. Rescue in assembling and disassembling scaffolds (minimum 8 hours).
These trainings shall be given by qualified persons that are experienced in giving trainings
for scaffold safety.
It shall be ensured that all workers of Scaffold Contractor have Scaffolding Staff (Level 3)
certification, issued by INTES (Employers’ Association of Construction Industries) in
accordance with the provisions of Law on Vocational Qualification Institute, no. 5544
pertaining to National Qualification for Scaffolding Staff (Level 3).
1.1.3 Training Requirements for Scaffold Assembly and Disassembly Team Leader
Team leaders must have completed Scaffolding Staff Training. Additionally, it is
recommended that they have received CISRS Scaffolding Supervisor (or any other
internationally equivalent) training. If they do not have the opportunity to take this training,
they must be trained by a supervisor that has CISRS Scaffolding Supervisor (or any other
internationally equivalent) certificate.

1.1.4 Training Requirements for Scaffold Control/Audit Team


The team that will control/audit the scaffolds must have been graduated from construction
and mechanical engineering and architecture departments of engineering and architecture
faculties or they must machine and construction technicians or certified technicians as stated

Scaffold contractor must employ the staff that has these qualifications.
Scaffold Control/Audit Team must have completed Scaffolding Staff Training. Additionally, it
is recommended that they have received CISRS Scaffolding Supervisor (or any other
internationally equivalent) training. If they do not have the opportunity to take this training,
they must be trained by a supervisor that has CISRS Scaffolding Supervisor (or any other
internationally equivalent) certificate.
1.2 Responsibilities
1.2.1 General Responsibilities of Scaffold Contractor
Scaffold Contractor is responsible to meet, including but not limited to, the following
requirements:
a. To open a workplace for Social Security Institution within the refinery only for
“Scaffold Assembly and Disassembly Operations” and to register its staff at this
workplace;
b. To report NACE code of this workplace to SSI as “Works for assembling and
disassembling construction scaffolds and working platforms - Very dangerous”;
c. To completely fulfill the liabilities arising out of WHS Law, no. 6331, and the Code of
Labor, no. 4857, as an employer;
d. To keep signed copies of OSGB, WHS Expert and Workplace Physician contracts;
e. To prepare the Scaffolding Plan, which must be prepared according to Article 4.3.2
of Annex-2 of the Regulation on the Health and Safety Conditions in Utilization of the
Work Equipment, for each scaffold to be assembled;
f. To conduct static and dynamic analyses of scaffolds, which are assembled in case
system scaffolds are not used;
g. In case maximum height, specified in scaffold assembly user guide, is exceeded or
requirements in the scaffold guide cannot be met for any reason or upon a request
of Refinery Management, to conduct necessary static and dynamic analyses upon
instructions of scaffold manufacturer;
h. To prepare, present to Refinery Management, and implement the plans, procedures,
forms and documents, including but not limited to the following, before
commencement of works:
 HSE Plan
 Work Hazard Analysis
 Accident Investigation / Reporting Procedure and Forms
 Nonconformity Detection and Reporting Procedure, Forms and Follow-up

1.2.2 Responsibilities of Scaffold Team
All workers are responsible for not endangering health and safety of other workers, who are
affected from them and their movements or the works they perform, in accordance with the
trainings that they received for workers’ health and safety and with the instructions of
employer for that purpose as per the provisions of Article 19 of the Law on Workers’ Health
and Safety, no. 6331.
They are responsible to use machines, devices, tools, transportation equipment and other
production tools in compliance with the rules, to use their safety equipment properly and to
not to remove and modify them arbitrarily. Furthermore all workers are responsible to use
and protect their personal protective equipment properly and to inform their supervisors
immediately in case they are encountered with a serious and close danger in terms of health
and safety in the machines, devices, tools, equipment, facilities and buildings and if they see
any deficiency in protection measures.
Regarding working in height and scaffolding:
a. To understand the dangers, specified in risk assessment, assembly, utilization and
disassembly plan;
b. To inform their supervisors about health problems that may prevent to work in height;
c. To control the equipment for preventing falling down everyday and to inform their
supervisors about deficiencies.
1.3 Personal Protective Equipment of Scaffold Assembly and Disassembly Team
Requirements for Personal Protective Equipment to be used by all staff in the scaffold team are
given below:
 Hard hat – with set screw EN 397
 Body Harness - EN 358, EN 361, EN 813, EN 12277
 Wide hooked and shock absorbing double lanyard - EN 354, EN 362, EN 12275-
(Lanyard length must be maximum 1.2 meters).
 Shock absorber: EN 355 (shock absorbers must be use at 6 m. and more height.)
 Carabiners to be used in safety belt system: EN 362 (they must have locking system)
 Eye protection - EN 166
 Gloves - EN 388 (gloves compatible with assembly works)
 Work clothes - with reflectors on top and bottom - EN 471 (work clothes that have highly
visible stripes and are fire resistant shall be worn)

Company name and worker’s name/title must be written on work clothes and hard hats.

