DIRECTIONS

Sub: APPCB – TF – HO - M/s.Prakash Ferrous Industries Private Limited, Urundur

(P), Srikalahasti (M), Chittoor District – Complaint received against the industry
on water and air pollution and non-compliance of consent conditions – Legal
Hearing held on 20.01.2017 - DIRECTIONS – Issued - Reg.

Ref: 1. Consent Order No.APPCB/KNL/TPT/133/CFO/2016, dt.18.04.2016.

2. Auto renewal order No.APPCB/KNL/133/CFO&HWM/HO/2016,
dt.01.10.2016 for Consent Order No. APPCB/KNL/TPT/133/HO/CFO/2012-
232, dt.07.11.2014.
3. Board Officials inspected the industry on 21.10.2016.

5. External Advisory Committee (Task Force) Meeting held on 20.01.2017.

WHEREAS you are operating the industry in the name & style of M/s.Prakash Ferrous
Industries Private Limited, Urundur (P), Srikalahasti (M), Chittoor Dist is involved in the
manufacture of TMT Bars/Structural Steels – 1000 TPD and MS Billets – 7200
MT/month.

WHEREAS vide reference 1st cited, the Board issued combined CFO & HWA Order to
the industry on 18.04.2016 to manufacture MS Billets – 7200 MT/month which is valid
upto 21.03.2017.

WHEREAS vide reference 2nd cited, the Board issued combined CFO & HWA Order to
the industry on 16.08.2016 duly stipulating necessary standards and conditions to
manufacture TMT Bars/Structural Steels – 1000 TPD which is valid upto 30.08.2021
through auto renewal.

WHEREAS vide reference 3rd cited, The Board officials inspected the industry on
21.10.2016 and observed the following violations:

 The industry has not provided water meters for water consumption.
 The industry has not provided 25% of additional bags as spare in the bag house
to meet the emergency requirements
 The industry has not provided inter locking system between the air pollution
control equipment and raw material feeding system.
 The industry has not maintained records/log registers for air pollution control
equipments.
 The industry has laid RCC roads around the SMS area only.
 The industry has not provided fixed AAQM Stations in the premises to monitor
the ground level concentration of SPM, SO2 & Nox parameters.
 The industry has not provided online monitoring system to induction furnace.

WHEREAS vide reference 4th cited, the Zonal Office, Kurnool has issued a show cause
notice to the industry on 08.11.2016 for non-compliance of Consent order conditions.

WHEREAS vide reference 5th cited, legal hearing was conducted before the External
Advisory Committee (Task Force) Meeting of A.P. Pollution Control Board on
20.01.2017. The representatives of the industry attended the legal hearing and
complainants were not attended the legal hearing. The committee noted that the Board
received Complaints from the local public regarding air pollution problems causing by
the industry and non-compliance of CFO order conditions and the directions of the
Board. The committee observed that industry has not meeting the Board standards and
releasing high concentration of gaseous emissions into the atmosphere from process
stacks. The representative of the industry informed that they have installed water
meters for water consumption. It was informed that they procured spare filter bags to
meet the emergency requirements and installation will be completed by end of
March’2017. They informed that inter locking system between the air pollution control
equipment and raw material feeding system will be completed by April’2017. It was also
informed that they will install online monitoring system to induction furnace by end of
February’2017.

The Committee after detailed discussions, recommended to issue the following

directions:
1. The industry shall provide 25% of additional bags as spare in the bag house to
meet the emergency requirements within 2 months.
2. The industry shall provide inter locking system between the air pollution
control equipment and raw material feeding system within 3 months.
3. The industry shall lay the internal roads to control fugitive emissions within 2
months.
4. The industry shall install AAQM Stations in the premises to monitor the
ground level concentration of SPM, SO2 & Nox parameters within 1 month.
5. The industry shall store the coal in storage yards and adequate dust
containment/suppression measures shall maintain all around storage yard to
control fugitive emissions.
6. The industry shall not cause any air pollution/dust nuisance in the
surroundings.
7. The industry shall maintain records/log registers for air pollution control
equipments
8. The industry shall develop green belt within the industry premises.
9. The industry shall ensure continuous compliance of the CFO and Hazardous
Waste Authorization conditions issued by the Board.

This order is issued under Sec.33(A) of Water (Prevention and Control of Pollution)
Amendment Act, 1988 and under Sec.31(A) of Air (Prevention & Control of Pollution)
Amendment Act, 1987.

You are hereby directed to note that, should you violate any one of the directions
mentioned above, your unit will be closed under Sec.33(A) of Water (Prevention &
Control of Pollution) Amendment Act, 1988 and Sec.31(A) of Air (Prevention & Control
of Pollution) Amendment Act, 1987 without any further notice, in the interest of Public
Health and Environment.

This Order comes into effect from today i.e., 16.02.2017.
