PRIMARY PURPOSE
The position is responsible for the financial accounting services including assets management provided for the
customers of NSW HealthShare, with a strong focus on customer service and ensuring compliance in accordance with
Service Catalogue, NSW HealthShare policies and all relevant legislative, statutory, government and customer
requirements. Reporting to the Financial Accounting Manager, the position will be involved in the day-to-day
operations processing of financial transactions and specific accounting functions to customers of NSW HealthShare.

ESSENTIAL REQUIREMENTS
Qualifications:
Tertiary qualification in Accounting, Business or equivalent, and / or membership of a relevant professional accounting
body and / or record of ongoing relevant professional development.

KEY ACCOUNTABILITIES

• Providing efficient and effective financial accounting services to all customers of NSW HealthShare in
accordance with the service catalogue, NSW HealthShare policies and all relevant legislative, statutory,
government and customer policy requirements.
• Ensuring effective implementation of accounting systems as reflected in the NSW HealthShare Service
Centre accounting processes and records.
• Assisting in the development of financial accounting policies that clearly define the financial accounting
processes in accordance with NSW HealthShare policies, relevant NSW DOH policy directives,
legislative, statutory and customer requirements.
• Ensuring the accuracy and integrity of all financial transactions processing through compliance with
policies, systems and procedures and appropriate and adequate controls are in place and adhered to.
• Providing a leading role in the planning, coordination and implementation of appropriate systems for the
direct provision of financial accounting services or to compliment systems that directly provide such
services.
• Ensuring the financial transactions processed are fully compliant with both internal and external audit
requirements.
• Assisting in dealing with and/or provision of information for all financial accounting matters with the
internal and external auditors for customers.
• Actively participating in the NSW HealthShare development projects acting as the primary resource
person for financial accounting and payroll/finance matters.

POSITION DESCRIPTION

Financial Accountant

• Maintaining specific accounting functions which include: assisting in the preparation of annual financial
accounts, production of monthly, periodic and annual financial statements, maintenance and
reconciliation of the General Ledger to Subsidiary Ledger, reconciliation of relevant payroll related
information, posting of period ends journals to General Ledger,
• Ensuring all systems and procedures in relation to assets management including updating of asset
register, reconciliation and general ledger related activities are developed and implemented effectively.
• Ensuring a complete and accurate maintenance of the Oracle Fixed Assets Module.
• Leading role in the operations and implementing of strategies designed to introduce efficiencies and best
practice productivity and ensure all customers receive timely and professional services
• Providing advice on the financial accounting matters within the scope of the position and supplying of
accurate information to the customers of NSW HealthShare.
• Providing support to the Financial Accounting Manager in resolving the more complex financial
accounting issues and implementing agreed actions.
• Supervision of staff including rostering, leave approvals and managing of employee related issues,
conflict and disputes as they arise with minimal impact to service provisions.
• Assisting in the recruitment and selection, orientation and induction and training of staff within the
relevant team.
• Contributing to the development & education of staff in the use of financial systems, policies and
procedures and all finance operations related issues within NSW HealthShare. Ensure that all staff
receive regular appraisals of their performance and identify areas for personal development and
succession planning.
• Contributing to the regular appraisals of your performance and identifying areas for personal career
development.
• Modeling, promoting and encouraging a culture that embraces the values of the organisation, a positive
'can do' attitude and approach in interactions with internal managers and staff, customers and other
stakeholders
• Any other duties as may reasonably be required.

KEY CHALLENGES

• Ensuring that the NSW HealthShare accounting records are maintained in accordance with the NSW
Health Department's Accounts & Audit Determination, the DOH Accounting Manual, the DOH Accrual
Accounting Manual and Australian Accounting Standards where applicable.

SELECTION CRITERIA

• Demonstrated extensive financial accounting experience with a sound knowledge of assets management
in a large complex organisation.
• Proven experience in the effective management of staff.
• Well developed analytical skills and experience in problem resolution from a financial process and
records perspective.
• Recent and relevant experience in problem resolution from a financial process and records perspective.
• Demonstrated knowledge of Australian Accounting Standards and detailed understanding of NSW Health
requirements with respect to accounting for controlled entities.
• Demonstrated current experience in using the Oracle Financial Management Information System (FMIS),
with a sound understanding of Oracle Fixed Assets module.
• Demonstrated high level experience in the use of Microsoft packages such as spreadsheet, database
and word processing applications.

OTHER REQUIREMENTS
The role and responsibilities are to be carried out in a manner that is consistent with delegations, policies, procedures
and operations systems of HealthShare NSW. The following specific requirements should be noted:
Culture

Finance and Resources
Manage allocated finance and resources efficiently and effectively in accordance with the HealthShare NSW
Delegations Manual (and supporting corporate policies and documentation). This may include, but not be limited to,
management of an allocated budget, assets and stores, corporate records, intellectual property and personnel records
and include the correct retention of data and records.
Fraud and Corruption
Ensure there are effective and sustained controls to prevent, detect and respond to fraud and corruption.
Performance Appraisal
Employees and managers should regularly check-in with each other, providing feedback to each other. All new staff
should have an initial performance assessment within three (3) months following commencement of employment. At
least every twelve (12) months, a performance appraisal should be undertaken.
Risk Management
Undertake business unit risk planning and risk assessments, ensuring competence in risk management and
assessment. Understand and abide by the organisation's risk policies, maintaining an understanding of the operational
and risk management context, managing risk accordingly.
Rostering Management
Ensure data quality, integrity, policy and Award compliance is maintained in day to day rostering.
Training
Comply with and participate in the organisation's training programs and policies, maintaining currency of all mandatory
training.