1.4 Assembly Conditions


As per the provisions of Article 17 of Annex-4 of the “Regulation on Workers’ Health and Safety
in Construction Works” it is ensured that façade scaffolds, composed of precast components,
and temporary work equipment that are used as scaffolds do conform to the standards TS EN
12810-1,TS EN 12810-2,TS EN 12811-1,TS EN 12811-2, and TS EN 12811-3 and other
national standards and, if there is not any national standard in relation with the subject, to
applicable international standards.”
It is also required by Article 19 of Annex-4 of the same Regulation that “Durability and robustness
calculations of the selected scaffold are obtained from the manufacturer and, if they are not
available, they are prepared. Scaffolds cannot be used without these calculations or if it is
understood that they are not safe according to the calculations.”
Article 4.3.2 of Annex-II of the Regulation on Health and Safety Conditions in Utilization of Work
Equipment requires, “Assembly, utilization and disassembly plan is prepared or caused to be
prepared by construction engineer, construction technician or certified technician, based on the
complexity level of selected scaffold. This plan might be in the form of a standard form that
includes details of the scaffold.”
Scaffolds must be assembled in accordance with their user guides, details of which are given in
1.5.3.
Guidance of the manufacturer of scaffold material must be received for other scaffolds.
System scaffolds are safe as long as their materials are the components of same scaffold as
stated in their user guides. Therefore, scaffold materials of different system scaffold brands must
not be used on the same scaffold.
Materials must be lifted through a pulley during the assembly and assembly area must be
marked and barricaded. Additionally, hand tools of all workers must be secured in order to
prevent them to fall down.
Worker’s own safety shall have the priority during the assembly and ladders and platforms (fully
closed) shall be provided for safe access to work platform.
In case side façades of passage ladder, which was set as Tower Access, have openings,
necessary precautions shall be taken to prevent falling down by adding guard rails.
1.5 Components of Scaffold
Note: This part of the specifications is under contractor’s responsibility when service is procured
with materials.
The materials to be used must be robust and durable under regular working conditions.
There shall not be any contamination and fault in the material, which may affect utilization.
If tube clamp scaffolds are going to be used, materials must meet EN or international standards
that are specific to each component, including but not limited to the following:

If system scaffolds will be used, unless otherwise mentioned in any Turkish law, the contractor
must have certificates of conformity of all components with applicable EN norms and the
certificate issued by an internationally accredited institution, certifying the conformity of all
subcomponents as a system.
System scaffolds to be assembled and their materials must certainly have the user guide,
detailed in 1.5.3.
Pillars must be made of steel or aluminum alloys.
1.5.1 Material types

1.5.1.1 Steel materials
Steel pipes with 48.3 mm outside diameter must meet the specifications given in
Schedule 1.

Deoxidation type FU steels (edge steels) must not be used.


1.5.1.1.1 Loose chained pipes
Minimum nominal yield strength of loose chained pipes, used together with assembly
elements in conformity with prEN 74-1, must be 250 N/mm2 and their minimum
nominal wall thickness must be 3.2 mm (nominal outside diameter is 48.3 mm).

Note - Loose chained pipes are usually used in scaffolds, composed of pipes and
assembly elements. However these pipes can also be used as joints of façade
scaffolds in order to connect the scaffold, composed of precast components, with the
building’s façade.
1.5.1.1.2 Pipes to be used in precast components of scaffold systems
Pipes with nominal outside diameter of 48.3 mm, which will be used in precast
components of scaffold systems that conform to EN 12810-1, must meet the
specifications given in EN 12810-1.
Length of threaded parts opening to pipes must not exceed the limits given in prEN
74-1 when these pipes are connected to assembly elements.
Regarding the pipes with nominal outside diameter of 48.3 mm, the pipes that were
used out of side protection must have following characteristic nominal values:
- Wall thickness ≥2 mm
- Yield strength ReH ≥235 N/mm2
- Elongation, A ≥ %17
1.5.1.1.3 Side Protection
Nominal wall thickness of steel elements, which are used only for side protection
purposes, other than those used for toe wood, must not be less than 1.5 mm. Wall
thickness value must be at least 1 mm in the elements used for toe wood. Thinner
wall thicknesses can be used in case serviceability and load capacity are achieved
through rigid cross-sections, supports or giving a certain shape to the cross-section.
1.5.1.1.4 Platform units
Platform units and interim supports must have at least 2 mm nominal wall thickness.

