Committee on Health as presiding chair called the meeting to order


at exactly 10:00 AM.
2. A prayer led by Ms. Miriam B. Moreno – MAO Staff.
3. Fourteen (14) MNC members were present, 9 (nine) were absent and having three (3)
visitors, the chair declared the meeting in order.
4. A roll call of members of the Municipal Nutrition Committee lead by MNAO Eric Jay T.
Obeṅita, the secretariat of the meeting.
5. The chair call in the reading of the previous minutes.
6. A motion by DILG Staff Dina R. Linao to read the previous minutes in silent for 5 minutes.
7. Hearing no objection, a motion of the adaption of the previous minutes by ASELCO
Representative Restituta P. Pulmones and seconded by DILG Staff Dina R. Linao.
8. The presiding chair ask the members if there is any motion for additional agenda as she
read the agenda for the meeting.

c. Updates and Other Matters

Reorganization of Municipal Nutrition Committee and the Creation of Municipal


Nutrition Technical Working Group

10. The presiding chair requested the MNAO to present the flow of reorganization of the
Municipal Nutrition Committee.
11. MNAO inform the committee about the reason why MNC needs to reorganize. First, all the
committee members are obliged to participate in solving the problem about malnutrition
within the municipality. Second, the government should provide the basic health and
nutrition services based from the local code 7160. MNAO also stated the functions of each
sectors in the government that might help to prevent malnutrition in municipality. He also
discussed the MNC functions and the TWG functions as part of the council which support,
monitor, and document the implementation of program and activities as plan.
12. OMA Reuel Barraca suggested that those TWG members that were not present during the
meeting should still be included in the committee although they have no representative
since they are part of the council and one of the reason why reorganization happens was
because of the new municipal mayor which automatically the chairman of the committee
and the recipient of the executive order.
13. The presiding officer ask MNAO if there is any existing ordinance for the creation of MNC.
14. MNAO replied that there was no existing ordinance but they have the executive order for
the creation of MNC.
15. The presiding officer suggested that if possible there should be an ordinance for the
creation of MNC due to the fact that ordinance will classify the composition of organization
while the executive order will be replaced if one of the members of the committee has new
representative or if there is a newly elected municipal mayor.
16. OMA expresses doubt about the reorganization and said to the presiding officer that no
reorganization will be conducted in that case since the ordinance has not been fixed.
17. The presiding chair replied that they can still identify the composition of the committee.
18. OMA also mentioned that if the ordinance are already created it must be attached prior
before the reorganizing because at some point, the ordinance should be created first before
the executive order.
19. The presiding chair replied that they can approved first the members of the Municipal
Nutrition Committee just like what other committees did and will be passed to the
Sanguniang Bayan for the adoption. She also read the composition of Municipal Nutrition
Committee and suggested to MNAO that if possible the Business Sector will also join the
committee since they have the organization.
20. MNAO replied that they are qualified to join the committee.
21. PDO I Robert Nuer recommend that there should be two representatives from NGO’s.
22. The presiding chair response to the recommendation raised and said that if a lot of
members were involved in the committee there is a tendency that the meeting will not be
quorum. But she also agrees and ask the two representatives from NGO’s that were
capable to join the committee which can address the malnutrition.
23. CODESPA representative said that they have a project that was implemented in Talacogon
and they have a partnership from other NGO’s which is the Action Against Hunger and he
suggested if possible that her partner will become his substitute during the meeting in case
he have a travel order.
24. The presiding officer has query if the CODESPA is terminus. She also added that if the
organization is not permanent, the composition will remain in the ordinance that’s why she
suggested that instead of CODESPA written in the composition, it was changed to NGO.
25. Ms. Roselyn T. Galaura Nurse II of Talacogon West District also suggested if the nurses in
the secondary level can be added in the technical working group.
26. MNAO replied that the MNC have also advocacy about adolescent health aside the children
from 0-59 months. Still, the presence of nurses from secondary level is important and they
are qualified to join the committee.
27. PDO I suggested if the Budget office are capable to join the technical working group since
they also assist during the evaluation.
28. MNAO responded and said that they are qualified yet there is uncertainty if they are allowed
to join. Then he also informed them that the evaluation will last for 3 weeks since the tool
is not the same before that’s why commitment is important as a whole in the MNC.
29. The presiding chair recap the members that were added in the technical working group.
Only one representative for budget office and two nurses from secondary level of
Talacogon and Del Monte. Then she asks the committee for any motion for the approval of
the reorganization of MNC and TWG.
30. PDO 1 moved for the approval of composition of MNC and TWG and seconded by DILG
Staff Dina Linao. Motion Approved.

