 Instructions

1. Print out all of the sheets in this file and the card files (Bid Loans Royalties Cards,

Discovery Cards, Political Cards).

2. For the card files, make sure you print them front and back on the same sheet.

3. Shuffle the cards and put them on the board.

4. At the beginning of each game, pick one (1) player to be the Banker in charge of

collecting and distributing the money. Keep Bank money separate!

5. Give each player the following (total of $500 million):

- 2 x $10M

- 4 x $20M

- 2 x $50M

- 3 x $100M

6. During each player’s turn, they must draw one (1) card from the Bid Round, Discovery,

Political and Loans card piles. Draw and read each card one at a time.

7. Bid Round: After Bid Round card is drawn, place it in the middle of the Game Board so

all players can start bidding.

- Bidding must start at the Minimum Bid.

- The Highest Bid is the Winning Bid.

- Chance of Discovery is the likelihood that a Successful Discovery will be made.

- Political risk is the likelihood of Political Cards negatively impacting the Bid Round.

- The Player who draws the Bid Round card receives $20 million discount towards

bidding. For example, if the player who draws the Bid Round card has highest

(winning) bid of $60 million, she or he only has to pay the Bank $40 million.

- The Winning Bidder should hold on to the Bid Round card until a Discovery.

- If no player bids, return the Bid Round card to the bottom of the pile.

 - Bid Rounds can be sold back to the Bank for the Resale Before Discovery (before any

discovery is made while you own that Bid Round) or the Resale after Successful

Discovery amount.

8. Discovery: Discovery cards state whether there has been a Successful or Failed Bid

Round Discovery.

- If Discovery card is drawn and no player owns Bid Round, return card to the bottom

of the pile.

- If Successful Discovery card is drawn and any player owns the Bid Round, give the

card to the player to hold so they can start drawing for royalties on their next turn.

- If Failed Discovery card is drawn, any player that owns Bid Round must return card

to the bottom of the Bid Round pile and receive tax write-off (amount listed on card)

from the Bank. Put Failed Discovery card at the bottom of the Discovery card pile.

- Discovery cards have no impact if a player currently has a Successful Discovery for

the given Bid Round. For example, if a player already has a Successful Discovery in

Angola then any player draws Successful or Failed Angola Discovery cards, put the

cards at the bottom of the Discovery card pile.

- After player sells Successful Discovery back to the Bank (Resale After Successful

Discovery), he or she should return Bid Round and Successful Discovery card back to

the bottom of the card piles.

9. Political: As stated on the Bid Round cards, political risk varies by location.

- Taxes: Player only has to pay taxes if she or he own a Successful Bid Round

Discovery.

 - If player can’t pay political fines, she or he must return Bid Round card to the

bottom of the card pile and receive tax write-off listed on the card.

10. Loans: A player can only take out one (1) loan from the Bank at a time.

- All loans must be repaid after two (2) turns (or earlier).

- Hold on to the Loan card until the loan is repaid.

- You can repay a loan with money from another loan.

- After a Loan Forgiveness card is used, return it to the bottom of the card pile.

- Be Careful! If you can’t repay the loan, you are bankrupt and can no longer play!

11. Royalties: If you own a Successful Discovery, on each turn draw a Royalties card from

the Royalties card pile.

- For example, if you own Angola Bid Round and have a Successful Discovery then

draw a double down red arrows royalties card, you get $60M from the Bank.

- Successful Explorations can be sold back to the Bank for a multiple of the last

amount in royalties received. Each Bid Round card lists the multiple (eg 6x Last

Royalties).

How to Win: After 60 minutes of playing, each player sells their Bid Round

explorations back to the Bank and counts their royalty checks.

- For each Successful Bid Round, draw a Royalties card then sell Bid Round back to the

Bank for the Resale After Discovery.

- All other Bid Round cards can be sold back to the Bank for the Resale Before

Discovery amount.