1.5.1.1.5 Protective coating for components.
Scaffold components must be protected as described in prEN 12811-2.

1.5.1.2 Aluminum alloys


Aluminum pipes with 48.3 mm outside diameter must meet the specifications given in
Schedule 2.

Minimum nominal yield strength of loose chained pipes, used together with assembly
elements in conformity with prEN 74-1, which corresponds to 0.2% permanent
elongation must be 195 N/mm2 and their minimum nominal wall thickness must be 4 mm
(nominal outside diameter is 48.3 mm).
1.5.1.2.1 Pipes to be used in precast components of scaffold systems
Pipes with nominal outside diameter of 48.3 mm, which will be used in precast
components of scaffold systems that conform to EN 12810-1, must meet the
technical requirements given in EN 12810-1.
1.5.1.2.2 Side Protection
Nominal wall thickness of elements, used only for side protection purposes, must be
minimum 2 mm. Thinner wall thicknesses can be used in case serviceability and
load capacity are achieved through rigid cross-sections, supports or giving a certain
shape to the cross-section.
1.5.1.2.3 Platform units
Nominal wall thickness of platform units and interim supports must be minimum 2.5
mm. Thinner wall thicknesses can be used in case serviceability and load capacity
are achieved through rigid cross-sections, supports or giving a certain shape to the
cross-section.

1.5.2 Inspection documents


Materials used in load carrying elements must be delivered together with their EN 10204
test reports. Inspection certificates at 3.1B level, issued at least according to EN 10204, are
required for the below materials:
 Steel with more than 235 N/mm2 nominal yield strength,
 Cast iron,
 Aluminum alloys,
 Steel pipes for pillars, nominal wall thickness of which is less than 2.9 mm.

Certificates of pipes must contain weights, dimensions and negative tolerances in


accordance with Schedule 1 and Schedule 2. Equivalent certificates must be provided for
the materials not covered by EN 10204.
1.5.3 User Guide
The user guide, prepared for each type of precast scaffold system, must be kept at the
worksite.
User guides of scaffold materials, prepared by manufacturer, must include the following
according to EN 12810 and 12811:
a. A list of all components, together with their descriptions, e.g. drawings;
b. Instructions regarding assembly, disassembly and transportation orders of
components;
c. The plan, indicating height and width classes and all dimensions, anchorage patterns
and utilization methods of auxiliary components of each standard system
configuration;
d. Connection instructions under these conditions;
e. Utilization restrictions for wind pressure, ice and snow;
f. All descriptive characteristics of elements, such as loose chained pipes and
connection elements, which were not designed for scaffolding;
g. Loads applied from base plates of the scaffold to the ground and loads applied from
the scaffold to the façade;
h. Proofs that visibly damaged components are not used;
i. If any, storage, maintenance or repairing instructions of manufacturer;
j. Structural data, such as resistance and rigidity, for components and connection
elements found as a result of tests;
k. The methods to obtain advanced information in cases of potential applications not
covered by standard system configurations, such as temporary removal of
connections or heights more than 25.5 m.;
l. Details on restricting loads applied to pillars through connection elements described
in EN 74;
m. Procedures to be applied during assembly and disassembly of scaffolds, which
describe the order of operations properly. These operations must be described and
illustrated.
n. Loads applied from the scaffold to the ground and the building, to which it was
assembled.
o. Details of scaffold class, number of worksites that might be exposed to loads, and
heights allowed for different conditions;
p. Details of assembly and disassembly of components;
q. Details of connecting the scaffold to the building;
r. If any, other restrictions.
1.5.4 Marking

Scaffold components that were designed according to a certain purpose must be marked by
using the following in accordance with EN 12810-1:
a. Symbols or letters describing the scaffold system and its manufacturer;
b. Last two digits of the year of manufacture; Alternatively, a code can be used for the
year of manufacture.
The marks must be arranged in a manner to ensure that they remain legible for the entire
life of component.
Sizes of the letters must be in proportion with the size of component.
“Scaffolds are marked to show the maximum load that they can carry”, as required by Annex-
III of the Regulation on Health and Safety Conditions in Utilization of Work Equipment.
