ORDER:

In the reference 1st read above, the Director, O/o the Development
Commissioner (Micro, Small and Medium Enterprises), Ministry of Micro, Small &
Medium Enterprises, Government of India, New Delhi has stated that Ministry of
MSME, Government of India through its field organizations of Micro, Small &
Medium Enterprise Development institutes, in collaboration with the State
Industries and other concerned Departments, organized District Udyam Samagams
in the previous Financial Year 2018-19 at 22 Districts, throughout the Country.
Purpose of organizing these Samagams was to bring all stakeholders of MSME eco
system together on one platform, to deliberate on the issues affecting the process
of MSME Development in that States and come out with an action plan. Every
District Samagam focused on one sector which had the potential for Development in
that State. He has further stated that based on the success of these samagams, it
has now been decided to create a wave of such Samagams throughout the Country
in every District, involving not only Industry Secretary, but all other concerned
Departments like Rural Development, Urban Development, Agriculture, Fisheries
and any other which has overlapping jurisdiction in so far as MSMEs are concerned.
It has been decided to organize these District Samagams in all the Districts in the
month of September. These Samagams shall see their culmination in the National
level Udyam Samagam proposed to be organized on 1st of October at New Delhi.

2. In the reference 3rd read above, the Commissioner of Industries, Government

of Andhra Pradesh, Vijayawada has furnished the proposals for setting up the
District Committee, as requested by Government of India.

3. Government after careful examination of the matter, hereby designate Joint

Director, MSME as Nodal Officer to co-ordinate with the programme division in the
Ministry of Micro, Small & Medium Enterprise, Government of India and also
constitute the District Committee with the following members for conduct of MSME
District Samagam:

i. District Collector Chairman

ii. General Manager, DIC Convenor
iii. Director, MSME-DI or his Nominee Member Secretary
iv. Project Director, DRDA Member
v. Project Director, MEPMA Member
vi. Joint Director, Agriculture Member
vii. Joint Director, Fisheries Member
viii. Chief Planning Officer Member

In addition, a State Level Committee headed by Commissioner of Industries,

Government of Andhra Pradesh, Vijayawada to monitor the MSME matters, shall
review its implementation.

4. The Commissioner of Industries, Vijayawada and all the District Collectors in

the State shall take necessary action accordingly.
