Problem Statement

The City’s current Solid Waste program is:


• Complicated and cumbersome for citizens to
understand/implement
• Some services do not meet citizen
expectations or best practices
• Often not compliant with current ordinances
• Not sustainable financially (rates remained
the same for 25 years)
• Costly and difficult to administer

Short Term Recommendations

• Recommend monthly billing process


– Billing in place by 1/1/21 in lieu of annual decal fee
• Assign schedule by refuse collection day for brush and
bulk collection
• Continue the six drop-off recycling centers
• No curbside recycling collection at this time
• Educate citizens on new refuse procedures and
regulations
• Complete Refuse Route Balancing Study

Short Term Recommendations

Revise refuse ordinance to:


• Establish limits to size, frequency and nature of brush
and bulk set-outs
• Establish clear procedures for proper residential
refuse collection set-outs
• Enhance enforcement to incentivize customer
compliance
• Review and approve at future City Council meeting
Mid-Term Recommendation

FY 2021 Budget Submission to include:


• Increase in refuse collection fee to move toward
revenue sufficiency
• Add one additional education and enforcement
employee/vehicle
• Purchase one additional knuckle-boom truck
• Refurbish recycling bins and improve signage
Long Term Recommendations

Future Budget Submissions to include:


• Increased refuse collection fees to move toward
revenue sufficiency
• Implement one-size (96 gallon) cart city-wide
• Add two knuckleboom drivers to assist with
consistency in collection and service delivery
• Implement Refuse Route Balancing Study