Approval of the Nutrition Action Plan for 2020

31. The presiding chair requested the MNAO to present the Nutrition Action Plan for 2020.
32. MNAO presented first the mission and vision of MNC which was created by the technical
working group and the problem tree that will serve as a guide to find out the goals and
objectives.
33. MNAO also stated the 3 consequences when a problem was observed within a barangay.
First, the household food insecurity in which no or less educational attainment could be
possibly cause food shortage due to low income of the family. Second, is inadequate care
of mother and children in which irresponsible parenthood like for example gambling and
also having the data for increasing teenage pregnancy wherein they are nutritionally at risk
pregnant women. Their child is automatically malnourished inside the womb and even the
baby is already born. Then, some IP’s community are still unaware about immunization
program and multivitamins supplementation. Lastly for unhealthy environment, proper
segregation of waste should be implemented specifically for those houses that has no
sanitary toilet. With that, the goals and objectives occur. He also informed the body that
there are three (3) indicators of nutritional status. First, the weight vs. age, in which the
nutritional status is either underweight or severely underweight, normal, overweight or
obese. Second, the height vs. age in which the nutritional status is either stunted or
severely stunted. And the third indicator, the weight vs. height in which the nutritional status
is either wasted or severely wasted. And as to 2019 Operation Timbang, the prevalence
rate for underweight children is 3.6%; for stunted and severely stunted, the result is not
abrupt which means the effect is long term; for wasted and severely wasted, from 5.3% to
3% for preschool children.
34. MNAO presented the Municipal Action Plan for 2020. First, the Health System Support
Group in which the midwives, BNS and BHW are trained to help in taking care and give
advocacy in terms of infant child feeding. There is an existing budget for the said program.
Second, the Community-based health and nutrition support wherein the barangay
organizes IYCF support group in which their duties is to go to the household of pregnant
women to give advocacy about taking care of the child. There is also an existing budget for
the said activity per barangay. Next, is having breastfeeding corner or room for every
establishment especially for the public places where in MNAO suggested that if possible,
a breastfeeding room should be provided in the ASELCO since mostly the clients are
already a mother. Also by next year, one of the target place to be provided for the
breastfeeding room is the terminal specifically in the jeepney terminal. The bus terminal
had already breastfeeding room but the room is located at the second floor and has no
ventilation. There is also budget for production of tarpaulin about the importance of
breastfeeding to be posted at the strategic areas. Then as to Integrated Management for
Acute Malnutrition, a severely wasted child was found by the Region at the Brgy. San
Agustin. As for National Dietary Supplementation Program or Supplementary Feeding
Program for the daycare, MNAO ask the MSWDO for the proposed budget of the program.
35. MSWDO Fritizie Asotigue responded that the budget is 2,788,200.
36. MNAO ask the DepEd representative if there is a budget for supplementary feeding for the
next year.
37. DepEd representative replied that it has no exact amount for the budget of supplementary
feeding but each child had a budget for 16.00.
38. MNAO continue to explain the presented Action Plan. As for National Promotion for
Behavioral Change, budget has already planned. As for Micronutrient Supplementation, no
budget was identified. MNAO ask for the budget of Iron Supplementation or multivitamins
that was purchased by the RHU. For Overweight and Obesity Management, no certain
activity or program proposed although there is an advocacy about that.
39. CODESPA recommend that weight loss can be used as a contest.
40. MNAO responded that no budget for the prize if the activity will be implemented and also
the MHO should be the one to facilitate the said activity. MNAO also ask the DILG staff
Dina Linao if there is an existing budget for Salin-Tubig yearly.
41. DILG staff replied that the budget for Salin-Tubig is 12,000,000.
42. As to Gulayan sa Paaralan, MNAO also ask the Nurse II of Talacogon West District if they
purchase the seeds to the Department of Agriculture.
43. Nurse II responded that they purchased it.
44. MNAO ask if there is an existing budget for Gulayan sa Paaralan for East and West District
and suggested if 200,000 would be okay for the budget. Nurse II approved the target
budget.
45. MNAO ask the OMA for the budget used to purchase seeds given to the community. He
also ask the 26IB officer if they have the projected budget for the feeding program during
the community outreach.
46. 26IB replied that they have no projected budget.
47. MNAO ask ASELCO for the budget of food assistance.
48. MNAO also ask the CODESPA as for the livelihood program.
49. CODESPA replied that they are more in technical assistance wherein they provide
assistance to the farmers and to the parents with malnourished children in adapting climate
change.
50. MNAO replied that it can be put in enabling mechanism, Organization and Conduct of
Trainings for Beneficiaries. MNAO ask query if the farmers of malnourished children are
the target clients of their program.
51. CODESPA respond that the first participants are the Agricultural Extension Workers then
at the community, the Barangay Agricultural Workers will be the participants and they will
be the one to share their learning within their community.
52. MNAO ask the body where they could insert the program presented by CODESPA Roger
Dejon which is the PRO-ACT.
53. Action against Hunger, the partnership of CODEPSA in a project suggested that it could
be inserted in Nutrition and Sustainable Livelihood since the process is long and those
certain people are trained first before a direct impact will be seen at the market personnel’s
like malnutrition. And for a minor support, it could be place at the MDRRM fund.
54. MNAO ask CODESPA the target households for the project.
55. CODESPA replied that there are 60 households per barangay.
56. MNAO ask the body of there is any queries or suggestions in the Action Plan 2020.
57. Hearing no additional suggestions and concerns, the presiding chair ask the committee if
there is any motion for the approval of MNAP for 2020.
58. MAO Reuel Barraca moved for the approval of MNAP for 2020 and seconded by PDO 1
Robert Nuer. Motion Approved.

