Project Construction Management

• Construction Planning
• Construction Contractors are responsible for Planning,
Management, and Control of all construction activities based
on the Contract scope.
• Contractors should have the full knowledge of:
• Applicable laws and regulations
• Occupational Health and Safety (OHS) Act
• Labour conditions
• Site conditions and environmental aspects
• Construction methods and equipment

5
Project Construction Management

• Construction Planning
• Safety
• Hazard: Any situation, condition or thing that may be dangerous
to the safety or health of workers or safety of the plant/facility.
• Categories:
• Physical
• Chemical
• Biological
• Psychological: Stress; fatigue; working conditions

6
Project Construction Management

• Construction Planning
• Safety
• Types of Hazard Controls:
• Engineering controls: The most preferred option
Ex: Elimination, Substitution, Re-design, Isolation, Automation, etc.
• Administrative controls:
Ex: Job procedures, policies, permit systems, alarming system, training
• Personal protective equipment (PPE): the last preferred option
Ex: Hard hat, safety boots, etc.

7
Project Construction Management

• Construction Planning
• Ensuring the Project schedule is construction sensitive
• Identifying the sequence of the Building or Plant completion
• Monitoring and controlling Cost of construction activities
• Incorporating project data and information to 3D Model:
• Virtual Design and Construction (VDC)
• Building Information Modeling (BIM)
• 4D BIM/VDC add Schedule dimension to the 3D Model
• 5D BIM/VDC add Cost dimension to the 3D Model
• Links the schedule generated by Primavera or MS Project to the VDC
• Links the cost data and forecasting to the VDC
• To achieve the optimum construction schedule and cost

Project Construction Management

• Construction Planning
• Modular Construction:
• Modularization is the process of moving work from a
construction site into a more controlled environment.
• Fabrication yard (shop)
• Modularization involves planning the design and
construction of a facility in a broken-down approach.
• The entire facility is built from separate components that
can be fabricated, shipped to site and assembled (erected)
on site into the final product.
• These components are referred to as modules.

• Quality
• Insulation,
• Painting
• Inspection, and
• Tests at shop.

representative close to the end of construction
• A list of work not conforming to the project requirements and
contractual obligations such as:
• Problems with the final installation
• Damaged components
• Corrective actions should be done by the contractor
• Release of retainage and final payment is after completion of
corrective actions by the contractor

47
Project Construction Management

• Mechanical Completion (MC)

• The MC is one of the project key milestone.
• MC is the final phase of construction activities to verify the
completeness of the plant.
• Each installed component should be fabricated, installed and
tested in accordance to the project specifications.
• When the MC is achieved, client release the Mechanical
Completion Certificate (MCC)
• After the release of MCC, plant is handed over to the plant
operation team for commissioning and start up.

48
Project Construction Management

• Pre-commissioning
• The verification of functional operability of the system
• To achieve a state of readiness for the Commissioning &Start-up
• Includes:
• Checking the status of mechanical, electrical & instrument
installations
• Running and entire testing of the power generation systems
• Testing of emergency shutdown and control systems
• Flushing, cleaning, and drying activities

49
Project Construction Management

• Commissioning
• To handover the plant/facility from the Contractor (usually EPC
Contractor) to the client based on the contract requirements
• To ensure plant’s safety, operability and performance
• Cold Commissioning: Tests and procedures conducted with water or
solvents.
• Hot Commissioning: Process fluids are introduced in the systems and
sub-systems to test operating scenarios