Updates and other Matters


59. The presiding chair announced about the proctored ordinance with regards to the selling,
promotion and bringing of junk foods to all the public and private schools. She also added
that if the sari-sari store caught in the act of selling or giving junk foods to the minors they
are subjected to penalty or sanction. If parents are the one who buy the soft drinks, it is
their responsibility that they allow their child.
60. MNAO presented the accomplished activities of the nutrition program of the municipality
such as the MHO about their basic health services, MSWDO with their supplementary
feeding and providing food and non-food assistance to the community. He also
acknowledged the FP community outreach program which conducts feeding program.
Then, Nutrition Month Celebration was successfully conducted in the month of July. He
also attended the Provincial Nutrition Culmination Program wherein one of the BNS was
awarded as Outstanding Barangay Nutrition Scholar. Also, a mother with malnourished
children from Brgy. Zillovia received a first runner up about food and sanitation contest.
The IYCF Support Group was conducted at Brgy. San Nicolas and hopefully by next year
all the barangays will be involved. MNAO also informed the body that last September 26,
they supported the celebration of 2019 National Family Week and commended the effort
of MSWDO who co-funded the National family week of families with malnourished children
and at the same time they had mini launching of Food Faith Program wherein a starter kit
which consist of sprinklers, seeds, seedling trays from MAO office was given to them. Also,
as part of PIMAM Program they found a severely wasted child from San Agustin that was
admitted in DOPMH and so far the health of the child was improved since he was monitored
by the Region. Then, the DepEd conducts dental activity in which the purpose of the activity
is to have school children to be orally fit. In addition, as of September, from 165
preschoolers as weight for age the prevalence rate become 1.68% from 3.6 prevalence
rate from March 2019. MNAO congratulate the effort of MNC. Then he also added the
proposed activities for the next remaining quarter such as the Nutrition and Emergency
Updating of Plan in every barangay and Consolidative Conference among BNC’s.
61. The presiding chair inform the body that in behalf of municipal mayor Pauline Marie R.
Masendo, she represent the Provincial Health Board wherein the Municipality of Talacogon
rank as no. 10 in the cases of malnourished and she congratulated the MNAO for his effort.
62. There being no further concerns, announcements or reminders, the Presiding chair ask the
committee for any motion for the adjournment of the meeting and duly seconded by
CODESPA Roger Dejon.
63. The meeting adjourned at 12:56 NN.
